Keep an AI agent that drafts B2B quote replies in read-only mode until a human approves the exact structured quote and message. The approval matrix should classify each proposed action by its system effect, financial exposure, commercial novelty, evidence quality, data sensitivity, reversibility and model signals. A technically enforced gate—not a prompt instruction—must block external sending, CRM changes and commitments to price, discount, payment terms or delivery promises until the required role approves them.

The design goal is bounded autonomy: let the agent gather facts and prepare work quickly, but make consequential or irreversible decisions attributable, reviewable and stoppable. This guide shows how to turn that principle into tiers, reviewer screens, approval tokens, escalation rules, tests and operating metrics.

What should an approval matrix control?

An approval matrix maps an AI agent’s proposed action to the people, checks and evidence required before that action can occur. It should cover more than the final email. A quote agent may summarize a request, select catalog items, calculate a discount, write a reply, update a CRM opportunity and trigger an order workflow; each step has a different consequence and may require a different gate.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Start with a precise purpose statement: for example, “Draft a reply and a structured quote from approved catalog, pricing, contract, inventory and CRM data.” Then list explicit red lines. The agent must stop rather than improvise when a required source is missing or conflicts, when a request falls outside the catalog or territory, when a policy threshold is exceeded, or when a tool call would create an external or irreversible effect.

The UK National Cyber Security Centre warns that agents can pursue goals in unintended ways when the goal or the expected method is unclear. Write the allowed purpose and stop conditions so a reviewer, engineer and auditor would interpret them the same way.

How do I map quote work into risk tiers?

Classify the highest-impact action in a proposal, not merely the wording of the email. A harmless draft can become high risk if it contains a non-cancellable commitment or changes a customer record. The following four-tier model gives each class a default approver and control set.

Tier Typical action Required evidence and approval Examples of stop conditions
Tier 0 — draft only Summarize the request and prepare a proposed reply from approved sources; no external side effect. Human review before sending. Check source timestamps, required fields and uncertainty. Missing customer requirement, stale price book, conflicting records or suspected prompt injection.
Tier 1 — standard quote Catalog items, approved price book, permitted currency and standard terms for a known customer. Trained salesperson approval after automated field, policy and freshness checks. Any non-standard item, unapproved region, unusual quantity, margin below floor or unresolved data conflict.
Tier 2 — exception quote Discount or margin exception, non-standard bundle or service level, unusual quantity, delivery commitment, new region or conflicting source records. Sales manager or pricing owner approval, with the exception and rationale recorded. Contract language changes, regulated data, unclear authority to promise delivery or financial exposure above the delegated limit.
Tier 3 — high-impact or irreversible Contractual changes, guarantees, regulated or sensitive data, unusual financial exposure, non-cancellable commitments or actions that cannot readily be reversed. Legal, finance, security or executive approval as applicable; use dual approval when separation of duties is required. Any attempt to bypass an approver, alter an approved payload, or proceed while a required control is unavailable.

Tier 0 does not mean “no human.” It means the agent is restricted to preparation; a person still approves the outbound response. If several rules apply, use the strictest tier and require every designated role.

Which dimensions should determine a tier?

Use a repeatable rubric rather than a single deal-value threshold. Record the reason for each score so a later reviewer can understand why the workflow escalated.

Action and system effect

Separate drafting text from populating a quote, updating a CRM field, sending externally and committing price or terms. A change to system state deserves a stronger gate than an internal suggestion. The Government of Canada recommends review or confirmation whenever an agent sends, publishes, approves, spends or updates records unless the impact is demonstrably low and trivially reversible.

Financial exposure

Evaluate total deal value, discount, expected margin, currency, tax treatment and payment terms. A small order with an unusually low margin can be riskier than a larger standard order. Bind thresholds to the customer’s currency and the organization’s delegated-approval policy; do not silently convert a borderline case into a lower tier.

Commercial novelty

Mark whether the proposal uses a standard catalog item or introduces a custom configuration, bundle, service level, implementation scope or delivery promise. Novelty increases the chance that a familiar template hides an unpriced obligation.

Evidence quality

Show the age and source of every material value. Compare CRM, catalog, contract, inventory and pricing records, and flag disagreement instead of selecting the most convenient value. A high-confidence model output cannot compensate for stale or contradictory source data.

Customer and data sensitivity

Escalate personal data, confidential pricing, regulated industries, export restrictions and security requirements. The matrix should identify which role can view each field as well as which role can approve its use.

