Choose by workflow, not by a supposed universal winner. Claude Code is aimed at terminal and supported-IDE work, ChatGPT’s Codex provides plan-dependent coding-agent access (with cloud features limited by eligibility), and GitHub Copilot combines inline completions with GitHub-oriented chat, review, and agent features. The practical choice is the tool that fits where you work, the kind of changes you delegate, and the amount of review your team can perform.
Use the same representative repository and tasks with each candidate before committing. Compare correctness, revision time, integration friction, usage consumed, and whether the assistant stayed within scope. The official product pages establish capabilities and plan terms, but they do not establish a comparative coding-performance winner.
Start with the decision that matters: where and how you code
An AI coding assistant can appear in several places: as inline suggestions while you type, a chat panel that explains a repository, a terminal agent that edits files and runs commands, or a cloud agent that works on a delegated task. “Best” changes with that starting point.
- Terminal or IDE agent: You want the assistant to inspect a checkout, make multi-file edits, run tests, and show a diff that you can review.
- Inline completion: You mainly want predictions for the next line, function, or test while staying in your editor.
- Repository questions and review: You need explanations of unfamiliar modules, pull-request feedback, or a bounded change tied to GitHub.
- Cloud delegation: You want work to continue away from your local machine, subject to plan eligibility, workspace settings, and the service’s available agent features.
Map your normal work to one or more of these shapes before comparing subscription prices. A low headline price is not a bargain if it omits the workflow you actually need or gives you too little usage for your repository.

What each assistant is designed to do
Claude Code: terminal-first, with supported IDEs
Anthropic positions Claude Code as a coding tool for the terminal and supported development environments. Its support documentation says Claude Code is included with Claude Pro and Max subscriptions, with usage shared across Claude applications and subject to the plan’s limits. Supported environments listed by Anthropic include VS Code and other VS Code forks, Cursor, and JetBrains IDEs such as IntelliJ IDEA and PyCharm. The product page also lists web, GitHub, Slack, iOS, and Android access, and names macOS, Linux, and Windows as supported platforms. These integrations and platform details are vendor claims that can change, so verify them on the Claude Code product page when you make your decision.
The terminal model is useful when a task begins with an existing checkout rather than an empty prompt. You can ask for an explanation of a module, request a focused edit, inspect the proposed diff, and run your own tests. The important cost detail is that Claude Code normally draws from the same subscription usage as Claude. If the ANTHROPIC_API_KEY environment variable is present, Anthropic says Claude Code can authenticate through the API instead, causing API charges rather than consuming the subscription allowance. Check that variable when a bill or usage total looks different from what you expected; the support explanation is at Anthropic’s Claude Code plan guide.
ChatGPT Codex: plan-based coding-agent access
OpenAI describes Codex as a coding agent and lists it as included across ChatGPT Free, Go, Plus, Pro, Business, and Enterprise plans. “Included” does not mean identical access: usage varies by plan, and the available models, quotas, integrations, and interfaces can change. The current plan details are maintained on the Codex pricing page.

OpenAI’s help article says it is available to eligible Plus, Pro, Business, Enterprise, Healthcare, and Education accounts, subject to rollout and workspace settings, and is not included with Free or Go. Therefore, a plan can include Codex while still lacking the cloud workflow you expected. Confirm eligibility and administrator settings in OpenAI’s plan-access article before designing a team process around cloud delegation.
OpenAI’s pricing information also describes desktop availability on macOS and Windows and connections to tools such as Slack, GitHub, and Figma. Treat those as current plan-page descriptions rather than permanent guarantees; check the live page for your account and region.
GitHub Copilot: inline suggestions plus GitHub-centered agents
GitHub Copilot’s individual plans combine editor completions with chat and agent capabilities. GitHub currently lists Free, Pro, Pro+, and Max options. The plan page describes Free as having a limited monthly completion allowance and access to selected models. Pro adds unlimited code completions and next-edit suggestions, model selection, access to cloud agent and code review, and a monthly credit allocation. Higher tiers advertise larger credit allocations and access to premium models.

