A ransomware decision tree strengthens cybersecurity by turning an approved incident-response plan into a short, practiced path from first alert to safe recovery. It helps people decide whom to contact, what to isolate, when to escalate, how to protect evidence, and which systems to restore first—without asking a team to invent procedures during an emergency. It is an organizational tool, not a substitute for the incident-response plan or expert investigation.

What does a ransomware decision tree do?

A ransomware decision tree is a set of questions with defined actions and escalation paths. For example: “Are multiple systems affected?” may lead to network-level isolation and immediate escalation, while “Can we contain this safely now?” may determine whether responders act first or preserve forensic evidence before making changes.

The value is operational clarity. During an incident, technical responders, leaders, communications staff, and service owners may have different responsibilities and incomplete information. A clear tree makes the next action, decision owner, and handoff visible. It also reduces the risk of treating a ransom note as a complete diagnosis: ransomware may involve data theft as well as encryption, and the intrusion that enabled deployment may still be active.

CISA’s #StopRansomware Guide, revised October 19, 2023, is an organizational resource developed through the Joint Ransomware Task Force, with contributions from CISA, MS-ISAC, NSA, and FBI operational insight. CISA says: “Should your organization be a victim of ransomware, follow your approved IRP.” The guide supports a practical workflow, but it does not prescribe a named decision-tree template. Build your tree from your own approved plan and requirements.

The federal incident-response playbook uses the phases “preparation, detection and analysis, containment, eradication and recovery, and post-incident activities.” That playbook applies to specified Federal Civilian Executive Branch incidents; it is not a universal rulebook for every organization.

What should the tree decide before an attack?

A useful tree can only make sound decisions if the organization has already agreed on priorities, authority, and escalation routes. Resolve these questions during planning, then make the answers easy to find in the tree and its supporting materials.

Which services must be restored first?

Set restoration priorities around organizational impact, not simply which server is easiest to rebuild. Consider health and safety, revenue generation, essential operations, and dependencies between services. A critical application may depend on identity systems, networks, databases, or other infrastructure; restoring the application before its dependencies may not restore the service.

Who can make each decision?

Name the incident lead and specify who is authorized to approve containment, service shutdowns, notifications, and recovery steps. Include escalation contacts and alternates for technical response, leadership, communications, legal counsel, and relevant external providers. The tree should state when a responder must hand a decision to an authorized lead rather than implying that every user can make high-impact choices.

What conditions trigger escalation?

Define how the organization distinguishes an isolated endpoint from a potentially broader incident. Establish the circumstances that require escalation to network or subnet isolation, leadership, specialist incident responders, or other designated contacts. These thresholds should reflect the organization’s systems and response plan; no single threshold fits every environment.

What evidence and recovery resources are available?

Document where responders can find logging and detection tools, system images, backup procedures, clean system images, and approved communication channels. Decide how the organization will preserve relevant images, memory, logs, malware samples, and indicators when immediate mitigation is not possible. Identify backup owners and the people authorized to confirm that a recovery source is usable.

What should we do first after a ransomware attack?

Activate the approved incident-response process, contact the designated response lead, and establish what is known without assuming the initial alert describes the full incident. The first branches should prioritize containment and scope assessment while keeping the organization’s decision authority clear.

  1. Is ransomware suspected or confirmed? If yes, activate the incident-response plan and contact the designated lead. If the evidence is uncertain, treat the alert as an incident requiring triage rather than dismissing it or waiting for a ransom note.
  2. Which systems are affected, and is spread ongoing? Identify impacted systems using available detection systems and logs. Isolate affected endpoints. If multiple systems or subnets appear affected, consider network-level isolation and escalate according to the plan.
  3. Could the event be part of a wider compromise? Review endpoint detection and response, antivirus, intrusion detection, and other relevant logs for additional affected systems, earlier access, lateral movement, malware, or compromised accounts. Ransomware deployment may follow an intrusion that was not fully resolved.
  4. Can responders mitigate immediately without losing important evidence? If not, preserve relevant system images, memory, logs, malware samples, and indicators before evidence is lost. Follow the plan’s process for forensic preservation and specialist assistance.
  5. Who must be engaged or notified? Follow the organization’s response and communications plans. Engage leadership, technical responders, insurers or service providers where relevant, and government or law-enforcement contacts as appropriate. Notification duties depend on jurisdiction and incident facts; involve counsel and follow applicable requirements.
  6. What is the next authorized action? Record the decision, its owner, the known facts, and the next escalation point. If the situation falls outside the tree’s defined branches, escalate rather than improvising a high-impact action.

