Choose a backup site by starting with the systems your organization must restore, how quickly each must return, and how much data loss it can tolerate—not by picking a facility or a “hot,” “warm,” or “cold” label first. Then select a site or recovery service with enough readiness, capacity, geographic independence, security, staffing, and tested procedures to meet those requirements. There is no universal distance that makes a site safe: the right separation depends on the hazards and shared dependencies that could affect both locations.

What does a backup site need to do?

A backup site is an alternate location or service where an organization can restore IT operations when its primary environment is unavailable. It may be a company-owned facility, a reciprocal arrangement, a commercial recovery facility, or externally provided computing capacity. The label matters less than whether the arrangement can restore the required workloads within approved business limits.

Start with the business impact analysis (BIA): identify critical business functions, the applications and data they rely on, dependencies such as identity, networking, and third-party services, and the workarounds available during an outage. The BIA helps set recovery priorities and document the maximum tolerable downtime (MTD), recovery time objective (RTO), and recovery point objective (RPO) for each workload. CMS describes the BIA as the primary source for recovery requirements in its information system contingency plan guidance; that guidance applies within its relevant context, rather than serving as a universal legal requirement.

  • MTD is the maximum total outage duration the business can tolerate before the impact becomes unacceptable.
  • RTO is the target time for restoring a service or system after disruption.
  • RPO is the target for how much data, measured by time, the organization can afford to lose.

These measures answer different questions. A service might need to be available again within a short RTO while still tolerating a longer RPO, or it might require a very small RPO because recent transactions cannot be recreated. Microsoft’s business continuity, high availability, and disaster recovery guidance likewise treats recovery targets as part of workload planning. Set and approve targets by workload, and ensure the RTO fits within the business’s MTD.

How should I compare backup-site options?

Use the same criteria for every candidate, including internal facilities and cloud-based recovery. A building or provider is not a viable option unless the whole recovery arrangement—technology, data, people, access, and operating procedures—can meet the workload’s approved targets.

Decision area What to establish Why it matters
Business impact Critical functions, workload dependencies, priorities, MTD, and available workarounds Sets what must be restored first and how long the business can operate without it.
Recovery objectives Workload-level RTO and RPO, approved by business owners Determines the required restoration speed and acceptable data loss.
Readiness and capacity Equipment, software, configuration, data, network, power, environmental controls, and capacity headroom A location can be available but still unable to run production workloads at the needed scale.
Hazard independence Regional hazards, common infrastructure, provider dependencies, and network routes Physical distance alone does not show whether both environments could fail together.
Access and logistics Staff availability, transportation, physical access, delivery, and communications A suitable facility may be unusable if staff or recovery teams cannot reach it or coordinate during an incident.
Security and obligations Physical and information security, data sensitivity, jurisdiction, and contractual obligations The alternate environment must preserve safeguards appropriate to the systems and information it handles.
Cost and ownership Capital or lease costs, service charges, maintenance, staffing, testing, exit, and failback effort Recurring operating demands affect whether the recovery capability can be sustained.
Validation Failover and restoration exercises, measured results, configuration drift, and corrective actions Tests show whether the actual arrangement can meet the stated recovery objectives.

What is the difference between a hot, warm, and cold site?

These terms describe how prepared an alternate site is before an incident. Greater readiness can reduce recovery work, but usually requires more infrastructure and ongoing expense; none of the labels guarantees a particular recovery time.

Site type Typical readiness Recovery tradeoff
Hot Equipment and software are ready, and data may be synchronized or otherwise kept current. Can reduce the work needed to resume operations, but requires more infrastructure and continuing maintenance. Actual service restoration and data loss depend on architecture, capacity, failover, and testing.
Warm Some equipment or network capability is in place, but preparation, loading, configuration, or capacity changes remain. Generally sits between hot and cold in readiness and cost, though the outcome depends on what is installed and maintained.
Cold Basic facilities or space are available, with little or no ready IT equipment. Lower standing readiness can mean more work for equipment delivery, installation, connectivity, and data restoration. NIST SP 800-34 Rev. 1 describes cold-site recovery as potentially taking several days to weeks, depending on system size and complexity; this is conditional guidance, not a schedule for a particular organization.

