Build the check around RDAP, not a legacy WHOIS endpoint. For generic top-level domains (gTLDs), ICANN made the Registration Data Access Protocol (RDAP) the definitive registration-data source on 28 January 2025. Your API should normalize the submitted hostname, discover the authoritative RDAP service from the IANA bootstrap registry, request the exact-match /domain/{fqdn} resource over HTTPS, and turn the returned evidence into an explainable risk assessment. Registration data can reveal timing, status, registrar, nameserver, and DNSSEC clues, but it cannot prove that a site is fraudulent. Redacted fields, privacy services, and missing records are uncertainty signals. A reliable decision combines RDAP with URL reputation, TLS history, page behavior, payment or account telemetry, and human review for high-impact cases.

What changed from WHOIS to RDAP, and why does it matter for fraud checks?

WHOIS-era workflows often assumed that every registrar exposed a similar text response at a predictable endpoint. That assumption is no longer safe for gTLDs. ICANN states that, as of 28 January 2025, RDAP replaced sunsetted WHOIS services as the definitive source for generic-domain registration information.

RDAP uses structured JSON over HTTP(S), with a discovery mechanism that routes a query to the registry or registrar responsible for the domain. The structure makes fields easier to parse and preserve than free-form WHOIS text, while still allowing each operator to omit or redact data under policy and privacy rules.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Use RDAP as one input to a fraud decision, not as a verdict. ICANN identifies fraud investigation, compromised-site response, consumer protection, and DNS-abuse mitigation as legitimate uses of registration data, but neither ICANN nor the RDAP standards publishes a universal fraud score or a validated domain-age threshold.

How should the API normalize a submitted domain?

Normalize before discovery so equivalent inputs produce one auditable lookup. Keep the original value for logs, but use a canonical fully qualified domain name (FQDN) for the RDAP request.

  1. Accept a hostname or URL. If the user submits https://Shop.Example.test/login?next=1, parse it as a URL rather than treating the whole string as a hostname.
  2. Remove transport and application parts. Strip the scheme, path, query, fragment, port, username, and password. A domain lookup should not include /login or credentials.
  3. Remove a final dot. DNS permits a trailing root dot, but your canonical form should use the same representation for storage and comparison.
  4. Lowercase with IDNA processing. Convert internationalized labels to their ASCII-compatible form for protocol lookup while retaining the original Unicode spelling for display. Store both forms so reviewers can see what the user entered.
  5. Validate labels and length. Reject malformed labels, empty labels, control characters, and values that are not valid domain names.
  6. Decide how to handle IP literals. Reject an IPv4 or IPv6 address unless your product explicitly supports IP registration-data queries. An IP is not a domain object and should not be sent to a domain RDAP path.

Store an audit record containing the original input, normalized FQDN, normalization outcome, timestamp, caller or case identifier, and the policy version used. This lets you explain why two visually similar inputs were or were not treated as the same domain.

How do I discover the authoritative RDAP endpoint?

Do not hard-code one registrar URL. RDAP is designed to discover the service responsible for a top-level domain through the IANA RDAP bootstrap registry, then route the domain query to an authoritative base URL.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Bootstrap discovery sequence

  1. Extract the effective top-level domain label needed by the bootstrap process. For an ordinary example.com lookup, that is com; internationalized TLDs must use the appropriate protocol representation.
  2. Read the IANA bootstrap data and find the service entry covering that TLD.
  3. Cache the bootstrap metadata with an expiry or refresh policy. Refresh it periodically and when a lookup fails because a service has moved.
  4. Validate that the discovered base URL uses HTTPS. Preserve the URL exactly as published when joining it to the domain resource path.
  5. Record which bootstrap snapshot and base URL produced the request. That provenance is useful when a registry changes providers or a historical case is reviewed.

Bootstrap discovery is separate from registration-data parsing. A successful discovery only means that you found a service to ask; it does not mean the domain is registered, that every field will be present, or that the service permits unlimited automation.

What exact RDAP request should the fraud-check service make?

For an exact domain lookup, make an HTTPS GET request to the discovered base URL followed by /domain/{fqdn}. RFC 9082 defines the domain path as the exact-match resource pattern.

GET {rdap_base_url}/domain/{fqdn} HTTP/1.1
Host: {rdap_host}
Accept: application/rdap+json, application/json
User-Agent: your-product-name/{version}

Use a short, bounded timeout and a client identity that allows the operator to contact you about abuse or operational issues. Follow redirects only when your HTTP policy allows them safely; do not forward credentials or sensitive headers to an unexpected host. Apply a response-size limit and reject malformed JSON before it reaches feature extraction.

