Public agencies should manage AI as a safety-critical engineering capability, not as a standalone software purchase. That means assigning accountable owners, preparing data and infrastructure, testing systems against explicit acceptance criteria, controlling suppliers, training staff, monitoring live performance, and giving affected people human review and a way to challenge decisions. Adoption is already widespread: the OECD reported in 2026 that 35 of 36 member countries (97%) use AI in at least one government area. Controls are less mature, however, so an agency should scale only when it can show that benefits, risks, operating capacity and public accountability are all covered.
Why should public services treat AI adoption as an engineering problem?
AI changes how a public service makes, recommends or prioritizes decisions. A failure can therefore affect eligibility, safety, privacy, access to benefits or public trust. Engineering disciplines are useful because they turn broad principles into named responsibilities, measurable tests, controlled changes and recovery procedures.
The gap between use and control is visible in OECD figures for 36 countries:
| Capability | Countries | Share | What the figure means |
|---|---|---|---|
| AI used in at least one government area | 35 of 36 | 97% | National-level adoption reported by the OECD in 2026; it does not mean every agency has deployed AI. |
| Central support for buying AI goods and services | 21 of 36 | 58% | Most, but not all, countries give agencies some central procurement help. |
| Pre-deployment risk assessments required | 14 of 36 | 39% | Fewer than half require a documented risk review before production. |
| Post-deployment audits conducted | 11 of 36 | 31% | Ongoing independent checking is less common still. |
These are national conditions, not a scorecard for an individual department. They do show why an agency should build controls into the delivery lifecycle rather than add them after a pilot succeeds.

The UK House of Commons Committee of Public Accounts warned that AI risks to “fairness, safety and privacy” must be managed to support adoption and maintain public trust. The practical implication is straightforward: every proposed use needs an owner, evidence and a route to stop or correct it.
What does an engineering-grade AI operating model look like?
Start with a lifecycle that has approval gates from problem definition through retirement. A useful minimum is three accountable owners, supported by a cross-functional review group.
| Role | Accountability | Required decisions |
|---|---|---|
| Business owner | Service outcomes and lawful purpose | Defines the user problem, approves service-level targets and confirms that the use remains justified. |
| Technical owner | Architecture and operation | Chooses the implementation, manages environments and versions, and ensures reliability, security and integration. |
| Risk owner | Public-impact risk | Signs off the risk assessment, sets escalation thresholds and can require suspension or rollback. |
| Independent assurance or audit | Challenge and evidence | Reviews test design, supplier claims, monitoring results and exceptions without owning delivery. |
Record approval gates in a service decision log. Gates should cover: a written problem and non-AI alternatives; data and legal review; threat and impact assessment; pre-production acceptance tests; operational readiness; a limited launch; and a scheduled post-launch review. Define incident severity, who must be notified, maximum response times, change-approval authority and retirement triggers before launch.
Retirement is an engineering requirement, not an administrative afterthought. Set criteria such as sustained accuracy below the service threshold, an unresolved security issue, a supplier ending support, unacceptable disparity, a cheaper and safer replacement, or a change in law. Preserve records needed to explain past decisions while shutting down unnecessary data flows.
How should an agency prepare its data and infrastructure?
Model selection cannot compensate for unknown data ownership, poor records or fragile infrastructure. Establish a data and dependency inventory before choosing a model or vendor.

