Religious ethics, secular philosophy, and human-rights frameworks often recommend similar protections for people affected by artificial intelligence, but they justify and enforce those protections differently. Religious approaches draw on revelation, sacred duties, stewardship, and communal discernment. Secular philosophy tests AI through theories of duty, consequences, autonomy, justice, virtue, or care. Human-rights frameworks turn protections such as dignity, privacy, equality, expression, participation, and remedy into public standards for states and companies.
The practical difference is not simply “religion versus science.” It is the source of authority, the way a person is understood, the test applied to a decision, the institution responsible for oversight, and the remedy available when an AI system causes harm. Those distinctions matter when a policy must address surveillance, discrimination, automated decisions, labor, or AI systems that imitate human judgment.
What is the core difference between the three approaches?
Each framework asks whether an AI use is acceptable, but starts from a different foundation and ends in a different kind of action. Religious ethics asks whether a purpose and practice are lawful, beneficial, faithful to human dignity, and consistent with duties to other people and creation. Secular philosophy offers competing tests for right action. Human-rights frameworks ask whether a state or company is respecting legally protected rights, following procedures such as necessity and proportionality, and providing accountability and remedy.

| Axis | Religious ethics | Secular philosophy | Human-rights frameworks |
|---|---|---|---|
| Source of authority | Revelation, sacred texts, jurisprudence, tradition, theological anthropology, and communal discernment | Reasoned moral argument about duty, consequences, autonomy, justice, virtue, or care | International rights instruments, constitutional principles, public law, and obligations of states |
| Typical view of the person | A bearer of dignity and moral responsibility with relational and communal obligations; often a steward of creation | An autonomous or relational moral agent whose duties, welfare, interests, or character matter | A rights-holder entitled to dignity, equality, privacy, expression, participation, and remedy |
| Central AI question | Is the purpose lawful and beneficial, or does it harm, deceive, oppress, profane, or weaken human responsibility? | Can the policy be universalized? What duties, outcomes, relationships, or virtues does it create? | Is the interference lawful, necessary, proportionate, non-discriminatory, reviewable, and remediable? |
| Institutional form | Religious authorities, scholars, communities, declarations, resolutions, fatwas, and pastoral guidance | Philosophical argument, professional ethics, institutional deliberation, and policy theory | Treaties, legislation, regulators, courts, impact assessments, audits, complaints, and remedies |
| Main strength | Rich accounts of meaning, purpose, vulnerability, solidarity, and limits on domination | Clear tests for reasons and hidden assumptions; adaptable across traditions | A common public language with procedural duties and potentially enforceable claims |
| Main limitation | Traditions are internally plural and may not resolve contested policy questions uniformly | There is no single secular theory, and translating theory into governance remains contested | Rights can conflict, require interpretation, and may be voluntary or weakly enforced in some instruments |
These categories are not mutually exclusive. A policymaker may use a religious argument to identify a serious harm, a philosophical argument to test the policy’s justification, and a rights procedure to decide whether deployment is lawful and how affected people can appeal.

How does religious ethics reason about AI?
Religious ethics treats AI as part of a moral order that includes duties to God or the sacred, to other people, to vulnerable communities, and sometimes to the natural world. It is not one position: institutions within a tradition can disagree, and different religions use different authorities and methods.
What does the Catholic Rome Call say?
The Pontifical Academy for Life’s Rome Call for AI Ethics (2020) says AI should serve the whole human family, respect each person’s inherent dignity, include vulnerable people, and protect natural environments. Its six named principles are transparency, inclusion, accountability, impartiality, reliability, and security and privacy.
The document places AI within a universal claim about human status: “All human beings are born free and equal in dignity and rights.” That language overlaps with human-rights standards, but the Rome Call presents it within a Catholic account of the human person and a call for ethical responsibility, not as a technical compliance checklist alone.
What does the 2025 Islamic resolution add?
The International Islamic Fiqh Academy’s Resolution No. 258 (2025) illustrates a jurisprudential approach. It states that the default ruling on developing and using AI is permissibility (ibāhah), subject to conditions. Those conditions include a lawful purpose, benefit and prevention of harm, no abuse of beliefs or religious symbols, protection of information and rights, security, honesty, documentation, and transparency.
This method does not declare every AI application good merely because the technology is useful. It begins with a presumption about permissibility, then limits that permission through legal and ethical conditions linked to protection of people and recognized objectives. The same system could therefore be acceptable for one purpose and prohibited or restricted for another.
What can Jewish ethics contribute?
Tzohar’s AI collection, accessed in 2026, shows an active Jewish debate rather than a single official position. Its questions include whether AI can imitate rabbinic rulings, whether a system may be assigned moral responsibility in decisions about human life, and how to handle digital recreations of deceased people.

