The right payment gateway for an AI agent depends first on what the agent is buying. A shopping agent needs a seller’s checkout and a narrowly scoped payment credential; an agent calling paid APIs, MCP tools, or content services may need an HTTP 402 machine-payment flow instead. An authorization framework such as Google’s Agent Payments Protocol (AP2) can record user constraints and transaction approval, but it is not a gateway that moves money. Choose the purchase model, then compare authorization limits, credential exposure, payment rails, integration work, operational responsibility, and availability in your target country. The sections below provide an architecture decision process rather than a “best gateway” ranking, because the cited documentation does not establish neutral fee, approval-rate, latency, or settlement comparisons.
What are you actually choosing: a gateway, a payment protocol, or an authorization framework?
These terms describe different layers of an agent-payment system. A gateway or payment service connects a merchant or API provider to payment rails and handles payment authorization and settlement. A payment protocol defines how a client discovers a price, presents payment, and receives proof that the service accepted it. An authorization framework records what the user allowed the agent to do and links that approval to a transaction.
- Gateway or payment service: The component that processes a card, bank-based method, or digital asset transaction and returns a payment result. It may also provide tokenization, refunds, fraud tools, and reporting.
- Machine-payment protocol: A request-and-pay exchange for software. Cloudflare documents x402 and the Machine Payments Protocol (MPP) as HTTP 402-based approaches: the service challenges the client, the client pays, and the client retries with proof.
- Authorization framework: A way to express user constraints and produce an auditable record. Google’s AP2 documentation describes signed, tamper-evident mandates rather than a new payment rail.
- Managed agent infrastructure: A runtime service that packages protocol support, sessions, limits, and verification. AWS announced general availability of Bedrock AgentCore Payments on August 18, 2026, with support for x402 and MPP.
A production design can use all four layers. For example, an agent may receive an AP2 mandate, use a scoped token from a gateway, complete an MPP challenge, and keep the resulting receipt in a managed payment session.
How does the purchase model determine the gateway architecture?
Classify the transaction before comparing vendors. The same provider may be suitable for a retail order but unsuitable for thousands of small, automated API calls, because checkout, retry, fulfillment, and dispute responsibilities differ.

Retail or service checkout
A consumer-facing agent that assembles a cart needs a seller-facing checkout path. Stripe’s documented Shared Payment Tokens (SPTs) let an agent initiate payment with a buyer’s saved method without exposing the underlying card or account credentials. The token can be limited to a seller, an order amount, and a short time window.
This pattern is appropriate when a merchant has a cart, inventory or service fulfillment, customer support, refunds, and tax obligations. The merchant remains the merchant of record in the delegated-checkout model described by Stripe. Your design must state who confirms the final order, who handles a failed or changed item, and who answers the customer after payment.
Per-request, session, or usage-based API purchases
An autonomous software agent paying for an API, MCP tool, data set, or piece of content can use a machine-payment protocol. In Cloudflare’s documented flow, the client requests a resource, receives an HTTP 402 challenge describing payment, fulfills that challenge, retries with a payment credential, and receives the resource and a receipt after verification.

Random freezes, missing sound and display glitches usually trace back to one bad driver. Find and replace yours safely.Free scan · under a minuteThis model moves payment logic into the service integration. The API must produce an unambiguous price and challenge, verify the returned proof, make retries safe, and decide when a session ends. It is a better fit than a conventional cart when each call, time window, or usage unit has a known price.
Mixed journeys
Some agents discover a service through an API, reserve an item, and then complete a human-facing order. Split the flow into explicit stages: authorize discovery and spending, pay for machine usage, and obtain a separate checkout authorization for the final order. Do not reuse a per-request credential for an open-ended retail purchase.
Which current approaches should you evaluate?