Should we disconnect infected computers from the network?

Isolate affected endpoints promptly to limit spread; when multiple systems or subnets appear impacted, network-level isolation may be appropriate. The tree should distinguish the endpoint-level action from broader network isolation, identify who can authorize disruptive measures, and route uncertain or widespread cases to the incident lead.

Isolation is a containment action, not proof that the environment is safe. Responders still need to assess affected systems and logs for additional access or malware. The plan should also account for evidence: if immediate mitigation is not possible or could interfere with investigation, preserve relevant system images, memory, and logs before they are lost. Do not treat a single decision-tree branch as a replacement for expert assessment.

How should the tree handle communication and evidence?

Include communication and evidence decisions alongside technical containment, not as afterthoughts. A ransomware incident can require coordinated operational, legal, technical, and external communications, while changes to affected systems can eliminate evidence that responders need.

Route notifications through the approved plan

List who needs to be engaged and what triggers each handoff. Follow established response and communications plans for internal stakeholders, external providers, insurers, authorities, or law enforcement as appropriate. Legal notification duties vary with jurisdiction and incident facts, so the tree should direct the team to counsel and applicable requirements rather than hard-code a universal deadline or recipient list.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Preserve useful evidence when immediate action is not possible

State what evidence responders should preserve under the organization’s procedures, including system images, memory, logs, malware samples, and indicators. Assign responsibility for collecting and safeguarding it. The tree should not ask an untrained employee to make a forensic judgment; it should direct that person to the response lead or designated specialist.

Include data theft as a possible branch

Do not make encryption the only signal represented in the tree. Joint government guidance describes double extortion, where attackers exfiltrate data as well as encrypt systems. A ransom note alone cannot establish whether data was taken, what was accessed, or whether the intrusion has ended; those questions require investigation and may affect communications and notification decisions.

How do we decide which systems to restore first?

Restore services according to pre-agreed business priorities and their dependencies, using a clean environment and recovery sources whose availability and integrity have been tested. The tree should connect each priority service to the systems it needs, the responsible service owner, and the recovery procedure.

  1. Confirm the recovery target. Use the organization’s priority list, considering health and safety, revenue generation, essential operations, and system dependencies.
  2. Prepare a clean environment. Rebuild clean systems using approved images and recovery procedures. Do not reconnect a system merely because its files have been restored.
  3. Select and validate a recovery source. Use backups or other approved recovery sources that responders can confirm are available and intact. CISA advises: “Maintain offline, encrypted backups of critical data, and regularly test the availability and integrity of backups in a disaster recovery scenario.”
  4. Restore in dependency order. Recover underlying services needed by the priority workload, then restore and validate the workload itself. Coordinate with service owners to confirm expected operation.
  5. Check readiness before reconnection. Apply the organization’s criteria for containment, removal of persistence, account remediation, and restoration controls. Reconnect only when the designated decision owner confirms the environment is ready.

Offline, encrypted backup storage can be part of this design, but a consumer drive should not be treated as the sole enterprise backup. Organizational backup arrangements need appropriate capacity, encryption, isolation, retention, ownership, and restore testing. A backup that exists but cannot be accessed, verified, or restored under incident conditions is not a dependable recovery path.

Should an organization pay a ransom?

A decision tree should route any ransom demand to authorized leadership, legal counsel, and relevant incident-response advisers rather than making payment an automatic technical decision. The tree should also keep investigation, containment, communications, and recovery moving while that question is evaluated.

CISA, FBI, and NSA state in their BlackMatter advisory: “Paying the ransom also does not guarantee that a victim’s files will be recovered.” Payment does not itself establish that the intrusion is contained or that stolen data will be deleted. The decision should therefore be handled through the organization’s approved process, with its legal and operational context considered.

