For a family member, use Settings > Accounts > Family; for an account needed only by supported apps, use Accounts > Email & accounts instead.
These are different tasks: adding a Windows user gives that person a separate sign-in and profile, while adding an app account makes it available to supported apps. A Microsoft account does not merge with another personal Microsoft account; separate accounts can be used side by side.
Choose the right account option

Add another Microsoft account as a Windows user
- Open Start > Settings.
- Select Accounts > Other users.
- Under Add other user, select Add account.
- Enter the email address associated with the other person’s Microsoft account.
- Follow the on-screen prompts to complete setup.
- Return to the sign-in screen and have the new user select their account and sign in.
Windows supports password, PIN, or configured biometric sign-in. The added user has a separate sign-in and can have their own files, browser favorites, and desktop settings.
Add a family member
If the person is in your family group, Microsoft provides a separate route for adding them through Settings > Accounts > Family. Use this route when you mean to add a family-group member rather than a general additional user.

Add an account for apps only
If you only need an account for email, calendar, contacts, or another supported app, use Settings > Accounts > Email & accounts or the relevant account option in the app. This does not create a separate Windows sign-in.
Connect a Microsoft account to your current local profile
If your current Windows profile is a local account and you want that same profile to use a Microsoft account, open Settings > Accounts > Your info and select Sign in with a Microsoft account instead. This changes the current profile’s sign-in; it does not create another Windows user.

Account permissions
A separate Windows account does not have to be an administrator. Microsoft advises limiting the number of administrators because they have broad control over settings, software installation, and files. Use a standard account for everyday use when elevated privileges are not needed.

How do I add another user account in Windows 11?
Go to Settings > Accounts > Other users, select Add account, enter the person’s Microsoft account email, and follow the prompts.

How do I add a family member to Windows 11?
Use Settings > Accounts > Family to add someone through the family group route.
Does adding an account under Email & accounts create a Windows user?
No. It makes the account available to supported apps; to create another PC sign-in, use Other users.

Can I combine two personal Microsoft accounts?
No. Personal Microsoft accounts cannot be merged, but separate accounts can be used side by side.
Does changing my local account to a Microsoft account add another user?
No. The option under Settings > Accounts > Your info changes the current profile’s sign-in.

Should every Windows user be an administrator?
No. Administrator accounts have broad control over settings, software installation, and files, so limit them to people who need those privileges.