Classify outcomes without overclaiming

HTTP or parser outcome Recommended internal meaning What to show to a reviewer
Successful domain object Registration evidence available Source timestamp, fields used, and any redactions
404 or equivalent no-object response No registration record returned for that exact name “No record returned”; do not label it fraudulent automatically
Rate-limit response Temporarily unavailable because of service policy or volume Retry state and next-attempt time
Timeout or network failure Unknown due to transport failure Provider, latency, and circuit-breaker state
Malformed or unsupported response Unknown due to parsing or schema problem Parser version and retained raw metadata

Keep the raw response, content type, HTTP status, selected headers, retrieval time, and parser version subject to your retention and privacy rules. A normalized feature record without its provenance is difficult to audit.

Which RDAP fields are useful for fraud analysis?

Extract the fields that explain what was observed, and preserve the distinction between a value that is absent, deliberately redacted, and not applicable. ICANN notes that lookup results can combine registrar and registry data and that visibility varies by operator, policy, and privacy law.

Identity and naming

  • ldhName and Unicode name: Store the protocol-safe name, displayed Unicode form when supplied, and effective TLD. Pay attention to internationalized labels and look-alike characters during separate URL or brand analysis; RDAP alone does not establish intent.
  • Entities and roles: Parse registrar, registry, administrative, and technical roles. Retain redaction markers and role-specific absence instead of flattening everything into one “owner” field.

Events and lifecycle timing

  • Registration, expiration, last-changed, and transfer events can reveal a newly created domain, an unusually short remaining lifetime, or a sudden update.
  • Store event timestamps in a consistent timezone and retain the event type exactly as supplied. A missing event is not evidence that the event never occurred.

Status values

Registrar and registry status values such as client or server hold, transfer prohibition, and pending states can trigger review. Interpret them in context: a hold may indicate an operational or policy action, while a transfer prohibition can be routine account protection. The feature should describe the observed status and why your policy considers it noteworthy, not call it proof of abuse.

Nameservers and secure DNS

  • Record nameserver hostnames and count. Compare them with known domains, prior observations, or a merchant’s expected infrastructure only when those comparison data are actually available.
  • Parse secureDNS information, including whether delegation is signed and any DS or key material returned. DNSSEC presence can improve authenticity of DNS answers, but its absence does not make a domain fraudulent.

Notices and remarks

Policy notices, terms links, and data-availability remarks can explain why a field is unavailable or why a response is limited. Preserve these objects so an analyst can distinguish an operator’s redaction notice from an ordinary missing value.

How can I turn registration data into an explainable risk score?

Use small, independently understandable features and return their evidence with the score. Calibrate thresholds on your own labeled evaluation set; do not present a threshold as an industry rule.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Age and timing features

A very recent registration, unusually short remaining lifetime, or abrupt update may increase scrutiny for a particular use case. The correct cutoffs depend on your traffic, geography, and fraud labels. Return the observed dates and the rule version, for example: “registration age below the locally calibrated review threshold.”

Status anomalies

Flag hold, pending, or unexpected transfer statuses for review. Maintain a mapping table that records the status, the reason it matters, and whether it raises, lowers, or leaves unchanged the risk contribution. Avoid treating every uncommon status as malicious.

Infrastructure mismatch

A nameserver or DNSSEC change that conflicts with a known merchant profile can add risk. This feature requires historical or profile data; without that baseline, emit unknown rather than inventing a mismatch.

Identity availability

Privacy-proxy use and redaction reduce the information available to the check. They are uncertainty flags, not proof of fraud: many legitimate registrants use privacy services, and ICANN explains that privacy law and policy can make fields unavailable.

Cross-signal consistency

Combine RDAP evidence with URL reputation, TLS certificate history, page behavior, account age, payment telemetry, chargeback patterns, and abuse reports where your legal basis and product scope permit. A domain that is new but has a long-established account and clean payment history should not receive the same treatment as a new domain with several independent abuse signals.

What should happen when data is missing or redacted?

Missing and nonpublic data are normal RDAP outcomes. Model them explicitly instead of converting them to a reassuring default or a high-risk accusation.

Do not infer a hidden registrant from a privacy placeholder, organization name fragment, or shared technical contact. For qualifying investigations that need additional registration information, ICANN’s Registration Data Request Service (RDRS) provides a standardized request route to participating registrars; eligibility and disclosure remain governed by the applicable process.

How do I operate RDAP checks safely at production volume?

Availability and compliance controls are part of the fraud-check design. ICANN restricts high-volume automated querying except where necessary to manage domains, and RFC 9082 warns that search features increase resource, privacy, and denial-of-service risks.

