To justify AI spending to a CFO, start with a business problem and a measurable baseline—not a model, vendor, or headline ROI figure. Then compare AI with other ways to solve the problem, count the full lifecycle cost, define how benefits will be measured, and request funding in stages with explicit criteria for scaling, changing, or stopping the work.
A useful business case makes its assumptions testable. It shows what decision is needed now, what evidence a pilot must produce, and who is accountable for value and cost after deployment.
What should an AI business case include?
An AI business case should connect a specific workflow or customer problem to a measurable outcome and a decision about funding. It should give decision-makers enough information to compare options, understand the full cost and risk, and judge what evidence would justify further investment.

Use this structure, in order:
- Decision and problem: State the funding or approval decision requested, the affected workflow, its owner, and why it matters now.
- Baseline and value hypothesis: Record current performance and describe the expected change in measurable terms.
- Options: Compare AI with no change, process redesign, conventional analytics, and build, buy, or reuse approaches where relevant.
- Full cost model: Include setup, adoption, operation, governance, and likely usage—not just the quoted license or model price.
- Benefits and economics: Estimate operational and financial effects, state attribution rules, and show assumptions and confidence.
- Pilot and gates: Define the test, success thresholds, review date, and decisions that follow each possible result.
- Governance and portfolio review: Assign owners and track spend alongside realized outcomes over time.
Microsoft guidance recommends identifying the business use case before selecting an AI architecture. That order prevents a technology choice from becoming the problem statement: first decide what needs to improve, then determine whether AI is a suitable way to improve it.

How do I justify AI spending to the CFO?
Translate the proposed capability into business measures the finance team can examine: what changes, how much it changes, when the effect should appear, and how the organization will verify it. A persuasive case separates observed evidence from estimates and makes the funding request proportional to the evidence available.
Describe the decision and the accountable owner
Open with the decision required, such as approving a bounded pilot or authorizing a later funding gate. Identify the workflow owner and the people who will be accountable for operational performance, technical delivery, and financial tracking. Explain why the issue is material now without treating urgency as proof that AI is the answer.
Establish a baseline before estimating improvement
Capture the current state for the specific workflow and period the proposal covers. Depending on the problem, useful measures may include volume, cycle time, error or rework rate, quality, staffing effort, revenue, or exposure to a particular risk. State the measurement source and scope so that a later comparison uses the same definitions.
The National AI Centre recommends defining the problem, expected outcome, and signs of progress before investing. A baseline makes those signs concrete: without one, a team may be able to report activity—such as users trying a tool—but not whether the underlying operation improved.
Write a falsifiable value hypothesis
State the expected operational change and how it might create value. For example, a hypothesis could be that an AI-assisted workflow reduces a defined category of manual review while maintaining the quality threshold, freeing qualified staff to handle other work. The hypothesis should name the measure, the population or workflow being measured, the review period, and the conditions under which the claimed value would not count.
Do not present an estimate as a realized result. Label assumptions, explain their basis, and show a range where uncertainty is material. If a benefit depends on a process change, staffing decision, or customer response, say so rather than attributing the whole outcome to the AI system.

How do you calculate ROI for an AI project?
Calculate ROI from benefits that can be credibly attributed to the project and costs that reflect the same period and scope. A basic expression is ROI = (measured benefits − costs) ÷ costs; show the underlying values, time horizon, and assumptions rather than presenting the percentage alone.
Separate operational measures from financial value
First measure what changed in operations: for example, time per case, throughput, error rates, rework, quality, or service capacity. Then explain how that change translates—or does not translate—into financial value. A faster process is not automatically a cash saving: the organization may need to redirect capacity to useful work, avoid planned hiring, serve more demand, improve quality, or reduce a defined risk for the benefit to materialize.
The Australian National AI Centre puts the point directly: “Time saved only delivers value if it’s redirected to useful work, such as serving customers, improving quality or growing the business.” The case should identify who will make that redirection and how its effects will be measured.
Choose attribution rules and a measurement period
Decide before the pilot what counts as a benefit, which workflow or users are in scope, what period will be measured, and how the comparison will be made. Note other changes that might affect results, such as a redesigned process or a change in demand. If several changes happen together, avoid claiming that the AI component alone caused the full improvement unless the evidence can support that conclusion.
Show the expected payback period and net benefit alongside ROI when they help answer the funding decision. Define the time horizon used for each calculation and disclose whether benefits are one-time or expected to recur. If the result depends strongly on adoption, usage, or uncertain conversion of time into capacity, show how a lower or higher outcome changes the economics.
Treat reported returns as context, not a forecast
In a 2025 survey, Boston Consulting Group found median reported finance AI ROI of 10%, while 20% was a target for many finance leaders. The survey figure describes reported results, not a guaranteed return for a particular project. Its gap between median and target is a reason to test optimistic assumptions, not a substitute for measuring the proposed workflow.

