Choose an AI governance framework by starting with the assurance outcome your executive team needs, then matching it to your organization’s AI exposure, regulatory obligations, and ability to produce evidence. Use the NIST AI Risk Management Framework (AI RMF) when you need adaptable, voluntary risk guidance; use ISO/IEC 42001:2023 when you need a requirements-based AI management system and the option of certification; use ISO/IEC 38507:2022 to clarify governing-body and executive oversight; and use ISO/IEC 23894:2023 for AI-specific risk-management practices. Most companies will combine a base framework with legal, security, privacy, quality, and sector requirements rather than adopt one document as their entire program.
The executive decision is not which standard sounds most authoritative. It is whether your organization can assign ownership, set risk appetite, operate review gates, monitor systems after deployment, and retain evidence that decisions were made consistently.
What is an AI governance framework?
An AI governance framework is the operating structure an organization uses to decide which AI uses are acceptable, who is accountable for them, how risks are assessed, what controls are required, and how performance and incidents are reported. It connects board oversight and executive risk appetite to practical work by product, engineering, data, security, legal, compliance, procurement, human-resources, and business teams.

A framework is broader than a model checklist. It should cover the full lifecycle: idea intake, design, data acquisition, development or configuration, testing, procurement, deployment, human use, supplier relationships, monitoring, change management, retirement, and incident handling. It should also address people affected by an AI system, not only the team that built it.

Framework documents are not automatically laws or certifications. NIST AI RMF is voluntary guidance. ISO/IEC 42001 is a management-system standard that an organization may implement and, if it chooses, have audited for conformity. ISO/IEC 38507 is executive and governing-body guidance, while ISO/IEC 23894 explains how to integrate AI risk management into AI-related activities.
How do NIST AI RMF, ISO/IEC 42001, ISO/IEC 38507, and ISO/IEC 23894 differ?
These documents solve related but different problems. The table helps an executive team see the division of labor before selecting a base layer.
| Framework | Primary purpose | Assurance style | Flexibility | Best executive use | Typical capability burden |
|---|---|---|---|---|---|
| NIST AI RMF 1.0 | Voluntary, non-sector-specific, use-case-agnostic risk-management guidance for trustworthy AI | Internal risk decisions, documented practices, and evidence selected by the organization | High; the organization tailors outcomes and actions to context | Building a common risk language and adaptable controls across varied AI use cases | Risk ownership, inventories, assessments, testing, monitoring, and documentation must be designed internally |
| ISO/IEC 42001:2023 | Requirements for establishing, implementing, maintaining, and continually improving an Artificial Intelligence Management System (AIMS) | Structured management-system evidence and possible third-party certification | More prescriptive about management-system processes, while allowing the organization to define its scope and controls | Demonstrating disciplined, repeatable governance to customers, regulators, partners, or an auditor | Document control, internal audits, management review, corrective action, competence, and audit readiness |
| ISO/IEC 38507:2022 | Guidance for governing bodies and executive managers governing organizational AI use | Board and executive oversight, decisions, and accountability | Focused on governance responsibilities rather than technical implementation detail | Clarifying who sets direction, risk appetite, accountability, and oversight expectations | Board reporting, decision rights, escalation paths, and integration with enterprise governance |
| ISO/IEC 23894:2023 | Guidance on integrating AI risk management into AI-related activities | Risk-management practices that can be embedded in existing processes | Designed to complement an organization’s risk methods and lifecycle | Extending enterprise risk, security, privacy, quality, or safety processes with AI-specific considerations | Risk analysis methods, treatment plans, controls, monitoring, and cross-functional coordination |
NIST describes its framework as intended for voluntary use to improve an organization’s ability to incorporate trustworthiness considerations into the design, development, use, and evaluation of AI products, services, and systems. Its Playbook provides suggested actions for the outcomes in the AI RMF Core; those actions are not a mandatory checklist.
What outcome should the executive team choose first?
Write the desired assurance outcome in one sentence before discussing standards. A framework that is excellent for internal operating discipline may be a poor fit if the immediate need is customer assurance or a formal audit.
Common-language risk decisions
If business units are adopting AI independently and using different definitions of risk, start with NIST AI RMF. Its functions—Govern, Map, Measure, and Manage—give teams a shared vocabulary while leaving room for different controls in a low-risk productivity tool and a high-impact decision system.
Regulatory or customer readiness
If customers, procurement teams, or regulators expect a demonstrable management system, ISO/IEC 42001 provides a more structured foundation. Define the AIMS scope carefully: it may cover an entire organization, a division, or a defined set of AI services, depending on what you can govern and evidence.
Board-level accountability
If the immediate weakness is unclear ownership at the top, use ISO/IEC 38507 to shape board and executive responsibilities. It helps governing bodies ask whether AI use supports organizational objectives, whether risks are within appetite, and whether management has effective oversight.
AI risk integrated with existing enterprise risk
If your organization already operates mature security, privacy, quality, safety, or enterprise-risk processes, ISO/IEC 23894 can add AI-specific analysis without creating a disconnected program. It is particularly useful when AI risks must be handled through existing committees and control owners.
How should executives inventory their AI exposure?
Do not select a framework from the number of models your organization has. Select it from the consequences and dependencies created by each use case. Build an inventory that can be filtered by the following dimensions.

