Assess AI infrastructure investment as a chain, not by a single headline figure: measure what is built, whether it is connected and used, whether firms and customers gain measurable benefits, whether productivity and labor outcomes improve, and what the full costs are—including imports, power, financing, and grid investment. Spending and demand forecasts show the scale of the buildout; by themselves, they do not establish lasting economic value.
What does “lasting economic value” mean in this context?
For AI infrastructure, lasting economic value means that the benefits created by the facilities and equipment persist and exceed the resources consumed to build and operate them. A data center can represent substantial investment and still fall short of that test if its capacity is underused, its services do not improve business outcomes, or its costs outweigh the gains.
It helps to distinguish three questions that are often conflated:
- How much is being invested? Capital spending, construction, and equipment purchases describe inputs.
- How much useful activity is the investment enabling? Connected capacity, workloads, and business adoption show whether infrastructure is being put to work.
- What changed as a result? Productivity, customer outcomes, labor-market effects, and the distribution of costs indicate whether the investment is generating value beyond the buildout itself.
The Federal Reserve Board’s July 17, 2026 note by Paul E. Soto, Mason Thieu, and Jeffrey S. Allen organizes its monitoring framework around capabilities and costs, firm investment and adoption, and productivity and labor. The authors describe the purpose as tracking “whether the economic effects of AI remain concentrated in investment-led growth or whether transformative effects are starting to materialize in the labor market and aggregate productivity.” That distinction is central: investment-led activity can be real economic activity without yet demonstrating a lasting productivity transformation.

Which indicators should be tracked from investment to outcomes?
Use a connected set of indicators. Each one answers a different question, and each has a blind spot if treated as a stand-alone measure.

Investment: triangulate rather than pick one proxy
Company capital expenditure is a broad proxy, not an AI-only measure. It can include non-AI investment, and a shift toward leased assets can make reported company capex understate infrastructure investment. Compare it with construction and national-accounts spending on computers and equipment, while keeping the definitions distinct.
Construction is an earlier signal than installed equipment: a building may be underway before servers and related equipment are installed. But construction measures structures, which are not the dominant source of data-center value. Equipment investment is closer to the computing assets themselves, yet it also includes ordinary, non-AI purchases. The OECD’s 2025 investment-measurement report documents definitional and classification challenges, so a series labeled “investment” should not be assumed to mean the same thing across firms, regions, or national accounts.

Announced projects and planned capacity are pipeline measures. They do not show that a facility has been built, connected, equipped, filled, or used. Track these milestones separately, because a delay or gap at any point can separate announced investment from usable computing capacity.
Capacity data are most informative when they distinguish facilities that are under construction, completed, connected, equipped, and operating. Where an available source does not distinguish those stages, label the measure accordingly rather than treating the total as productive capacity.

Use and adoption: look for workloads and business activity
Installed capacity does not establish that customers or businesses are receiving value. Pair operating-capacity measures with evidence of workloads and business adoption. Adoption matters because infrastructure produces economic effects through use: firms need to incorporate AI into work and services, not simply have access to computing resources.
There can be a lag between investment and measured productivity. New facilities may be built before users adopt them, and adoption may take time to change work processes. A short-term gap between capacity and aggregate outcomes is therefore not proof of failure—but neither should it be filled with assumed future benefits.

Outcomes: test firm-level gains against broader measures
At the firm level, seek measured operational results rather than adoption announcements alone. Then compare those results with aggregate labor productivity and total-factor productivity, alongside employment and labor composition. The measures answer different questions: a local efficiency gain can matter to a business without yet shifting an economy-wide statistic, while an aggregate change does not by itself identify AI as its cause.
Attribution is difficult, adoption varies, and the path from capability to adoption to aggregate effect can be substantial. Treat an observed association as evidence to investigate, not a causal return on infrastructure spending unless the method supports that conclusion.
How should headline investment and energy figures be interpreted?
Headline figures are useful for describing scale and pressure on resources. They are not measures of return. Keep the geography, date, unit, and status—observed, forecast, or modeled—attached to each number whenever it is quoted.

The figures come from different sources and describe different things: capital expenditure, electricity demand, and a modeled productivity contribution. They should not be combined as if they were components of one return calculation. The IEA’s energy projections are conditional forecasts, while the OECD productivity range depends on assumptions about AI exposure and adoption and draws on micro-level performance evidence within a multi-sector general-equilibrium framework.
How do imports, power, and financing change the value calculation?
Gross investment can overstate the contribution to domestic economic value when equipment is imported. For a domestic assessment, distinguish the amount spent from the value added within the country; a large purchase may expand measured investment while part of the equipment’s production occurs elsewhere.
Operating and system costs also belong in the assessment. Include electricity, generation and grid investment, financing, and the costs of connecting and serving a new load. A project may add capacity while shifting costs to other electricity consumers, or it may use existing capacity and pay a share of fixed costs. Which outcome applies depends on local conditions, project load, and tariff design—not on a universal rule about data centers.
Ask who bears the cost when a project changes or exits
Connection and tariff terms can allocate risk among the facility, the utility, and other customers. Relevant mechanisms can include minimum-payment commitments, long-term contracts, exit fees, collateral, and phased connections. These terms matter because the timing and size of a project’s electricity demand can be uncertain, and grid or generation investment may be recovered over time.
The IEA notes that data-center load can arrive gradually as buildings, servers, and workloads come online. Evaluate the expected timing as well as the eventual load, and identify who pays if demand arrives later or at a different scale than planned. This is a project-finance and local-policy question: tariff structures and grid conditions vary by geography.

