Before routing your traffic through a VPN, check what data the provider collects, what independent evidence supports its privacy claims, who operates the service, and how its apps and network protect your connection. A VPN shifts trust from your local network or internet provider to the VPN company; it does not make you anonymous or make every privacy promise true.
What trust means when you use a VPN
A VPN creates an encrypted connection between your device and a VPN server when the service implements encryption correctly. Websites and other destinations then generally see the VPN server’s network address rather than your home or mobile connection’s address. That can reduce what a local network or internet service provider can see about your traffic, but it also puts the VPN operator in the path between you and the internet.
That shift is the central question in evaluating a provider: what can the company observe, what does it record, who can access those records, and what evidence supports its answers? A provider’s privacy policy, audit, transparency report, ownership information, and technical safeguards each answer a different part of that question. None is a complete guarantee on its own.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problemsA VPN also does not prevent a website from recognizing information you give it directly, such as an account login, email address, or payment details. The Federal Trade Commission (FTC) warns that some VPN apps may not encrypt all traffic and may share information with third parties. Its consumer guidance dates to 2018, so it is useful for general principles rather than as a current comparison of services.

How to evaluate a provider before subscribing
Use the following sequence to separate verifiable evidence from broad marketing language. Keep notes for each provider if you are comparing more than one; a claim such as “no logs” is only meaningful when you know which data, systems, and time period it covers.
- Identify the operator. Find the legal company that runs the service, its ownership or leadership, and where to contact it. Look for a consistent corporate identity across its privacy policy, terms, app listings, and transparency materials.
- Read the privacy policy and terms. List every data category the provider says it collects, why it collects it, how long it keeps it, and whether it shares it. Check exceptions and definitions, not just the headline promise.
- Compare the policy with the apps. Review permissions and diagnostic or analytics options. Ask whether each permission appears necessary for the VPN function, and whether the provider explains any broader access.
- Find the audit report or a detailed public summary. Note who performed it, when, which apps and systems were examined, what claims were tested, what findings were reported, and whether remediation or later audits are disclosed.
- Read the transparency report. Check its reporting period, categories of legal or government requests, and explanation of what information the company could provide. A total without definitions or outcomes is hard to interpret.
- Verify the technical protections. Confirm the available VPN protocols, encryption details, kill-switch behavior, and DNS-leak protections. Treat these as controls for specific technical risks, not proof of sound data handling.
- Test the fit for your use. Check supported devices, locations, connection limits, expected reliability, speed, price, and support against your actual needs. A service that is unsuitable for your devices or travel pattern may not be a practical choice even if its privacy documentation is strong.
If a provider does not publish enough information to answer a question, record that as “not established” rather than assuming the most favorable interpretation. A missing public report does not by itself prove misconduct, but it leaves you with less evidence to assess.
What to look for in a privacy policy
Read the policy for the VPN service itself, not only the company’s general website privacy notice. The FTC advises consumers to review the terms and privacy policy to determine what information is shared with third parties and how it is used. Focus on the data lifecycle: collection, purpose, retention, access, and disclosure.
| Data category | Questions to answer | Why it matters |
|---|---|---|
| Browsing or activity data | Does the policy say whether destinations, traffic contents, or app activity are recorded? Are there exceptions for troubleshooting or abuse prevention? | This is central to a provider’s “no logs” claim. Look for definitions rather than relying on the slogan. |
| Connection records | Does the company collect connection timestamps, session duration, server selected, or bandwidth use? If so, for what purpose and how long? | Connection records are different from browsing histories, but may still reveal patterns of service use. |
| IP addresses and DNS requests | Does the provider collect a source IP address, DNS request data, or other identifiers? Are they stored, linked to an account, or deleted after a stated period? | These details help clarify what information could be associated with a subscriber or a connection. |
| Account and payment details | What account identifiers and billing records are held? Does payment processing involve another company? | A provider may not log browsing activity while still holding information needed to create an account or process a payment. |
| Diagnostics and app data | Are crash reports, device details, or usage analytics collected? Can they be disabled, and are they tied to an account? | Diagnostics can be distinct from VPN traffic records, but the policy should identify their purpose and handling. |
| Sharing and legal requests | Which service providers or other third parties receive data? What does the policy say about legal demands and what the company may disclose? | “We do not sell your data” does not answer every question about service providers, disclosures, or other forms of sharing. |
Pay attention to how the policy defines terms such as “usage data,” “connection data,” “aggregated,” and “anonymous.” These labels can conceal important distinctions unless the provider explains exactly what is included. Check whether retention is expressed as a definite period, a purpose-based rule, or an open-ended statement such as keeping data as long as necessary. If the policy gives no clear answer, the amount of time data remains available is not established.

