Choose the deployment, not the brand. The right AI assistant is the one your agency has approved for the exact information class, task, tenant, features, and jurisdiction involved. A government edition, security certification, or familiar model name is not enough: connectors, uploads, retrieval, logging, and web access can each have different authorization boundaries. Start by classifying the data and documenting the task, then verify the service’s authorization record, data flows, identity controls, and human-review process. If those facts cannot be confirmed, do not enter sensitive government information.
What should you decide before comparing AI assistants?
Write down the proposed task and the information it would touch before looking at model quality or user-interface features. “Draft a public summary from released documents” has a very different risk profile from “search internal case files and recommend an enforcement action.”
Define the task precisely
- What will the assistant do: summarize, draft, classify, search, code, translate, extract fields, or support a decision?
- Will it read only user-provided text, or connect to agency drives, email, records systems, databases, source-code repositories, or the public web?
- Will a person review every output before it becomes advice, a record, a communication, or a decision?
- Does the task involve regulated advice, benefits, eligibility, investigations, procurement, health, law enforcement, personnel, or national-security matters?
Classify every input and output
List the highest classification and the most sensitive data type that could appear, including personal information, health information, controlled unclassified information, privileged material, third-party confidential information, and information subject to records or data-residency rules. Classification must cover prompts, uploaded files, retrieved passages, generated drafts, conversation history, telemetry, and administrator logs. If users can paste arbitrary text, assess the tool for the highest class they might reasonably enter, not the safest example in the training guide.

Check the agency policy first
Agency policy controls whether a use is permitted. A service may be technically capable of protecting a data class while the agency still prohibits that use, requires a special tenant, or limits access to a named group. Ask the security, privacy, records, legal, and procurement owners which policy and approval record governs the proposed deployment.

How do government rules differ by jurisdiction?
There is no universal “government-safe” setting. Official guidance differs materially, so identify the country, agency, and information regime before selecting a product.
| Jurisdiction or guidance | What the guidance says | Practical implication |
|---|---|---|
| United Kingdom civil service | Cabinet Office guidance says, “Never put sensitive information or personal data into these tools.” It also warns against entering classified and other non-public government information into public generative-AI services. | Public tools are not a route for sensitive or personal government work. Use only an agency-approved environment whose boundary explicitly covers the information and task. |
| Australia | Staff guidance permits OFFICIAL information only subject to agency policy, but says, “You must not put information that is security classified OFFICIAL: Sensitive or above into public generative AI tools.” It also prohibits putting personal information into those public tools. | Do not treat “OFFICIAL” as blanket permission. Confirm the agency’s conditions, and keep OFFICIAL: Sensitive, higher classifications, and personal data out of public services. |
| Canada | The federal guide answers whether generative AI can be used for public communications with “Use caution.” Suitability depends on context and the tool’s handling of the information class. | Evaluate the specific data, purpose, service controls, and review process instead of relying on a simple allow/deny label. |
| United States federal | FedRAMP’s 2026 scope examples put public chatbots used only with public or non-sensitive information outside the illustrated scope, while internal-data search and an AI coding assistant accessing strictly controlled private code are in-scope examples. | Determine what the service processes and maintains for the agency. Authorization follows the actual service and use, not the word “AI” or a marketing category. |
These are examples of official guidance, not a substitute for your agency’s current policy. A contractor, state, local, defense, health, or justice organization may apply a different framework or additional restrictions.
What does an authorization boundary actually cover?
An authorization boundary names the service, environment, tenant, components, data flows, controls, and approved uses assessed by the authority. Verify that the proposed assistant and the proposed feature are inside that boundary.

