Choose a cloud provider by tracing the entire workload—not just its database—against six tests: where data is stored and processed; where metadata, telemetry, logs and backups go; who can administer or support it; who controls the encryption keys; which laws, ownership and supply-chain dependencies apply; and whether the service remains resilient and portable.
An EU region proves a geographic location, but it does not automatically prove EU sovereignty. A sound decision requires service-level evidence, contractual commitments, configuration controls and audit records for every path your data and administrators can take.
What do EU data residency and cloud sovereignty actually mean?
Data residency is the geographic question: where a provider stores or processes information. Cloud sovereignty is broader. It also asks who may access or operate the service, which jurisdiction and ownership structure govern the provider, where metadata and operational records are retained, who controls cryptographic keys, and whether you can keep operating or leave if a dependency changes.
These dimensions can diverge. A virtual machine in an EU region may still send diagnostic records to a global control plane. A support engineer outside Europe may be able to view a ticket attachment. A backup, key-management service or artificial-intelligence endpoint may use a different boundary from the primary workload. Treat each service and data flow as a separate claim that needs evidence.

The European Commission’s Cloud and AI Development Act describes four assurance levels that help turn the word “sovereignty” into procurement language:
| Level | What it emphasizes | How to use it in a purchase |
|---|---|---|
| 1 | Data processed and stored in infrastructure located in the European Union. | Use as a location baseline, not as proof of operational or legal independence. |
| 2 | Provider independence from third countries and transparency of the software supply chain. | Ask who owns and controls the provider and which external dependencies can affect operation. |
| 3 | EU ownership and control, with additional personnel criteria. | Require evidence about ownership, governance and the location or eligibility of administrators. |
| 4 | Full software-supply-chain transparency with no third-country interference. | Reserve for the most sensitive workloads and demand the strongest technical, contractual and audit evidence. |
The levels are a useful vocabulary for a risk requirement; they do not replace a service-specific architecture review or a contract.
How should you define the “EU” boundary before comparing providers?
Write the geographic boundary into the requirement before looking at provider marketing. “EU” can mean the European Union, the wider European Economic Area, EU/EFTA countries, or one named member state, and those choices affect region selection, support staffing, backup design and acceptable failover locations.
Set the geography
- Name the permitted countries or regions, including whether a specific member state is mandatory.
- State whether the boundary applies to production only or also to development, disaster recovery, support records, monitoring and security operations.
- Define what happens during a regional outage: may data fail over to another EU country, or must it remain in the same state?
- Identify whether personnel must be located in the EU, merely subject to EU law, or both.
Classify the information
Separate customer content from operational information. A practical inventory usually includes databases, object storage, virtual-machine disks, container images, source code, prompts and model outputs, vector stores, resource names, identifiers, role and permission records, configuration labels, logs, traces, metrics, support tickets, snapshots, keys and audit events. Classify each item by confidentiality, personal-data content, retention period and permitted processing purpose.
Give every class an owner. The team that owns an application may know its primary database location but not where observability data or a support attachment is retained. A data owner and a platform owner should jointly approve the map.
Is an EU cloud region enough to prove sovereignty?
No. An EU region is evidence about a location, not a complete sovereignty guarantee. Global services, provider-operated control planes, telemetry, replication defaults and administrator access can create paths outside the region even when the main workload never moves.

What to map beyond primary storage
| Path or record | Questions to answer | Typical control |
|---|---|---|
| Primary data | Where is it stored and processed, and which physical or logical boundary applies? | Choose an approved region or sovereign environment and record the service scope. |
| Replicas and failover | Are geo-replication and read replicas enabled by default? Where can failover occur? | Disable unapproved replication and document every permitted destination. |
| Backups and snapshots | Which service creates them, and does it use a separate regional policy? | Pin vaults, snapshots and retention copies to the approved boundary. |
| Logs, metrics and traces | Do monitoring workspaces, diagnostic exports or security records use a global endpoint? | Place workspaces in an approved location and restrict export destinations. |
| Metadata | Where are resource names, labels, identifiers, roles, permissions and configurations stored? | Obtain a provider statement for customer-created metadata and verify configuration. |
| Support and tickets | Can an attachment, transcript or screen capture be viewed by staff outside the boundary? | Use a controlled support process, redaction and an access-approval record. |
| AI and search features | Where are prompts, embeddings, safety logs and model telemetry processed? | Select a regional or approved DataZone deployment and verify every dependent service. |
| Keys | Who can use, rotate or recover the encryption keys, and where is the key service? | Use customer-managed or externally managed keys where the risk model requires it. |
Microsoft specifically warns that global services and telemetry may need separate treatment. The same principle applies to every provider: ask for a data-flow diagram for the exact service SKU, region and features you will deploy, rather than accepting a statement about the provider as a whole.