Those questions bring halakhic authority, responsibility, the value of human life, and obligations toward the dead into the discussion. They also show why “the religious view” is too broad: a collection of contemporary discussions is evidence of live reasoning, not a comprehensive statement of Judaism.

In September 2026, the Muslim World League reported sessions involving religious participation that sought a shared religious perspective on AI ethics for possible contribution to United Nations-level policy. The initiative indicates continuing interreligious and international dialogue, not a settled doctrine accepted by all believers or institutions.
What does secular philosophy contribute to AI ethics?
Secular philosophy is a family of normative theories, not a value-free replacement for religion. Its usefulness is that it makes the moral test explicit and exposes assumptions that can otherwise remain hidden in technical language.
How does consequentialism evaluate an AI system?
Consequentialism asks whether an action or policy produces the best overall balance of benefits and harms. For an AI deployment, that may involve expected effects on safety, health, employment, access, or misinformation. The difficulty is deciding whose welfare counts, how to compare unlike harms, and whether aggregate gains can justify imposing severe risks on a minority.
What does Kantian deontology require?
The Stanford Encyclopedia of Philosophy describes Kantian ethics as deontological: the rightness of an action is grounded in duty rather than primarily in the goodness of its outcomes or the actor’s character. Applied to AI, the analysis asks whether a rule could be willed as universal and whether people are treated as ends rather than merely as means.
This approach also fixes responsibility in the human chain around a system. Designers, testers, funders, deployers, users, policymakers, educators, beneficiaries, and people harmed by deployment all shape what the system does. Saying that “the algorithm made the decision” therefore cannot erase the duties of the humans and institutions that selected data, set objectives, approved use, or failed to provide safeguards.

What do virtue and care ethics notice?
Virtue ethics asks what qualities and institutions an AI practice cultivates: honesty, practical judgment, courage, fairness, or their opposites. Care ethics focuses on relationships, dependency, unequal power, and the work of attending to particular people. These lenses can reveal harms that an aggregate score misses, such as replacing a trusted caregiver with an unaccountable interface or shifting invisible burdens onto families and low-paid workers.
What does a human-rights framework add?
Human-rights frameworks connect moral concerns to public duties, review procedures, and possible remedies. They do not eliminate ethical disagreement, but they provide a shared vocabulary for people who do not share a religion or philosophical theory.
What is UNESCO’s position?
UNESCO adopted its Recommendation on the Ethics of Artificial Intelligence on 23 November 2021. It is a voluntary standard-setting instrument for member states and AI actors, not a treaty that automatically creates the same legal duties in every country. It asks governments to align AI governance with international law and human rights and grounds the recommendation in human dignity, human rights, gender equality, social and economic justice, well-being, diversity, inclusion, and environmental protection.
UNESCO’s operational principles include proportionality and doing no harm; safety and security; privacy and data protection; multi-stakeholder governance; responsibility and accountability; transparency and explainability; human oversight; sustainability; awareness and literacy; and fairness and non-discrimination. Its formulation is direct: “The protection of human rights and dignity is the cornerstone of the Recommendation.” It also says, “AI systems should not displace ultimate human responsibility and accountability.”
How does rights analysis work in practice?
A rights review starts by identifying who is affected and which right or freedom is implicated. It then asks whether the interference has a lawful basis, pursues a legitimate aim, is necessary, and is proportionate to that aim. The review should examine discrimination, data protection, freedom of expression, participation, explanation, appeal, independent oversight, and access to remedy.
The Office of the United Nations High Commissioner for Human Rights’ 2018 guidance on AI technologies and freedom of expression emphasizes that opacity can threaten autonomy and agency. It treats rights responsibilities as applying to both states and private companies, requiring rights considerations in design, development, and deployment rather than after harm occurs.