- What is the authorized service name and environment?
- Which authority issued or accepted the authorization, at what level, and on what date?
- Does the record cover your agency’s tenant, region, identity system, and support arrangement?
- Which information classes and data types are permitted?
- Are prompts, files, outputs, indexes, backups, telemetry, and support access included?
- Are the required features—connectors, retrieval, uploads, agents, web grounding, model switching, APIs, and plug-ins—listed in the approval?
Why a certification is not a blanket approval
FedRAMP reports that its AI Prioritization Initiative began in August 2025 and concluded in April 2026. The program page lists ChatGPT Enterprise and API Platform, Gemini for Government, and Perplexity Enterprise Pro for Government as receiving FedRAMP certification in early 2026. That dated program status does not establish that every feature, deployment, agency, or classification is authorized. Confirm the current authorization record and your agency’s acceptance before use.

Separate the base service from optional features
A chat interface may be approved for one data class while an external connector, file upload, autonomous agent, public-web retrieval, or third-party plug-in is not. Treat each enabled capability as a new data-flow review. Disable features that are not required for the task, and record the approved configuration so an administrator cannot silently broaden it later.
How do government cloud environments differ?
Government-branded environments can have different isolation, residency, compliance mappings, and feature sets. Provider documentation describes the environment; your agency still has to verify current availability and authorization for its deployment.
| Environment example | Documented positioning | What to verify before relying on it |
|---|---|---|
| Microsoft Government Community Cloud (GCC) | A dedicated environment with US data residency and government-aligned compliance. | The exact tenant, service, region, workload, enabled features, and agency acceptance. Workloads are broadly consistent with commercial offerings, but features may differ. |
| Microsoft GCC High | A more isolated environment intended for elevated compliance and sovereignty needs, including certain controlled-unclassified-information contexts. | Whether the particular assistant, connector, support path, and data class are authorized in your tenant. Do not infer coverage from the environment name. |
| Microsoft DoD environment | A restricted environment for Department of Defense workloads. | Whether your organization and workload qualify, and whether the required AI features are available and approved there. |
| Gemini for Government | Deployment guidance requires an Assured Workloads folder configured for the applicable FedRAMP High or DoD IL4 regime. | The feature authorization table for the selected regime. Some features are marked for Defense Information Systems Agency review under IL4, so a government offer alone does not prove they are usable for your case. |
Provider pages can change as services and authorizations evolve. Capture the version or review date of the documentation and ask the agency authorizing official to confirm that the configuration remains valid.

How should you evaluate data handling and privacy?
Map the complete lifecycle of a prompt and its output. The Australian privacy regulator recommends due diligence on intended use, data flows, who can access input and output data, privacy and security risks, safeguards, and human oversight.