What is the total cost of ownership for AI?
Total cost of ownership (TCO) is the cost of preparing, implementing, operating, governing, changing, and eventually retiring an AI solution over the period in which the business case expects it to deliver value. A vendor quote is only one possible cost component.
Build the estimate from the work and resources required across the lifecycle:
- Direct costs: Licenses or subscriptions, infrastructure, external support, implementation, integration, and consumption charges.
- Data and workflow preparation: Data preparation, process changes, testing, and the effort needed to connect the solution to existing systems.
- People and adoption: Training, change management, user support, and staff time spent evaluating or using the system.
- Governance and assurance: Oversight, monitoring, quality and safety checks, and the work needed to manage applicable privacy or regulatory exposure.
- Ongoing operations: Support, maintenance, monitoring, and continued consumption as usage changes or expands.
- Opportunity costs: Resources committed to the AI work that cannot be used for other priorities, including the alternative benefits those priorities might have produced.
- End-of-life work: The effort and cost of scaling down, moving to an alternative, or retiring the solution.
The National AI Centre distinguishes direct, indirect, and opportunity costs. McKinsey’s Enterprise AI FinOps survey in 2026 also highlights why consumption belongs in the model: 93% of surveyed organizations reported exceeding their AI budgets, and most surveyed firms expected AI spending to rise by at least 25% over the following 12 months. These are survey findings, not predictions for every organization, but they make usage assumptions and cost ownership important to test.

Estimate the expected use of the solution and how cost changes if demand, user adoption, or workflow coverage rises or falls. Tie the estimate to the business outcome being purchased—for example, cost per completed case or cost per measured improvement—rather than assuming that a fixed pilot cost will represent scaled operation.
McKinsey recommends forecasting demand and cost per outcome, and says: “The better approach is to focus on shaping demand to create the most value for the business.” In practice, that means deciding which uses merit access and tracking whether added usage produces sufficient value, rather than treating every increase in consumption as automatically beneficial.
Should we build, buy, reuse, or choose a non-AI option?
Compare the proposed AI approach with credible alternatives before committing. The right answer depends on the problem’s uniqueness, available products and skills, operating capacity, integration needs, and ethical considerations—not on whether the organization can build or procure a model.

- AI-assisted work: Could staff use AI while retaining defined review or decision responsibilities?
- Build, buy, or reuse: Is a custom approach justified, is a mature product available, or can existing organizational capability be reused?
For each viable option, compare expected value and time to value, TCO and sensitivity to usage, data readiness and integration effort, reliability and quality, safety and privacy exposure, adoption burden, reversibility and vendor dependence, and the strength of available evidence. The UK guidance on AI procurement recommends evaluating build, buy, or reuse against factors including uniqueness, product maturity, skills, operations, integration, and ethics.
Record why an option was excluded if that reason could affect the decision. For example, a low-cost option may not be viable if it cannot meet an essential quality or operational requirement. A build may offer control but require skills and ongoing operations that are not included in the initial estimate. A purchased product may shorten the path to use but still require integration, adoption, oversight, and a plan for dependence or exit. Treat these as questions to resolve with evidence for the specific case, not as universal advantages or disadvantages.

