To choose a VPN for privacy, compare what the provider collects, what traffic its app actually encrypts and routes, how it handles DNS, and what happens if the connection drops. Look for precise policy language and evidence about the specific apps and features you would use—not just a “no logs” slogan or a list of protocol names.

A VPN changes which intermediary handles some of your network traffic; it does not make you anonymous or eliminate the need to trust a provider. The Federal Trade Commission (FTC) notes that a VPN app may be able to intercept a device’s internet traffic, and warns that some VPN apps may not encrypt all traffic or may share data with third parties. The practical question is therefore not whether a VPN promises privacy, but whether its documented behavior fits the risks you want to reduce.

What does a VPN protect, and what does it not protect?

A consumer VPN app creates a connection that routes some or all of a device’s network traffic through servers controlled by the VPN provider. This can change what a local Wi-Fi operator or your internet service provider (ISP) can observe, depending on the app’s encryption, routing and DNS configuration. It also makes the VPN provider an important intermediary. The FTC’s consumer guidance, “In the market for a VPN app?” (2018), explains that a VPN app may be able to intercept all of a device’s internet traffic.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A VPN is therefore a shift in trust, not the removal of trust. You may rely less on the local network or ISP to handle some traffic, while relying more on the VPN provider’s systems, policies and security. That matters because a VPN company may see connection information that the local network no longer sees, and because the app’s behavior determines whether traffic really travels through the intended tunnel.

A VPN also does not stop a website from recognizing you through information you give it, a logged-in account, cookies or browser fingerprinting. As the FTC puts it, “A VPN app generally isn’t going to make you entirely anonymous.” If you sign into an account, the site can still associate activity with that account. A VPN does not make a dishonest site trustworthy, either.

What a VPN can change

  • It can route traffic through a provider-controlled server rather than sending it directly through the local network.
  • When traffic is encrypted and routed as intended, it can help limit what the local Wi-Fi operator or ISP can see about some destinations or traffic contents.
  • It changes which organization is in a position to handle parts of the connection: the VPN provider becomes more central.

What it cannot promise

  • It cannot guarantee anonymity or prevent tracking tied to your accounts, cookies, browser characteristics or information entered into forms.
  • The word “VPN” alone does not establish that an app encrypts every relevant connection or handles DNS as you expect.
  • It cannot make a fraudulent website safe. HTTPS and a VPN protect different parts of a connection; neither verifies that a site is honest.

How should I compare VPN privacy claims?

Compare observable, specific claims rather than broad labels. A useful provider comparison asks what data is collected, whether the app encrypts and routes the traffic you care about, which DNS resolver handles lookups, and what the app does when the tunnel fails. Then look for evidence that applies to the relevant product, platform and time period.

Area What to check What a useful answer looks like
Logging and retention Which data categories are collected, why, and for how long? Separate statements for browsing activity, connection metadata, account or billing records, crash reports and feature-use data.
Encryption and protocols Which traffic is protected, which protocols are supported, and how are they configured? A clear explanation of app behavior and protocol support, rather than a protocol name presented as proof of complete protection.
DNS handling Which resolver receives DNS queries while connected, and what happens if the intended route is unavailable? Documentation of resolver behavior, routing and connection-failure behavior for the apps you plan to use.
Connection failures Does the app offer a network lock or kill switch that blocks traffic if the tunnel disconnects? Documentation of the feature plus a way to verify behavior on your own device; the feature name alone is not a test result.
App permissions and sharing What device permissions does the app request, and does its policy describe sharing with third parties? Permissions and data practices that make sense for the app’s stated functions, with unexpected requests explained.
Independent evidence What exactly was reviewed, by whom, and when? A defined audit scope or review of code, with the product and date identified rather than a general claim that the service is “audited.”

This is a comparison framework, not a ranking of providers: the cited consumer and standards guidance does not establish comparable test results for named services. If a provider’s answer is vague, treat that as an unanswered question rather than assuming the most privacy-protective interpretation.

What does “no logs” mean?

“No logs” is not a complete description of a provider’s data practices. Ask which records the provider means, whether the claim concerns browsing activity or other data, and how long each category is kept. A service can say it does not log browsing data while still collecting information for account administration, reliability or feature use.