Trace the data flow
- Collection: Identify who supplies the prompt or file, whether it was collected lawfully, and whether the task needs the full record or a minimized excerpt.
- Transmission: Determine where data travels, which regions receive it, and whether encryption protects it in transit.
- Processing: Establish which model, inference service, search index, safety system, and subprocessors handle it.
- Storage: Check conversation retention, file storage, indexes, backups, caches, telemetry, and administrator exports.
- Reuse: Obtain a clear statement on whether customer content is used to train or improve models, including by subprocessors.
- Deletion and exit: Confirm deletion timing, legal holds, export formats, backup expiry, and what happens when an account or contract ends.
Control access to both prompts and outputs
Ask whether provider personnel, support contractors, tenant administrators, model operators, or subprocessors can view content. Require role-based access, least privilege, strong authentication, separation of duties, access approvals, and logs that show who viewed or exported data. Ensure logs themselves do not expose more sensitive content than the system is meant to protect.
Minimize before you send
- Remove names, identification numbers, exact addresses, and irrelevant case details where the task does not need them.
- Use synthetic or redacted examples for experimentation and prompt development.
- Keep a controlled reference copy in the agency record system rather than treating a chat transcript as the authoritative record.
- Do not paste personal or especially sensitive information into publicly available generative-AI tools; the Australian privacy regulator identifies avoiding that practice as a best-practice safeguard.
Which identity and administration controls matter?
An assistant is only as safe as the account and tenant around it. Compare operational controls, not just model features.
| Control area | Questions for the provider and agency |
|---|---|
| Identity | Can the service use agency single sign-on, phishing-resistant multi-factor authentication, device or network conditions, and automated joiner-mover-leaver provisioning? |
| Authorization | Can administrators restrict assistants, connectors, models, file uploads, exports, and agent actions by role, group, project, or information class? |
| Audit | Are sign-ins, prompts, file access, retrieval events, configuration changes, administrative views, and exports logged with reliable timestamps? |
| Monitoring | Can security teams detect unusual volume, mass extraction, prompt injection, malicious files, or attempts to bypass policy? |
| Incident response | What notification time, evidence preservation, containment, and customer cooperation commitments apply to a suspected exposure? |
| Availability | Are there service-level commitments, offline procedures, accessibility support, continuity plans, and a safe fallback when the assistant is unavailable? |
How do you judge task performance without overtrusting the model?
Use a task-specific evaluation set made from approved, representative examples. Generic benchmark scores do not establish that an assistant is accurate, fair, explainable, or suitable for an agency decision.
Test the failure modes that matter
- Accuracy on local terminology, statutes, forms, acronyms, dates, and agency procedures.
- Ability to quote or link to the supplied source and distinguish retrieved evidence from generated inference.
- Behavior when information is missing, contradictory, stale, classified above the permitted level, or outside the assistant’s authority.
- Resistance to prompt injection in documents, malicious files, and retrieved web pages.
- Fairness and consistency across relevant languages, names, demographic groups, and accessibility needs.
- Safe refusal when a user asks for an unauthorized disclosure, unsupported legal conclusion, or irreversible action.
Keep a person accountable
UK and Australian guidance warns that generative-AI output can be convincing but inaccurate and calls for checking accuracy, fairness, and bias. The employee using the tool remains responsible for official advice and decisions. Require a named reviewer to verify material claims against authoritative records, document corrections, and approve anything sent externally or used in a decision.

Prefer traceability over fluency
A polished paragraph is not evidence. Prefer systems that preserve source passages, retrieval dates, model and prompt versions, reviewer changes, and an audit trail appropriate to the record. If the assistant cannot show why it produced a material statement, limit it to low-risk drafting or brainstorming.
What approval workflow should an agency use?
A short, repeatable review prevents a pilot from becoming an unapproved production system.
- Describe the use case: Record purpose, users, outputs, connected systems, required availability, and the consequence of an error.
- Classify the data: Include personal, health, controlled, privileged, classified, third-party, and records obligations.
- Choose the minimum environment: Select a tenant and feature set that can meet the class; do not enable broader access “just in case.”
- Verify authorization: Obtain the current authorization record and confirm agency acceptance for the exact service, tenant, feature, and data flow.
- Complete privacy and security review: Examine retention, training use, residency, subprocessors, identity, logging, deletion, incident response, and accessibility.
- Configure guardrails: Enforce single sign-on, least privilege, data-loss prevention, connector allowlists, retention settings, and export restrictions.
- Run a controlled pilot: Use redacted or synthetic data first, then approved representative data under monitoring. Record errors, refusals, bias findings, and reviewer workload.
- Approve the operating procedure: State permitted tasks, prohibited inputs, review duties, escalation contacts, records handling, and shutdown criteria.
- Reassess changes: Repeat review when the model, connector, region, tenant, data class, retention policy, or user population changes.
How can you compare candidates with a defensible scorecard?
Require evidence for every criterion and mark unknowns as blockers rather than awarding optimistic points.
Quick wins for a faster PC:
Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Repair Windows errors before they cause bigger problemsFix Now →| Criterion | Evidence to record | Decision rule |
|---|---|---|
| Permitted information | Policy statement naming classifications and data types, including personal, health, controlled, and third-party data. | Reject if the proposed class is not explicitly covered. |
| Authorization boundary | Named service, tenant, environment, authorization level, scope, date, and agency acceptance. | Reject if the exact deployment or use is outside the boundary. |
| Feature scope | Approval status for connectors, retrieval, uploads, agents, web grounding, model choice, APIs, logging, and integrations. | Disable or reject any unapproved feature required by the task. |
| Data handling | Processing and storage locations, retention, training use, provider and subprocessor access, deletion and export terms. | Escalate unresolved flows; never assume “not used for training” answers retention or support access. |
| Identity and administration | Single sign-on, multifactor authentication, role controls, provisioning, audit, monitoring, and incident response. | Require controls proportionate to the data and consequence of misuse. |
| Task safeguards | Evaluation results, source traceability, refusal behavior, bias checks, human-review steps, and error handling. | Limit the use if reviewers cannot detect or correct material errors. |
| Operational fit | Accessibility, records support, procurement path, availability, support model, and agency skills. | Do not approve a technically secure service that cannot be operated or audited. |
What mistakes most often invalidate an otherwise careful choice?
- Assuming a public chatbot is acceptable because the prompt seems harmless: Users can accidentally include sensitive context, and the service may retain prompts or expose them to support systems.
- Equating certification with permission: Authorization is specific to a service, deployment, feature, agency, and data class.
- Ignoring connectors and retrieval: A search index can copy an entire repository into a new security boundary and create new disclosure paths.
- Using a commercial tenant for a government workload: Residency, support personnel, logging, and contractual controls may differ even when the model name is identical.
- Letting the assistant make the final decision: Fluency can hide fabrication, bias, or stale law. Keep a qualified human accountable.
- Failing to plan records and deletion: Chats, prompts, outputs, and audit logs may be government records or discoverable material.
- Skipping change control: A model update, new connector, or changed retention default can alter the approved data flow.
How should you operate an approved assistant day to day?
Publish a one-page user procedure inside the agency portal. It should name the approved environment, permitted information classes, prohibited examples, escalation route, and required review. Add a visible warning in the interface reminding users not to paste information above the approved class or personal data into unapproved tools.