The following approaches solve different parts of the problem. Their documentation demonstrates capabilities and example integrations, not a neutral ranking or a guarantee of merchant availability.
| Approach | Best fit | Credential and authorization model | Payment methods or protocol | Operational responsibility |
|---|---|---|---|---|
| Delegated checkout with Shared Payment Tokens | Retail carts and seller-fulfilled orders | Token can be scoped to seller, amount, and short time window; underlying saved credentials are not revealed to the agent | Payment method depends on the gateway and buyer’s saved method | Seller remains merchant of record and manages tax, fulfillment, refunds, and customer service in the described model |
| x402 | Priced API, tool, or content requests | Service returns an HTTP 402 challenge; client returns payment proof for verification | Cloudflare documents stablecoin-based x402 flows | API provider defines prices, challenge format, verification, idempotency, and receipt handling |
| Machine Payments Protocol (MPP) | Machine-to-machine usage or sessions | HTTP 402 challenge and retry with a payment credential | Cloudflare documents cards through Stripe and stablecoins | Provider and facilitator must support the selected method and verify each payment |
| AP2 | User constraints, delegated approval, and audit trails | Open mandates capture constraints before a final amount is known; closed mandates bind approval to a finalized checkout and amount | Payment-agnostic; it does not itself move funds | Participants implement mandate validation and connect the authorization to a gateway or protocol |
| Bedrock AgentCore Payments | Teams already operating agents on AWS that want managed payment sessions | Scoped payment session for one agent interaction, with limits intended to reduce repeated or unexpected payments | AWS says it supports x402 and MPP | AWS manages the service layer; you still configure limits, credentials, provider accounts, and business controls |
Google announced AP2 on September 16, 2025, as an open, payment-agnostic protocol that can extend A2A and MCP. The announcement named more than 60 collaborating organizations, but participation in that announcement is not proof that a specific organization offers a production integration for your merchant or country.

How should you compare gateways and protocols?
Score every candidate against the same transaction, region, and risk assumptions. A feature listed in a general announcement may not be enabled for your account, payment method, or geography.
1. Authorization before the final amount is known
Ask whether a user can approve constraints such as an allowed seller, maximum total, product category, currency, expiration, and number of uses before the agent has a final cart. AP2’s open mandates are designed for this stage. A closed mandate is more specific: it records authorization tied to a finalized checkout and amount.
For an API, define an equivalent scope: maximum amount per request, maximum session spend, permitted resource types, and a deadline. If the provider cannot enforce these limits server-side, enforce them in your own authorization service and reject any challenge that exceeds them.
2. Credential exposure
Prefer a token or payment credential that is useless outside the approved seller, amount, and time window. The agent should not receive a raw card number, bank login, private key, or unrestricted account token. Confirm whether logs, traces, prompts, tool arguments, and model context can contain payment material, and redact them before storage.
The Tool Desk
Outbyte Driver Updater FREEFix the driver behind crashes, sound loss and screen glitchesFind Drivers →Outbyte PC Repair FREERepair Windows errors before they cause bigger problemsFix Now →3. Purchase and retry semantics
Determine whether the system charges once per request, per successful response, per session, or by metered usage. Require an idempotency key or equivalent so a model retry cannot create a second charge after a timeout. Ask how the service reports “payment accepted but resource unavailable,” and whether it can issue a refund or credit automatically.
4. Rails, facilitators, and geography
Check the exact payment methods, currencies, settlement entities, and facilitator requirements for the country where the merchant operates. Cloudflare’s documentation distinguishes x402 stablecoin flows from MPP methods that include cards through Stripe and stablecoins. Those paths are not interchangeable, and support in documentation does not establish availability in every region.
5. Operational controls
Compare spending caps, session boundaries, receipts, reconciliation exports, refund APIs, fraud controls, dispute handling, and tax or fulfillment responsibilities. AWS describes scoped payment sessions intended to limit a single agent interaction; that does not remove your need to monitor aggregate spend across users, agents, and accounts.

6. Integration fit
Map the candidate to your existing API gateway, MCP server, cloud runtime, checkout, identity system, and observability stack. A protocol that requires a facilitator, wallet, or new verification service may cost more engineering time than a gateway-native token, even if its per-transaction feature set is attractive.
How do you design safe authorization for an agent?
Use layered controls rather than trusting the model to obey a spending instruction. The model can propose a purchase, but deterministic code must decide whether payment is allowed.
- Collect a human policy. Record the permitted merchants or API hosts, currency, maximum per transaction, maximum per session and day, expiration, allowed categories, and whether confirmation is required above a threshold.
- Create a scoped credential. Issue a token or mandate containing the policy, an audience, an expiry, a unique identifier, and a nonce. Bind it to the seller or service so it cannot be replayed elsewhere.
- Validate the challenge. When an API returns HTTP 402, parse the amount, currency, resource, expiry, network, and recipient. Reject missing, mismatched, expired, or over-limit fields before any payment call.
