Compare proposals against the same scope and deliverables; a credential or low fee alone cannot show whether an audit fits your facility’s hazards.
First decide what kind of audit you need
“Safety audit” can describe different engagements, and their purposes affect who should perform them and what credentials matter. State the outcome you need before asking for proposals.
- Internal or second-party safety review: An organization assesses its own arrangements or another party’s performance against defined requirements. Set the criteria and intended use of the findings; do not assume this is a certification audit.
- Process-safety compliance audit: A review focused on process-safety requirements and controls. In covered U.S. Process Safety Management (PSM) settings, OSHA guidance addresses audit-team selection and contractor safety performance; the legal scope depends on the applicable process and jurisdiction.
- ISO 45001 management-system audit: An assessment of an occupational health and safety management system against specified criteria. Clarify whether the engagement is intended for internal improvement, a customer requirement, or another purpose.
- Third-party ISO 45001 certification audit: An independent certification engagement. If certification is the goal, verify that the certification body’s current accreditation covers ISO 45001 and the relevant scope.
Certification is not automatically necessary. The UK Health and Safety Executive (HSE) notes that certification is not the only way to demonstrate safety-management competence, and inspectors consider a range of evidence and observations—not just a claim of ISO 45001 conformity (HSE guidance on ISO 45001).
Define scope and criteria before comparing bids
Give each provider the same description of the work so that differences in price, schedule, or proposed staffing can be compared meaningfully. OSHA’s PSM audit guidance recommends advance planning for the audit format, staffing, schedule, and verification methods (OSHA 1910.119 Appendix C).

Write down:
- The audit purpose, criteria, and intended audience for the report.
- Sites, processes, work activities, shifts, and contractor interfaces to include—and any exclusions.
- Relevant hazards, process complexity, and records or controls the team needs to examine.
- How evidence should be gathered, including interviews, field observations, and document review.
- Expected deliverables, report timing, corrective-action support, and any follow-up review.
- Practical constraints such as language, site access, travel, and the balance of on-site and remote work.
Ask the provider to identify assumptions that affect the fee or schedule. The cited guidance does not establish typical audit prices or durations, so compare the actual scope and deliverables rather than relying on an asserted industry average.
Check whether the proposed team fits your hazards
Review the named lead auditor and the full team, not just the provider’s general credentials. OSHA says effective audit-team selection is critical and calls for relevant experience, knowledge, training, familiarity with the process, and auditing ability (OSHA 1910.119 Appendix C).

Ask for examples of comparable processes and hazards the proposed people have audited. Depending on the facility, the team may need combined expertise in process safety, engineering, instrumentation, electrical systems, maintenance, or emergency preparedness. Find out how technical specialists will be brought in if an issue falls outside the lead auditor’s expertise.
For an ISO 45001 auditor or certifier, HSE advises that competence evidence should be available against a recognized standard, such as ISO 19011 or the relevant parts of the ISO/IEC 17021 series. Confirm the actual qualification and experience of the people assigned rather than treating a general credential as proof of competence for every industrial process.

Compare audit methods and evidence
A sound audit plan explains how the team will test claims against the stated criteria. EU-OSHA describes evidence gathering through records and documents, worker interviews, and observation of work, with evidence considered against audit criteria (EU-OSHA guidance on auditing, reviewing and certifying OSH management systems).
Ask providers to explain how they will cross-check these sources, choose samples, and disclose sampling limits. A document-only review may miss how work is actually performed; observations and worker conversations can help test whether written arrangements match practice. Request an example or redacted sample showing how a finding connects the evidence to the relevant criterion.

Verify accreditation when the engagement is certification
Accreditation is particularly relevant when you are buying third-party ISO 45001 certification; it is not a blanket requirement for every safety consultant, internal auditor, or review. HSE says certification bodies should be accredited by UKAS or an equivalent accreditation body (HSE guidance on ISO 45001).
Before contracting, check the proposed certification body’s current accreditation status and scope directly with UKAS or the equivalent body for your jurisdiction. Make sure the scope covers ISO 45001 and is relevant to the certification you are seeking. The cited guidance does not verify the status of any particular provider.

Make sure findings lead to useful action
Ask what the final report will contain and how the provider will handle follow-up. OSHA’s PSM guidance describes a systematic audit that documents areas requiring corrective action as well as effective elements (OSHA 1910.119 Appendix C).
A proposal should explain how findings will be substantiated, how evidence and criteria will be shown, and how deficiencies, effective practices, and recommended actions will be distinguished. Clarify whether the provider will help prioritize corrective actions, confirm completion, or conduct follow-up—and what those services include.
Scope contractor work where it affects safety
If contractors perform activities that can affect process safety, include those activities explicitly in the audit scope. OSHA’s contractor-selection guidance applies in covered U.S. PSM contexts and identifies contractor safety performance and programs as considerations when selecting contractors; it should not be generalized as a universal rule for every industrial contractor or jurisdiction (OSHA PSM compliance and enforcement guidance).
For contractor oversight, ask how the audit will examine qualifications, responsibilities, supervision, equipment and materials, subcontractor competence, and communication barriers. These are among the areas raised in EU-OSHA’s contractor-management guidance (EU-OSHA contractor-management guidance). Adapt the review to applicable local law and the risks of the work.
Use a consistent checklist to compare proposals
Score each proposal against the same questions. If an answer is missing, ask for clarification before selecting a provider.

Questions to ask before signing
- What criteria, sites, processes, shifts, and contractor activities are included or excluded?
- Who will lead the work, and what comparable industrial processes and hazards has the team audited?
- What specialist expertise is available for process engineering, instrumentation, electrical systems, maintenance, or emergency preparedness?
- How will you gather and cross-check evidence from records, documents, interviews, and observations?
- How will you select samples and disclose the limits of sampling?
- What will a finding include, and how will you distinguish evidence, criteria, nonconformity, risk, and recommended corrective action?
- Can you provide a redacted sample report and describe follow-up options?
- If this is certification, what is the certification body’s current ISO 45001 accreditation scope?
- How is the work tailored to our organization’s size, process complexity, and risk?
- Will subcontractors or specialist assessors be used, and how are their competence and independence checked?
- What assumptions drive the fee and schedule, and what is excluded?
