Build an AI strategy by starting with an organizational priority, defining the business result and its baseline, comparing candidate use cases for value and readiness, and assigning owners and governance before scaling. Then track adoption and business impact separately, and adjust the portfolio as priorities or conditions change. The result should be a coordinated plan—not a collection of disconnected AI experiments.
What is an AI strategy—and what should it connect?
An AI strategy is a coordinated plan for using AI to advance organizational goals. It connects business priorities to a portfolio of initiatives, the capabilities and operating model needed to deliver them, and a roadmap for testing, building, scaling, or stopping work. A list of tools, pilots, or use cases is not a strategy unless it makes those connections and clarifies how success will be judged.
Start with the business ambition rather than a technology choice. For example, “reduce the time customers wait for an answer” is an outcome to investigate; “deploy a particular kind of AI” is a proposed means. The distinction matters: the same outcome might be achieved by changing a process, improving existing software, or using AI. A strategy keeps the desired result in view while evaluating which approach is appropriate.

Use a sequence that turns a broad ambition into a governed, measurable portfolio. Each step should leave a concrete decision or artifact that the next step can use.
- Name the business ambition. Identify an enterprise priority and the customer, operational, workforce, or decision result that should change. Describe the result without prescribing a model or vendor.
- Define the outcome and baseline. Choose a measure, record current performance, set a target and measurement period, and name the person accountable for the result.
- Build candidate use cases. Identify initiatives that plausibly contribute to the priority, then compare their expected value, strategic fit, readiness, effort, capability needs, and risk.
- Prioritize a portfolio and roadmap. Decide which work to test, build, scale, pause, or stop, and sequence it according to ambition, readiness, and required investments.
- Assign ownership and governance. Define who owns the business outcome and who makes decisions about performance, risk, and policy. Establish oversight and controls early enough to shape implementation.
- Review results and adapt. Compare actual performance with the baseline and target. Use the evidence to optimize, expand, pause, or stop initiatives and to update the portfolio when circumstances change.

Write the outcome before naming the solution
A useful outcome statement identifies what should change, for whom or in which process, and over what period. “Improve customer experience” is a direction, but too broad to evaluate on its own. A more usable statement names the customer interaction and a measure the business can observe, such as the time required to resolve a request. The exact target must be set by the organization using its own context; the guidance does not provide universal target values.
Record a baseline and target
Document current performance before the initiative changes the process. Include the measure’s definition, data source, population or process covered, measurement period, target, and accountable owner. If teams cannot agree on what counts as an event or which records belong in the measure, resolve that ambiguity before treating later changes as evidence of impact.
A goal without a baseline cannot show whether performance improved. Keep measures of pilot activity distinct from production outcomes: a successful demonstration or high user activity does not by itself establish a business result.

Separate adoption, value, and governance measures
Microsoft Learn offers examples in three useful categories. They are examples to tailor, not universal key performance indicators.

Choose measures that fit the intended result, establish a baseline and target, and assign a business owner. Adoption is useful operational evidence, but it is not a substitute for measuring value. Governance coverage also answers a different question from either usage or business performance.
How should you compare competing AI use cases?
Compare candidates across business value, strategic fit, readiness, effort, capability needs, and risk. These are decision axes synthesized from Gartner and PwC guidance, not a universal scoring formula: the sources do not prescribe shared weights or a single ranking method.

Use the comparison to expose trade-offs, not to create false precision. A numeric score can help a group make assumptions visible, but it is not an evidence-backed prediction of return unless the organization has established and validated a scoring method. Record why a candidate is attractive, what remains uncertain, and what must be true for it to advance.
How do I turn my AI strategy into an executable plan?
Convert strategic choices into a portfolio and a sequenced roadmap with owners, milestones, dependencies, and capability investments. The roadmap should show more than project names: it should make clear what the organization is testing, building, scaling, or stopping and what must be ready at each stage.

Maintain a shared view of initiatives and their status. For each candidate, record the linked business priority, intended outcome, baseline and target, business owner, readiness gaps, risk and governance needs, current stage, and next decision. This makes it easier for leaders to see whether the organization has a balanced set of experiments and commitments or a collection of unrelated pilots.

