Choose a software composition analysis (SCA) tool that can inventory direct and transitive dependencies, export a usable SBOM, identify vulnerabilities and other component risks, and flag newly introduced risk in pull requests. Then verify that it covers your languages and released artifacts, provides enough context to act on findings, and fits your team’s governance and operating needs. Test finalists against representative repositories rather than choosing by feature list alone.

SCA is not just a one-time vulnerability scan. Dependencies can change with a pull request, and an old release can become risky when a new advisory is published. A useful program therefore combines change-time checks with continuing inventory and rescanning.

What does an SCA tool need to find?

An SCA tool identifies third-party components in software and helps teams assess risks associated with them. That assessment should cover more than known vulnerabilities: license conflicts, outdated or unsupported components, and potentially malicious packages can also affect whether a dependency is acceptable.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The first requirement is an accurate inventory. A direct dependency is one your team selects explicitly. A transitive dependency is brought in by another package. An application’s dependency graph can include many indirect components, so checking only the packages named in a top-level manifest can miss relevant exposure.

A software bill of materials (SBOM) makes the inventory easier to share and trace. OWASP’s dependency guidance describes an SBOM as recording where a dependency is used, its version, license, source repository, and support or maintenance status. That information helps teams find which applications are affected by a newly disclosed vulnerability, or which vulnerabilities are present in a particular application.

Inventory quality matters as much as the number of alerts a product reports. If a scanner misses a component, vulnerability matching and policy enforcement cannot compensate for the missing evidence. Start by asking how a tool resolves dependency trees, what identifiers it assigns, and whether its inventory represents the software you actually release.

How do I choose an SCA tool?

Set minimum requirements first, then compare products on how well they meet your specific workflow. A practical evaluation starts with coverage and evidence quality; it should not begin with a single headline feature such as reachability or a large vulnerability count.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

1. Require a complete, inspectable inventory

Check that the tool recursively resolves dependencies and supports the manifests and lockfiles used by every production language in scope. Ask whether it can inspect released artifacts as well as source repositories. Source files and lockfiles describe intended dependencies, but an artifact check can help identify components present in the package you deploy.

Inspect the resolved graph, not just a summary count. For each component, look for a stable identifier, version, dependency path, and the ability to export an SBOM. For a monorepo, confirm that teams can discover projects recursively and maintain per-service ownership or SBOM scope instead of receiving one undifferentiated inventory.

2. Examine vulnerability and advisory intelligence

Ask which vulnerability databases and advisory sources the tool uses, how often they are updated, and how it handles aliases, disputed matches, and false positives. OWASP’s selection guidance recommends using several reliable input sources and supporting false-positive handling. A match should be reviewable: teams need to understand why a component was associated with an advisory and what evidence supports that result.

Detection methods differ. OWASP Dependency-Check, for example, documents CPE-based matching to CVE entries and integrations such as NPM Audit, OSS Index, RetireJS, and Bundler Audit. That is a specific documented approach, not proof that any one matching method will be best for every ecosystem. Use test cases from your own dependency graph to compare match quality.

3. Put dependency-change checks in pull requests

Pull-request controls can show what dependency was added, removed, or updated before the change is merged. GitHub’s dependency review documentation describes showing dependency diffs, release dates, usage context, and vulnerability data, with an action that can fail a pull request when it introduces a dependency with a known vulnerability.

Set the gate around new risk introduced by the change, and keep a separate full-inventory scan. A change gate and a complete scan answer different questions: the first helps reviewers assess a proposed change; the second tracks the application’s broader exposure, including components that did not change in that pull request.

Before enabling blocking policies, confirm that a finding gives reviewers enough information to make a decision. Ideally, it identifies the package and vulnerable version range, severity, dependency path, relevant exploitability context, available fix version, and accountable owner. For approved exceptions, record a rationale and an expiry so that a temporary acceptance does not quietly become permanent.

4. Treat reachability as triage evidence

Reachability analysis uses a call graph to assess whether application code can reach vulnerable functions from its entry points. It can help prioritize alerts and reduce time spent on findings that appear less relevant to the running application.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

It is not a permanent safety certificate. Dynamic dispatch, reflection, configuration, and future code changes can limit what a call-graph analysis establishes. Treat a “not reachable” result as evidence for prioritization, and reassess it as code and releases change rather than treating it as proof that a vulnerable component is harmless.

5. Compare the risks beyond CVEs

Review whether the tool can enforce license policies, identify outdated components, flag malicious or behaviorally risky packages, and support VEX or equivalent “not affected” statements. These are distinct questions: a component may have no known vulnerability but still violate a license policy, be poorly maintained, or exhibit supply-chain warning signs.

Ask how the tool explains package-risk signals. For suspected malicious behavior, determine what evidence it presents and how analysts can review or contest a finding. For license controls, check whether policies can distinguish permitted, restricted, and review-required cases without turning every unusual license into an unexplained blocker.

6. Check integrations, governance, and operating constraints

Map the tool to your actual workflow: CI providers, repository pull requests, artifact registries, dashboards, and APIs. For a governed deployment, assess role-based access control, audit logs, single sign-on, data residency, air-gapped operation, and support commitments. These requirements can eliminate an otherwise capable candidate if it cannot operate in your environment.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Also ask how ownership and exceptions work at scale. A finding should reach the team responsible for the affected service, and a policy decision should be traceable. In a monorepo, look for per-service inventory and ownership rather than a single project-level result that obscures who must act.

Which SCA tools should I compare?

Use this shortlist to identify candidates for a proof of concept, not as a universal ranking. The best fit depends on your ecosystems, artifact types, repository and CI setup, and whether your main need is change review, continuous SBOM monitoring, developer remediation, or governance.