- Use and decision role: record whether AI generates content, recommends an action, ranks people or opportunities, makes a decision, controls a process, or assists a human.
- Affected people: identify employees, applicants, customers, patients, students, citizens, or other groups who may receive a decision, service, or communication influenced by the system.
- Data sensitivity: classify personal, confidential, regulated, proprietary, biometric, financial, health, or security-sensitive data, including data sent to an external provider.
- Autonomy and reversibility: note whether a human reviews outputs, how quickly an error can be detected, and whether a decision can be reversed without harm.
- Impact and scale: estimate the severity of plausible harm and the number, geography, and vulnerability of affected people.
- Supplier dependency: identify foundation-model providers, cloud services, integrators, training-data suppliers, plug-ins, and subcontractors. Record what you can and cannot inspect or change.
- Lifecycle status: distinguish experimental, pilot, production, materially changed, suspended, and retired systems.
- Geography and sector: map jurisdictions, sector rules, contractual commitments, and locations where the system is built, hosted, or used.
Assign each inventory entry a business owner and a technical owner. A central governance team can set policy and review risk, but it should not become the unaccountable owner of every system.
Which framework should be the base layer?
Choose NIST AI RMF when adaptability is the priority
NIST AI RMF 1.0 is non-sector-specific and use-case agnostic. It is a strong base when your portfolio includes many kinds of systems, when requirements vary by use case, or when you need to begin without committing to a certification program. The four functions create a practical flow:
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problems- Govern: establish policies, roles, accountability, risk tolerance, culture, and oversight.
- Map: define the context, intended purpose, affected people, potential impacts, data, and dependencies.
- Measure: test and evaluate validity, reliability, safety, security, privacy, fairness, transparency, and other trustworthiness characteristics relevant to the use case.
- Manage: prioritize risks, select treatments, monitor results, respond to incidents, and revise decisions as conditions change.
The Playbook supplies suggested actions for these outcomes, but executives should tailor the actions to the organization’s risk appetite and resources. A tailored program is not a weaker program when the rationale, approval, and evidence are clear.
Choose ISO/IEC 42001 when a management system is the priority
ISO/IEC 42001:2023 specifies requirements for establishing, implementing, maintaining, and continually improving an AIMS. It is appropriate when governance must operate as a repeatable management system rather than as a set of project checklists.
Expect to define scope, policy, objectives, responsibilities, risk processes, competence, documented information, operational controls, performance evaluation, internal audit, management review, and corrective action. The standard does not eliminate the need to decide which AI uses are acceptable; it requires that those decisions be governed and improved systematically.
Use ISO/IEC 38507 to anchor governing-body oversight
ISO/IEC 38507:2022 is aimed at governing bodies and executive managers governing organizational AI use. It is useful for board charters, committee mandates, executive reporting, investment decisions, and questions about accountability. It should sit above operational procedures rather than substitute for model testing, data controls, supplier management, or incident response.
Use ISO/IEC 23894 to strengthen AI risk practice
ISO/IEC 23894:2023 explains how organizations can integrate AI risk management into AI-related activities. Use it to extend an existing risk method across AI lifecycle stages, especially where security, privacy, quality, safety, or compliance teams already have established processes and terminology.
How can an executive team combine frameworks without creating duplicate bureaucracy?
Use one control architecture and map each framework to it. For example, make NIST’s Govern, Map, Measure, and Manage the operating vocabulary; use ISO/IEC 38507 for board and executive oversight; use ISO/IEC 23894 for risk-analysis depth; and use ISO/IEC 42001 requirements if a formal AIMS or certification is an objective.
Create a crosswalk with one control owner, one evidence location, and one review cadence per control. A policy should not require separate copies merely because two frameworks describe the same activity. Keep a record of which requirement or guidance outcome each control supports, but let teams perform the control once.