Reversibility

An editable internal draft is highly reversible; a recallable message is less so; an externally relied-upon quote, reservation or booking may be effectively irreversible. Treat promised delivery dates and acceptance of terms as commitments even when an operator can technically edit the CRM later.

Model and workflow signals

Capture confidence, policy violations, missing fields, prompt-injection indicators, anomalous tool calls and unusual sequence or volume. These signals should raise a tier or stop execution; they should never be used to waive a business control merely because the model reports high confidence.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Accountability

Name the approver role, segregation-of-duties rule, escalation owner, response-time target and kill-switch authority. “Sales approval” is too vague if a salesperson can also change the price book or release an order.

How should the human approval gate work?

Put the gate in the workflow or service layer, where it can enforce identity and payload checks. A prompt that says “ask for approval” is not a security boundary: a model can misinterpret it, a tool can be called directly, or an integration can bypass the conversation.

  1. Assemble a structured proposal. Store customer, currency, line items, quantities, unit prices, discounts, margin, tax, payment terms, delivery terms, validity period and source identifiers as typed fields. Keep the natural-language reply as a separate rendering of those fields.
  2. Run deterministic policy checks. Validate required fields, catalog eligibility, price-book version, margin floor, discount authority, territory, tax and contract constraints. Assign the highest applicable risk tier and list every failed or skipped check.
  3. Resolve evidence conflicts. Display source timestamps and conflicting values. Route the proposal for more data or a named owner rather than allowing the model to choose silently.
  4. Present an informed review. The reviewer must see the original request, source records, exact outbound message, structured payload, policy results, model uncertainty, impact and reversibility classification, required role and escalation path.
  5. Issue a bound approval. Generate a unique token tied to approver identity, action, payload hash, policy version and expiry. The send service accepts the token only if all fields still match.
  6. Execute once, then record. Revalidate the token immediately before sending or updating a system. Write an append-only, tamper-evident event containing the proposal, decision, edits, timestamps, identities, tool calls and resulting external identifier.

OWASP’s human-oversight guidance recommends infrastructure-layer gates, verified kill switches, approval-rate monitoring, unique approvals bound to parameters and tamper-evident audit trails. These controls make an approval meaningful rather than ceremonial.

What must the reviewer see before approving?

A reviewer should not have to reconstruct the deal from several systems or trust a polished paragraph. Design the screen around a decision, with exceptions prominent and supporting evidence one click away.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Customer request, account identity and relevant CRM and contract records.
  • Line items, quantities, unit prices, discounts, margin, currency, tax, payment terms, delivery terms and quote expiry.
  • The exact outbound message, including attachments and links.
  • Passed, failed and not-run policy checks, with the policy version.
  • Model confidence, detected uncertainty, prompt-injection warnings and anomalous tool calls.
  • Source timestamps, provenance and unresolved conflicts.
  • Impact, reversibility, assigned tier, required role and escalation deadline.
  • Controls for approve, reject, edit, request more data and emergency stop.

Approval must apply to the exact structured payload that will be sent. If a human edits a price, term, line item or material sentence after approval, invalidate the token and require a new review. A cosmetic formatting change may be allowed only if the system proves that it cannot alter meaning or values.

How do expiry, escalation and dual control prevent unsafe approvals?

Every approval needs a short, policy-defined lifetime. Expire it when the price book, inventory, contract, customer record or model policy changes, or when the proposal is materially edited. Recompute checks on retry rather than trusting an old decision.

Escalation path

Set a response-time target for each tier. If the assigned reviewer is unavailable, route to a named backup with the same or greater authority. Never lower the tier just to meet a service-level target. If no authorized person responds, keep the action blocked and notify the escalation owner.

Segregation of duties

Require two independent approvals when one person could otherwise request, price and commit the transaction, or when policy requires legal, finance or security review. The system should prevent the same identity, service account or delegated session from satisfying both sides of the control.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Emergency stop

Provide a kill switch that disables outbound sends and sensitive tool calls without waiting for the model. Verify that it works in production, identify who can invoke it, show its status to operators and define recovery steps. During an incident, preserve queued proposals and audit events for investigation instead of deleting them.

How should a team pilot the matrix safely?

Begin with read-only draft mode and measure what the agent would have done before granting any write or send permission. A staged pilot exposes bad assumptions without creating customer commitments.

