Start by deciding what you will need to remember later—a decision, an owner, a deadline, an open question, or a next action. Write down only that information. For most sensitive conversations, a short outcome-focused note is a better default than an audio recording or transcript.
Why a brief note is different from a recording
A recording preserves speech, including details that may have little to do with the task you need to complete. A transcript can preserve much the same detail in searchable form. A concise note instead captures the minimum context needed to act or make a later decision.
This is an application of data minimization: limit personal information to what is directly relevant and necessary for a purpose, and keep it only as long as needed. NIST illustrates the idea in digital identity with a derived answer—such as whether someone meets an age threshold—instead of collecting a full birth date when the full value is unnecessary. For conversation notes, the parallel is to record the outcome or action, not reproduce sensitive details. NIST SP 800-63-4 addresses digital identity, not meeting note-taking; this is a practical analogy, not a specific NIST note-taking rule.
A note is not automatically harmless because it is handwritten or informal. Names, health details, personal histories, credentials, and confidential business information can make a paper or digital note sensitive. Treat it according to its content and your organization’s rules.

How to take meeting notes without recording
Before the conversation
- Decide why you need a note and what future task or decision it must support.
- Choose the few items to capture: a decision, responsible person, deadline, unresolved question, or next action.
- Follow workplace policy and the meeting’s applicable norms. If no note is needed, take none.
During the conversation
- Write short, outcome-focused phrases rather than a verbatim account.
- Include only details needed to carry out the decision or follow-up.
- Leave out unrelated personal information, credentials, sensitive histories, and details that do not change what someone must do.
After the conversation
- Review the note and remove anything that is not needed for its stated purpose.
- Store it in an approved place with appropriate access controls, or dispose of it under the applicable retention policy.
- Do not assume that an informal note falls outside workplace recordkeeping requirements.
What to write down after a sensitive conversation
Use a compact structure that helps you act without recreating the conversation:
- Decision: What was agreed or decided?
- Owner: Who is responsible for the next step, if identifying them is necessary?
- Deadline: When is the action due, if a date matters?
- Open question: What still needs an answer?
- Next action: What should happen next?
For example, “Confirm revised delivery date with the project lead by Friday” may be enough context for a follow-up. Do not add the personal or confidential explanation behind the change unless it is necessary for that task and permitted by policy. If a detail is not needed to understand or complete the action, leave it out.

Paper notes or an electronic tool?
Neither format is automatically safe. Choose based on what must be captured, who needs access, and the rules that apply to the conversation.

A local workflow can reduce exposure to a cloud recording or transcript, but local storage does not make sensitive content safe by itself. NIST materials discuss local processing and selective collection as privacy-supporting design approaches; they do not certify any particular device or note-taking tool. If you want a simple way to capture a decision or follow-up without capturing speech, a pocket notebook is one optional choice. It is not a NIST-endorsed or tested privacy tool, and its contents still need careful handling.
When a recording is genuinely necessary
NIST’s virtual-meeting guidance says, “Don’t record the meeting unless it’s necessary.” The article, published March 17, 2020, also advises matching safeguards to the discussion’s sensitivity, following organizational policy, and using stronger attendee controls for highly sensitive topics. If recording is necessary, explain why it is needed and use approved platform settings. NIST recommends encrypting the recording, requiring a passphrase to decrypt it, and deleting copies stored by the provider. These security steps do not settle consent, employment, or other legal requirements, which depend on the applicable jurisdiction and context. The NIST article is from 2020, so check the current platform settings rather than assuming its interface or features are unchanged.

- Does it capture audio or generate a transcript, and can those features be disabled?
- Does it upload or share content, and who can access it?
- Can you review and delete what it stores, and how long is it retained?
- Does the workflow meet accessibility and collaboration needs without collecting more than necessary?
- Is the tool and storage method allowed by workplace policy for this type of conversation?