What governance mechanics must executives assign?
A framework fails when it describes principles but leaves decision rights ambiguous. Approve the mechanics below in policy and test them on real systems.
Accountable executive
Name an executive who is accountable for the AI portfolio or for each material business domain. Accountability means having authority to stop deployment, require remediation, allocate resources, and report unresolved risk—not merely sponsoring a committee.
Risk appetite and acceptance authority
Define which risks are prohibited, which require additional controls, and who may accept residual risk. Set separate thresholds for impacts such as discrimination, safety, privacy, security, financial loss, legal exposure, and reputational harm.
Review gates
Require a proportionate review at intake, before production, after a material change, and during operation. High-impact systems may need independent testing, legal review, human-rights or accessibility analysis, and a documented go/no-go decision.
Recommended Free Tools
Escalation and incident response
Specify trigger conditions, notification times, decision owners, evidence preservation, user communication, containment, rollback, and post-incident learning. Include incidents caused by a supplier or by misuse, not only failures in your own code.
Human oversight
Document what a human is expected to review, the information available to that reviewer, the authority to override an output, and what happens when the reviewer disagrees. A nominal approval step is not meaningful oversight if workload, incentives, or interface design make rejection impractical.
Reporting cadence
Set a schedule for management and board reporting. Reports should show portfolio exposure, high-risk systems, open exceptions, incidents, overdue remediation, supplier changes, monitoring results, and decisions awaiting executive action.
How do you pilot a framework before approving it across the company?
Pilot the proposed operating model on representative systems rather than reviewing the policy in the abstract. Include at least one high-impact or regulated use case, one ordinary internal use, and one supplier-provided capability.

- Define the outcome and scope. State whether the pilot is testing risk language, AIMS readiness, board reporting, regulatory evidence, or another objective. Name participating teams and systems.
- Run the inventory and context assessment. Capture purpose, users, affected people, data, autonomy, suppliers, geography, and plausible harms for each system.
- Apply proportional controls. Use the NIST functions or your chosen control set to identify required testing, human oversight, security and privacy measures, documentation, and monitoring.
- Exercise decision rights. Hold an actual approval meeting. Record who can approve, reject, defer, or accept residual risk and how disagreements are escalated.
- Collect evidence. Store assessments, evaluation results, approvals, training records, supplier documents, monitoring outputs, and incident or exception records in a retrievable location.
- Measure workload and gaps. Track elapsed time, specialist hours, missing data, duplicate reviews, tooling limitations, and controls that teams cannot operate consistently.
- Revise and approve. Convert pilot findings into a versioned policy set, budget, training plan, evidence model, and review cadence before expanding the program.
What evidence and metrics should an executive team require?
Evidence should show not only that a document exists, but that a decision was made, a control operated, and a result was reviewed. A useful evidence set includes:
- AI portfolio inventory with owners, status, scope, and risk tier
- Use-case descriptions, impact assessments, and records of affected groups
- Data sources, lineage, quality checks, retention decisions, and permissions
- Model or system evaluations, test data descriptions, thresholds, limitations, and approvals
- Human-oversight procedures, training, override records, and accessibility considerations
- Security, privacy, safety, and resilience assessments
- Supplier due diligence, contracts, service changes, and incident commitments
- Production monitoring, drift or performance alerts, complaints, appeals, and remediation
- Exceptions, risk-acceptance decisions, expiry dates, and compensating controls
- Internal-audit results, management reviews, corrective actions, and closure evidence
Choose a small set of metrics that drive decisions. Examples include the percentage of production systems with current owners and assessments; high-risk systems with independent evaluation; overdue remediation by severity; time from incident detection to containment; supplier changes reviewed before use; monitoring coverage; user complaints and appeal outcomes; and training completion for people making or approving AI decisions. Define each metric’s population, owner, reporting period, and threshold so that a favorable percentage cannot hide missing systems.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. How should a regulated business adapt its framework choice?
No framework automatically makes an organization compliant with every AI law or sector rule. Start by mapping the obligations that apply to each use case, including jurisdiction, sector, affected people, employment or consumer rules, privacy requirements, safety obligations, recordkeeping, accessibility, and contractual commitments.
Use the framework as the management layer that assigns those obligations to controls and owners. For a regulated use case, document the legal classification, required human involvement, notice and explanation duties, retention period, testing standard, incident-reporting route, and evidence that a regulator or auditor may request. Keep the obligation mapping versioned because laws, regulator guidance, contracts, and supplier capabilities change.