Where do the frameworks overlap?
Despite different foundations, the three approaches frequently converge on safeguards. The overlap is strongest around:
Quick wins for a faster PC:
Clear out junk files and repair common Windows errorsFree Scan →Scan for outdated or missing drivers - takes under a minuteDriver Scan →- Dignity: people should not be reduced to data points or treated as disposable inputs.
- Prevention of harm: foreseeable physical, psychological, economic, social, and environmental harms require mitigation.
- Fairness and inclusion: systems should not exclude vulnerable groups or reproduce unjust discrimination.
- Privacy and security: personal information and the conditions for safe participation need protection.
- Human responsibility: organizations cannot shift accountability to an opaque model.
- Truthfulness and transparency: people need to know when AI is involved and what limits apply.
Convergence does not mean the reasons are interchangeable. “Treat people as ends,” “protect a rights-holder’s privacy,” and “honor a sacred duty of care” can support the same restriction while implying different answers when values conflict.
Where can the frameworks disagree?
Agreement on broad principles does not settle difficult cases. Disputes may concern abortion-related systems, mass surveillance, autonomous weapons, ownership and control of data, labor displacement, religious symbols, digital replicas of dead people, or whether an AI system could ever be a moral or legal person.
Religious authorities may reject a use because its purpose is spiritually or morally impermissible even if a cost-benefit analysis predicts net gains. A consequentialist may accept a risk that a deontologist rejects as a violation of an inviolable duty. A human-rights review may permit an interference only when a government proves legality, necessity, proportionality, and non-discrimination, while a voluntary religious or philosophical statement may lack a court or regulator able to order a remedy.
Rights themselves can conflict. Privacy may limit a transparency demand; expression may conflict with protection from targeted abuse; equality may require treating groups differently to correct a structural disadvantage. Human-rights law supplies interpretive and procedural tools for those conflicts, but it does not make them disappear.
Is AI ethics based on universal values or culture?
Both universal claims and cultural interpretation are present. Human-rights instruments assert principles intended to apply across borders, while religious traditions ground duties in particular histories, texts, and communities. Secular theories also arise from particular intellectual traditions even when they seek universal reasons.

- 【Reduce Safety Risks】Cable tray under desk keeps all plugs away from your kids, no more worry about tripping. Using 2 holes wire tray saves extra space, helps you easily cabling and wire protection. The mesh design is not easy to accumulate dust, but avoids safety accidents caused by messy wires.
A careful policy should distinguish a principle from its interpretation. Dignity may be widely affirmed, yet institutions can disagree about whether dignity forbids a particular biometric practice, requires a human decision-maker, or protects a deceased person’s digital likeness. Consultation across affected communities is therefore part of legitimate governance, not an optional public-relations step.
Which framework should policymakers use?
Policymakers should not choose one framework and discard the others. A layered process is more robust: use religious and philosophical reasoning to clarify purposes and moral limits, then use human-rights law and public administration to set reviewable duties, oversight, and remedies.
- Define the purpose. State what the system is meant to do, who benefits, and which uses are out of scope. Test the purpose for lawful authorization, public benefit, deception, oppression, and conflicts with duties to vulnerable people.
- Map affected people and relationships. Include direct users, bystanders, workers, children, communities, future users, and people unable to opt out. Note dependencies and power imbalances that a purely statistical assessment may miss.
- Apply multiple moral tests. Examine expected benefits and harms, duties that should not be breached, the character and institutions the system cultivates, and the responsibilities created by care relationships.
- Run a rights assessment. Identify privacy, equality, expression, participation, labor, or other implicated rights. Document legality, necessity, proportionality, non-discrimination, human oversight, and routes for explanation and appeal.
- Assign responsibility before deployment. Name the decision owner, technical maintainer, data steward, auditor, and complaint handler. Establish stop conditions and a process for suspending the system when evidence of harm emerges.
- Record disagreement. Where traditions or theories reach different conclusions, publish the competing reasons, the evidence used, and why the chosen policy is proportionate. Do not present one institution’s view as the voice of an entire religion or all secular thinkers.
How can an organization compare the three approaches for one AI project?
A short comparison matrix can keep a governance meeting from collapsing moral questions into a single risk score.