The Canadian Centre for Cyber Security describes a hot site as having the same servers and equipment as the primary site, and a cold site as having little to no equipment in its IT recovery planning guidance. Treat these as descriptions of readiness, not service-level promises. A site called “hot” can still miss an RTO if its capacity is inadequate, its data is stale, or failover procedures do not work.

How far away should a backup site be?

Choose separation based on whether the primary and alternate environments could be affected by the same event, not by a universal mileage threshold. The appropriate distance varies with the organization’s hazard assessment, infrastructure dependencies, and the ability of staff and data to reach or be recovered at the alternate site.

Assess the risks relevant to both locations: natural hazards, structural failure, hostile acts, regional power or telecommunications outages, transport disruption, and interruptions to shared suppliers or services. Also map common dependencies such as a provider, network path, utility region, cloud control plane, or access route. Two facilities far apart may still share a failure point; two environments with different physical locations may still rely on the same critical service.

NIST’s contingency planning guidance treats geographic exposure and accessibility as site-selection considerations. Canadian contingency planning controls call for separation sufficient to reduce susceptibility to shared threats. Translate those principles into a documented risk decision: what scenarios must the alternate withstand, what shared failures remain, and what residual risk the organization accepts.

How do backups and replication affect site selection?

Replication can make recent data available at an alternate environment, but it is not a substitute for an independent backup or a tested recovery site. The site decision must account for how data is protected, how it is restored, and whether recovery remains possible after corruption, malicious activity, or a disruption that affects both environments.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Replication may be synchronous or asynchronous. Synchronous replication aims to write changes to both locations together, while asynchronous replication allows a lag between primary writes and the alternate copy. That lag affects the achievable RPO. Canadian Centre for Cyber Security guidance discusses these replication approaches and recommends backing up mirrored copies to a separate server or location that the outage does not affect.

  • Keep separate backups that are protected from the failure scenarios they are meant to recover from.
  • Document restoration order, required credentials, dependencies, and the people authorized to initiate recovery.
  • Exercise restoration from backup as well as failover to the alternate processing environment.

A recovery site is the broader capability to resume operations; replicated data is only one component. See the Canadian Centre’s IT recovery guidance for its discussion of replication and backup separation.

Which delivery model should I choose?

There is no universally best ownership model. Compare the organization’s control and responsibilities with the provider’s documented capabilities, dependencies, access arrangements, and commitments.

  • Owned internal site: Offers direct organizational control, but the organization must fund, maintain, secure, staff, and test the facility and its infrastructure.
  • Reciprocal arrangement: Another organization provides access under an agreement. Confirm that capacity and access will actually be available during a widespread event that could affect both parties.
  • Commercial recovery facility: A leased or hosted alternate site can provide facilities or processing capacity, but the contract and exercises must verify the scope and availability promised.
  • Cloud or other external processing: Can be part of the recovery design, but the organization must still plan for data recovery, configuration, identity, network access, capacity, security, and provider dependencies.

NIST and Canadian contingency guidance recognize externally provided processing as a possible alternate-site approach. Neither a cloud arrangement nor a signed contract alone establishes that recovery objectives can be met. For a provider, make responsibilities explicit: who maintains images and configurations, who can access the environment, what data handling and security controls apply, how capacity is reserved, how exercises are supported, and what happens if the primary site remains unavailable.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

How do I choose and validate a site step by step?

Use a requirements-led process that moves from business priorities to a tested recovery arrangement. Keep a record of the assumptions, owners, and evidence behind each decision.

