A U.S. nuclear aircraft carrier’s midlife Refueling and Complex Overhaul (RCOH) is planned to take about four years, but the actual schedule can be longer. USS George Washington’s maintenance period lasted 2,117 days—nearly six years. An RCOH combines reactor refueling with extensive ship repairs, modernization, and testing; it is not just a refueling stop.
What does RCOH mean, and when does it happen?
RCOH stands for Refueling and Complex Overhaul. The U.S. Navy describes it as a carrier’s midlife overhaul, normally around the 25-year point, intended to prepare the ship for the second half of its planned service life. The precise work package depends on the individual ship and its condition.
For USS John C. Stennis, the Navy said in 2021 that the planned RCOH would take approximately 48 months and account for about 35 percent of the carrier’s lifetime depot-level maintenance. In a 2026 announcement about USS Harry S. Truman, the Navy described RCOH as nearly one-third of the maintenance and modernization the carrier will receive during a service life exceeding 50 years. How long does a U.S. aircraft carrier overhaul take?
Use about four years as the planning baseline for an RCOH, not a guaranteed finish date. A completed example shows how much the actual elapsed time can differ: USNI News reported that George Washington’s maintenance period lasted 2,117 days. Dates are meaningful only when the milestone is clear; shipyard arrival, undocking, sea trials, and final redelivery are not interchangeable.

What happens during an aircraft carrier RCOH?
The overhaul combines nuclear-power-plant work with broad depot-level maintenance and modernization. The Navy’s Stennis account describes structural and machinery work as well as propulsion-plant repairs and operating tests. HII’s account of Truman’s work lists hull and freeboard blasting and painting; repairs to propellers, sea chests, shafts, and rudders; and defueling and refueling of the power plant. The exact tasks vary with ship condition and the approved work package.
1. Prepare, inspect, and gather materials
Planning and material procurement begin well before the main shipyard effort. For Truman, HII reported years of advance planning, long-lead material orders, thousands of inspections, and preliminary work. The Navy’s Stennis account describes an early preparation period called “Smart Start,” involving temporary services, removal of decking and catapult equipment, painting and sampling, and refueling preparations.

2. Offload equipment and supplies
During the Shipboard Consolidated Offload and Outfitting Plan, the crew and contractors removed equipment and supplies that were not built into the ship and placed them in storage. Clearing these items supports access and work inside the carrier.
3. Refuel, repair, and modernize
The nuclear plant is defueled and refueled as part of the larger overhaul. Work also includes propulsion repairs, hull and underwater-component maintenance, and repairs, replacements, or upgrades to ship systems. The Navy characterizes Truman’s RCOH as a full recapitalization involving modernization, upgrades, and ship-system repairs—not reactor work alone. U.S. Navy, September 30, 2026.

4. Test the ship before returning it to sea
After major work, the Navy lists a progression that includes shore steaming, cold and hot operations, power-range testing, a total-ship test program, “fast cruise,” and sea trials. These milestones check the plant and ship systems before the carrier resumes operations at sea. U.S. Navy, May 13, 2021.
Why can an overhaul take longer than planned?
The schedule depends on more than the original work plan. Inspections can reveal mandatory work that was not apparent beforehand, and the ability to complete planned tasks depends on funding, parts, and shipyard capacity.

- Ship condition and growth work: Findings during inspections can add repairs beyond the work initially estimated. Navy reporting on Stennis cited mandatory growth work identified through ship-condition assessments.
- Planning and funding changes: USNI News reported that changes and delays in George Washington’s planning and induction after earlier budget decisions contributed to its extended period.
- Parts and competing fleet needs: USNI News reported that critical parts were removed to support higher-priority deploying carriers, affecting George Washington’s schedule.
- Industrial capacity and workforce disruptions: The accounts of George Washington and Stennis cited industrial-base challenges; USNI News also reported COVID-19 effects on the workforce and industrial base.

On September 29, 2026, the Navy announced a $5.1 billion fixed-ceiling incentive contract with Newport News Shipbuilding for Truman’s RCOH. Truman arrived at the shipyard on September 30, and the Navy’s announced target is completion in November 2031. That is a planned date, not evidence of the eventual duration.