Which cloud provider best fits a sovereign EU workload?
There is no universal winner. AWS offers the clearest physically and logically separate sovereign environment; Microsoft Azure combines a broad set of controls with policy enforcement; and Google Cloud offers configurable boundaries, explicit access conditions and national partner options. The best choice depends on the services you need and the evidence you can obtain for them.
| Provider approach | Documented strengths | Best fit | Verify before signing |
|---|---|---|---|
| AWS European Sovereign Cloud | Physically and logically separate from existing regions; located wholly in the EU; day-to-day control by EU-resident personnel; designed to continue operating through a connectivity interruption; customer-created metadata such as roles, permissions, labels and configurations kept in the EU. | Workloads requiring strong separation from the global AWS environment, EU operational control and EU metadata handling. | Exact service availability, region and backup design, support escalation paths, certification scope and contractual exceptions. |
| Microsoft Azure Sovereign Public Cloud and EU Data Boundary | Combines EU Data Boundary with operational oversight, customer-controlled encryption, confidential computing and policy-as-code guardrails. Guidance covers denying deployments outside approved boundaries, disabling unapproved geo-replication and pinning backups and monitoring workspaces. | Organizations already standardized on Azure or Microsoft 365 that can enforce policy guardrails across cloud and AI workloads. | Which services are in scope; treatment of global services and telemetry; whether Advanced Data Residency covers the required Microsoft 365 workloads; and evidence for operator access. |
| Google Cloud sovereign controls and partner-operated boundaries | Configurable EU boundaries, support routing to EU persons and locations, visibility into administrative access, policy-driven approvals, custom encryption and key-management options, and partner boundaries for France, Germany and Italy. Dedicated partner-operated infrastructure is available for stricter isolation. | Buyers needing explicit access conditions, customer or external key control, or a national partner boundary. | Partner governance, exact product coverage, residual global metadata or control-plane dependencies, personnel-location guarantees and audit evidence. |
What AWS changes for a high-sovereignty requirement
AWS distinguishes ordinary EU-region landing zones from its European Sovereign Cloud. AWS describes the latter as an independent cloud for Europe, physically and logically separate from existing regions, with operations controlled day to day by EU-resident personnel. Its stated design goal includes continuing to operate during a connectivity interruption and keeping customer-created metadata—such as roles, permissions, resource labels and configurations—in the EU.
That separation can reduce dependence on the global AWS environment, but it does not eliminate procurement questions. Confirm that every database, storage, security, analytics and backup service in your design is available in the sovereign environment. Ask how support escalation works, what certifications cover the specific services, and how exceptions are handled contractually.
What Azure’s approach requires you to configure
Microsoft describes Sovereign Public Cloud as its approach to supporting the digital-sovereignty goals of governments and regulated industries while using existing Microsoft hyperscale regions. The control set combines the EU Data Boundary with operational oversight, customer-controlled encryption, confidential computing and policy-as-code guardrails.

Where Google’s configurable and partner boundaries help
Google Cloud documents an EU data boundary with support routing to EU persons and locations, administrative-access visibility, policy-driven approvals, and customer or external key-management choices. It also describes partner-operated boundaries for France, Germany and Italy and dedicated partner-operated infrastructure for stricter isolation.
These options are useful when personnel location, approval workflows or a national boundary is as important as storage location. Obtain a product-by-product coverage list: a partner boundary may not include every managed service, and a control plane or shared global dependency may remain outside the apparent workload boundary. Ask what evidence the provider supplies for access events, personnel location, key use and partner governance.
How do operator access and legal independence change the decision?
Administrative access is a sovereignty control, not merely a security detail. Ask where provider and support personnel are located, which entities employ them, how access is approved, whether the customer can see the event record, and whether a non-EU entity can direct or technically compel operation.
Questions for provider and support access
- Can staff outside the approved geography access production systems, encrypted content, logs or ticket attachments?
- Is access granted only for a named incident, with customer approval or an equivalent documented workflow?
- Are privileged actions recorded with identity, time, reason, resource and outcome?
- Can you configure an EU-only support route, and does that route cover emergency escalation?
- Which subcontractors or partners can operate the service, and where are they located?
- What happens if the provider loses connectivity to a global control plane or identity service?
Legal independence is broader than the provider’s headquarters. Review ownership, governing entities, subcontractors, software dependencies, update channels and remote-management mechanisms. A provider can host infrastructure in Europe while relying on a third-country company for a critical control-plane component. Require a current dependency and ownership disclosure for the services in scope, and define what change notice you receive if that structure changes.
What encryption and key controls should you require?
Encryption reduces exposure, but sovereignty depends on who controls the keys and how key operations are performed. Compare provider-managed keys, customer-managed keys, external key management, hardware security modules and confidential-computing features against your threat model.