A pilot should test the value hypothesis under bounded conditions, with success criteria set before results are known. It should produce enough evidence to decide whether to scale, revise the approach, pause for more information, or stop.
- Set scope: Name the workflow, users, period, and boundaries of the test. Keep the test small enough to control, but representative enough that its evidence can inform a real decision.
- Lock the baseline and criteria: Document the baseline measures, target outcomes, quality and safety checks, adoption measures, and thresholds for success before the pilot starts.
- Assign ownership: Name the business owner, technical owner, and person or team responsible for reviewing cost, outcomes, and risks.
- Measure actual use and cost: Track whether representative users adopt the workflow and whether consumption or support effort differs from the estimate.
- Set a review date: Fix when evidence will be assessed and who will make the next funding decision.
- Apply the gate: Scale only if the pre-agreed thresholds are met and the operating model is viable. Otherwise, change the hypothesis or design, pause to resolve a specific evidence gap, or stop.
The UK guidance explicitly recommends a small proof of concept to test the hypothesis. A pilot is not a success merely because a system runs or users express interest: it must be judged against the business, quality, adoption, and cost measures chosen in advance.
Recommended Free Tools
A gate should distinguish technical feasibility from business value. If the system performs adequately but users do not adopt the workflow, the next decision may concern process or change management rather than model capability. If the value appears promising but operating costs are materially different from the estimate, revise the economics before authorizing broader deployment.

How should approved AI work be governed as a portfolio?
After approval, manage AI investments as a portfolio of expected returns, costs, risks, and measurable outcomes—not as a collection of technology projects. Assign an owner to each value hypothesis and review actual spend and realized value on a recurring schedule.
Maintain a value register that links each initiative’s funding and consumption to its baseline, expected outcomes, realized outcomes, owner, and next review. This creates a common record for comparing projects and deciding whether to continue, adjust, or reallocate resources. Deloitte recommends this portfolio approach, including expected return, risk, measurable outcomes, and recurring reviews. John Marcante, former global CIO of Vanguard and Deloitte US CIO in residence, is quoted by Deloitte as saying: “AI shouldn’t be managed as an IT budget or a collection of technology projects.”
Portfolio review also makes it possible to distinguish a promising pilot from a durable investment. The organization can reconsider assumptions when real costs, adoption, or outcomes diverge from the case, rather than allowing the original forecast to stand in for current performance.

Outbyte PC Repair FREEClear out junk files and repair common Windows errorsFree Scan →Outbyte Driver Updater FREEScan for outdated or missing drivers - takes under a minuteDriver Scan →What should a one-page AI spending case look like?
A one-page case can serve as the decision document if it contains the evidence and boundaries needed for approval. Use this checklist to make it concise without reducing it to a headline estimate:
- Decision: What funding or approval is requested now, and who owns the business problem?
- Problem and baseline: What workflow is affected, how does it perform today, and over what scope and period?
- Value hypothesis: What measurable operational change is expected, how could it create financial value, and what evidence would verify attribution?
- Options: Which alternatives were compared, including a non-AI path where credible, and why is the preferred option suitable?
- Cost model: What are the direct, indirect, opportunity, governance, adoption, operating, consumption, and retirement costs?
- Economics: What are the estimated ROI, payback, and net benefit over the stated horizon, and which assumptions drive the result?
- Pilot design: What is in scope, what baseline is locked, who will participate, how will quality and safety be checked, and when will the review occur?
- Controls and gates: What are the scale, change, pause, and stop criteria, and who decides?
- Ongoing accountability: Who will update the value register and review spend and realized outcomes?
If the case cannot answer one of these items yet, state the missing decision input and make it a condition of the next funding gate. That is more useful than hiding uncertainty inside a single precise-looking ROI estimate.
Frequently Asked Questions
Can we count time saved as cash savings in an AI business case?
Only if the organization can show how the saved capacity changes spending or produces measurable additional value. Otherwise, report the time reduction as an operational result and avoid labeling it a cash saving.
Should an AI business case include costs from a pilot that does not scale?
For an approval decision, include the funding requested for the pilot and make clear what it buys: evidence for a later decision, not a commitment to deploy broadly. Track the pilot’s cost and outcome separately so a later scale decision can use actual operating evidence.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitchesWho should own an AI business case after launch?
The business owner responsible for the affected workflow should remain accountable for the intended outcome, with technical and finance partners responsible for their respective delivery and measurement inputs. The value register should make those responsibilities visible.
What if there is no reliable baseline for the proposed AI workflow?
Treat baseline creation as an early requirement, rather than using an unsupported estimate as proof of benefit. A bounded initial study can establish the current measures before a pilot is judged against them.