Inventory the data
- Document each dataset’s source, collection purpose, provenance, update frequency, quality issues, retention period and access rights.
- Check whether the data represents the people and cases the service actually handles. Measure missingness and error rates by relevant groups, not only in aggregate.
- Record lawful authority, consent or other applicable basis for processing, and identify fields that should be removed, masked or segregated.
- Specify how training, retrieval, prompts, logs and outputs will be retained, searched and deleted.
Map the technical estate
- List legacy systems, interfaces, identity services, network boundaries, batch jobs and manual workarounds on which the AI workflow depends.
- Set availability, latency, recovery-time and recovery-point objectives appropriate to the service. A call-centre assistant can tolerate a different outage than an emergency triage tool.
- Separate development, test and production data and credentials. Log administrative access and model or prompt changes.
- Plan portability: keep structured inputs, outputs, configuration and evaluation data in formats that can move to another supplier.
Run a small data-quality and integration exercise before a full pilot. It should reveal whether records can be linked reliably, whether permissions block the intended workflow and whether staff can obtain a safe fallback when a dependency fails.
What tests and assurance are needed before production?
Pre-deployment assurance turns “responsible AI” into pass-or-fail evidence. The UK Department for Science, Innovation and Technology defines AI assurance as tools and techniques to measure, evaluate, communicate and mitigate risks across complex supply chains. Apply that idea to the whole service, including vendors, data and human decisions.

Define acceptance criteria
- Accuracy and usefulness: choose task-specific measures, set minimum performance and compare with the current human or non-AI process.
- Robustness: test incomplete, ambiguous, adversarial and out-of-distribution inputs; document safe behavior when confidence is low.
- Fairness: examine error, allocation and escalation rates across relevant demographic or vulnerability groups, with appropriate privacy safeguards.
- Privacy: test leakage, re-identification, retention and whether prompts or logs expose sensitive records.
- Security: assess prompt injection, data poisoning, unauthorized access, model extraction, supply-chain compromise and insecure interfaces.
- Accessibility and human factors: test assistive-technology compatibility, language needs, readability, workload, automation bias and the clarity of warnings.
Use staged gates
- Approve the use case and a documented risk classification before collecting new data or signing a long-term contract.
- Run reproducible tests on representative, time-split and edge-case datasets. Keep test data separate from tuning data.
- Have service staff perform realistic scenarios, including refusal, override and outage drills. Record where people disagree with the system and why.
- Obtain technical, privacy, security, accessibility and legal sign-offs, with unresolved issues assigned owners and deadlines.
- Launch to a limited population with enhanced logging and a human fallback. Expand only when outcome and incident evidence meets the agreed thresholds.
Keep an assurance case: claims about safety or performance, the evidence supporting each claim, assumptions, known limitations and the person who accepted residual risk. Re-test after a model, prompt, data source, interface or supplier change; a new version is a new risk assessment unless equivalence is demonstrated.
What should public-sector AI procurement require?
Procurement is an engineering control because contract terms determine whether an agency can inspect, correct, move or stop a system. The OECD reported in 2026 that only 21 of 36 countries (58%) provide central support for procuring AI goods and services, so agencies may need to build their own specialist requirements.
| Contract area | Requirement to specify | Why it matters |
|---|---|---|
| Data rights | Permitted uses, ownership or licences, training restrictions, location, retention and deletion verification | Prevents secondary use and makes privacy obligations enforceable. |
| Audit access | Logs, documentation, evaluation access, independent testing and cooperation with regulators | Allows the agency to verify claims instead of relying on marketing. |
| Change notice | Advance notice of model, data, hosting, subcontractor and interface changes; emergency-change procedure | Connects supplier releases to the agency’s change-control and re-test process. |
| Incidents and service levels | Notification deadlines, investigation duties, availability, latency, support and recovery targets | Defines what happens when outputs are unsafe or the service is unavailable. |
| Portability and interoperability | Exportable data, prompts, configurations, evaluation sets and audit logs using documented formats and interfaces | Reduces lock-in and supports migration or independent testing. |
| Exit assistance | Knowledge transfer, transition support, data return or deletion, and continued access during an orderly handover | Makes retirement and replacement feasible. |
Require suppliers to disclose material limitations, known failure modes, evaluation conditions and subcontractors. Avoid performance clauses that reward automation volume while ignoring error, disparity or user harm. A procurement score should include lifecycle cost: integration, monitoring, assurance, retraining, staff time, accessibility work, incident response and exit—not just the licence price.