Sequence by readiness and dependencies
Sequence initiatives according to the gap between the desired ambition and current readiness. A high-value idea may need data, technology, skills, governance, organizational changes, or engineering work before it is suitable to scale. Make those investments explicit rather than hiding them in a project plan or assuming that the AI component alone will deliver the outcome.
Use stage decisions to control commitment. A test can answer a defined question about feasibility, adoption, or the process. A decision to build or scale should depend on what the test established and what remains unresolved. Set the evidence needed for the next decision in advance; otherwise, a pilot can continue without a clear reason to expand or stop.
Assign accountable owners and decision rights
Name a business owner for each intended outcome. That owner should be responsible for clarifying the business measure and reviewing whether the result is changing. Separately identify who can decide whether work proceeds, who owns risk and policy decisions, and who is responsible for monitoring the system and process. In smaller organizations, one person may hold more than one role, but the responsibilities should still be explicit.
Plan governance before scale
Australian Government National AI Centre guidance recommends aligning AI use to business goals, establishing governance early, and managing risk with oversight and accountability. Apply governance while selecting and designing use cases, not only after deployment. Consider the use case’s impact and risk, then define the review, controls, and monitoring appropriate to it. This gives teams a basis for decisions before operational reliance grows.
How should data, analytics and AI strategy be aligned with business goals?
Alignment works in both directions: business strategy shapes AI priorities, while AI opportunities can also inform business direction. Gartner’s strategy guidance treats this as an ongoing relationship, not a one-time exercise in mapping projects to a static list of goals.
For each proposed initiative, make the connection visible: identify the enterprise priority, state the outcome it is meant to influence, and explain which data, analytics, or AI capability is needed to pursue it. If a proposed capability has no credible connection to a priority, it may belong in exploration rather than in a committed business-value portfolio. Conversely, if an AI-enabled opportunity reveals a new way to serve customers or operate, leaders can assess whether it should influence business priorities rather than forcing it into an existing objective.

Gartner’s August 28, 2026 article quotes Michael Gabbard, Senior Director Analyst at Gartner: “Data and analytics (D&A) leaders need to be simultaneously intentional and flexible in their strategic planning.” Intentionality means keeping investment tied to desired outcomes and accountable choices. Flexibility means revisiting assumptions when business conditions, market opportunities, risk, or organizational readiness change.
Why is flexibility important in data, analytics and AI strategic planning?
Because priorities, conditions, and readiness can change while initiatives are underway. A strategy that cannot be adjusted may keep funding work whose assumptions no longer hold, or miss an opportunity that has become relevant.
Build flexibility into scheduled portfolio reviews and decision points, rather than treating it as permission to change direction without evidence. Compare results with baselines and targets, check whether the business priority still matters, and review new risks or readiness constraints. Then decide whether to optimize, expand, pause, or stop an initiative. Document what changed and why, so teams can distinguish a deliberate strategy update from an unexplained shift in scope.
Keep the outcome stable when it remains important, even if the proposed implementation changes. The aim is to stay accountable to the business result while adapting the route to it. In the other direction, if business needs change, revisit whether the original outcome is still worth pursuing.

Consider an organization that wants to improve the speed of handling customer requests. The following is an illustrative planning example, not a claim about a measured result or a recommended solution for every organization.
- State the priority: improve a specified customer-support process, rather than “use AI in support.”
- Define the measure: choose a process measure that reflects the intended improvement, such as elapsed time to resolve an eligible request. Record how the measure is calculated and the period it covers.
- Establish the starting point: capture the current value from the organization’s own process data and set a target and review period. Assign a business owner who can interpret the result.
- Identify candidates: consider AI-enabled changes alongside process or technology alternatives. For each candidate, assess expected value, strategic fit, data and technology readiness, implementation effort, organizational needs, and risk.
- Choose a limited next decision: define what a test must establish before the organization commits to building or scaling. For example, specify which workflow or user group is in scope and what evidence will be reviewed.
- Monitor separate signals: track adoption, the chosen business-value measure, and relevant governance coverage. Do not infer that higher usage caused an improvement without evidence linking the two.
- Review and act: compare results with the baseline and target, account for process changes that might affect the measure, and decide whether to optimize, expand, pause, or stop.
The example’s value is its decision structure. The organization still has to select the appropriate measure, establish reliable data, evaluate risks, and determine whether a particular intervention is suitable.

What commonly goes wrong when AI plans are disconnected from outcomes?
Most planning failures become visible when teams cannot explain what changed, who is accountable, or why an initiative deserves to continue. Look for these warning signs before a pilot becomes an unexamined commitment.
- The proposed technology is the goal. Reframe the initiative around the customer, operational, workforce, or decision outcome it is intended to affect.
- There is no baseline. Define a measure and establish current performance before claiming improvement. If the measure is not yet available, treat creating a dependable baseline as a prerequisite.
- Usage is presented as value. Report adoption as adoption, then separately examine business performance against its baseline and target.
- Every candidate is called a priority. Use the portfolio to expose trade-offs, readiness gaps, and dependencies, and make explicit decisions about what will not proceed now.
- Governance comes after rollout. Identify accountability, risk review, and oversight while shaping the use case so that controls can inform implementation.
- A pilot has no decision attached. Specify what the pilot is meant to establish and what evidence would justify the next stage, a redesign, or stopping.
- The plan is treated as fixed. Review outcomes and assumptions as business conditions change, and record why the portfolio is being adjusted.
How often should an AI strategy be reviewed?

Set a cadence that matches the organization’s planning and operating context, and also define decision points around meaningful milestones, new risks, or changes in business priorities.
