What is the Uttar Pradesh student scooter scheme?
The scheme is called the Rani Lakshmibai Scooty Yojana. News On AIR reported in July 2026 that the Uttar Pradesh Cabinet approved implementation guidelines. The reports describe a scooter benefit for eligible female graduates; they do not establish that applications are currently open.
Who may be eligible?
Use the criteria below as a preliminary self-check, not as a substitute for the final government guideline. The July 2026 reports do not fully settle how every condition will be calculated or which exceptions waive which requirements.
- Graduation year and merit: NDTV and Hindustan Times report that the first covered cohort is women who passed in academic session 2025–26, with selection from the top 5% at each institution. News On AIR describes selection from the top 5% of female graduates. Check the official guideline for the precise cohort and ranking method.
- Institution: NDTV reports coverage of state and private universities, government colleges affiliated with state universities, aided institutions, and self-financed colleges. Verify that your institution and course qualify.
- Residence: Hindustan Times reports that applicants must be natives of Uttar Pradesh. Confirm what proof and definition of residence the formal rules use.
- Family income: NDTV and Hindustan Times report an annual family-income limit of ₹12 lakh. News On AIR says the income condition will be relaxed for students with disabilities, daughters of martyrs, and daughters from destitute families.
- Driving licence: NDTV reports a valid driving-licence requirement. Confirm the applicable licence requirements in the official guideline.
- Possible merit exceptions: NDTV says the specified groups may qualify without meeting the merit requirement, while News On AIR describes an income-limit relaxation. The reports do not describe these waivers identically, so do not assume an exception removes every condition.
NDTV and Hindustan Times reported that around 50,000 students were expected to benefit in the first year. That is an announced estimate, not a confirmed number of recipients.

How to check eligibility and apply safely
- Check the current official notice. Look for the Rani Lakshmibai Scooty Yojana notification from the Uttar Pradesh Higher Education Department. Read the formal eligibility, exception, selection, and application instructions rather than relying on an article or a third-party form.
- Ask your institution. Contact your university or college administration and ask whether it is collecting applications or nominations, which graduating cohort is covered, how it will calculate the top 5%, and what documents it requires.
- Confirm the application channel and dates. The available reporting does not verify an official scheme portal or a live application window. Apply only through a government or institution channel after confirming it directly with the department or your college.
- Get the official document list before preparing a submission. A private scheme-information site lists items such as Aadhaar, residence proof, marksheets, admission proof, a photograph, bank details, and a mobile number, but that list and its suggested online process are not an authoritative checklist. Do not submit identity or financial information through an unverified website.
- Keep a record of instructions. Save the official notice or institution communication, note the deadline and submission method, and keep any acknowledgement or application reference provided by the verified channel.
The Uttar Pradesh electric-vehicle subsidy portal is a separate purchase-subsidy process; its instructions do not establish how to apply for this student scheme.
What benefit is reported?
News coverage describes a scooter package that may include registration, insurance, a helmet, essential accessories, and petrol. The fuel quantity is unresolved: News On AIR reported four litres, while NDTV and Hindustan Times reported five litres. Hindustan Times says the scooters will be petrol-powered and procured through GeM. Check the formal guideline for the confirmed package before relying on any particular detail.