Control request volume

  • Cache identical lookups for a defined period and key the cache by normalized FQDN, TLD, and policy version.
  • Enforce concurrency and per-TLD or per-service rate limits rather than one global limit.
  • Use exponential backoff for transient failures and a circuit breaker when an operator is unavailable.
  • Do not repeatedly query a domain merely because a user refreshes a page; serve a clearly labeled cached result when policy permits.

Protect privacy and provenance

  • Log the request purpose, caller, source service, response time, and decision version.
  • Restrict raw-response access because entities and contact data may be sensitive.
  • Set retention periods and deletion procedures appropriate to your jurisdiction and case type.
  • Document contractual permission for automated fraud screening and any abuse-reporting contact.

Separate exact lookups from search

An exact domain request is narrower than a search feature. Avoid building wildcard or bulk enumeration functionality unless you have a documented legitimate purpose, capacity controls, and a policy review. Search can expose more data and consume substantially more operator resources.

How should I test and monitor the implementation?

Use deterministic fixtures and production observability so a parser change does not silently alter decisions.

Required test fixtures

  • Registered domain with complete events, entities, statuses, nameservers, and secure DNS data.
  • Unregistered domain that returns a no-object response.
  • Response with redacted or privacy-proxy identity fields.
  • Internationalized domain name with both Unicode and protocol-safe forms.
  • DNSSEC-signed domain containing DS or key material.
  • Rate-limit, timeout, redirect, malformed JSON, and unexpected content-type responses.

Operational metrics

  • Bootstrap refresh success and age of the cached registry data.
  • Latency, timeout rate, HTTP status distribution, and parser failures by TLD and service.
  • Field availability and redaction rates over time.
  • Cache-hit ratio and request volume per caller and TLD.
  • False-positive and false-negative rates on a reviewed, labeled sample, with calibration changes recorded.

Monitor drift: registries can change response completeness, bootstrap assignments, status usage, and latency. Keep a human-review path for decisions that could block a payment, suspend an account, or label a business as abusive, and show reviewers the underlying RDAP evidence rather than only a score.

Evaluation area Questions to answer
Authoritative TLD coverage Which gTLDs are routed directly, and how are unsupported or country-code domains handled?
Freshness and caching How old can a cached response be, and can you see retrieval time and source provenance?
Completeness and redaction Are raw objects retained, and are absent, redacted, and not-applicable states distinguishable?
Limits and reliability What are concurrency limits, quotas, retry rules, uptime targets, and regional latency characteristics?
Privacy and jurisdiction Where is data processed, who can access raw responses, and how long are they retained?
Abuse workflow Can your team report suspected abuse and receive operational responses?
Automation permission Do the contract and registry policies permit your fraud-screening volume and purpose?

Verify current commercial terms and contractual permissions directly with each provider. A vendor’s convenience layer does not remove your obligation to respect registry policies or to explain how a decision was made.

What are the most common implementation mistakes?

  • Calling a fixed WHOIS server: Replace it with bootstrap discovery and RDAP domain paths.
  • Treating 404 as fraud: Classify it as no record returned and combine it with other evidence.
  • Using domain age as a verdict: Calibrate an age feature against labeled outcomes and publish its uncertainty.
  • Scoring privacy redaction as guilt: Record uncertainty; legitimate owners also use privacy services.
  • Discarding raw evidence: Retain response metadata and parser provenance so a reviewer can reproduce the feature set.
  • Ignoring internationalized names: Preserve Unicode and IDNA forms and subject the displayed name to separate look-alike analysis.
  • Over-querying registries: Cache, bound concurrency, back off, and document the legitimate purpose.
  • Making irreversible decisions automatically: Route high-impact outcomes to human review with the evidence attached.

Frequently Asked Questions

Can I still use a WHOIS API for a fraud check?

For gTLD registration data, RDAP is the current definitive interface after 28 January 2025. A legacy WHOIS response may be incomplete, unavailable, or outside current policy, so use it only as a separately documented fallback rather than the primary source.

Does RDAP reveal the real owner of a suspicious domain?

Not reliably. Registrar and registry responses may redact personal data or show a privacy service, and disclosure can depend on policy and a legitimate, proportionate request. Treat identity absence as uncertainty and use the applicable request process when qualified.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

How often should a fraud system refresh domain registration data?

There is no universal interval. Choose a cache lifetime based on how quickly your decisions must react to registration or status changes, then monitor freshness, provider limits, and the cost of repeat queries. Record retrieval time so downstream users can judge whether the evidence is current.

Should DNSSEC make a domain safer in my score?

DNSSEC can authenticate DNS answers when correctly deployed, but it does not validate the site’s business, content, payment behavior, or intent. Use signed delegation as one contextual feature and never as a standalone trust decision.