Separate the categories when reading a policy. Browsing activity refers to records of what sites or services a person accesses. Connection metadata can describe the operation of a connection without being a record of browsing content. Account and billing information identifies a customer or manages a subscription; crash reports and feature-use information may help operate an app. These categories are not interchangeable, and a provider should explain its own definitions and retention practices rather than relying on the shorthand “no logs.”

Mozilla’s statements about Mozilla VPN are one example of why scope matters: Mozilla says it does not log browsing data, while also collecting some technical reliability and feature-use information. That is a provider-specific statement, not evidence that all VPN providers follow the same practice. Mozilla also describes its own open-source code and third-party audits; those statements should be understood as claims about Mozilla’s service, not as a comparative assessment of the VPN market.

Questions to ask about a logging policy

  • Does “no logs” refer only to browsing activity, or to every data category?
  • Does the service collect connection metadata, crash reports or feature-use information?
  • What account or billing records are kept, and are they covered by the same claim?
  • What purposes does the provider give for collecting each category?
  • How long is each type of information retained?
  • Is there independent evidence, and does it identify what was reviewed and when?

Look for answers in the privacy policy and supporting documentation. If a policy does not define a category or retention period, do not infer that the information is never collected or promptly deleted. An independent review can add evidence, but only within its stated scope and at the time it was conducted.

Does a VPN encrypt all my internet traffic?

Not necessarily. The FTC warns that some VPN apps may not encrypt information, or may encrypt only some traffic. Before relying on a service, find out what its app routes through the VPN and what it encrypts on the devices you plan to use. The term “VPN” and a list of supported protocols do not by themselves prove that every connection is protected as intended.

Encryption depends on both the security mechanism and its implementation. NIST’s Guide to IPsec VPNs (SP 800-77 Rev. 1, 2020) describes IPsec as “a widely used network layer security control for protecting communications” and provides implementation guidance. That standards guidance helps explain a technology; it is not a finding that any particular consumer app uses IPsec correctly, routes all device traffic, or has been independently tested.

When comparing services, check the provider’s description of supported protocols, which platforms and app versions use them, and whether there are exceptions to the intended routing. A protocol name answers only part of the question. The practical concern is whether the app’s actual configuration covers the traffic you want protected and behaves as documented.

How HTTPS fits with a VPN

HTTPS encrypts browser-to-website traffic. A VPN protects a different network segment by routing traffic through the VPN provider’s tunnel; it does not replace HTTPS or make a website legitimate. The FTC’s public Wi-Fi guidance says, “Today, most websites do use encryption to protect your information.” That is useful context when assessing hotspot risk, but it does not mean every connection or website is trustworthy.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

With HTTPS, the website remains the endpoint you are communicating with, and signing into an account still identifies you to that site. The VPN changes the path and the intermediary that handles the connection; HTTPS protects the browser-to-site connection. These protections can operate together rather than serving as substitutes for one another.

Can my DNS leak while I’m using a VPN?

DNS privacy depends on which resolver handles your queries and how the device or app routes them. A VPN should be assessed on its documented DNS behavior, not on the assumption that connecting a tunnel automatically proves every DNS query follows the intended path.

DNS-over-HTTPS (DoH), DNS-over-TLS (DoT) and DNS-over-QUIC (DoQ) encrypt transport between a client and a recursive DNS resolver. NIST’s Secure Domain Name System (DNS) Deployment Guide (SP 800-81 Rev. 3, 2026) discusses these options and notes that application and operating-system support can constrain deployment. NIST also notes that applications using encrypted DNS can bypass locally configured resolvers.

Encrypted DNS and a VPN tunnel are not equivalent. Encrypted DNS protects the DNS transport path to a resolver; it does not by itself prove that all device traffic uses the VPN, that the provider keeps no logs, or that the VPN app prevents leaks. Likewise, a provider’s statement about DNS support is not an independent test result for every device or configuration.

What to verify about DNS

  • Which resolver receives queries when the VPN is connected?
  • Does the provider explain whether queries are routed through its tunnel or handled another way?
  • Can the operating system or an individual application use its own encrypted-DNS setting and bypass a locally configured resolver?
  • What does the provider document if the VPN connection drops or DNS routing cannot be maintained?

