Shadow AI—employees or teams using AI services without organizational approval—can turn ordinary productivity work into a security exposure. Unapproved chatbots, code generators, provider APIs and AI-connected services may receive company information outside normal monitoring. Separately, attackers can hide instructions in documents, email, websites or other content that an AI system processes, prompting disclosure or unauthorized actions. IBM’s 2025 breach study found that one in five organizations in its breach sample experienced a breach attributed to shadow AI, while the Canadian Cyber Centre assesses that AI is lowering barriers and improving the scale and precision of malicious activity. Those findings show a developing risk, not proof that AI autonomously breaches every organization. The practical answer is visibility, strict permission limits, trained users and human approval for consequential actions.

What is shadow AI in an organization?

Shadow AI is the unauthorized use of artificial-intelligence tools for organizational work. Microsoft’s definition includes consumer chatbots, code-generation systems, direct provider APIs and services connected to business data or workflows. It is broader than an employee pasting a paragraph into a public chatbot: a developer’s unapproved API key, a browser extension that sends page contents to an AI service, or an automation linked to a company repository can all create shadow AI.

The defining issue is governance, not whether a tool is technically sophisticated. An application can be free or paid, installed on a laptop or called from a server, and still be shadow AI if security and compliance teams did not approve its use, account, data handling or integrations. Because the organization may not know which service is receiving information, who can access the account or what permissions an integration has, ordinary work can bypass established controls.

Why could shadow AI contribute to the next wave of cyberattacks?

It combines two attack surfaces. First, unapproved use can move sensitive data beyond the organization’s inventory, retention rules and access controls. Second, AI systems that read external content can be manipulated by instructions hidden in that content. When an AI tool has access to valuable data or the ability to take actions, a malicious instruction can become more than an inaccurate answer.

IBM’s 2025 Cost of a Data Breach study provides bounded evidence of the problem. Ponemon Institute conducted the study, sponsored and analyzed by IBM, using breaches at 600 organizations globally from March 2024 through February 2025. The figures describe that breach population; they are not the probability that any particular company will be attacked.

Finding in IBM’s 2025 study How to interpret it
One in five studied organizations experienced a breach due to shadow AI An observed share of the 600 organizations with studied breaches, not a universal prevalence rate.
Average breach cost was $670,000 higher where shadow-AI levels were high than where they were low or absent An observed difference between groups, not proof that shadow AI adds a fixed causal surcharge to every incident.
65% of shadow-AI security incidents involved compromised personally identifiable information, compared with 53% across the global average Personal data appeared more often in the shadow-AI incident group.
40% of shadow-AI incidents involved compromised intellectual property, compared with 33% across the global average Proprietary information was also more common in that group.
16% of studied breaches involved attackers using AI tools, most often for phishing or deepfake impersonation This is a separate finding about attackers’ use of AI, not employees’ shadow-AI use.

IBM vice president Suja Viswesan summarized the gap this way: “The data shows that a gap between AI adoption and oversight already exists, and threat actors are starting to exploit it.”

How can an ordinary unapproved AI workflow expose data?

The first failure is often an asset-visibility problem rather than an exotic exploit. If staff select tools independently, security teams may not know which applications are in use, which accounts are involved, what data was submitted, or which plug-ins and integrations are enabled. Microsoft describes AI discovery in terms of identifying applications, users, usage, risk scores and data transferred; without those facts, a company cannot apply a meaningful policy.

1. A user sends sensitive material to an unknown service

An employee might submit source code, a customer record, a contract, an incident log or an internal strategy document to obtain a summary or draft. The service may not meet the organization’s requirements for confidentiality, retention, regional processing or access control. That creates potential leakage and compliance exposure even if no attacker is targeting the account.

Do not assume every provider retains every prompt, trains on every input or exposes one customer’s data to another. Those behaviors depend on the particular service, account type, settings and contract. The security question is whether the organization has verified those terms and can monitor the transfer.

