Give each AI agent a distinct identity, grant it only the permissions and resource access its tasks require, and verify its actions in Cloud Audit Logs. A practical review combines an inventory of effective permissions, layered access limits, and tests that confirm both allowed and denied behavior. Where the runtime supports it, Google Cloud’s Agent Identity is the native per-agent option; otherwise, use a dedicated service account for that agent and lifecycle.

What does it mean to audit an AI agent’s Google Cloud access?

An access audit answers two related questions: what is the agent authorized to do, and what did it actually do? The first requires examining the agent’s identity, inherited and direct grants, delegated access, and the resources it can reach. The second requires audit logs that record relevant activity and can be attributed to that identity.

Google Cloud describes Cloud Audit Logs as records of “who did what, where, and when?” Its services write logs for administrative activities and resource access. Those records are useful only when the agent’s actions can be distinguished from other workloads and when the relevant log categories are enabled. See Google Cloud’s Cloud Audit Logs overview.

Start by defining the agent’s authority, then compare that declared authority with its effective permissions and observed API calls. This distinction matters: an agent can have access it does not need or use, while incomplete Data Access logging can make actual reads harder to establish.

How should I define the agent’s authority before changing IAM?

Write down the agent’s allowed work before editing permissions. A task description such as “help users with cloud data” is too broad to guide an access review; specify which APIs and resources it needs, which operations it may perform, and whether it acts for itself or on behalf of a user.

Make a scope statement

  • Tasks: List the actions the agent is expected to perform, such as retrieving information or making a change.
  • Resources and destinations: Identify the projects, buckets, datasets, or other data destinations it is intended to reach.
  • Operations: Separate read-only retrieval from writes, deletes, administration, or other mutation. Do not treat access to read data as a reason to grant permission to change it.
  • Data classification: Mark which resources contain sensitive data so tests and monitoring can focus on them.
  • Runtime and tools: Record where the agent runs and which tools or services it can call. A new tool or runtime can change what permissions are needed.
  • Delegation: State whether the agent acts under its own identity, uses a user-delegated authorization flow, or has another human-delegation model.

This statement becomes the comparison point for the rest of the audit: each permission should support an identified task, and each observed call should make sense under the declared authority.

How do I inventory the agent’s effective permissions?

Use Cloud Asset Inventory and IAM policy analysis to find both direct and inherited access. Review the identity itself as well as the surrounding project, folder, and organization policies; a narrow-looking grant at one level does not establish the full effective permission set.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Check every route to access

  • Direct IAM bindings on the agent’s project and resources.
  • Bindings inherited from folders or the organization, including grants through groups.
  • Service-account impersonation and token-generation paths that could let another principal act as the agent or let the agent act as another principal.
  • OAuth delegation and other user-delegated access paths.
  • Resources in other projects or destinations the agent’s tools can reach.

Record intended permissions separately from effective permissions. That makes excess access visible instead of quietly treating it as part of the design. Also record who can change the policies or identity configuration: an access audit should not stop at the workload principal if another identity can expand or assume its authority.

Repeat the inventory after changing roles, tools, the agent’s runtime, or its data destinations. These changes can invalidate an earlier least-privilege review even when the agent’s name and stated purpose remain the same.

Which identity should a Google Cloud agent use?

Prefer Agent Identity when the selected runtime supports it and its availability and feature limitations fit the deployment. Otherwise, create a dedicated service account for one agent and one lifecycle. Use user-delegated OAuth when the agent genuinely needs to act for a user, and validate the authorization flow rather than treating delegation as a substitute for workload identity.

Google describes Agent Identity as a strongly attested cryptographic identity based on SPIFFE. Its documentation says agent identities are not shared by multiple workloads by default, cannot be impersonated, and do not allow developers to create long-lived service-account keys. Read the Agent Identity overview and check runtime and regional support before adopting it.

Identity design Where it fits What to verify
Agent Identity Per-agent cryptographic identity with strong attestation and Google Cloud IAM integration. Runtime and regional availability, documented feature limitations, and the product’s evolving status.
Dedicated service account Broad Google Cloud compatibility and familiar IAM tooling; can be scoped with custom roles, conditions, downscoped tokens, and short-lived credentials. That it is dedicated to one agent and lifecycle, and that key creation, impersonation, and token paths are controlled.
User-delegated OAuth through an auth manager Agent actions that must be performed for a user while keeping credentials managed and attributable. Scopes, consent, revocation, token lifetime, and safeguards against exposing raw end-user credentials.

A shared service account makes it harder to tell which application acted, and access tends to accumulate as functionality expands. Avoid sharing one across agents with different lifecycles or data needs. Google’s service-account guidance recommends role recommendations, temporary elevation, credential downscoping, and controls against lateral movement as ways to manage service-account risk.

How do I reduce the agent’s permissions to the minimum?

Grant only the permissions needed for the tasks in the scope statement, at the narrowest practical resource scope. Prefer narrow predefined roles or custom roles containing only required permissions; avoid broad Owner or Editor grants for an agent that only needs to retrieve data.

Review each grant

  1. Map permissions to tasks. For each role or permission, identify the task it supports. Remove grants with no clear task, and separate read access from permissions that mutate or administer resources.
  2. Check scope. Confirm that the binding applies only to the intended project or resource where possible. Look for broader inherited grants that undermine a narrow direct binding.
  3. Remove unnecessary access paths. Review group membership, impersonation, token creation, and user delegation. A principal may reach data through a path other than its direct role bindings.
  4. Choose a narrow role. Use a predefined role when it matches the task; otherwise consider a custom role with only the required permissions. Recheck it when the task changes.
  5. Constrain exceptional access. Use conditional bindings or temporary elevation when access is needed only in a particular situation or for a limited task.
  6. Re-run the inventory. Verify the resulting effective permissions, not just the policy change you intended to make.