Compare the policy with the provider’s marketing. If an advertisement says “zero logs” while the policy describes collecting connection times or IP addresses, determine whether those records are excluded from the company’s definition of logs and whether they are linked to accounts. The important issue is not which phrase sounds stronger, but what the service actually says it collects and retains.
Finally, inspect the app’s requested permissions and optional settings. A permission can have a legitimate explanation, but it should be proportionate to the app’s stated function and explained by the provider. The FTC specifically recommends considering app permissions because an app may request access beyond what seems necessary. Policy language and app behavior should make sense together.
How to judge a “no logs” claim and an audit
“No logs” is not a single technical standard. Providers can use the phrase to mean that they do not retain browsing activity while still collecting account records, diagnostics, connection metadata, or limited information needed to operate the service. Start by translating the slogan into specific questions: which records are excluded, which are still collected, how long each category is kept, and whether records can be tied to a user.

Read the scope, not just the auditor’s name
- Auditor: Is the firm named, and is it independent of the provider? A logo or short marketing statement is not a substitute for identifying the work.
- Date and period: When was the assessment conducted, and what period or system state does it represent? An older report cannot establish how a later system behaves.
- Products and systems: Did the work cover the mobile and desktop apps, server infrastructure, operational controls, or only a policy document or a limited technical component?
- Claims tested: Does the report address the provider’s specific logging or security claim, or a narrower issue that does not establish it?
- Findings and response: Are findings and limitations disclosed? Does the provider explain remediation, and is there a later assessment showing follow-up?
- Publication: Can readers inspect a report or a detailed summary, rather than relying solely on an assertion that an audit occurred?
An audit is evidence about the systems and claims within its scope at the time of assessment. It cannot establish that every product, server, or internal process behaves identically forever. Repeated and broad audits provide more context than a single narrowly scoped assessment, but they still do not replace reading current policies or evaluating other controls.
What transparency and ownership tell you
Trust is easier to assess when a provider identifies the company responsible for the service and makes its ownership or leadership public. Look for a named operating entity and an explanation of how the service relates to any parent company or affiliated businesses. Public identity does not prove good privacy practices, but it makes accountability easier to evaluate than an unexplained brand with no clear operator.
Transparency reports can show how a company describes legal or government requests and its responses. Useful reports identify the reporting period and request categories, explain what data the provider had available, and state what it disclosed or could not disclose. Check that the terminology is defined: counts for warrants, civil demands, or copyright notices may represent very different kinds of requests.

These are ExpressVPN’s own reported figures and account of outcomes, not independently established findings about other providers. Jurisdiction is one factor, not a shortcut to a verdict. The country where a company operates can matter to applicable laws and legal process, but it does not tell you by itself what information the service collects, how long it retains it, or how its systems work. Privacy Guides includes public-facing leadership or ownership and frequent transparency reporting among its trust criteria; these are useful accountability signals rather than a universal certification.
Which technical protections should you verify?
Technical safeguards can reduce particular exposure risks. They do not establish whether the company’s internal records, staff access, or third-party sharing practices match its privacy claims. GovTech Singapore recommends checking encryption details, the privacy policy, independent reports, kill-switch and DNS-leak features, and using a modern protocol rather than an outdated one such as PPTP. Its guidance is specific to Singapore, including when it discusses legal compliance; its technical checklist is useful as a set of questions, not as a global regulator’s approval.
| Protection | What to verify | What it does not prove |
|---|---|---|
| VPN protocol | Which protocols are available in the current apps, and whether the provider supports modern options rather than outdated protocols such as PPTP. | A protocol name alone does not establish correct implementation or responsible data retention. |
| Encryption | Whether the provider explains encryption used for the connection and how it is configured in its apps. | Encryption between your device and the VPN server does not mean every app’s traffic is covered or that the provider cannot observe traffic as it exits its network. |
| Kill switch | Whether the app can block internet traffic if the VPN connection drops, and whether the feature is enabled or configurable on your device. | Its presence does not establish that it works in every operating-system or network condition; check the provider’s documentation and settings for your app. |
| DNS-leak protection | Whether DNS requests are routed through the VPN as intended and whether the provider describes protection against requests escaping to another resolver. | A feature label alone does not demonstrate that every configuration or app prevents leaks. |
| Server safeguards | Whether the provider explains controls such as full-disk encryption or RAM-only servers and how its server operations are managed. | A server design claim does not independently verify all operational practices or every machine in use. |
| App transparency | Whether the provider makes meaningful information about app code, security assessments, or changes available. | Availability of app code or an assessment is not, by itself, proof that deployed systems match the published material. |
Privacy Guides’ criteria also include strong protocols, functional kill switches, forward secrecy, and full-disk-encrypted or RAM-only VPN servers. These are indicators to inspect rather than a single universal certification. When a provider claims a feature, look for a clear technical explanation and report scope, rather than treating the feature name as proof of protection.