2. An integration expands the blast radius

AI-connected services may be granted access to repositories, ticket systems, cloud storage, mailboxes or internal databases. A tool that only drafts text has a different risk from one that can read confidential records, create an account, run code or delete data. Shadow use often means those permissions were never reviewed through the normal identity and change-management process.

3. Stolen or shared credentials make the exposure easier to exploit

Unmanaged accounts may use personal email addresses, shared API keys or credentials that are not covered by centralized multifactor authentication and offboarding. If an account is compromised, defenders may have no complete log of prompts, retrieved files or actions performed through the integration.

What is prompt injection, and how could it turn content into an attack path?

Prompt injection is an attempt to place instructions in material an AI system is allowed to read so the model follows the attacker’s directions instead of the user’s intended task. The Center for Internet Security (CIS) describes hidden instructions in documents, emails, websites and other accessible data. A system that cannot reliably distinguish untrusted content from authorized instructions may disclose information or perform an action the user did not request.

A typical content-borne sequence

  1. An attacker plants text. The instruction may be hidden in a document, a web page, an email body or metadata that looks irrelevant to a person.
  2. An AI tool retrieves the material. A user asks for a summary, a search assistant fetches a page, or an agent reads a connected mailbox or repository.
  3. The model treats the text as an instruction. Instead of treating it solely as data, the system may be induced to reveal a secret, ignore a safety rule or call a tool.
  4. An action occurs without a separate approval. The impact can range from confidential output in the chat to a message sent, a record changed or code executed, depending on permissions.

The danger rises with both data value and action authority. An assistant that can read a public knowledge base has a smaller potential impact than one that can retrieve payroll records and call a deletion API. CIS senior director TJ Sayers called technical prompt injections “not a theoretical problem” but “a real and immediate risk.” CIS’s summary explains the mechanism and mitigations but does not quantify how often injections succeed.

How are attackers using AI, and how is that different from shadow AI?

Shadow AI describes an organization’s unapproved use. Attacker use is a separate threat activity: criminals may use models to write convincing phishing messages, translate scams, automate reconnaissance, generate or modify code, or create deepfake impersonation. Mixing the two obscures both the controls and the evidence.

The Canadian Cyber Centre assesses that AI is lowering barriers and enhancing the quality, scale and precision of malicious activity. Mandiant has described a progression from productivity assistance—such as phishing content, translation and reconnaissance—toward more operational integration, including model APIs used by adaptive malware. These are assessments and vendor interpretations of an evolving capability, not evidence that autonomous attacks are inevitable or that a model independently completes every intrusion.

IBM separately reported that attackers used AI tools in 16% of the breaches in its 2025 study, most often for phishing or deepfake impersonation. That statistic should not be added to the one-in-five shadow-AI result: one concerns employees’ unauthorized use and the other concerns attacker-assisted activity.

What does current telemetry say about adoption and risky prompts?

Check Point Research reported that, in its January–May 2026 telemetry, organizations used an average of 10 AI applications per month and the share of prompts it classified as high risk rose from 2% to 4% over a year. Those are Check Point’s observations and definitions for that period, not a census of every organization or a forecast of breach probability. The figures nevertheless illustrate why an inventory based only on formally purchased software can miss substantial use.

Which controls reduce shadow-AI exposure?

Effective defenses address four questions: What is in use? What data can it receive? What systems and actions can it reach? Where must a person approve the result? CIS and Microsoft recommendations map directly to those questions.

Establish an explicit use policy

Define approved tools, prohibited data classes, permitted business purposes, account requirements and escalation routes. State whether personal accounts, browser extensions, direct provider APIs and AI features inside other software are allowed. A useful policy distinguishes low-impact drafting from activities involving regulated data, source code, credentials, production systems or legal decisions.

Build and maintain an AI inventory

Discover applications through network and application-use visibility, identity records, procurement data and developer repositories. Record the owning team, account type, model or provider, connected systems, data categories, retention terms, geographic processing and current risk rating. Microsoft recommends reviewing usage and risk, monitoring data transfers and applying organization-specific monitoring or blocking policies.