How can we test whether the decision tree works?

Exercise the tree before an incident, then update it when systems, responsibilities, contacts, or requirements change. CISA recommends maintaining and exercising an incident-response plan and documenting lessons learned after an incident.

Use realistic decision points

A tabletop exercise can test whether participants know who activates the plan, how they determine scope, when they isolate an endpoint or broader network, how they preserve evidence, who handles notifications, and how they select a recovery order. Include uncertainty and escalation: participants should practice what to do when the alert is incomplete, the scope is unclear, or a needed decision-maker is unavailable.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Check whether the branches are usable

  • Can a responder find the incident lead and alternates quickly?
  • Does each branch identify an action, an owner, and a next escalation point?
  • Do restoration priorities account for service dependencies?
  • Can responders locate and validate backup and clean-build procedures?
  • Does the tree include data-exfiltration and notification considerations?
  • Can staff identify when to preserve evidence rather than proceed with an action they cannot safely assess?

After an exercise or incident, record where the tree caused delay, left ownership unclear, or lacked a branch. Update the plan and procedures as well as the diagram, then exercise the changed process. CISA’s guidance supports preparation and exercises, but it does not publish a quantified estimate for how much a decision tree reduces incident impact.

How should organizations compare decision-tree designs?

There is no single tree that fits every organization. Compare candidate designs by how well they reflect the organization’s actual services, authority, recovery capability, and response requirements.

Design question What a useful design makes clear
Severity and spread What evidence prompts endpoint isolation, broader isolation, or escalation—and who decides when scope is uncertain.
Critical services and dependencies Which services take priority, what they depend on, and who validates their recovery.
Decision authority The responsible lead, alternates, escalation contacts, and decisions that require approval.
Evidence versus immediate containment How responders balance mitigation with preservation of images, memory, logs, samples, and indicators.
Backup and recovery readiness How backup isolation, integrity testing, clean builds, restoration order, and reconnection controls are handled.
Data exfiltration and notification How suspected theft changes investigation, communication, and counsel-led notification decisions.
Exercise and maintenance How often the plan is exercised and how changes to systems, contacts, and procedures are reflected in the tree.

These are practical design questions, not a published scoring rubric. A complex tree is not automatically a better one: if staff cannot find the right branch quickly or the action depends on undocumented knowledge, simplify the path and move detailed procedures into linked, accessible playbooks.

What does the available evidence say about ransomware risk?

A joint CISA, FBI, and Australian Signals Directorate Australian Cyber Security Centre advisory updated June 4, 2025, reported that Play ransomware actors had allegedly exploited approximately 900 entities as of May 2025. That is an actor-specific reported estimate, not a measure of overall ransomware prevalence and not evidence that a decision tree prevents a particular share of losses.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The defensible claim is narrower: a well-designed, maintained, and exercised tree can make an approved response plan easier to execute under pressure. Its effectiveness depends on the quality of the plan, accurate contacts and priorities, trained decision-makers, workable containment procedures, and tested recovery resources.

Frequently Asked Questions

Can a small business use a ransomware decision tree without a security operations center?

Yes. The tree can name an internal incident lead and specify when to call an external incident-response provider, managed service provider, insurer, or counsel. Keep contact details and authority current, and do not assign forensic or legal judgments to staff who are not qualified to make them.

Can a decision tree be automated in security software?

Some response platforms can automate specific containment or alert-routing actions, but automation should follow approved authority and change controls. Define which actions can run automatically, which require human approval, and how an operator can stop or escalate a mistaken action.

How often should we update a ransomware decision tree?

The guide does not establish a universal calendar interval. Review it whenever systems, service dependencies, owners, contact routes, recovery arrangements, or applicable requirements change, and use exercises or incidents to identify gaps.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Does a ransomware decision tree satisfy cybersecurity or breach-notification law by itself?

No. A tree can help staff route an incident to the right decision-makers, but it does not establish compliance or replace legal analysis. Requirements depend on the organization, jurisdiction, affected data, and incident facts.