- Authorize outside the model. A policy service should compare the challenge with the user’s mandate and current spend. The language model can explain the result, but it should not be able to alter the limit or approve its own exception.
- Pay with least privilege. Send only the scoped credential required by the selected rail. Keep wallet keys, gateway secrets, and refresh tokens in a secret manager or payment service, not in prompts or tool descriptions.
- Verify the response. Check the facilitator or gateway signature, amount, recipient, expiration, and unique payment identifier. Treat an unverified receipt as a failed payment, even if the API returns a success-looking body.
- Record an audit trail. Store the user policy, mandate identifier, challenge, decision, payment identifier, resource response, and receipt status. AP2 describes cryptographically signed mandates and linked records for this purpose.
- Close the scope. End the session at the planned time or spend limit, revoke unused credentials, and require a new user decision for a materially different purchase.
How does an HTTP 402 machine-payment flow work?
HTTP 402 is the protocol signal that the resource requires payment. In the x402 and MPP flow documented by Cloudflare, the challenge-and-retry exchange is part of the API contract.
- The agent sends a normal request to the protected endpoint.
- The service responds with status 402 and structured payment requirements, including the price and information needed to pay.
- The agent’s payment policy checks the challenge against its mandate, session budget, recipient, network, and expiry.
- The payment component obtains a credential or authorization from the supported rail. MPP documentation includes cards through Stripe and stablecoins; x402 documentation describes stablecoin flows.
- The agent retries the original request with the payment proof in the protocol-defined location.
- The service or facilitator verifies the proof, prevents replay, and either returns the resource and receipt or returns a machine-readable failure.
- The client stores the receipt and associates it with the request, user, session, and accounting record.
Implement idempotency around steps five and six. A network timeout after payment but before the response must be recoverable through a payment-status lookup or deterministic request identifier; otherwise an automatic retry can pay twice.
Who is responsible after an agent pays?
Payment authorization does not settle business responsibility. In delegated checkout, Stripe’s described model leaves the seller as merchant of record, responsible for tax, fulfillment, refunds, and customer service. Your contract and user interface should say this plainly.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
For an API purchase, the service operator is responsible for delivering the promised response, defining usage measurement, and publishing refund or credit rules. The agent platform is responsible for enforcing its user policy and exposing a usable receipt. A gateway or facilitator may process the transaction without taking responsibility for the content, uptime, or legal status of the underlying service.
Define failure ownership for at least these cases:
- Payment succeeds but the API times out.
- The API returns a malformed or unverifiable receipt.
- The agent exceeds a limit because of a repeated tool call.
- A user disputes a transaction they authorized through a mandate.
- A seller changes the cart after the agent received approval.
- A stablecoin or card payment is accepted but cannot be settled in the merchant’s operating currency.
What implementation path should an engineering team follow?
Use a staged rollout so payment errors cannot become unlimited agent spending.

- Describe one transaction. Write down the resource, price calculation, currency, expected response, refund rule, and owner. Do not start with a generic “agent wallet.”
- Select the model. Choose delegated checkout for seller-fulfilled orders, x402 or MPP for priced machine requests, AP2 for portable authorization records, and managed infrastructure only when its runtime and regional support match your deployment.
- Confirm provider prerequisites. Verify account approval, supported countries, payment methods, facilitator or wallet requirements, API versions, test environments, webhook behavior, and settlement timing in current provider documentation.
- Build a policy service. Keep limits and approvals in deterministic code with durable storage. Return a clear deny reason when a challenge is outside scope.
- Integrate a sandbox. Test successful payment, declined payment, expired mandate, changed amount, duplicate request, delayed webhook, malformed receipt, and service outage. Use synthetic credentials and test accounts.
- Add reconciliation. Match every agent request to a payment identifier, receipt, gateway record, and accounting entry. Alert on unmatched, duplicated, or unusually high-value transactions.
- Roll out with narrow limits. Start with one service, one currency, short expirations, low session caps, and mandatory human confirmation for exceptional amounts.
- Review real failures. Examine denied challenges, retries, disputes, and user complaints before increasing limits or adding payment methods.
What are the most common failure modes?
The agent receives an unrestricted secret
Replace raw credentials with seller- or service-scoped tokens. If a secret has appeared in a prompt, trace, or log, revoke it and rotate the underlying account.