How do agency-approved tool lists help?
Use the agency’s own list as the starting point, but verify that the listed approval matches your use. The US Department of Veterans Affairs publishes a table identifying tools approved for VA sensitive data, including protected health information and personally identifiable information, and distinguishes broadly available tools from those requiring gated access. That is an example of agency-specific governance, not permission for another department to use the same tools or data classes.
If no approved list exists, ask the authorizing official, chief privacy officer, records officer, and procurement team to identify the governing process. A written exception should name its expiration date, users, data class, features, compensating controls, and review owner.
What is the practical decision rule?
Approve an AI assistant only when all of these statements are true: the task is clearly defined; the information class is permitted; the exact service and tenant are inside an accepted authorization boundary; every required feature is covered; data flows, retention, access, and deletion are documented; identity and audit controls are operating; and a trained human reviews consequential output. If any statement is unknown, keep the work out of the assistant or reduce it to public, redacted, or synthetic information until the gap is resolved.
Frequently Asked Questions
Can I use an AI assistant to draft an internal government email?
Only if the agency has approved that environment for the information in the draft. A draft can contain hidden personal, investigative, legal, or policy-sensitive context, so classify the source material and require a reviewer to verify facts before sending.
Does keeping data in a government region make an AI service compliant?
No. Residency addresses one part of the data flow. You must also verify access by provider personnel and subprocessors, retention, model-training use, identity controls, logging, deletion, enabled features, and the agency’s acceptance of the deployment.
What should I do if an approved assistant produces a confident but incorrect answer?
Stop the output from entering an official record or decision, preserve the prompt and source set, and have a qualified reviewer correct it against authoritative material. Report recurring or harmful failures through the agency’s AI, privacy, or security incident channel and reassess whether the task is suitable.
Is a retrieval-augmented assistant safer than a standalone chatbot?
It can improve traceability by showing source passages, but retrieval also creates a new index and access path for agency data. Approve the repository, indexing process, connector permissions, freshness controls, and citations separately from the underlying chat model.