Copilot is the most natural candidate when your daily loop already runs through a supported editor and GitHub pull requests. That does not make every plan unlimited for every agent task: an “unlimited” completion allowance is different from credits, premium-model access, cloud-agent use, or review limits. GitHub changes plan names, credits, models, and prices, so use the current Copilot plans page for the exact terms at purchase.
Current individual plan prices and what they actually tell you
The following figures are the prices captured from the vendors’ individual-plan pages in October 2026. They are subscription terms, not measurements of coding quality, and may change. Compare the allowance and workflow attached to a plan rather than ranking the numbers in isolation.
| Product or tier | Listed price | Relevant access described by the vendor | Important qualification |
|---|---|---|---|
| Claude Pro | $20 month-to-month | Claude Code included with the paid individual plan | Usage is shared across Claude apps and subject to plan limits; Anthropic lists $17 per month when billed annually, with $200 charged up front. |
| Claude Max | From $100 per month | Claude Code included | “From” indicates a starting price; limits and available options are defined on Anthropic’s current pricing page. |
| ChatGPT Free, Go, Plus, Pro, Business, Enterprise | Plan-specific pricing on OpenAI’s live pages | Codex listed as included across these plans | Usage varies by plan. Codex Cloud is not included with Free or Go and requires eligibility, rollout availability, and suitable workspace settings. |
| GitHub Copilot Free | $0 per user per month | Limited monthly completions and selected models | Free completion access does not imply unlimited agent, premium-model, or cloud features. |
| GitHub Copilot Pro | $10 per user per month | Unlimited code completions and next-edit suggestions; model selection; cloud agent and code review access; monthly credits | Credit, model, agent, and review terms can change; unlimited completions do not cover every agent task. |
| GitHub Copilot Pro+ | $39 per user per month | Higher advertised credit allocation and broader premium-model access than lower tiers | Check the current plan matrix for the exact models and credits. |
| GitHub Copilot Max | $100 per user per month | Highest individual-tier credit and premium-model positioning on the captured page | Exact limits and included features are volatile and should be confirmed before purchase. |
Anthropic’s prices and GitHub’s Copilot prices above are the listed figures captured in 2026, not guaranteed future rates. OpenAI’s current Codex page should be used for live prices because the supplied plan information establishes inclusion and usage differences but not a single comparable price figure.
Compare the workflows, not just the names
Where the work runs
Choose Claude Code when you want a terminal-centered session or one of its listed IDE integrations. Choose Codex when your work is already organized around ChatGPT and you want its coding-agent interfaces, adding Codex Cloud only after confirming account and workspace eligibility. Choose Copilot when inline editor suggestions and GitHub pull-request or agent workflows are central to your process.
What kind of task you delegate
| Task shape | Questions to ask before choosing | Workflow signals |
|---|---|---|
| Inline completion | Do you want predictions with minimal context switching? Is your editor supported? | Copilot’s completion-focused plans are designed for this; other tools may be better tested through their agent or chat interfaces. |
| Explain an unfamiliar module | Can the assistant read the relevant repository context, and can you verify references? | Use a repository-aware chat or terminal session; require file paths and line-level evidence in the response. |
| Small bug and test | Can it reproduce the failure, make a narrow edit, and run the relevant test? | All three products can be evaluated on this task; measure the human correction time rather than assuming parity. |
| Bounded multi-file change | Can you inspect a complete diff and stop the agent from broadening scope? | Terminal or cloud-agent controls matter more than autocomplete speed. |
| Pull-request review | Does the plan include the review feature, and can your team see the same context? | Copilot’s listed paid features include code review; verify the exact repository and plan permissions. |
How much control you need
For production code, the assistant should be treated as a fast collaborator, not an authority. Prefer a workflow that lets you inspect commands, file changes, tests, and the final diff before merging. Ask for a plan before a broad edit, constrain the directories it may touch, and keep ordinary version-control checkpoints so a mistaken change is reversible.
Understand usage limits and billing before you subscribe
Subscription usage versus API usage
Claude Code on Pro or Max shares usage with Claude’s other applications. An ANTHROPIC_API_KEY can switch authentication to API billing, so remove or deliberately configure that variable when you want subscription accounting. This is a billing distinction, not a performance setting.