Evaluate those answers for the specific operating system and apps you use. Support for DoH, DoT or DoQ may depend on the application and operating system, and the existence of encrypted DNS does not establish how a VPN routes other traffic.

What should happen if the VPN connection drops?

A VPN connection can fail or disconnect. Look for a documented network lock or kill-switch feature intended to block traffic if the tunnel goes down, then verify its behavior on your own devices. A setting with that name is not proof that it works in every failure mode, on every platform, or with every app.

Check whether the provider explains what the feature blocks, how to enable it and whether its behavior differs by operating system. You want a clear account of what happens to network traffic during a disconnect—not merely an assurance that the app reconnects. The available guidance does not establish test results for any named service, so do not treat a feature listing as evidence of effectiveness.

A practical verification checklist

  1. Read the provider’s support documentation for the network lock or kill switch on the device you use.
  2. Confirm the feature is enabled in the app’s settings; do not assume it is active by default.
  3. Follow the provider’s instructions to check how the app behaves during a connection interruption.
  4. Confirm that traffic is blocked or handled in the way the provider documents, and note any app- or platform-specific limitations.
  5. If behavior is unclear, do not rely on the feature for a risk it has not been shown to address.

Do I need a VPN on public Wi-Fi?

Not automatically. The FTC’s 2023 public Wi-Fi guidance says most websites now use encryption and public Wi-Fi connections are usually safe. That is a more useful starting point than assuming every open hotspot exposes passwords. HTTPS protects information between your browser and a website; a VPN changes which intermediary handles network traffic.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A VPN may still be useful if you specifically want to change what the Wi-Fi operator or ISP can observe about some traffic, provided the VPN app encrypts and routes that traffic as intended. In exchange, the VPN provider becomes more central to your privacy. Consider both sides of that change: a VPN is not simply an extra layer with no trust trade-off.

Neither public Wi-Fi nor a VPN changes whether a website is fraudulent. A connection can be encrypted and still lead to a deceptive site. Treat the site itself and the network path as separate questions.

How can I make a final choice without overreading the claims?

Start with the privacy risk you are trying to reduce. If your concern is what a local network or ISP can observe, focus on encryption, traffic routing and DNS behavior. If your concern is what the VPN company itself may retain, focus on precise collection and retention statements and evidence that applies to that provider. If you are concerned about accidental exposure after a disconnect, look for documented failure behavior and verify it on your device.

  1. Define the goal. Identify whether you are assessing local-network visibility, provider data practices, DNS handling, or connection failures. A VPN does not solve every kind of tracking.
  2. Read the actual privacy policy. Look for distinct data categories, purposes and retention periods. Treat undefined “no logs” language as incomplete.
  3. Check app and protocol behavior. Confirm what traffic is routed and encrypted on your platform; do not treat a protocol label as a guarantee.
  4. Review DNS documentation. Identify the resolver and consider whether the operating system or an app may use a different encrypted-DNS path.
  5. Assess interruption handling. Find the documented network-lock behavior and verify it on the devices where you plan to rely on it.
  6. Weigh evidence by scope. Note who conducted an audit or code review, what was examined, and when. Provider statements about one product should not be generalized to the whole market.
  7. Review permissions and sharing. Check what the app requests and whether the provider explains third-party data sharing. The FTC warns that some VPN apps request unexpected privileges or share data with third parties.

The strongest choice is the service whose specific, documented behavior matches your needs and whose remaining uncertainties you can accept. No slogan, protocol list or single audit can establish that a VPN makes you anonymous or guarantees privacy in every app and circumstance.

Frequently Asked Questions

Does a VPN stop websites from tracking me with cookies?

No. A VPN changes the network path, but a site can still recognize activity associated with its cookies or an account you sign into. A VPN should not be treated as a substitute for reviewing account and browser privacy settings.

Can a VPN make a phishing site safe?

No. A VPN does not validate a site’s identity or honesty. HTTPS can encrypt the connection to a deceptive site, so check that you are on the intended website before entering sensitive information.

Can I use HTTPS and a VPN at the same time?

Yes. HTTPS protects the browser-to-website connection, while a VPN routes network traffic through the VPN provider. They address different parts of the connection and can be used together.