Option Best fit to investigate Documented distinction
OWASP Dependency-Check JVM-heavy environments or teams seeking a CLI and build plugins Identifies dependencies and checks publicly disclosed vulnerabilities through CPE/CVE analysis; integrations include Maven, Gradle, Ant, Jenkins, GitHub Actions, and Azure DevOps.
Trivy Teams seeking an open-source scanner across dependencies, filesystems, containers, and licenses OWASP guidance describes manifest and lockfile parsing, SBOM output, and vulnerability and license scanning.
OWASP Dependency-Track SBOM-centered programs monitoring many applications or artifacts OWASP identifies it as a platform for continuous dependency monitoring and SBOM-driven operations.
GitHub dependency review GitHub-based teams focused on dependency changes in pull requests Shows dependency diffs and can fail a pull request when it introduces a known-vulnerable dependency.
Endor Labs Organizations prioritizing reachability analysis and alert reduction OWASP lists call-graph reachability as a differentiating use case.
Snyk Open Source Teams focused on developer workflows and fix-oriented remediation OWASP lists developer experience and fix automation as differentiators.
Mend Security and legal teams seeking open-source and license governance OWASP describes broad dependency and license-risk management.
Socket Teams concerned about malicious or behaviorally risky packages OWASP describes analysis of install scripts, obfuscation, network access, and related supply-chain signals.
Sonatype Nexus Lifecycle Organizations already centered on Nexus artifact repositories OWASP describes component intelligence integrated with the artifact repository.

The distinctions above identify areas to investigate; they do not establish that a product lacks other capabilities or that it will perform well on your code. Confirm current feature availability and test each candidate in the editions and deployment models you would actually use.

How should I test finalists before choosing one?

Run a proof of concept against three to five representative repositories rather than a single clean sample. Include a single-language service, a polyglot or monorepo, and an application with known transitive dependencies and a historical vulnerability. The goal is to see whether the tool produces a reliable, actionable picture across the cases your teams encounter.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Prepare a trusted comparison inventory. Record the components and versions you expect to find, including indirect dependencies. Include a historical vulnerable dependency so you can check whether the tool identifies the component and connects it to the relevant advisory.
  2. Introduce controlled cases. In a test branch, add a deliberately vulnerable dependency through a pull request, include an indirect dependency, add a license-policy violation, and include a component present only in the built artifact. Keep these cases separate enough to see which detection path found each one.
  3. Connect the real workflow. Run the tools through the repository and CI integrations your teams would use. Observe when a result appears, what reviewers see in the pull request, and whether a policy failure provides enough context to fix or review the issue.
  4. Score coverage and actionability. Compare component and version recall against the trusted inventory, time to detect a newly introduced risk, transitive-path clarity, fix guidance, false-positive handling, and reachability context if offered.
  5. Check outputs and operations. Test SBOM and VEX export or interoperability, artifact-registry integration, ownership routing, policy auditability, and the time analysts and developers spend on actionable findings.
  6. Estimate the full operating cost. Include not only licensing but also the staff time needed to configure integrations, tune policies, investigate alerts, manage exceptions, and maintain the program. Compare candidates on the same repositories and workflow so the estimate reflects your environment.

Use results to identify trade-offs, not just to count alerts. A tool that reports more findings may have better coverage, more noise, or both; a tool with fewer alerts may be prioritizing well or missing components. Review the underlying component list and a sample of findings before drawing conclusions.

How do I avoid common SCA rollout mistakes?

Most avoidable problems come from treating a scanner as a one-time gate or switching on every policy before the team can interpret its output. Decide which risks must block a change, which require review, and which should be tracked for follow-up.

  • Do not scan only top-level packages. Require transitive resolution and inspect paths so teams can see how an indirect component enters an application.
  • Do not rely on pull-request checks alone. Existing releases can be affected by advisories disclosed after they were built, so maintain a continuing or scheduled inventory scan.
  • Do not treat a clean result as proof of complete coverage. Validate supported manifests, lockfiles, and artifact types against representative applications and compare identified components with a trusted inventory.
  • Do not make every finding an immediate blocker. Start with policies tied to risk introduced by a change, provide remediation context, and make exceptions reviewable and time-bounded.
  • Do not equate “not reachable” with “safe.” Use reachability to order triage and revisit the assessment as code, configuration, or release contents change.
  • Do not overlook ownership. In a large repository, findings without service ownership can remain unaddressed even when the scanner detects them correctly.

OWASP’s maturity guidance describes progression from on-demand scans toward automated build-pipeline scans that resolve dependency trees, generate SBOMs, and report vulnerability and license status. That progression is a useful rollout model: establish inventory first, automate repeatable checks, then improve policy and remediation workflows using the evidence the team sees in practice.

Frequently Asked Questions

Can an SBOM tell me whether a dependency is safe?

No. An SBOM records component information; it does not by itself establish that a component is secure, supported, or permitted by your policies. Pair it with vulnerability and license intelligence, and keep the inventory tied to the application or artifact it describes.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Why can the same dependency produce different SCA findings in two tools?

Tools can draw on different advisory sources, use different matching approaches, and resolve component identities differently. Compare the evidence behind a match—including its component identifier and affected-version range—rather than treating a difference in alert counts as a direct accuracy ranking.

Should SCA run on every commit or only on releases?

Pull-request or build checks can catch risky changes before they ship, while scheduled or continuous rescanning can surface advisories that appear later. A team’s cadence should reflect how often code changes and how quickly it needs to respond to newly disclosed risk.

What is a VEX statement used for in dependency security?

A VEX or equivalent not-affected statement communicates that a product is not affected by a particular vulnerability, along with the relevant status and reasoning. It can help downstream consumers interpret an advisory without removing the component from the SBOM.