A retry creates two charges
Use a stable idempotency key derived from the user decision and logical request, and make the provider or facilitator return the prior result for repeats. Never generate a new payment identifier merely because the model repeated a tool call.
The challenge is ambiguous
Reject a challenge that omits currency, recipient, amount, expiry, resource identity, or verification information. A human-readable price in a prompt is not sufficient authorization.
A protocol is mistaken for availability
x402, MPP, and AP2 describe interoperable mechanisms, but a merchant still needs a supported provider, account, rail, and country. Confirm production access and terms for the exact deployment rather than relying on an ecosystem announcement.
Merchant obligations are assigned to the wrong party
Document who handles tax, fulfillment, refunds, disputes, customer service, and content liability. A gateway processing payment does not automatically assume those obligations.
How can you make the final decision?
Score candidates against a representative transaction, not a feature checklist detached from reality. A useful evaluation record contains the following fields:
Free tools Windows power users keep installed
One-click scans. No signup required.
| Question | Evidence to require | Reject when |
|---|---|---|
| Can the user constrain spending? | Documented seller, amount, time, currency, category, and session limits; enforcement location identified | Limits exist only in the model prompt or marketing copy |
| Can the agent avoid raw credentials? | Tokenization, scoped tokens, or facilitator-held secrets with redaction guidance | Agent runtime must receive reusable card, bank, or wallet secrets |
| Does the flow match the purchase? | Cart checkout for orders or 402 challenge-and-retry for metered resources | Per-request usage is forced through an open-ended cart, or checkout is forced into an opaque API charge |
| Are retries and receipts deterministic? | Idempotency, payment-status lookup, signed verification, and exportable records | A timeout requires guessing whether to pay again |
| Are rails available where needed? | Current country, currency, method, facilitator, and settlement confirmation | Support is inferred only from a protocol announcement |
| Can operations support it? | Refund, dispute, tax, fulfillment, monitoring, and incident contacts assigned | No owner exists for a failed or disputed transaction |
Choose the smallest architecture that meets these requirements. A retail agent may need only a seller checkout and scoped token. A paid API may need x402 or MPP plus a facilitator and receipt verifier. AP2 becomes valuable when multiple parties need a portable, tamper-evident record of user constraints and transaction approval. Managed AWS infrastructure can reduce integration work for teams already using its agent runtime, but it remains an AWS-specific operational choice.

What should you verify before launch?
Features, pricing, protocol support, geography, and maturity can change. Recheck the provider’s current documentation and contracts immediately before production approval, including:
- Supported countries, currencies, payment methods, and settlement entities.
- Production versus preview status for x402, MPP, AP2-related components, or managed payment sessions.
- Account, facilitator, wallet, and merchant-onboarding requirements.
- Authentication, webhook signatures, idempotency behavior, rate limits, and API version retirement dates.
- Refund, chargeback, dispute, tax, and customer-support responsibilities.
- Data retention, audit-log access, secret handling, and incident-notification terms.
- Whether the documented integration is available to your account, rather than merely shown as an example.
There is no evidence here that one provider has the lowest fees, highest approval rate, fastest settlement, or broadest geographic coverage. Make those a deployment-specific verification exercise, using your transaction mix and target market.
Frequently Asked Questions
Can an AI agent pay without ever seeing my card number?
Yes, when the checkout provider supports tokenization or a scoped shared payment token. The agent receives permission limited to a seller, amount, and time window while the gateway or merchant environment retains the underlying payment credential. Confirm that logs and model context are also prevented from receiving sensitive payment data.
Recommended Free Tools
Do I need a crypto wallet to use an HTTP 402 payment flow?
Not necessarily. Cloudflare’s documentation describes x402 with stablecoins and MPP with methods that include cards through Stripe as well as stablecoins. Your required wallet, facilitator, and account setup depend on the specific protocol method and region you select.
Is AP2 a replacement for my existing payment gateway?
No. AP2 is a payment-agnostic way to express constraints and transaction authorization. You still connect its mandates to a gateway, wallet, or machine-payment facilitator that actually processes and verifies payment.
How should I test an agent that can spend money?
Use sandbox accounts and synthetic credentials, then exercise duplicate requests, timeouts after authorization, changed amounts, expired mandates, malformed receipts, declines, and service outages. Keep initial limits low and require human approval for exceptional amounts before expanding autonomy.
