Before choosing a cloud migration path for a COBOL application, establish what the workload actually includes: its programs, data, interfaces, batch and transaction flows, operating procedures, owners, and business obligations. Then validate that picture with the people who run the system and use it. The result should be a documented assessment of dependencies, risks, target constraints, and migration options—not an automatic decision to rewrite the application.
What does a COBOL cloud migration assessment need to establish?
A useful assessment answers two questions: what must move together, and what must remain true after it moves? Source code is only one part of the answer. A workload can include online transactions, scheduled jobs, databases, files, shared components, external interfaces, operating procedures, and the people responsible for them.
The assessment should turn those pieces into a defensible migration decision for each proposed unit of work. That means recording evidence as well as conclusions: which assets were found, who confirmed their role, what depends on them, what the business requires, and which assumptions remain unresolved. Microsoft recommends combining automated discovery with owner interviews and validating dependencies because tools can miss undocumented connections (Microsoft’s workload-assessment guidance).

Do not treat a scan as proof that the system is fully understood. A dependency map is a hypothesis until people familiar with production operations have checked it against actual workloads and business processes.

How should I define the application boundary and ownership?
Start with the business capability, then identify the people and technical assets that deliver it. The boundary must be broad enough to include dependencies that affect a migration, but specific enough that owners can validate it and teams can plan work against it.
Identify accountable people
Record the business application owner, technical owner, primary user groups, and subject-matter experts for the platform and its operations. Include people who understand the business rules, data, scheduling, interfaces, and recovery process. AWS describes a top-down portfolio assessment using workshops and interviews with application owners, business users, and technical and business subject-matter experts (AWS Cloud Operations Blog, 2022).
Set the workload boundary
Write down which regions, programs, transaction groups, batch streams, databases, files, and interfaces are in scope. Record adjacent systems even when they are not part of the migration unit: they may send data to the application, consume its output, or constrain when it can change. If two teams use different names for what appears to be the same application, capture both names and resolve the discrepancy with the owners rather than silently choosing one.
A practical boundary statement names the business capability and lists included assets, excluded assets, and external dependencies. Mark uncertain membership explicitly. Otherwise, an incomplete boundary can make a later dependency or test plan look complete when it is not.
What should I inventory before migrating a COBOL application?
Inventory both the technology and the way it runs. Capture assets that appear active as well as those that look inactive; do not assume a program, job, or transaction is obsolete simply because it is absent from a recent operating report.
Record the technology and build footprint
- COBOL dialects and versions, where known, along with compiler and runtime details.
- Operating environment, transaction monitors, schedulers, middleware, and relevant utilities.
- Programs, copybooks, shared components, online transactions, batch jobs, and job streams.
- Source repositories, build and deployment processes, and any known variations between environments.
- Databases, files, data sets, and the systems that exchange data with the workload.
Note whether each item is confirmed, inferred, or unverified, and identify its owner or source of evidence. AWS’s modernization assessment material discusses inventory, workload patterns, and inactive jobs or transactions as part of understanding a mainframe portfolio (AWS mainframe modernization assessment overview).
Distinguish discovered assets from active workload
A repository can contain old programs, while an operational inventory can omit rarely run jobs. Compare source and configuration inventories with scheduler and transaction information, and ask owners when an asset’s status is unclear. Record the distinction rather than deleting questionable items from the assessment: an inactive component may still be called by a periodic process or needed for an unusual business event.

Capture how the application is built and released, not just what source exists. If the team cannot reproduce a build or identify the version running in production, that is an assessment finding because it affects how changes can be verified and controlled.

