DeepSeek’s consumer route is its official website or mobile app; its developer route uses an API key with an OpenAI- and Anthropic-compatible interface. MiniMax offers web and mobile products, MiniMax Code, subscriptions, and an international Open Platform with API keys, credits, and token plans. MiniMax’s hosted services can be available in countries where downloading model weights is restricted, while local deployment depends on territory, licensing, hardware, and compliance.
Do not assume a VPN makes access lawful or reliable. Check the current provider terms, your country’s sanctions and export-control rules, your employer’s policy, data-protection obligations, and the product’s country eligibility immediately before creating an account or sending production data.

- Create an account with accurate details. The terms require truthful account information and allow restrictions when information is inaccurate or suspicious. Use an email address you control and enable every available account-security measure.
- Test a low-risk prompt. Try a non-confidential question first, then check whether search, file upload, and Deep-Think controls appear for your account. A missing button can reflect regional or plan differences rather than a broken installation.
- Review data handling before uploading. Remove personal identifiers, customer records, credentials, regulated data, and confidential source code unless your legal and security teams have approved the service and retention arrangement.
- Keep a fallback. Save important outputs locally and document another approved model or workflow in case a feature is withdrawn or service access changes in your country.
DeepSeek’s terms state that it does not warrant that the service will be available, or remain available, in particular jurisdictions and that functions can differ by jurisdiction. Treat the app as a convenience layer, not as a guarantee of permanent international access.
Is DeepSeek available in my country?
There is no permanent worldwide availability promise. DeepSeek places responsibility for complying with applicable export-control and sanctions laws on the user and says the service may not be used in or for the benefit of comprehensively sanctioned countries or restricted parties.

- Read the current DeepSeek Terms of Use and Open Platform terms from the account or product page you are using.
- Check your national sanctions, export-control, and data-protection rules; rules can differ for a resident, a company incorporated elsewhere, or a government contractor.
- Confirm that your employer, school, or government-device policy permits the service and the type of data you plan to submit.
- Check whether the app is listed in your local store and whether phone-number, payment, or identity verification is required.
- Do not use a VPN to evade a legal, contractual, sanctions, or account restriction. A tunnel can also create a misleading location signal, trigger fraud controls, or violate the provider’s terms.
For a team, have procurement or counsel record the country, entity, user role, data classes, retention expectation, and approved model before production use. A successful sign-in from a hotel or business trip does not prove that your organization’s use is permitted.
How do I access the DeepSeek API internationally?

What the current DeepSeek API figures mean
DeepSeek’s pricing page, accessed October 25, 2026, lists deepseek-flash as DeepSeek-V4.1-Flash-1017 and deepseek-v4-pro as DeepSeek-V4-Pro-0813. Both are listed with a 1-million-token context window, but feature support differs by model. The page gives separate cache-hit, cache-miss, and output prices per one million tokens, plus separate Search and Fetch charges; consult that page for the live amounts rather than copying a stale figure into a budget.

If any of those checks fails, a hosted API can be more practical even when local weights are technically available. Conversely, local inference may be justified when your policy prohibits sending prompts to an external provider and you can satisfy the license and infrastructure requirements.

For a quick personal trial, use the provider’s official app that is offered in your store. For a production integration, run a small, synthetic-data pilot and compare total cost, latency, error behavior, language quality, and contractual fit. For sensitive workloads, make the data-governance decision before comparing benchmark scores.
Do I need a VPN to use DeepSeek or MiniMax?
No. A VPN is not a prerequisite documented by either provider, and using one to bypass a country block or sanctions restriction can create legal, contractual, payment, and account-security problems. If the service is unavailable in your jurisdiction, use an approved alternative or seek the provider’s formal licensing and eligibility route rather than disguising your location.

A legitimate business VPN used for your organization’s normal network security is a different matter, but it should not be configured to defeat a provider’s geographic control. Record the actual user country and billing entity, and ask your administrator or counsel when the network path is unclear.

What should I check before putting either model into production?
Use a documented go/no-go review instead of treating a successful demo as approval.
- Identity and territory: name the legal entity, user locations, billing country, and model endpoint; confirm each is eligible.
- Law and policy: check sanctions, export controls, privacy law, sector rules, government-device restrictions, and your employer’s approved-tool list.

- Cost: estimate input, cached, output, search, and multimedia usage; account for peak periods, subscriptions, credits, expiry, taxes, and currency conversion.
- Quality: evaluate representative multilingual prompts, long context, tool calls, refusals, hallucinations, and output formatting with human review.
- Change management: monitor model-name, pricing, quota, app-store, and territory changes; re-approve after a material change.
Keep the provider’s current terms, model table, and pricing page in your procurement record with the date checked. Model names, quotas, app availability, prices, and territory rules are volatile; a page that was accurate at signup may not describe the service months later.
How do I troubleshoot a failed international signup or API call?
The app is missing from the store
Verify the store country, device operating-system version, and publisher identity. Do not install an unofficial APK or change your store region solely to obtain a restricted app; ask the provider whether your country is supported and use an approved alternative if it is not.
Sign-in works but a feature is absent

Reduce concurrency, shorten prompts, implement exponential backoff, and inspect provider status and account limits. DeepSeek’s published concurrency figures differ by model, and MiniMax plans and token credits can impose separate limits; neither figure guarantees a fixed response time.

Confirm the billing entity, supported payment method, tax information, balance, currency, and validity period.
