Choose a GPU cloud provider by testing whether it can place the right accelerator close to your users, keep enough capacity available at peak load, run your model and serving stack, and meet a cost-per-request target. There is no provider-neutral, apples-to-apples p95 or p99 latency benchmark covering all major clouds in the available evidence, so validate candidates with the same workload from the regions your users actually reach.

What matters most when choosing a GPU cloud for low-latency inference?

Low latency is not a single GPU specification. The result users experience depends on where requests enter the cloud, how long they wait in a queue, how the model serves them, and whether the chosen region can provide enough accelerators. A fast chip in a distant or capacity-constrained region can be a worse choice than a suitable accelerator closer to users.

Start with the service outcome you need, not a provider ranking. Define the workload and latency target, identify feasible nearby regions, verify capacity and software compatibility, then compare complete operating costs. Only providers that meet the target under realistic traffic should reach the final cost comparison.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

That order matters: a low hourly GPU price does not make a region useful if it cannot meet the latency objective or scale when traffic rises. Likewise, a published accelerator claim does not establish how quickly your particular model will serve requests.

How should I define a low-latency target?

Specify the user locations, request mix, model, context length, concurrency, streaming behavior, and p95 and p99 targets before testing. Measure the separate parts of the request path so you can tell whether a slow result comes from the network, queue, model execution, or startup.

Set the workload before comparing providers

  • User geographies: Identify the regions where requests originate and their relative importance. A provider is only a candidate if it can place the service near the users whose latency matters.
  • Model and request mix: Record the model revision, typical input and output sizes, context length, and the proportion of different request types. Different workloads can produce different results on the same hardware.
  • Concurrency and traffic shape: Test expected concurrent requests as well as anticipated peak demand. Include changes in traffic over time rather than relying only on a quiet, warmed-up instance.
  • Serving behavior: Specify whether responses stream, how batching is used, and how the service scales. These choices affect what a user perceives as latency and how much capacity the deployment needs.
  • Service target: Set measurable p95 and p99 limits. Averages alone can hide slow requests that matter to users.

Measure the components separately

Record network time, queue time, first-token latency, token-generation latency, and cold-start time. For a streaming model, the time until the first token and the time to generate subsequent tokens describe different parts of the experience; do not collapse them into one number. Keep p50, p95, and p99 results, along with error rates, for each relevant test condition.

Percentiles answer different operational questions: p50 describes the middle of the observed requests, while p95 and p99 expose progressively slower requests. The target should match the service-level experience you intend to provide, not just the best or typical run.

How do I find a GPU region close to users?

Shortlist regions before comparing providers. Check the provider’s GPU-zone availability information for the specific accelerator you need, then test network and serving latency from real user regions. A cloud region existing nearby does not prove that the required GPU is available there.

Check availability at the zone and GPU level

Inventory differs by location and accelerator type. Google Cloud documents availability by zone and notes that some GPU types have limited capacity or may require account-team approval; its tables also show limited availability for some H100 and A100 families. Confirm the specific zone and capacity path with the provider rather than treating a regional catalog entry as a guaranteed allocation.

CAST AI’s 2025 Kubernetes Cost Benchmark Report reports GPU instances in 85% of AWS regions, 58% of Google Cloud regions, and 76% of Azure regions. For H100 instances, it reports availability in 35% of AWS regions, 41% of Google Cloud regions, and 47% of Azure regions. These are provider-region coverage figures from that report, not guarantees that a particular customer can obtain a GPU allocation in a particular zone.

Keep a workable failover option

For a strict service-level target, retain at least one failover region and consider whether you also need another provider. A backup only helps if it can run the same model and serving stack and has enough capacity when the primary location is unavailable. Include its latency and cost in the test plan rather than assuming that a region listed in a catalog is ready for production traffic.

Is AWS, Google Cloud, or Azure fastest for LLM inference?

The available evidence does not establish a universal fastest provider. No provider-neutral study here compares all providers using identical models, serving configurations, user locations, and p95 or p99 tests. Measure your workload in candidate regions instead of treating provider-wide rankings or hardware claims as a prediction of user latency.

A useful comparison holds the inputs constant: deploy the same container and model revision, use the same request replay and concurrency, and measure from the same user regions. Note the accelerator model and memory, software stack, region and zone, warm-up state, and scaling behavior. Without those details, an apparent latency difference may reflect different test conditions rather than the provider alone.

Once candidates meet the latency target, compare the factors that affect whether they can sustain it: nearest feasible region, p95 and p99 under load, GPU model and memory, quota and reservation lead time, scale-out and failover, software compatibility, egress and other ancillary costs, pricing flexibility, and compliance or data-residency requirements.

Could inference-specific silicon be a better fit than a GPU?

It can be worth evaluating when the model and serving stack are compatible, but a silicon vendor’s headline comparison is not a substitute for a test of your workload. AWS says Inferentia2 provides up to 4x higher throughput and up to 10x lower latency than first-generation Inferentia. Those are AWS’s product claims, and the comparison applies to Inferentia generations—not a measured comparison against every GPU provider or deployment.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

AWS also describes Inferentia chips as designed to deliver high performance at the lowest cost in Amazon EC2 for deep-learning and generative-AI inference applications. Treat that statement as AWS’s positioning, not an independent cost result. Before comparing performance or price, validate that your model works with the AWS Neuron software stack and account for any conversion and runtime requirements.

In the bake-off, compare the same model task and request mix, and include the effort and operational behavior of the supported serving path. If compatibility changes the model, precision, batching, or serving configuration, record that difference; it can affect both speed and output behavior.

How do I compare the real cost of inference?