  1. Run or update the BIA. List critical business functions, supporting applications and data, dependencies, acceptable workarounds, and recovery priorities. Identify who owns each business decision.
  2. Approve RTO and RPO by workload. Set targets within the MTD, then translate them into technical and operational needs: equipment readiness, capacity, data protection, connectivity, staffing, and application dependencies. CMS guidance explains the role of the BIA and the relationship of MTD, RTO, RPO, and work recovery time in an information system contingency plan.
  3. Map correlated risks and dependencies. Assess hazards affecting both locations, shared utilities and networks, provider reliance, transportation, and staff access. Use the risk assessment to determine the needed separation rather than applying a generic distance rule.
  4. Select a delivery model and readiness level. Compare owned, reciprocal, commercial, and external processing options, then determine readiness per workload. A critical application may need a different recovery design from a lower-priority system.
  5. Verify operational and contractual details. Confirm access rights, security responsibilities, data handling, available capacity, support contacts, staffing expectations, testing participation, and the steps for operating if the primary location cannot be restored promptly.
  6. Exercise recovery and measure results. Test failover and data restoration with relevant third parties where possible. Record actual restoration time and data loss, validate communications and access, and compare results with each workload’s RTO and RPO.
  7. Correct gaps and retest after change. Address failed procedures, missing capacity, stale configurations, and unclear responsibilities. Retest when material application, infrastructure, provider, or threat changes affect the recovery design.

AWS Well-Architected guidance states, “Regularly test failover to DR to ensure that RTO and RPO are met,” and also emphasizes managing configuration drift at the disaster recovery location. Its REL 13 guidance is useful as an operational reference; it does not set a universal testing interval for every organization.

What should I verify before approving the site?

Approval should depend on evidence, not a site label, architecture diagram, or provider assurance alone. Use a review checklist that captures both technical readiness and the ability to operate through an incident.

  • Capacity: Can the site run the required workloads at their expected recovery priority and demand?
  • Currency: Are software, configurations, credentials, and recovery documentation current and consistent with the production environment?
  • Data: Can teams restore the necessary data, verify its integrity, and meet the workload’s RPO?
  • Connectivity: Are network routes, communications, identity services, and required third-party connections available independently enough for the threat scenario?
  • People and access: Can authorized staff reach and use the environment, and are responsibilities clear if normal communications are disrupted?
  • Security and obligations: Do physical and information safeguards, data handling, and contractual terms fit the sensitivity and obligations associated with the workloads?
  • Sustainment: Can the organization maintain operations for the duration required, including support, utilities, equipment, and personnel?
  • Evidence: Do exercise records show actual recovery time and data loss, with gaps assigned to owners and tracked to closure?

Regulatory and contractual requirements vary by sector and jurisdiction. Have the organization’s responsible legal, security, and compliance personnel assess which obligations apply; guidance written for a particular government or jurisdiction should not be treated as a universal rule.

What are the most common selection mistakes?

Most weak recovery arrangements fail because the plan assumes that a location or technology will work without proving the end-to-end process. Avoid these errors during evaluation:

  • Choosing by distance alone: A mileage target does not account for shared hazards, power, telecom, providers, or access routes.
  • Choosing by label: “Hot” does not mean zero downtime, and “cold” does not imply one fixed recovery duration. Capacity and test results matter.
  • Confusing replication with recoverability: Replicated data can be delayed, corrupted, or affected by the same destructive event. Separate backups and restoration exercises address different failure modes.
  • Ignoring people and logistics: Equipment is not enough if staff cannot access the site, communicate, obtain support, or sustain the operation.
  • Assuming a provider contract guarantees performance: Readiness, responsibilities, access, capacity, and test participation must be clear and validated.
  • Leaving the alternate environment stale: Configuration drift can make documented procedures fail when invoked. Maintain it and retest when relevant systems or dependencies change.

Frequently Asked Questions

How often should an IT disaster recovery site be tested?

The cited guidance calls for regular failover testing but does not prescribe one interval that fits every organization. Set a cadence based on workload criticality, change frequency, risk, and the time needed to act on findings; document why that cadence is appropriate.

Can I use the recovery site for planned maintenance?

Potentially, if the recovery design and operating procedures support a controlled switch and a return to the primary environment. Treat planned use as an operational change: confirm capacity, data consistency, communications, approval authority, and failback steps before relying on it.

Should every application have the same recovery target?

Not necessarily. Business impact and dependencies differ by workload, so a BIA can justify distinct restoration priorities and targets. Systems that support a critical application may need recovery planning that aligns with that application’s dependencies.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What should happen if a recovery test misses its RTO or RPO?

Record the measured gap and identify its cause, such as restoration steps, capacity, data lag, access, or a dependency. Assign corrective work to an owner, decide whether the business target or design needs formal reconsideration, and validate the change in a later exercise.