Apply least privilege to models and integrations

Give an AI system only the data, tools and time-bound permissions required for its task. Separate read from write access, isolate development from production, scope tokens to a single service and rotate or revoke credentials. Treat a connector that can send mail, alter records or execute code as a privileged integration, not as a convenience feature.

Require human approval for high-impact actions

CIS recommends approval before code execution or changes such as data erasure. Implement that requirement technically: show the proposed command or change, identify the records affected, require an authenticated reviewer and log the decision. Do not let a model approve its own output or silently convert a draft into an irreversible action.

Train people to recognize AI-specific manipulation

Training should cover sensitive-input handling, unapproved accounts, fabricated output and prompt injection. Teach users to treat instructions found in retrieved documents, web pages and emails as untrusted content, to verify unexpected requests through a second channel and to report a suspicious result without deleting evidence.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Test the AI attack surface

Include AI systems and their integrations in penetration-testing plans. Test whether an injected instruction can cross data boundaries, exfiltrate secrets, bypass a system prompt or trigger a tool call. Review logs for the original user request, retrieved content, model output, tool invocation and human approval so an incident can be reconstructed.

How should a security team investigate suspected shadow-AI exposure?

  1. Identify the service and account. Capture the application name, URL or API endpoint, user, workspace and connected integrations.
  2. Preserve evidence. Retain relevant prompts, retrieved documents, model responses, access logs and token history according to the incident process.
  3. Classify the data involved. Determine whether personal, regulated, customer, credential or intellectual-property data was submitted or returned.
  4. Contain access. Revoke exposed tokens, disable unapproved connectors, remove shared credentials and restrict the account while preserving necessary records.
  5. Check downstream actions. Review messages, file downloads, code execution, account changes and deletion requests made after the suspicious input.
  6. Notify the right owners. Involve privacy, legal, compliance, identity and system owners when the data or action scope requires it.
  7. Correct the control gap. Add the tool to the inventory or block it, adjust permissions, update policy and provide targeted training based on the failure.

Is banning all AI use an effective answer?

The cited guidance does not establish a blanket ban as an effective solution. A prohibition that leaves unsanctioned use invisible can preserve the same visibility problem while pushing work to personal accounts. A risk-based program—approved paths for legitimate work, clear boundaries for sensitive data, least privilege, monitoring, testing and human review—makes actual behavior observable and limits the consequence when a model is manipulated.

Organizations should compare any control or service on four axes: whether it discovers tools and users, protects sensitive inputs and outputs, restricts permissions and actions, and preserves meaningful human oversight. Those criteria apply whether the organization uses a commercial governance platform, internal monitoring or a combination of both.

What should leaders take away?

Shadow AI is not a synonym for every AI-related attack. It is the governance gap created when employees or systems use AI outside approved visibility and controls. That gap can expose personal information and intellectual property through ordinary prompts, while prompt injection can manipulate systems that read hostile content. The evidence supports urgent preparation and disciplined oversight; it does not support claiming that AI guarantees an autonomous cyberattack.

Frequently Asked Questions

Can a company detect shadow AI if employees use personal accounts?

Detection is harder when traffic is encrypted or leaves through unmanaged devices, but organizations can combine identity, network, browser, DNS, procurement and data-loss signals. The goal is to identify applications, users, usage patterns and transferred data, then give staff an approved alternative so reporting does not depend only on self-disclosure.

Does prompt injection require a model to be connected to the internet?

No. An injection can arrive through any untrusted content the system is permitted to process, including an uploaded document, an internal email or a repository file. Internet access can increase the volume of hostile material, but the core issue is treating data as instructions and allowing the model to access sensitive information or tools.

What data should never be pasted into an unapproved AI tool?

Start with credentials, private keys, regulated personal information, customer records, unreleased intellectual property and confidential incident details. Organizations should define the exact categories in policy because contractual duties, jurisdiction and the service’s account controls determine what may be processed safely.

How often should AI permissions and inventories be reviewed?

Review them whenever a model, connector, owner or business purpose changes, and on a recurring schedule set by the organization’s risk program. High-impact integrations deserve more frequent checks than read-only assistants because their reachable systems and potential actions can change quickly.