How do I map program, data, and operational dependencies?
Map the paths through which work and information move: program calls, shared components, job sequencing, transaction flows, file transfers, database use, external interfaces, and operational dependencies. Use automated discovery to accelerate the map, then validate it with owners.
Trace execution and interfaces
For batch processing, record which jobs precede or follow others, what files or data sets they read and write, and what event or schedule starts them. For online processing, identify transaction paths, called programs, shared services, and the systems that send requests or receive results. Include transfers and operational handoffs that may not appear in source code.
For each connection, note the sending and receiving asset, the information exchanged, when or how often it moves if known, and who can confirm it. If an interface is undocumented, label it as such; do not convert an assumption into a verified dependency merely to make the map look complete.
Use tools as discovery aids, not authorities
Google Cloud documents that its Mainframe Assessment Tool scans code and assesses technology and dependencies, then groups assets into migration units based on call and data dependencies plus user configuration (Google Cloud Mainframe Assessment Tool overview). Its documentation says supported-language analysis varies, so check current support against the estate before relying on the output. AWS describes code analysis that can identify inventory, dependencies, complexity, and inactive workload patterns (AWS assessment overview).
Tool capabilities are vendor-described; the cited documentation does not establish a comparable independent accuracy score across tools. Validate results against known assets and dependencies in your own environment. Microsoft specifically cautions that automated discovery may miss undocumented dependencies and calls for workload-owner validation (Microsoft’s assessment guidance).
How should I assess databases, files, and data flows?
Assess data as part of the workload, not as a later infrastructure detail. Data stores, ownership, sharing, and movement can determine which assets must migrate together and in what order.
Build a data inventory
- Database engines and versions, hosting models, files, and data sets.
- Data owners, consumers, application sharing, and inbound and outbound flows.
- Known volumes, growth or processing patterns if available, retention expectations, and quality issues.
- Dependencies between data and programs, jobs, transactions, or external systems.
Ask who is authorized to define retention and acceptable data quality; technical teams should not infer those business rules from storage configuration alone. Microsoft’s guidance calls for identifying databases and mapping inbound and outbound dependencies, while IBM’s migration guidance emphasizes data flows and business rules (Microsoft; IBM Think).
Check target compatibility and migration order
For each store and interface, identify target-state constraints that need verification: whether the proposed environment supports the required access patterns, data representation, connections, and operational handling. The available source material establishes these as assessment concerns, not compatibility findings for any particular COBOL system. Confirm them with the relevant platform and data owners before treating a target design as viable.

Shared data is a sequencing issue as well as a technical one. If several programs or systems depend on the same store, record those relationships so a proposed migration unit does not leave an unplanned consumer or producer behind.
How do I evaluate code complexity and changeability?
Look beyond lines of code. Assess how code is structured, shared, documented, built, and tested, and use complexity measures as clues for investigation rather than as a standalone risk score.
Examine code and maintainability evidence
- Language and platform variants, code volume and structure, and shared or duplicated components.
- Known missing components, gaps between source and deployed assets, and documentation quality.
- Dependencies and coupling between programs, data, and runtime services.
- Whether builds can be reproduced and changes can be tested with dependable evidence.
- Complexity indicators, where available, and the parts of the system they describe.
AWS describes code analysis that measures lines of code and cyclomatic complexity and can identify dependencies and inventory gaps (AWS modernization assessment overview). Such measures help direct review; they do not capture business criticality, undocumented behavior, or the cost of an incorrect result. Pair them with owner knowledge and operational evidence.
Assess whether change can be verified
Ask how the team proves that current behavior is preserved when code changes. Record available test coverage and test data, how representative the tests are of business scenarios, and whether key outcomes can be checked against a trusted result. If these facts are unknown, treat that as a validation gap to resolve before selecting an approach that depends on substantial code change.
Which operational and business risks should I document?
Collect operational evidence alongside code and dependency findings. Transaction and batch patterns, service commitments, recovery needs, and the consequences of failure shape both the migration risk and the evidence required to accept a change.
Capture how the system is run
- Transaction and batch volumes, peak periods, maintenance windows, and business-calendar constraints.
- Performance and availability requirements, service-level commitments, and recovery objectives.
- Incidents, failures, release and change history, and operational support arrangements.
- Data volumes, operational documentation, and known constraints on testing or cutover.
- The business impact of an outage, delayed processing, or incorrect output.
AWS’s readiness guidance includes technical complexity, application health, support level, data volumes, service-level agreements, incidents, and documentation among assessment considerations (AWS Cloud Operations Blog). Preserve the period and source for operational measurements so a peak-season observation is not mistaken for a year-round pattern.
Identify control and compliance constraints
Ask legal, security, records, and risk owners to identify the rules that apply to this workload. The assessment should record relevant data-residency, privacy, audit, retention, access-control, encryption, segregation-of-duties, and recovery requirements, with the responsible control owner attached to each one.

Do not infer jurisdiction-specific legal duties from a general migration guide. The applicable requirements depend on the organization and system; record the authoritative internal or legal source and have the appropriate owner confirm it.