Regulated organizations often benefit from ISO/IEC 42001 when they need a formal system that can be audited, but certification should follow a working control environment rather than precede it. NIST AI RMF and ISO/IEC 23894 can provide practical risk detail inside that system, while ISO/IEC 38507 can make board oversight explicit.
Do you need AI governance certification?
You do not need certification to use NIST AI RMF, ISO/IEC 38507, or ISO/IEC 23894. NIST AI RMF is intended for voluntary use, and those documents support internal governance whether or not an external party evaluates your program.
ISO/IEC 42001 can be implemented without certification. Certification is an optional external conformity assessment against the defined AIMS scope; it may help when customers, procurement processes, investors, or regulators value independent assurance. It also creates continuing obligations to maintain documented processes, operate controls, address findings, and support surveillance or follow-up audits according to the certification arrangement.
Before committing to certification, confirm that your scope, inventory, evidence retention, internal-audit capability, management-review process, and corrective-action workflow are mature enough to withstand an audit. If the organization cannot consistently identify its AI systems or owners, certification spending will not solve the underlying governance problem.
What are the most common implementation failures?

Publishing principles without decision rights
Principles such as fairness or transparency are not operational until a named owner, threshold, review gate, and escalation path exist.
Treating the inventory as a one-time project
AI systems, suppliers, models, and uses change. Require updates at intake, material change, incident, and scheduled review points.
Relying on vendor assurances alone
Supplier documentation is an input, not your organization’s risk decision. Verify contractual rights, intended use, monitoring, incident handling, and the controls you can operate around the service.
Quick wins for a faster PC:

Evaluate whether the human has time, expertise, information, authority, and incentives to challenge an output. Measure overrides, appeals, and error patterns instead of counting approval clicks.
Collecting evidence nobody can retrieve
Define a system of record, naming conventions, retention rules, access controls, and evidence owners. Test retrieval during the pilot and before an audit or regulatory inquiry.
Measuring activity instead of outcomes
Training attendance and completed checklists are useful leading indicators, but executives also need incident trends, unresolved high-risk findings, monitoring coverage, and whether controls changed decisions.
What should the first 90 days look like?
A focused launch can establish a credible foundation without pretending the program is complete.
Recommended Free Tools
- Days 1–15: approve the desired assurance outcome, executive sponsor, provisional risk appetite, scope, and decision rights. Identify applicable legal, contractual, and sector obligations.
- Days 16–30: build the initial AI inventory, classify exposure, select representative pilot systems, and choose the base framework and complementary documents.
- Days 31–50: draft the policy set, intake form, risk-tiering method, review gates, supplier requirements, incident process, and evidence model.
- Days 51–70: run the pilot, perform evaluations, hold approval meetings, test escalation, and record workload and evidence gaps.
- Days 71–80: revise controls, assign permanent owners, select tooling, define metrics, and prepare board reporting.
- Days 81–90: approve the versioned program, fund the roadmap, publish training, schedule management reviews, and set the next reassessment date.
After launch, review the framework when the portfolio, technology, law, supplier terms, or organizational risk appetite changes. A framework is effective when executives can explain which AI uses exist, which risks are accepted, who is accountable, what evidence supports each decision, and how the organization will respond when reality diverges from expectations.
Frequently Asked Questions
Can a small company use ISO/IEC 42001 without pursuing certification?
Yes. A small company can use the management-system requirements internally and limit the scope to the products, services, or processes it can actually control. Certification is a separate decision that should be made after the organization can operate and evidence the system consistently.
How often should an AI governance framework be reviewed?
Set a regular management-review cadence and add event-driven reviews after a material model or supplier change, a serious incident, a new legal obligation, or a major change in risk appetite. The interval should reflect portfolio volatility and impact rather than a universal calendar date.
Who owns risk when an external provider supplies the AI model?
Your organization remains accountable for the way it uses the service, even when the provider controls the model. Assign an internal business owner, document supplier dependencies and limits on inspection, and use contracts, monitoring, fallback procedures, and escalation rights to manage residual risk.
Does adopting NIST AI RMF make an AI system legally compliant?
No. NIST AI RMF is voluntary, non-sector-specific guidance and does not replace laws, regulator rules, contracts, or required technical standards. Map each use case to the obligations that apply in its jurisdictions and sector, then use the framework to assign and evidence the resulting controls.