| Control | What it gives you | Questions to ask |
|---|---|---|
| Provider-managed keys | Convenient encryption with key lifecycle handled by the provider. | Where are keys stored, who can use them, and can provider staff access plaintext during support? |
| Customer-managed keys | Customer-controlled creation, rotation, disablement and access policy within the provider’s key service. | Is the key service in the approved geography? What breaks if the key is disabled? |
| External key management | Keys remain in a customer or external system, limiting provider control over key material. | Can the workload reach the external system without leaving the boundary, and is the design resilient to a network outage? |
| Hardware security modules | Hardware-backed protection and controlled administrative roles. | Who operates the hardware, where is it located, and are backups and recovery copies covered? |
| Confidential computing | Hardware-enforced protection for data while it is being processed in a supported configuration. | Which processors, images and services are covered, and what telemetry or remote-attestation records are generated? |
Key control does not solve residency by itself. Place the key service, backup of key material, audit logs and recovery procedures inside the same approved boundary, then test a rotation and a revocation scenario. Record the operational consequence of a lost key or unreachable external key manager before production.

How does the service model affect sovereignty responsibility?
The more managed the service, the more infrastructure and operational layers move under the provider’s control. That can improve consistency but increases the number of provider-specific residency claims you must validate.
| Model | Customer usually controls | Provider usually controls | Sovereignty check |
|---|---|---|---|
| IaaS | Operating system, applications, data, network configuration and many logging choices. | Physical facilities, hypervisor, core network and some management services. | Check host region, disk and snapshot locations, control-plane metadata, support access and your own telemetry exports. |
| PaaS | Application code, data, identities and selected configuration. | Operating system, runtime, patching, scaling and much of the data plane. | Validate the exact service tier, dependent services, maintenance paths, backups and provider-operated diagnostics. |
| SaaS | Tenant data, users, settings and retention choices. | Application, infrastructure, support operations, updates and most telemetry. | Demand a tenant-level residency statement, administrator-access controls, export capability, subprocessors and support-record handling. |
Do not accept an infrastructure-region statement as evidence for a managed application. Validate the actual service layer, edition and features your users will consume.
How can you test resilience and portability?
A sovereign design must keep working within its approved boundary when external connectivity, a region or a provider dependency fails. It must also give you a practical exit path.
Resilience tests
- Draw the dependency graph, including identity, DNS, key management, monitoring, support channels, update repositories and control-plane calls.
- Simulate loss of connectivity to a global management service and record which customer operations continue, pause or fail.
- Test regional failure with backups and failover restricted to approved locations. Confirm that recovery copies, keys and logs follow the same rule.
- Rotate and revoke keys during a controlled exercise, then verify that applications, backups and audit records behave as documented.
- Review incident escalation when support personnel must remain in the approved geography.
Exit tests
- Export data, schemas, object versions, identities, policies and audit records in documented formats.
- Measure the time and bandwidth required to move a representative dataset to another approved provider or location.
- Identify proprietary services that would require application changes, and maintain an abstraction or replacement plan for critical functions.
- Confirm that deletion certificates cover replicas, snapshots, caches, logs and support copies after migration.
- Define who owns migration tooling, encryption keys and the cost of maintaining a second environment.
Portability is not only a contractual promise. Run a small restore and export before production so that an apparently EU-only architecture does not depend on an undocumented global service.