Estimate the cost of delivering the target service, not just the GPU’s hourly rate. Include the host CPU and RAM, persistent disk, snapshots or other storage, load balancing, network egress, idle capacity, commitments or reservations, and the cost of interruptions if using a preemptible option.

Build a complete cost model

  • Compute: GPU and host CPU/RAM costs for the capacity needed at normal and peak traffic.
  • Storage and networking: Persistent disk, snapshots or storage, load balancers, and egress.
  • Utilization: Idle capacity required to preserve response time or absorb sudden demand.
  • Capacity terms: Reservations, commitments, or other discounts, including any flexibility or lead-time trade-offs.
  • Interruption exposure: The operational and user impact if discounted capacity can be interrupted.

Google Cloud documents on-demand, sustained-use, committed-use, and Spot pricing mechanisms. Its current GPU pricing documentation says Spot prices provide 60–91% discounts for most machine types and GPUs. The discount is not a guarantee of uninterrupted inference capacity: use Spot only when the serving design can tolerate interruption and recover without violating the service target. Check current regional pricing and terms before procurement because prices and inventory can change.

Compare cost per delivered work

For each candidate that passes the latency test, calculate cost per 1,000 requests or per million output tokens using the same representative traffic and accounting window. Include the capacity kept idle for response-time objectives and any failover footprint. A cheaper hourly rate can yield a higher cost per delivered request if that deployment needs more instances or spends more time waiting on capacity.

DigitalOcean’s 2026 comparison places DigitalOcean Gradient, Linode, OVHcloud, Vultr, Vast AI, and AWS in different roles. Use such comparisons to discover candidates, not to settle a procurement decision: treat listed prices as indicative and verify current rates, regional GPU stock, and the terms that apply to your account.

How do I run a fair GPU cloud bake-off?

Deploy the same container and model revision in every candidate region, replay representative traffic, and compare latency, errors, and cost under matching conditions. Test both expected peak load and failover capacity before committing to a provider.

  1. Choose comparable candidates. Select feasible regions and accelerator types that can plausibly meet the workload and target. Record zone, GPU model and memory, quotas, and any reservation or account approval required.
  2. Freeze the serving setup. Use the same container, model revision, framework and serving configuration where supported. Record differences in drivers, quantization, batching, or parallelism rather than hiding them.
  3. Measure from user locations. Run requests from the geographies that matter to the service. A test launched from one convenient office or cloud region cannot establish latency for users elsewhere.
  4. Warm the fleet and replay real traffic. Exercise the representative request mix and expected concurrency. Record p50, p95, p99, error rates, network time, queue time, first-token time, token-generation time, and cold starts.
  5. Repeat at peak and failover load. Test the anticipated peak and the load each remaining location would carry if a region failed. Record whether capacity can scale in time and whether latency or errors breach the target.
  6. Calculate cost on the same basis. Use the same time window and request volume to estimate cost per 1,000 requests or per million output tokens, including the ancillary and idle-capacity costs relevant to each deployment.
  7. Recheck before purchase. Confirm current GPU inventory, quota, pricing, reservation terms, and any account-specific approval with the provider. A successful benchmark does not reserve future capacity.

What makes the results misleading?

  • Comparing an idle, warm instance with a busy deployment or including cold starts in only one candidate.
  • Using different model revisions, request lengths, quantization, batching, or concurrency and attributing the result solely to the cloud provider.
  • Reporting averages without tail percentiles or omitting failed and timed-out requests.
  • Testing a nearby region without checking whether the specific accelerator can be obtained there at the required scale.
  • Comparing GPU hourly rates while leaving egress, idle capacity, storage, or interruption risk out of the cost calculation.

What should I verify before committing?

Turn the benchmark winner into a deployment plan only after confirming that it can be obtained and operated under your expected conditions. The comparison is not complete until the provider can support the accelerator, workload, and fallback capacity—not merely demonstrate a fast test instance.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Capacity: Verify quota, reservation availability, zone-level inventory, and any account-team approval or lead time.
  • Compatibility: Confirm CUDA and driver versions where relevant, framework support, quantization, batching, tensor parallelism, and autoscaling behavior. For Inferentia2, verify AWS Neuron conversion and runtime support.
  • Resilience: Decide how requests behave during capacity interruptions or regional failover, and test the alternate path at realistic load.
  • Economics: Recheck regional prices, commitments, Spot terms, egress, and ancillary charges against the measured request volume.
  • Location constraints: Check that the selected regions satisfy applicable compliance and data-residency needs as well as latency goals.

GPU stock, quotas, exact prices, and account terms are volatile. The cited regional-coverage figures are from CAST AI’s 2025 report, while DigitalOcean’s comparison is from 2026; neither should be read as a live capacity or price guarantee.

Frequently Asked Questions

Does a GPU benchmark predict how fast my model will feel to users?

Not by itself. A hardware result does not include your users’ network path, queueing, model configuration, or cold starts, so validate end-to-end behavior from the locations where requests originate.

Should I use Spot capacity for an inference service?

It is a better fit when the serving architecture can recover from interruptions without breaking its service target. If interruption would create user-visible failures, include that risk in the decision rather than treating the discount as guaranteed savings.

Can I choose a provider based on its number of GPU regions?

Region coverage can help narrow the shortlist, but it does not establish zone-level inventory, quota, or allocation for your account. Confirm the precise accelerator and capacity path with the provider.

What should I ask a cloud provider before a production launch?

Ask how quota and reservations work for the exact GPU and zone, what approvals or lead times apply, and how capacity can be added during a spike. Also verify current regional pricing and the process for maintaining or restoring capacity during an interruption.

Product prices and availability are accurate as of the date/time indicated and are subject to change. Any price and availability information displayed on Amazon at the time of purchase will apply.