What does the evidence say about lasting returns so far?
As of its July 2026 note, the Federal Reserve says aggregate output and labor-market data show limited signs of broad-based transformation. That is not a finding that no firms benefit, nor does it prove that benefits cannot appear later. It is a reason to distinguish present evidence from expectations about future effects.
The evidence supports monitoring investment, adoption, costs, and outcomes together; it does not provide one definitive causal estimate of lasting returns from the current buildout. The OECD range is a forward-looking model estimate, and IEA electricity figures are projections. Neither turns current spending into demonstrated productivity gains. The assessment should therefore report what is observed, what is forecast, and what remains a modeled possibility as separate categories.
How can you compare companies, regions, or projects fairly?
Use a common comparison frame before ranking projects or drawing conclusions. Differences in definitions, geography, and project stage can make apparently comparable figures misleading.
- Standardize the spending measure. Record what it includes, whether it is AI-specific, and whether leasing could leave assets outside reported company capex.
- Identify the stage of capacity. Separate planned or announced capacity from facilities that are connected, equipped, operating, and actually used.
- Measure adoption and benefits. Ask what businesses or customers are doing with the capacity and what outcomes have been measured.
- Set the outcome horizon. Compare productivity and labor measures over a stated period; do not treat a near-term investment spike as a long-term productivity result.
- Account for domestic value added. Identify imported equipment so gross expenditure is not mistaken for wholly domestic production.
- Map total costs and who pays. Include power, connection, grid and generation investment, financing, and the allocation of costs to the project and other consumers.
- Label evidence status. Keep forecasts, announced pipelines, modeled estimates, and actual operating data visibly separate.
For regional comparisons, add local grid conditions and tariff structures to the record. A project with similar computing capacity can have a different cost profile where power availability, connection needs, or cost-recovery rules differ.

What is a practical assessment workflow?
A useful assessment can be built as a repeatable evidence file rather than a single headline score. The aim is to reveal where the chain is strong, where it is incomplete, and what conclusion the available evidence can support.

- Define the unit of analysis. Decide whether you are assessing a company, project, region, or the whole economy. State the geography and period so costs and outcomes are not mixed across unlike systems.
- Create an input ledger. Record capital expenditure, construction, equipment investment, and any known leased assets. Label the source and definition for each measure and mark what cannot be attributed specifically to AI.
- Build a capacity-stage register. For each project or portfolio, record whether capacity is planned, under construction, completed, connected, equipped, and operating. Do not collapse those milestones into one capacity total.
- Record use and adoption evidence. Note whether operating facilities have workloads and whether firms have adopted AI in relevant activities. Distinguish evidence of use from evidence of benefit.
- Attach outcomes to the use case. Record measured firm operational gains and customer or producer benefits where available, then compare them with productivity, employment, and labor-composition indicators over a stated horizon.
- Build the full-cost account. Include imported equipment, electricity, financing, connection costs, grid or generation investment, and the mechanisms that determine who bears costs if load timing or scale changes.
- Classify every claim. Mark each as observed, forecast, modeled, or announced. State the source date and avoid turning an estimate into a measured result.
- Write the conclusion at the strength of the weakest link. If the evidence reaches investment and capacity but not utilization or outcomes, conclude that the buildout is underway—not that lasting economic value has been demonstrated.
How should the conclusion be stated?
A defensible conclusion says where the evidence chain reaches. If spending is rising, but capacity or adoption data are incomplete, report investment-led expansion. If facilities are operating and users show measurable benefits, describe those gains and their scope. If productivity or labor indicators have not yet shifted broadly, say so without erasing firm-level benefits. If costs, imports, or cost allocation are unknown, identify those gaps rather than presenting gross spending as net domestic value.
This approach avoids two symmetrical errors: declaring a productivity boom from investment totals alone, and dismissing potentially valuable investment solely because economy-wide effects have not yet appeared. The relevant question is not whether the buildout is large; it is how far the evidence has progressed from capital deployed to durable, broadly accounted-for benefits.

Can data-center investment raise GDP even if its long-term payoff is uncertain?
Yes. Construction and equipment purchases are economic activity, even before the resulting capacity produces durable productivity gains. The size of the domestic contribution depends in part on how much of the equipment is imported.
Does higher data-center electricity use mean AI is becoming more productive?
No. Electricity consumption measures energy demand, not economic output per unit of input. To evaluate productivity, pair energy and capacity information with measured benefits and productivity outcomes.
Why can firm-level AI gains appear before national productivity statistics change?
Adoption varies across firms, and the path from new capability to changed processes and aggregate effects can take time. Gains concentrated in a subset of organizations may not yet be visible in broad economic measures.
Can a data center lower other customers’ electricity costs?
