AI security reviewers should not be rewarded for reaching the same answer. My tool is designed around the opposite rule: independent reviewers produce separate judgments, a second round exposes where they conflict, and a deterministic gate handles the checks that must be repeatable in CI. The result is not a single confidence score. It is a record of what each reviewer saw, where their assumptions diverged, which fact would settle the dispute, and whether a human must decide before merge.
This matters because agreement can be shared anchoring rather than correctness. A reproducible rule engine can block known risks such as permission drift or newly introduced network capability, while independent model reviews explore semantic behavior that rules cannot anticipate.
Why did I build a tool that refuses to let AI security reviewers agree?
Most multi-agent review systems optimize for consensus. They ask several models for an opinion, show one answer to another model, and publish a polished summary. That workflow looks efficient, but it can hide the most valuable signal: a reviewer that noticed a different assumption, file, threat model, or missing input.

- Valued Carpenter Pencil Set: You will get 2 pcs solid carpenter pencils with 26 piece 2.8 mm refills, 1 replaceable sharpener, 1 plastic storage box.The complete carpenter pencils combination allows you to finish your work faster and more easily
- Deep Hole Marker Pencil: The deep-hole construction pencils adopts 45mm elongated tip design, which is more convenient to mark in the small hole or in other tight areas that other carpenter markers cannot reach
- Carpenter Pencils with Sharpener: The sharpener is screwed into the top of the work pencil, which won't get lost either. Built-in pencil sharpener that keep the lead with pointed and smooth to Improves line of sight in fine work
- Stronger Solid Lead: This work pencil is matched with a 2.8 mm thick lead , which is much thicker and stronger during the drawing process of construction work, it will not break or damage easily
- Marks on Various Surfaces: 3 colors solid construction pencil can marks on various surfaces, such as metal, plastic, wood, paper etc. Ideals for woodworkers, contractors, craftsmen, builders, merchants and masons
The principle is simple: “Agent evaluation should measure work, not words.” A reviewer that says “secure” is not useful unless the report shows what it inspected, what evidence it used, and what change would alter its conclusion.
What the tool is—and is not
- It is a security-review workflow combining deterministic CI checks with independent AI analysis.
- It is not a benchmark that proves one model is more accurate than another.
- It is not a replacement for a human decision on unresolved threat-model or business-risk questions.
- It does not claim a published detection rate, adoption figure, or measured security-outcome improvement; no independent statistic for this exact tool has been established.
Why do AI security reviewers agree?
Reviewers often agree because they are not truly independent. A second model may see the first model’s conclusion, its severity labels, or a summary that omits uncertainty. It then anchors on that framing and produces polite confirmation.
Agreement can also come from shared blind spots. If every reviewer receives the same incomplete task description, lacks runtime evidence, or treats a configuration file as authoritative without checking another file, they can miss the same vulnerability. Model updates, sampling temperature, and context ordering add another source of variation: the same review can change between runs.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsAnchoring from sequential prompts
Showing answer A before requesting answer B turns the second review into a correction exercise. The second model spends its budget explaining why A is reasonable rather than searching for a counterexample. To reduce this effect, collect all first-round answers in isolation. Do not expose reviewer identities, rankings, or provisional severity until the independent pass is complete.
Consensus can erase useful context
A consolidation agent may deduplicate two findings that are similar in wording but different in evidence. It can also assign a real finding to the wrong report section or lose a specialist’s caveat when it rewrites the output. A five-agent pull-request reviewer demonstrated this class of failure: consolidation introduced formatting and token-budget problems, including findings filed under an incorrect section. Treat the original reports as immutable evidence and make the consolidated view an additional layer.
How do I make two AI code reviewers challenge each other?
Use a two-round protocol with a hard separation between independent analysis and cross-examination. The second round should compare evidence and assumptions, not simply vote on a label.
- Define the review contract. Give every reviewer the same commit range, task statement, threat model, and output schema. State what is out of scope so a disagreement is about substance rather than hidden instructions.
- Run independent first passes. Dispatch the prompts without sharing other reviewers’ text. Store each response with the commit identifier, model identifier, prompt version, and timestamp.
- Normalize without rewriting. Parse fields such as finding, affected path, evidence, exploit precondition, confidence, and recommended action. Keep the raw response beside the parsed record.
- Start the challenge round. Give each reviewer the other findings only after round one is complete. Ask it to identify unsupported assumptions, missing files, contradictory evidence, and a concrete test that could falsify the claim.
- Classify the relationship. Mark each pair as agreement, partial agreement, disagreement, or unable to assess. “Unable to assess” is different from “safe”; it means required evidence was unavailable.
- Record the resolving fact. For every disagreement, state the observation that would decide it: a permission value, an execution trace, a dependency version, a deployment setting, or a human policy decision.
- Choose the next action. The action can be merge blocking, request for a code change, request for more evidence, or escalation to a human reviewer.