What is a practical step-by-step selection process?
Use the following sequence to turn a sovereignty requirement into a defensible provider decision.
- Write the boundary. Specify EU, EEA, EU/EFTA or named countries; include production, recovery, support, monitoring and development.
- Inventory every data class. Include content, metadata, prompts, embeddings, identifiers, logs, telemetry, tickets, backups, snapshots and keys.
- Classify the consequence of exposure. Mark which classes require location, personnel, ownership, key or supply-chain controls beyond ordinary regional hosting.
- Shortlist service-level options. Compare ordinary EU regions, dedicated sovereign environments and partner-operated boundaries only where the required service is available.
- Request architecture evidence. Obtain data-flow diagrams, control-plane descriptions, support routes, subprocessor lists and coverage for the exact SKU.
- Design preventive guardrails. Deny out-of-boundary deployments, disable unapproved replication, pin backups and monitoring, restrict AI endpoints and enforce key policies.
- Validate operators and keys. Review access approval, logging, personnel location, customer or external key options and the effect of revocation.
- Run failure and exit tests. Exercise connectivity loss, regional recovery, key recovery, export and deletion before committing to production.
- Contract the result. Put geographic scope, support restrictions, change notice, incident handling, audit rights and deletion obligations into the agreement.
- Monitor for drift. Recheck regions, replication, telemetry, new services, subprocessors, ownership and support paths on a defined schedule.
What common mistakes undermine an EU sovereignty design?
The following failures recur because teams approve a region instead of approving a complete operating model.
Free tools Windows power users keep installed

- Choosing a region before defining the boundary: the architecture later discovers that a required backup or AI service is global.
- Ignoring metadata: resource names, labels, roles, permissions and configurations reveal sensitive information even when payloads stay regional.
- Leaving replication on its default: a convenience setting silently creates copies outside the approved geography.
- Sending all telemetry to one global workspace: diagnostics and security events can contain identifiers, query text or fragments of customer data.
- Assuming encryption equals sovereignty: provider-controlled keys and remote administration may still permit access or create non-EU dependencies.
- Accepting a provider-wide promise: one service’s boundary does not establish the boundary for another service from the same provider.
- Forgetting support records: screenshots, logs and ticket attachments can leave the production boundary through an incident workflow.
- Planning only for normal operation: failover, key recovery and provider connectivity loss can invoke different regions or operators.
- Skipping an exit exercise: a contractual export right is of little use if proprietary dependencies make migration impractical.
- Failing to monitor change: a new feature, subprocessor, control-plane dependency or ownership change can invalidate an old assessment.
How should you make the final provider decision?
Score each candidate against the same workload-specific requirements, weighting the controls that matter most to your risk model. A simple decision record can use the following columns:
| Decision dimension | Evidence to record | Pass condition |
|---|---|---|
| Location | Regions and processing sites for every service and data class. | All required paths stay inside the written geographic boundary. |
| Metadata and operations | Locations of telemetry, logs, backups, control-plane records and tickets. | No unapproved global path or undocumented exception. |
| Operator access | Personnel location, approval workflow, logging and emergency escalation. | Access meets the personnel and audit requirement. |
| Keys and processing protection | Key ownership, key-service location, hardware protection and confidential-computing coverage. | The customer can enforce the required separation and recover safely. |
| Legal and supply chain | Ownership, governing entities, subprocessors and critical software dependencies. | Independence and change-notice requirements are documented. |
| Resilience | Connectivity, regional-failure and key-recovery test results. | Service remains usable or recovers within the approved boundary. |
| Portability | Export, restore, migration and deletion results. | Exit is technically and contractually practicable. |
Choose the provider that can demonstrate the required controls for the actual services you will run, not the provider with the broadest sovereignty label. Keep the evidence with the architecture and revisit it whenever your data flows, features or provider dependencies change.
Frequently Asked Questions
Can a non-EU-owned cloud provider still support an EU-sovereign workload?
Possibly, but an EU hosting location alone does not answer ownership, control, personnel and supply-chain questions. Assess the provider against the assurance level your organization needs and require evidence about governing entities, operator access, dependencies and contractual change rights.
How often should a cloud residency assessment be revisited?
Review it whenever you add a service, enable replication, change an AI model or monitoring destination, alter key management, or receive a subprocessor or ownership change notice. Even without an architecture change, set a periodic review so documentation, access records and policy enforcement remain current.

Does keeping backups in the EU guarantee disaster-recovery sovereignty?
No. Recovery may depend on an identity service, key manager, control plane, support team or software repository outside the approved boundary. Test the complete recovery chain, including key access, operator location and audit logging, rather than checking the backup vault’s region alone.
