A decision matrix helps you compare viable options by making the criteria, evidence, assumptions, and trade-offs visible. It does not make uncertain outcomes certain or turn subjective priorities into objective facts. Build the matrix in two passes: first rule out options that fail mandatory requirements, then score and stress-test the options that remain.

What a decision matrix can—and cannot—tell you

A matrix places options alongside the criteria that matter to your decision. A simple grid can organize a quick comparison; a weighted matrix adds an explicit model of how much each criterion matters. Either way, the result depends on the criteria, scoring rules, evidence, and assumptions you put in.

A weighted score summarizes performance and preference under those assumptions. It is not a probability of success, and it does not by itself represent how comfortable you are with risk. If outcomes are unclear, show uncertainty directly with ranges or scenarios and test whether plausible changes alter the ranking.

How to build a decision matrix step by step

1. Frame the decision as a specific question

Write down what you need to decide and, if useful, the date or boundary for making it. Separate the outcome you want from proposed solutions. For example, “How can we reduce recurring support delays this quarter?” describes a desired outcome; choosing a new help-desk tool is only one possible solution.

2. List viable options and screen out non-starters

Include realistic alternatives, not just the options already receiving attention. Add “do nothing” or “delay” if either is a genuine choice. Before assigning scores, identify mandatory constraints such as a required feature, deadline, budget ceiling, or compliance condition. Remove options that fail a true non-negotiable rather than letting strong scores elsewhere compensate for the failure. Formal options appraisal likewise uses minimum-requirement filters before comparing shortlisted choices (UK Treasury Green Book).

3. Choose distinct criteria

List the outcomes or properties that should distinguish the options. Criteria should represent what matters, be understandable, and avoid counting the same benefit twice—for example, treating “faster response” and “shorter resolution time” as separate benefits when they capture the same effect. Include quantitative measures and qualitative considerations where relevant.

The University of Minnesota Extension suggests five to nine criteria for its simple group criteria grid. Treat that as a practical suggestion for that tool, not a universal optimum. For a formal appraisal, check that criteria cover the important objectives and validate them with relevant experts or stakeholders (University of Minnesota Extension; UK Treasury Green Book).

4. Define what each score means before scoring

Choose a scale and write anchors for each criterion before rating options. A basic matrix may use a 1–5 scale; formal value models may use a 0–100 interval scale. Make direction consistent—such as higher always meaning better—and spell out what low, middle, and high performance mean. A score of 4 for cost should not mean the same thing as a 4 for reliability unless you have deliberately defined equivalent value ranges.

Different criteria use different units, and numerical scales do not automatically make them comparable. In a formal value model, the score should reflect the value of performance across the range represented by the options, not just a convenient label (UK Treasury Green Book; Government Analysis Function MCDA guide).

5. Record evidence, estimates, and unknowns separately

For each option and criterion, record the evidence behind the score. Prefer measured or documented evidence where it exists. Where a score relies on judgment, identify whose judgment it is and why that person is qualified to make it. Keep the underlying estimate or fact distinct from the value judgment: “the vendor estimates two weeks to deploy” is evidence about timing, while “two weeks is acceptable” is a preference.

If performance is unknown, mark it as unknown or show a plausible range rather than assigning a precise-looking score without support. The Government Analysis Function’s guide distinguishes evidence and uncertainty in MCDA and explains sensitivity analysis for testing assumptions (Government Analysis Function).

6. Decide whether the criteria need weights

If criteria are genuinely comparable in importance, an unweighted total or average can serve as a first screen. If priorities differ, assign explicit weights and document how they were chosen. With normalized weights, all weights add up to 1 (or 100%).

Do not weight a criterion solely because it sounds important in the abstract. In formal swing weighting, a criterion’s weight reflects both how much its performance varies among the options and how much that difference matters to decision makers. A criterion can be important but have little influence on this particular choice if every option performs similarly on it (UK Treasury Green Book; Government Analysis Function).

7. Calculate the weighted scores and inspect the contributions

For a weighted additive model, multiply each criterion’s value score by its weight, then add the products for each option:

Overall value = Σ (criterion value × criterion weight)

Use the same scoring and weighting rules for every option. Show the component contributions, not just the final totals, so decision makers can see what is driving the result. A high total is the leading option under the model—not a guarantee that it is the right choice.

8. Check for dominated options and missing criteria

An option is dominated if it performs no better than another option on every represented criterion and performs worse on at least one. Before removing it, check whether the matrix left out a consideration—such as cost—or treated it separately. An apparent mismatch can signal a missing criterion, not a bad option.

9. Stress-test uncertain inputs

Identify which scores, weights, costs, or external conditions are uncertain. Change uncertain inputs to plausible high and low values and see whether the preferred option changes. Start by varying one input at a time to find the assumptions that matter; then test combinations if uncertainties could interact.

This is deterministic sensitivity analysis: you vary inputs and observe their effect. Probabilistic sensitivity analysis instead represents uncertain inputs and outputs with probability distributions. It can be more rigorous when several uncertainties matter, but generally requires more expertise and software (Government Analysis Function).

10. Interpret a stable or changing ranking

If the preferred option remains preferred across plausible assumptions, the matrix supports a more robust choice. If small changes reverse the ranking, report that the result is sensitive, identify which assumptions cause the switch, and either gather more evidence or make the choice conditional—for example, select an option only if a cost estimate stays below a defined threshold.

When the consequences are high and your attitude toward risk itself should affect the choice, an ordinary weighted matrix may not be enough. Expected utility analysis explicitly models preferences under uncertain outcomes, but it requires eliciting risk preferences and modeling those outcomes (Government Analysis Function).

Which decision approach fits the choice?

Approach Useful when Main limitation
Simple unweighted criteria grid The decision is relatively low-stakes, criteria can be treated similarly, and a quick comparison is adequate. A tally can obscure differences in importance and in what the scales mean; it does not model risk attitude. The University of South Carolina and University of Minnesota Extension describe practical grid approaches (University of South Carolina; University of Minnesota Extension).
Weighted decision matrix or light MCDA Several criteria matter differently and the people involved need a transparent ranking. Results depend on scales and weights, so sensitivity analysis is needed to see whether a ranking is robust (Government Analysis Function).
Formal MCDA with sensitivity analysis Trade-offs are material, evidence mixes qualitative and quantitative factors, or multiple stakeholders need to understand the basis for a ranking. It can require more time and specialist skill. The UK Green Book says appraisal should be proportionate and that MCDA should not substitute for cost-benefit analysis at shortlist stage (UK Treasury Green Book).
Expected utility analysis Consequences are high and risk preferences affect which uncertain outcomes are acceptable. It requires eliciting risk preferences and modeling uncertain outcomes, making it more demanding than an ordinary weighted matrix (Government Analysis Function).

Make the matrix usable by other people

A spreadsheet or hand-drawn grid is enough for a simple comparison; no specialized tool is required. To make the result reviewable, retain the decision question, options, mandatory constraints, criterion definitions, evidence notes, weights, calculations, and sensitivity checks together. Someone who disagrees with the ranking should be able to identify whether the disagreement is about a fact, a score, a weight, or an assumption—not just the final total.