How do I choose between rehosting, replatforming, refactoring, and other paths?
Choose a path for each migration unit based on business urgency, disruption tolerance, code and data condition, dependencies, target capabilities, and available skills and testing evidence. Assessment should lead to a context-specific choice, not a reflexive whole-system rewrite.
| Candidate path | What it means in the cited guidance | Questions to resolve during assessment |
|---|---|---|
| Rehost | Move with little meaningful code change, as IBM characterizes the pattern. | Can the existing application and its dependencies operate in the target environment, and what compatibility or operating changes still need validation? |
| Replatform | Make limited, deliberate changes while moving, as IBM characterizes the pattern. | Which changes are required for the target, and can they be tested without exceeding the business’s disruption tolerance? |
| Refactor | Change the application more substantially; AWS describes an automated refactoring path, and Microsoft documents one COBOL-to-C#/.NET architecture. | Is the expected business or technical outcome worth the added code-change and validation work for this unit? |
| Encapsulate or integrate | Keep some existing capability while exposing or connecting it through an integration approach. | Which interfaces must remain stable, and what dependencies still require coordinated movement? |
| Replace or retain | Consider a replacement for a capability or leave part of the system in its current role, where appropriate. | What business, data, operating, or dependency constraint makes replacement or retention a viable option? |
IBM distinguishes rehosting from replatforming and notes that strategic refactoring may be appropriate (IBM, “What Is COBOL Modernization?”; IBM, “Legacy code migration”). AWS describes replatform and automated refactoring options, and Microsoft illustrates a COBOL-to-C#/.NET route using Raincode compilers (AWS; Microsoft architecture). These are examples of available patterns, not evidence that one is universally safer, faster, or cheaper.
Compare options against the same decision factors: amount of code and architecture change, urgency, acceptable disruption, target compatibility, data and dependency condition, performance and recovery needs, security and control requirements, skills, test evidence, and ongoing support. Record trade-offs and constraints, not just the selected label.
What should the assessment deliver?
Create a decision record for each proposed migration unit, not merely a slide deck with a target platform. The record should let another team understand why the unit is scoped as it is, what evidence supports the findings, and what must be resolved before work proceeds.
Use a consistent decision-record checklist
- Business capability, migration-unit boundary, included and excluded assets, and accountable owners.
- Inventory evidence and confirmed versus uncertain dependency and data findings.
- Operational requirements, critical periods, recovery needs, support model, and control constraints.
- Code and build condition, test evidence, known gaps, and assumptions.
- Candidate migration path, target-state constraints, and the reasoning behind the choice.
- Validation needs, sequencing dependencies, risks, unresolved questions, and the owner responsible for resolving each one.
Keep evidence traceable to a source: a configuration, operational record, code analysis, interview, or owner confirmation. Distinguishing observation from assumption makes the plan easier to revise when new dependencies surface.
Sequence units around dependencies
Group and order work around call and data dependencies, shared interfaces, and business constraints. Google’s tool documentation describes grouping assets into sequenced migratable units using call and data dependencies together with user configuration (Google Cloud documentation). Treat automated groupings as input to planning; business owners still need to confirm that the proposed units can be operated and changed as intended.
Assessment duration depends on portfolio size and scope. AWS gave a possible estimate of 8–16 weeks for a portfolio assessment in a 2022 blog post, qualified by mainframe size, code base, and application count; it is not a universal schedule or a current commitment (AWS Cloud Operations Blog, November 21, 2022).

What commonly makes a COBOL migration assessment unreliable?
The most consequential assessment failures come from treating an incomplete inventory as a complete application boundary or presenting unverified assumptions as facts. Use the following checks to expose gaps before a migration path is committed.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minute- Only source code is inventoried. Add jobs, transactions, data, interfaces, shared components, build processes, and operating dependencies.
- Inactive-looking assets are discarded. Record their status and ask owners whether periodic or exceptional processing still relies on them.
- Tool output is accepted without validation. Compare findings with known assets and confirm dependencies with people who operate the workload.
- Data is treated as separable by default. Map shared stores, flows, consumers, ownership, and target constraints before setting migration order.
- Complexity metrics are treated as a risk verdict. Use them to focus code review, then weigh business criticality and operational evidence.
- Compliance is generalized from a vendor guide. Have the organization’s relevant control owners identify what applies to the particular system.
- A migration label is mistaken for a plan. Record unit boundaries, target constraints, validation, sequencing, trade-offs, and open questions behind the chosen path.
Frequently Asked Questions
What if no one can confidently explain who owns a COBOL application?
Treat ownership as an open governance issue, not as a reason to let a scan define the boundary. Ask business and technical leadership to designate accountable contacts for the capability, operations, and data before approving migration scope.
Can I migrate just one COBOL program instead of the whole application?
Possibly, if it forms a workable unit after its callers, shared data, interfaces, and operating dependencies are understood. A program boundary by itself does not establish that the program can be changed or run independently.
How can I tell whether an assessment tool is missing assets?
Reconcile its inventory against assets already known to system owners and operations, then investigate mismatches rather than assuming either list is complete. The cited provider materials do not publish a comparable independent accuracy score that would replace this validation.
Should I select a cloud target before assessing the application?
You can record candidate targets as assumptions, but avoid treating a target choice as validated until data, runtime, dependency, control, and operating requirements have been checked against it. This keeps target-specific constraints visible without letting them obscure what the workload actually needs.