Can an AI security review be reproducible?
Only part of it. A language-model judgment is probabilistic and can vary with sampling settings, model updates, prompt changes, and context order. A merge-blocking decision therefore needs a deterministic path whose output is reproducible for the same inputs.
The deterministic-gate position is blunt: “I put no LLM in the analysis path. None. The thing that reviews your agent’s work has zero AI in it.” The reason is operational: “You cannot gate a build on a coin flip, however weighted.”
What belongs in the deterministic gate?
Model the risks explicitly and compare the base revision with the head revision. A documented implementation checks:
- Permission and configuration drift: detect newly granted capabilities, changed access settings, or weakened restrictions.
- Contradictory agent configuration: find instructions that conflict across configuration files, so an agent cannot silently follow the least restrictive interpretation.
- Network and subprocess capability signals: flag diffs that add or broaden outbound network access, shell execution, or process creation.
- Task-to-diff mismatch: compare the pull request’s stated task with changed files, paths, and keywords to identify unrelated or suspicious scope.
- Risky behavior in transcripts: inspect recorded sessions for actions such as bypass attempts, secret exposure, or instructions that conflict with the approved task.
A live monitor can observe activity while an agent runs. A meta-reviewer can then deduplicate findings and sort them by severity, but the underlying detections remain rule-based and repeatable.
What deterministic checks cannot prove
Rules only catch behaviors represented in their model. Novel attack paths, subtle business-logic flaws, and safe-looking code that becomes dangerous in an unmodeled deployment can pass. The task-to-diff detector is also heuristic: file scope, paths, and keyword overlap can identify suspicious mismatch but cannot understand intent with certainty.
Use deterministic output as a stable gate, not as a claim that the change is secure. Send its findings, plus the diff and task context, to the independent challenge loop for semantic analysis.

Should an AI review gate be deterministic or model-based?
Use both, but assign them different jobs. The deterministic layer decides whether a known, explicitly modeled condition blocks the pipeline. Models supply broader semantic exploration and adversarial questions, while humans resolve disputes that depend on policy or incomplete evidence.
| Design axis | Deterministic gate | Independent model review |
|---|---|---|
| Reproducibility | Same modeled inputs should produce the same verdict. | Can vary with model, prompt, sampling, and context order. |
| Semantic breadth | Strong for enumerated patterns; blind to unmodeled behavior. | Can reason about novel interactions, but may hallucinate or miss evidence. |
| Independence | Rules do not anchor on another review. | Requires isolated first rounds before cross-examination. |
| Pipeline role | Suitable for merge blocking when the rule and input are stable. | Best as an advisory signal or escalation input unless a human confirms it. |
| Reporting | Compact, deduplicated, severity-sorted findings. | Preserves competing explanations and the facts needed to resolve them. |
| Failure mode | False negatives outside the rule model; heuristic mismatch errors. | Anchoring, inconsistent severity, unsupported claims, and consolidation loss. |
A model-based gate can be appropriate for a narrowly bounded, well-evaluated control, but the burden of proving repeatability is high. Do not turn a fluctuating confidence score into an automatic merge decision merely because it is presented as a percentage.
How should the tool handle task-to-diff mismatch?
Compare the declared objective with the actual change, then label the result as a heuristic signal rather than a verdict about developer intent.
Signals worth collecting
- Files changed outside the paths named in the task.
- New dependencies, scripts, permissions, or deployment settings unrelated to the stated objective.
- Keywords in the task that do not appear in the diff, suggesting the requested work may be absent.
- Large scope expansion that a reviewer cannot explain from the task statement.
- Changes to agent instructions or security controls bundled into an otherwise unrelated feature.
These signals should trigger a focused question: “What requirement caused this change?” They should not automatically accuse an author of malicious behavior. A human can distinguish a necessary migration file from an unexplained capability increase.
How do I preserve reviewer context during consolidation?
Make consolidation additive. Never delete the raw reports, and never let a formatter become the sole source of truth.