Where must humans remain in control, and how can people seek redress?
Identify decisions that can affect rights, safety, income, housing, education, immigration or access to essential services. For those decisions, specify when a trained person must review the case, what evidence they must consider and whether they can override the output without penalty.
- Tell people when AI materially influences a service, using plain language that explains the system’s role and its limits.
- Provide a non-digital channel where needed and avoid making an automated recommendation the only route to assistance.
- Give staff enough context to challenge an output; a confidence score alone is not an explanation.
- Offer a timely appeal or correction process that can inspect the relevant record, fix inaccurate data and reconsider the outcome.
- Track overrides, complaints, appeals and reversal rates. A high override rate can indicate poor data, confusing design or excessive automation.
Human review is not meaningful if staff lack authority, time or training. Workload targets, escalation access and protection from retaliation belong in the operating procedure and the contract with any outsourced service.
How should agencies monitor AI after launch?
Post-deployment monitoring should combine model metrics with service and public-impact signals. Set thresholds in advance for rollback, retraining, extra review or suspension.
- Data and concept drift: compare input distributions, label quality and outcomes with the baseline; investigate changes in policy, population or behavior.
- Safety and security: detect unsafe outputs, privacy leakage, prompt attacks, anomalous access and repeated failures.
- Equity and accessibility: review error, wait time, escalation and outcome differences, plus complaints from disabled or digitally excluded users.
- Reliability and cost: track outages, latency, capacity, per-case cost and manual rework.
- Human interaction: monitor overrides, acceptance without review, staff feedback and cases routed to fallback channels.
Publish enough information for scrutiny without exposing personal or security-sensitive data: the purpose, responsible agency, broad data categories, evaluation approach, known limitations, incident process and aggregate performance. The OECD reported that only 11 of 36 countries (31%) conduct post-deployment audits, so a scheduled independent review is a meaningful differentiator.
What skills and operating capacity are needed to scale?
Technology cannot substitute for people who understand the service and can challenge a system. In 2025, 70% of surveyed UK government bodies told the Committee of Public Accounts they had difficulty recruiting and retaining AI-skilled staff. The committee’s evidence also found that 37% of 87 bodies had deployed AI, while 70% were piloting or planning it; those figures come from a survey and are not a census of every public body.

Build a blended team
- Train frontline staff and managers on the specific workflow, failure modes, privacy duties, accessibility and escalation rules.
- Retain internal capability in data engineering, security, product management, evaluation, procurement and assurance, even when implementation is outsourced.
- Create reusable patterns for logging, impact assessment, testing, identity, redress and model cards, and maintain a community of practice across departments.
- Use external specialists for independent assurance or rare expertise, but keep decision rights and institutional knowledge inside the agency.
Measure capacity by whether the team can reproduce an evaluation, investigate an incident, change suppliers and operate a fallback—not by the number of staff who have completed a generic course.
How should agencies prove value before scaling?
Define outcomes before a pilot begins. A faster process is not a benefit if it increases appeals, excludes people or shifts work onto unpaid applicants.
- State the public problem, affected groups, baseline performance and a credible non-AI option.
- Choose outcome measures such as accuracy, completion time, access, quality, cost, staff workload, complaints and appeal reversals.
- Set disbenefit limits—for example, maximum disparity, error, outage or unresolved complaint rates.
- Run a time-bounded pilot with a comparison period or group where lawful and practical, while preserving human service.
- Publish an evaluation summary, including null results and limitations. Record reusable lessons in a shared repository.
- Scale only when benefits persist under realistic workload, monitoring and support conditions. Otherwise improve, narrow or retire the use.
How can decision-makers compare AI options?
Compare the complete service design, not just model accuracy. The following questions expose trade-offs that a vendor demonstration can hide.
| Dimension | Questions to ask |
|---|---|
| Public value | Does it solve a material problem, for whom, and compared with which non-AI alternative? |
| Risk severity | What is the worst plausible harm, how many people could be affected and how reversible is it? |
| Data readiness | Are provenance, quality, representativeness, permissions and retention understood? |
| Explainability and review | Can a person understand, challenge and override the result at the point of service? |
| Privacy and security | What information leaves the agency, and how are leakage, attacks and access controlled? |
| Accessibility | Can people with disabilities, low connectivity or limited language support use the service? |
| Procurement flexibility | Are audit, change notice, portability, interoperability and exit rights contractually available? |
| Lifecycle cost | What will integration, assurance, monitoring, retraining, staffing and retirement cost? |
| Evidence and operations | Are outcomes measurable, and can the agency monitor, roll back or suspend the system? |
What can agencies learn from national approaches?
National programs illustrate different parts of the operating model rather than a universal template. Canada’s 2025–2027 approach organizes work around central AI capacity; policy, legislation and governance; talent and training; and engagement, transparency and value to Canadians. Australia’s 2024 national assurance framework sets out five cornerstones and practices for applying AI ethics principles in government. In the United States, a 2024 Government Accountability Office audit found that the agencies reviewed had fully implemented all 13 selected management and talent requirements from Executive Order 14110 that were due by March 2024.
These examples suggest a pattern: central standards and shared expertise reduce duplicated effort, while each agency still needs local ownership of data, service outcomes and public impact. Strategies, procurement rules and assurance programs change, so confirm the current requirements in the jurisdiction where a system will operate.