Clear out junk files and repair common Windows errorsFree Scan →Scan for outdated or missing drivers - takes under a minuteDriver Scan →Network isolation deserves scrutiny as well. In a 2024 academic paper, “Bad Neighbors: On Understanding VPN Provider Networks,” Teemu Rytilahti and Thorsten Holz reported “a widespread lack of traffic filtering towards internally routable networks on the majority of tested VPN service providers,” including cases where no other VPN customers were directly exposed. This finding applies to the providers and methods tested in that study; it does not rank providers or establish the current configuration of every VPN service. It does show why provider network architecture and traffic filtering are relevant questions in addition to the app-level features users can see.

Why a VPN does not make you anonymous
A VPN can change the network address visible to websites and can protect the connection between your device and the VPN server when encryption is implemented. That does not erase other ways a site or service may recognize you. If you sign in, provide identifying information, or reuse an account, the VPN’s network address does not hide that information from the service you use.
The VPN operator also becomes an intermediary for traffic routed through its service and may be able to see some information about that traffic. What it can observe depends on the connection, encryption beyond the VPN tunnel, the apps and sites involved, and its technical setup. The FTC states that a VPN app generally will not make someone entirely anonymous; Privacy Guides likewise warns that VPN use does not provide anonymity, though it can improve privacy in certain situations. Consider a VPN a tool for specific privacy and network risks, not a guarantee of anonymity.
Compare providers against your own needs
A trust comparison should separate evidence about privacy from practical fit. GovTech Singapore notes that priorities differ: travelers may care about geographic coverage, families may need multiple simultaneous connections, and streaming or large transfers require reliable connections and bandwidth. It also identifies trade-offs among server coverage, price, speed, and security. Decide which of these matter to you before comparing services.
Recommended Free Tools
| Comparison area | Record for each provider | Decision question |
|---|---|---|
| Data practices | Collected categories, purposes, retention, third-party sharing, and policy exceptions. | Do the written practices fit the privacy risk you are trying to reduce? |
| Audit evidence | Auditor, date, covered products and systems, tested claims, findings, publication, and follow-up. | Does the report test the claim you care about, with enough scope and recency to inform your choice? |
| Accountability | Named operator, public ownership or leadership, reporting frequency, request categories, and disclosed outcomes. | Can you identify who is responsible and understand how the provider handles demands for information? |
| Technical safeguards | Protocols, encryption explanation, kill switch, DNS protection, app details, and server controls. | Do the available controls address the ways your connection could fail or leak? |
| Practical fit | Supported devices, relevant locations, simultaneous connections, reliability, speed, price, and support. | Will the service work for your devices, travel, household, and activities without an unacceptable trade-off? |
Do not combine these into a single “trust score” unless you define what the score means. Strong audit evidence cannot compensate for a product that lacks the device support you need; broad server coverage does not answer what data is retained. Keeping the categories separate makes trade-offs visible and reduces the chance that one impressive feature will obscure a material gap.
Warning signs and how to respond
- Only slogans, no definitions: If “no logs” or “military-grade encryption” is not accompanied by concrete policy or technical detail, treat the underlying claim as unverified and look for primary documentation.
- An audit badge without a report: Ask what was audited, when, and which systems were in scope. If no meaningful public summary exists, the badge offers limited evidence to an outside reader.
- Vague retention or sharing terms: If the policy says data is kept as needed but does not explain categories or purposes, you cannot infer a specific deletion period. Decide whether that uncertainty is acceptable for your use.
- Unclear operator or ownership: If the responsible company is difficult to identify across the policy and app materials, accountability is harder to assess. Seek the legal entity and contact details before trusting the service with traffic.
- Feature promises with no app-level explanation: A kill switch or leak-protection label is more useful when the provider explains its behavior and supported platforms. Check whether the setting exists in the particular app you plan to use.
- Reports without dates or definitions: A request total is difficult to evaluate without its period, category definitions, and a description of outcomes. Avoid treating a large or small count as a privacy verdict on its own.
- Marketing that overpromises anonymity: A VPN cannot prevent websites from recognizing information you provide directly. Be cautious of claims that imply a VPN makes all online activity untraceable.
If you have already installed a VPN and discover that its disclosures do not meet your needs, review the account and cancellation terms, disable the connection, and remove the app if you no longer want it handling traffic. If you continue using it, revisit permissions and diagnostics settings, and confirm that the protections you rely on are enabled in your specific app. Do not assume that uninstalling an app automatically deletes account or billing data held by the provider; check its account-deletion and retention terms.
A practical decision rule
Choose only after you can answer four questions in concrete terms: what the provider collects, what independent work has tested, who operates the service and reports on requests, and whether the technical safeguards fit your device and use. Prefer documentation that is specific, current, publicly inspectable, and consistent across the policy, audit, transparency report, and app. If a key answer is missing, treat it as an evidence gap rather than filling it with the provider’s broadest marketing claim.