Least privilege is not a one-time role edit. When functionality expands, a convenient response is to add permissions to an existing identity; over time, that can turn an agent into a broadly privileged principal. Revisit the declared task set and remove grants that the agent no longer needs.

What controls can stop access to sensitive buckets or datasets?

IAM is the starting point, not the only boundary. Combine narrowly scoped allow policies with deny policies, conditional bindings, Principal Access Boundary where supported, and VPC Service Controls where a service perimeter is appropriate. Each control addresses a different part of the problem, so test the combination rather than assuming one policy layer covers every route.

For sensitive resources, specify which identities should be able to reach them and which operations are acceptable. Then include tests for the agent’s expected reads and for denied access to resources outside its task. Cross-project access deserves an explicit check because a project-local review may not reveal every destination available through the agent’s tools or inherited permissions.

If the agent acts for a user, preserve attribution to both the user and the agent. Keep credentials managed, and ensure the agent cannot obtain or expose raw end-user credentials. Validate the delegated scopes, consent, revocation behavior, and token lifetime as part of the access design.

How do I configure audit logs to prove what the agent accessed?

Enable the audit-log categories needed to observe the agent’s work, protect the resulting log destination, and restrict who can read it. Admin Activity and System Event logs are always written; Policy Denied logs are generated by default. Data Access logs, which can show resource access, are disabled by default for many services, so an audit plan that relies on them must explicitly enable them for the services in scope.

Set up the evidence trail

  1. Identify the services to monitor. Base the list on the APIs and data destinations in the agent’s authority statement, including any service-specific access that matters to the audit.
  2. Enable Data Access logging where needed. Configure the relevant services in IAM AuditConfig. BigQuery is an exception to the general default: its Data Access logs are enabled by default.
  3. Account for log usage. Enabling Data Access logs may create additional log-usage charges. Consider this when selecting services and log destinations rather than leaving important reads unobserved by default.
  4. Route and protect the logs. Send logs to a protected bucket or analytics destination, set retention, and restrict access to people who need to investigate them. Use Logs Viewer or Private Logs Viewer as appropriate.
  5. Confirm attribution and coverage. Check that entries can be tied to the relevant agent or delegated user, and verify that the needed resource-access events appear in the chosen destination.

Google Cloud MCP servers write service-specific Data Access audit logs. Those logs can be enabled through the mcp.googleapis.com IAM AuditConfig. Include this configuration when an agent uses Google Cloud MCP servers; otherwise, the expected service-specific evidence may not be enabled.

Logs help establish what was recorded, not what was never logged. For that reason, test log coverage with the intended service calls and confirm the destination’s access controls and retention. A log stream that the agent itself can alter or an overly broad set of log readers weakens the value of the evidence.

How should I test and monitor the agent’s access?

Test in a non-production project before relying on the controls for sensitive data. Include both positive tests—operations the agent is supposed to perform—and negative tests that should be denied, then verify the corresponding audit evidence.

Run a representative access test

  1. Perform each intended read against the resources the agent is allowed to access.
  2. Attempt reads against resources the agent should not access, including sensitive destinations outside its declared scope.
  3. Test write and delete attempts when the agent’s role is intended to be read-only.
  4. Test cross-project access rather than assuming the project boundary is sufficient.
  5. Review impersonation and token-generation paths to confirm the agent cannot gain unintended authority.
  6. Exercise emergency revocation and check that the expected access path is cut off.
  7. Inspect the resulting audit logs to confirm the allowed and denied actions are attributable and visible.

Set up log-based metrics or alerts for unexpected principals, reads of sensitive resources, policy denials, privilege changes, and anomalous token activity. Alerts should lead to an investigation: determine whether the event reflects an expected task, a changed configuration, or access outside the agent’s authority.

Compare observed API calls with the declared authority over time. Schedule access reviews, remove unused grants, and review again after tool additions, capability-changing prompt changes, runtime migrations, or new data stores. These are access-review triggers because they can change the agent’s effective reach even if its original permissions appear unchanged.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What does a complete access review leave behind?

A useful review produces a record another operator can verify, not just a list of roles. Keep the authority statement, the inventory of intended and effective grants, the identity choice and its constraints, the logging configuration, and the results of allowed and denied tests together.

Frequently Asked Questions

Does an AI agent need a separate human Google account?

The access design should distinguish the workload’s identity from any user whose authority it may use. Agent Identity or a dedicated service account represents the agent; user-delegated OAuth is a separate path for actions genuinely performed on a user’s behalf.

Can I prove that an agent did not access a particular dataset?

A missing log entry alone is not proof of no access if the relevant service’s Data Access logging was not enabled or the event was not captured in the destination you reviewed. Establish coverage first, then use policy-denial and access-test results alongside the logs when evaluating a specific dataset.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What should I do if a log shows an unexpected principal?

Treat it as an investigation signal: identify the principal’s relationship to the agent, inspect the applicable bindings and delegation or impersonation paths, and compare the event with the agent’s declared tasks. If the activity is not expected, contain the relevant access and review the identity and policy changes that enabled it.