What is a practical implementation sequence?
A staged sequence prevents an enthusiastic pilot from outrunning governance.
- Frame the use: write the public problem, affected people, alternatives, risk classification and accountable owners.
- Prepare foundations: inventory data, rights, dependencies, resilience needs and baseline outcomes.
- Design controls: define acceptance tests, human-review points, redress, monitoring thresholds, incident playbooks and retirement criteria.
- Buy or build with leverage: negotiate audit, data, change, portability, service-level and exit provisions before committing to production.
- Assure and pilot: test representative and adversarial cases, run staff and outage exercises, document residual risk and launch narrowly.
- Operate and learn: monitor technical and public-impact signals, investigate exceptions, publish appropriate information and update the shared knowledge base.
- Scale or stop: expand only when evidence meets the gates; otherwise narrow the use, correct the system or retire it safely.
What failure modes should leaders look for?
- “The vendor tested it”: require access to evaluation methods and agency-specific testing; supplier benchmarks rarely match local populations or workflows.
- Pilot success measured only by speed: add accuracy, equity, complaints, appeals, workload and cost measures before launch.
- Human-in-the-loop in name only: give reviewers authority, time, training and a clear escalation path.
- Silent model updates: contract for notice, pin versions where appropriate and trigger re-testing after material changes.
- No fallback: rehearse manual or alternative digital processing before the first live case.
- Procurement lock-in: retain exportable data, logs and configurations and test an exit path during the pilot.
- Skills outsourced completely: keep internal owners who can interpret evidence, challenge suppliers and respond to incidents.
Frequently Asked Questions
How early should a public agency involve procurement in an AI project?
Involve procurement during problem framing, before a preferred model or supplier is selected. Early participation lets the agency test portability, audit access, data-use limits and exit assistance while alternatives still exist, rather than trying to add them after technical decisions create lock-in.
Can a low-risk generative-AI assistant use the same controls as a benefits decision system?
The control pattern can be shared, but the depth and thresholds should follow the potential harm. An internal drafting assistant may need strong confidentiality, citation and human-review controls, while a benefits system also requires formal impact assessment, demographic testing, documented reasons and an appeal route.

One-click scans. No signup required.
What records should an agency keep so an AI decision can be reconstructed?
Keep the model and prompt version, relevant input data, retrieval sources, output, human edits or overrides, timestamps, identity and the policy or workflow version in force. Retain only what is necessary under the applicable retention rules, with access controls and a method to correct inaccurate personal data.
When is it safer not to use AI at all?
Do not proceed when the purpose is unclear, data rights cannot be established, harms cannot be detected or reversed, no competent owner can operate the system, or a simpler process delivers the outcome with less risk. A documented decision not to automate is itself good governance.