| Question | Religious-ethical inquiry | Secular-philosophical inquiry | Rights-governance inquiry |
|---|---|---|---|
| Why use the system? | Is the purpose lawful, beneficial, and consistent with stewardship and human dignity? | What outcome, duty, virtue, or relationship justifies it? | Is there a lawful and legitimate aim? |
| Who might be harmed? | Which vulnerable people, communities, symbols, or responsibilities are threatened? | Who bears costs, and can they be justified under the chosen theory? | Which rights-holders face interference or discrimination? |
| What controls are needed? | Honesty, security, restraint, inclusion, and accountable human judgment | Constraints against impermissible acts plus measures to improve outcomes and institutional character | Proportionality, oversight, transparency, data protection, participation, audit, and remedy |
| Who answers for failure? | People and communities exercising moral authority | All human actors who design, finance, deploy, use, or authorize the system | States, companies, and named officials subject to review and complaint procedures |
What are the most common mistakes in comparing these frameworks?
- Speaking for an entire religion: cite the specific institution, document, year, and limits of its authority.
- Calling secular ethics neutral: consequentialism, deontology, virtue ethics, and care ethics make different value commitments.
- Treating UNESCO guidance as binding law everywhere: the 2021 Recommendation is voluntary, although it is designed to influence national policy and AI practice.
- Confusing a moral reason with a governance mechanism: stewardship or treating persons as ends is a reason; an audit, regulator, court, impact assessment, or complaint channel is a mechanism.
- Assuming shared words mean shared conclusions: dignity, fairness, and accountability can be interpreted differently when rights or duties conflict.
- Assigning morality to the model: current systems do not thereby become the bearers of the human duties held by the people and institutions that create and deploy them.
What is the practical conclusion?
Religious ethics supplies accounts of purpose, sacred limits, solidarity, and responsibility; secular philosophy supplies explicit tests for duties, outcomes, character, and relationships; human-rights frameworks supply public procedures, institutional duties, and routes to remedy. The strongest AI governance uses the three as complementary layers while keeping their differences visible. That approach can respect plural beliefs, expose moral assumptions, and still produce rules that can be audited, challenged, and enforced.
Frequently Asked Questions
Can religious principles be translated into secular AI law?
Often, but translation requires identifying a public reason that people with different beliefs can evaluate, such as preventing coercion, protecting privacy, or avoiding discrimination. The original religious reason can remain important to communities without being presented as the sole legal authority.
Are UNESCO’s AI ethics principles legally binding in every country?
No. The Recommendation on the Ethics of Artificial Intelligence, adopted on 23 November 2021, is voluntary. Its legal effect depends on whether states incorporate its principles into legislation, regulation, procurement rules, or institutional policy.
Can an AI system be held morally responsible for a harmful decision?
The philosophical analysis cited here keeps responsibility with the humans and institutions that design, fund, test, authorize, deploy, and use the system. Assigning legal liability to an automated tool would not by itself answer who had the power to prevent the harm or provide a remedy.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsHow should a company handle disagreement among religious or philosophical advisers?
Document each position, the evidence and assumptions behind it, and the rights or duties at stake. Then identify the decision owner, explain why the selected option is lawful and proportionate, and provide a channel for affected people to challenge the result.