- Assign stable finding IDs before any synthesis.
- Store each reviewer’s evidence, assumptions, and requested tests verbatim.
- Link merged findings to all original IDs so a reader can expand the disagreement.
- Validate the output schema and section placement mechanically.
- Enforce a token or size budget before invoking a synthesis step; if the budget is exceeded, produce a structured index instead of truncating findings.
- Run a post-consolidation check that every original finding is present, correctly classified, and still associated with its evidence.
Consolidation should answer “what do we know together?” while the preserved reports answer “why did reviewers differ?” Those are separate reader needs.
When should a human override the automated result?
A human should decide when the disagreement depends on an organizational policy, an unstated threat model, or evidence the tools cannot obtain. One related auditing approach explicitly “refuses to rank and stops at the findings and open questions.” That restraint is useful: ranking unresolved claims can create false precision.

Escalate when
- Reviewers disagree about whether a capability is acceptable for the deployment environment.
- The resolving fact is a production setting, legal requirement, or business rule unavailable in the repository.
- A deterministic rule blocks a change that appears necessary but is outside its modeled exceptions.
- Transcript evidence suggests risky behavior but cannot establish whether it was an approved test.
- The model proposes a vulnerability without a reproducible path or affected asset.
The human decision should be recorded with the chosen threat model, evidence reviewed, and any follow-up control. That record turns an exception into an auditable decision rather than a silent bypass.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. What does a complete CI workflow look like?
A practical pipeline keeps deterministic and independent stages distinct while giving both the same revision context.
- Collect inputs: base and head revisions, pull-request description, agent configuration files, permission manifests, and available session transcripts.
- Run deterministic analysis: emit machine-readable findings for drift, contradictions, capabilities, scope mismatch, and transcript risks.
- Start isolated model reviews: ask multiple reviewers to inspect the diff and deterministic findings without seeing one another’s responses.
- Persist artifacts: save raw responses, normalized records, prompts, model versions, and input hashes.
- Run the challenge round: require counterevidence, missing assumptions, and a resolving fact for each conflict.
- Validate and consolidate: check IDs, sections, severity fields, and token limits before producing a human-readable report.
- Apply policy: block only deterministic conditions covered by policy; route model disagreements and novel findings to a human queue.
- Publish the audit trail: retain the independent positions, final disposition, and evidence requested for the next review.
What are the main failure modes and fixes?
| Failure | Why it happens | Fix |
|---|---|---|
| Second reviewer parrots the first | It sees the initial answer before forming its own view. | Enforce an isolated first round and reveal other answers only during challenge. |
| CI verdict changes between identical runs | An LLM is used directly as the blocking judge. | Move merge-blocking controls to deterministic checks with versioned inputs. |
| Novel behavior is missed | The rule set has no pattern for it. | Add independent semantic review and targeted human testing. |
| Task mismatch creates false accusations | Keyword or path heuristics are treated as intent proof. | Ask for an explanation and require human confirmation before escalation. |
| Real finding disappears in the summary | Deduplication or formatting loses context. | Keep raw reports, stable IDs, schema validation, and post-consolidation coverage checks. |
| Review exceeds the tool’s context budget | All specialist output is sent through one text-heavy call. | Chunk by finding, use structured artifacts, and fail visibly rather than truncating. |
What should success look like?
Success is not unanimous reviewers or a high confidence percentage. It is a repeatable gate for modeled risks, independent exploration of the remaining attack surface, and a report that makes disagreement actionable.
For every unresolved issue, a reader should be able to answer four questions: what did each reviewer believe, what evidence supports each position, which fact would settle the conflict, and who owns the next action. If the system cannot answer those questions, it has produced consensus theater rather than security evidence.
Frequently Asked Questions
Can I use a single AI model twice instead of two models?
Yes, but treat the runs as conditionally independent only if you isolate context, vary no hidden inputs, and preserve both outputs. Reusing one model can still expose prompt or model-specific blind spots, so pair repeated runs with deterministic checks and human review of conflicts.
What metadata should I retain for an auditable AI review?
Keep the exact diff or input hash, prompt version, model and sampling settings, configuration snapshot, raw response, normalized finding, and final disposition. Retention periods should follow your organization’s security and privacy policy, especially when transcripts may contain secrets.
Recommended Free Tools
How can I test whether reviewers are genuinely independent?
Inject known counterexamples and measure whether the second reviewer discovers them when the first reviewer is hidden versus visible. Also compare reports for copied phrasing, identical severity reasoning, and unexplained convergence; those are warning signs of anchoring, not proof of correctness.
Should disagreement itself fail a pull request?
Usually no. Disagreement is a signal that evidence or policy is missing, not automatically a vulnerability. Fail the build for explicit deterministic conditions, and route unresolved semantic conflicts to a named human owner with a required next action.