  1. Inventory actions and authorities. List every tool, API, CRM field and external side effect. Assign an owner and permitted role to each.
  2. Encode the matrix. Store thresholds, source-freshness limits, escalation roles, expiry rules and stop conditions as versioned configuration, not hidden prompt text.
  3. Replay representative traffic. Include standard catalog requests, stale records, conflicting prices, unusual quantities, new regions, regulated customers, delivery pressure and incomplete questions.
  4. Run adversarial tests. Test prompt injection in customer text and documents, malformed tool responses, identity confusion, duplicate sends, approval replay, token tampering, unavailable approvers and kill-switch operation.
  5. Compare against expert decisions. Have trained reviewers label the correct tier, fields and outcome. Investigate false approvals and false escalations rather than averaging them away.
  6. Enable one reversible action at a time. After controls pass, allow a narrow Tier 1 population, retain human approval and expand only after evidence supports the change.

Test realistic edge and worst-case scenarios, including what happens when monitoring, pricing services or the approval interface is unavailable. The Government of Canada guidance emphasizes bounded autonomy, named oversight and monitoring for human-in-the-loop fatigue.

Which metrics reveal approval fatigue or control drift?

Report metrics with a denominator, measurement period, geography, model and workflow version. No authoritative source provides a validated numeric benchmark specific to B2B quote-reply agents, so set internal alert thresholds from your own baseline and review them after any material change.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Metric What it can reveal Useful segmentation
Approval, edit and rejection rate Whether drafts are routinely accepted, heavily corrected or unsuitable. Tier, approver, product family, region and model version.
Escalation rate and time to decision Capacity problems, unclear ownership or thresholds that are too strict. Reason code, queue, business hours and tier.
Source-conflict frequency Data-quality or freshness problems upstream. Source pair, field, system and age at decision.
Quote errors and post-send corrections Failures that reached a customer despite the gate. Error type, severity, reversibility and customer impact.
Margin exceptions and false approvals Commercial leakage or reviewers approving without detecting a violation. Approver role, threshold, currency and policy version.
False escalations and reviewer workload Automation bias, noisy signals and fatigue risk. Queue, review time, consecutive decisions and interruption count.
Reversals, incidents and kill-switch events Operational resilience and whether emergency controls are usable. Trigger, duration, affected actions and recovery time.

Watch for unusually fast approvals, identical approval comments, repeated “approve” decisions despite later corrections and reviewers bypassing the interface. These patterns can indicate automation bias or fatigue even when aggregate approval accuracy appears stable.

What governance duties apply to this design?

CNIL advises providing operators with mechanisms to modify or stop an AI decision, clearly written protocols, identified and trained responsible people, sufficient information and tested control tools. It also calls for explicit treatment of automation bias; training should make clear that a model’s confidence is not evidence of correctness.

Australia’s National AI Centre recommends screening who can make decisions, what approvals are needed and how AI use will be checked before investment or deployment, followed by a fuller risk assessment when indicated.

For systems within high-risk obligations under the EU AI Act, deployers must monitor operation, assign enabled human oversight and act on identified risks or serious incidents. Article 9 of Regulation (EU) 2024/1689 requires a continuous, documented and iterative risk-management process that considers foreseeable misuse and post-market information. Determine applicability with qualified legal and compliance staff; a quote workflow may fall under different obligations depending on its use, data and market.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What should change after deployment?

Revisit the matrix after every material change to the model, prompt, tool permissions, CRM, catalog, price book, contract template, policy threshold or deployment geography. Version the matrix and retain the old decision logic so an auditor can reproduce why a quote was approved at the time.

Use incident reviews to adjust controls, not just retrain the model. If a delivery promise was wrong, examine inventory freshness, the field-level policy and the approval screen. If reviewers missed a discount violation, improve the structured check and visual emphasis before adding another warning paragraph. Expand autonomy only where the action is well understood, evidence is reliable, impact is low and reversal is demonstrably easy.

Frequently Asked Questions

Can a low-value quote be sent without human approval?

Only if your documented policy classifies the action as low impact and trivially reversible, and the system enforces that determination outside the model. A low price does not remove obligations created by sensitive data, unusual terms, regulated customers or an irreversible commitment.

What happens if the customer changes a quantity after approval?

Treat the changed quantity as a new payload. Recalculate pricing, margin, inventory and tier, invalidate the old token and obtain approval for the revised quote before sending it.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

How long should quote-approval records be retained?

Set retention from contract, tax, privacy, sector and litigation requirements, then document the rule by region. Preserve the payload hash, source versions, decisions and outbound result together so the record remains interpretable after systems change.

How can reviewers challenge an AI recommendation without slowing every deal?

Provide a one-click “request more data” or “edit and recheck” path with reason codes, and route only the exception to a specialist. Track whether those challenges uncover source defects, policy gaps or model errors, then fix the highest-volume cause.