Credits, completions, and premium models
Copilot separates several kinds of access: completion allowances, monthly credits, model selection, premium models, cloud-agent work, and code review. Read each line of the plan matrix. A plan that says “unlimited code completions” can still impose credits or other limits on agent tasks.
Eligibility and rollout
Codex availability depends on the ChatGPT plan, while Codex Cloud additionally depends on account eligibility, rollout status, and workspace settings. In a managed organization, ask an administrator to confirm the feature before promising a cloud-based workflow to a team.
Regional, account, and date checks
Prices, models, quotas, and integrations are volatile. Record the date you checked a plan, confirm the currency and billing interval shown for your account, and revisit the vendor page before renewal or publication. A plan comparison written once should not be treated as a permanent price sheet.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
A fair side-by-side trial on your own repository
Official feature pages cannot tell you which assistant will produce fewer wrong changes on your codebase. Run a controlled trial instead. Use the same branch, prompts, acceptance criteria, and test commands for each tool.
- Select a representative repository. Use a project with the language, framework, build system, and review conventions you actually maintain. Remove secrets and proprietary data before connecting any service.
- Record a baseline. Note the current test status, the files involved, the normal test command, and the time a developer usually needs for a small change.
- Ask for an explanation first. Pick an unfamiliar module and request a concise data-flow explanation with file and symbol references. Check every reference against the repository; a plausible explanation is not evidence of correctness.
- Give the same small bug. Provide a reproducible failure and require a focused patch plus a regression test. Record whether the assistant reproduced the issue, changed only relevant files, and left tests passing.
- Try a bounded multi-file change. State the allowed directories, interfaces that must not change, and required tests. Before accepting anything, inspect the complete diff and command history.
- Measure human effort. Track correction minutes, review comments, reruns, rejected suggestions, and time spent recovering from out-of-scope edits. Include usage or credits consumed where the product exposes them.
- Repeat once for reliability. A single lucky or unlucky response is not a benchmark. Repeat the tasks with comparable prompts and keep the results descriptive rather than claiming a universal ranking.
A useful scorecard records correctness, test result, scope compliance, integration friction, review effort, latency as experienced by the developer, and cost at the plan’s actual usage. The evidence available for this comparison contains no independent benchmark, so your repository trial is a fit test, not proof that one product is objectively the best coder.
Decision paths for common coding setups
You live in a terminal and want an agent to edit a checkout
Start with Claude Code on a paid Claude plan, provided its supported platform and IDE integrations match your environment. Verify shared usage limits and check whether an API key is changing billing. Also trial Codex in the interface available to your ChatGPT plan if you prefer that ecosystem; compare the same diffs and tests rather than assuming one terminal-style interaction is superior.

You want completions while staying in your editor
Evaluate Copilot first when inline completion is the primary job. Confirm that your editor, selected model, and plan provide the completion allowance you need. Add a separate test for chat, code review, or agent work because completion access does not establish those features.
Recommended Free Tools
Your team is organized around GitHub pull requests
Copilot’s paid plan descriptions explicitly include model selection, cloud-agent access, and code review at specified tiers. Verify repository permissions, credits, and the exact tier before standardizing. A team that only needs suggestions may prefer a lower tier; a team delegating larger tasks should test credit consumption and review controls on real pull requests.
You already pay for ChatGPT and want coding help
Check the Codex inclusion and usage terms for your specific plan. If your workflow requires Codex Cloud, confirm that your account is eligible and that workspace settings permit it; Free and Go do not include Codex Cloud according to OpenAI’s help documentation.
You need a predictable subscription boundary
Compare the plan’s accounting model with your expected workload. Claude’s subscription usage is shared across Claude apps, Copilot distinguishes completions from credits and premium features, and Codex usage varies by ChatGPT plan. If your team cannot estimate demand, begin with the smallest plan that supports a controlled trial and set an internal review point before expanding.

- Work on a branch or disposable checkout and commit a clean baseline first.
- Do not paste credentials, private keys, production data, or regulated information into a prompt unless your organization has approved that handling.
- Ask the assistant to list files it plans to change before a multi-file operation.
- Inspect the diff for accidental API changes, weakened validation, deleted tests, and generated files that should not be committed.
- Run formatting, static analysis, unit tests, and the project’s integration tests yourself; an assistant’s “tests passed” message is not a substitute for your own logs.
- Revert or reset when scope expands unexpectedly, then retry with narrower directories and acceptance criteria.
These controls make the products comparable on review burden and recovery cost, which are often more important to a production team than the number of suggestions shown per minute.

How to make the final choice
After the trial, choose the plan that minimizes total work for your real tasks. Give more weight to a correct first patch and a small, understandable diff than to an impressive demo. Include subscription cost, consumed credits or usage, reviewer time, setup friction, and the consequences of a wrong change.
Document the decision with four facts: the repository and tasks tested, the plan and date checked, the observed limits or credits, and the review steps required before merge. Recheck the vendor pages whenever prices, models, or integrations become part of a purchasing decision. This approach produces a defensible choice without pretending that product descriptions are an independent coding benchmark.
Frequently Asked Questions
Is one of Claude Code, ChatGPT Codex, or GitHub Copilot objectively the best coder?
No independent comparative benchmark is established here. Product pages describe capabilities and plan terms, so test the same tasks on your own repository and measure correctness, revision time, integration friction, and usage.

No. OpenAI says Codex is included across listed ChatGPT plans, but Codex Cloud is not included with Free or Go and requires eligibility, rollout availability, and suitable workspace settings.
Can Claude Code usage create an unexpected API bill?
Yes, if the ANTHROPIC_API_KEY environment variable causes Claude Code to authenticate through the API. Anthropic says that path incurs API charges instead of using the subscription allowance.
Does unlimited Copilot completion mean unlimited agent use?
No. GitHub describes completion allowances separately from credits, premium models, cloud-agent work, and code review. Check the current plan matrix for each feature’s terms.
