Register on eTenders as well as searching it: Irish buyers can use the portal to approach registered suppliers for quotes on some below-threshold work. For EU institution calls, check the separate European Commission routes and confirm whether a listing is a procurement contract or a funding call.
Which portals should an Irish business monitor?

TED says access is free and provides electronic access to the Official Journal S. TED reports approximately €815 billion in EU contracts published annually and more than 3,000 notices per working day; its overview does not date those figures, so treat them as undated context rather than current-year statistics.
eTenders describes itself as connecting public-sector buyers with suppliers who want to sell to government. Registration does not guarantee that a business will be eligible for a competition or win a contract; the notice and procurement documents set the requirements.
How to build a repeatable tender search
- Describe what you can deliver. List your products or services, the contract types you can fulfil, relevant locations, and any practical limits such as delivery capacity or language coverage.
- Identify relevant CPV codes. CPV (Common Procurement Vocabulary) codes classify the subject of procurement. Use the code or codes that best match your actual work, then refine with keywords; a broad keyword search can return too many irrelevant notices.
- Register on eTenders. Create the supplier organisation account, keep its details and business classifications current, and consult the portal’s supplier guidance for the current workflow. Monitor your categories and relevant contracting authorities.
- Set up TED searches. Search by CPV or sector, then narrow by buyer country or place of performance, supplies/services/works, buyer name or type, estimated value, notice type, publication interval and deadline. TED supports full-text searching across notice fields and languages, but full text is best used alongside structured filters.
- Save profiles and enable alerts. Sign in to TED to save search profiles and receive email alerts or RSS feeds. Check that each profile is narrow enough to produce leads your business can review.
- Search priority buyers directly. Use the contracting-authority filter for buyers you already know. For example, Enterprise Ireland’s procurement instructions direct suppliers to advanced search and the contracting-authority field to enter “Enterprise Ireland.”
How to screen a notice before investing in a bid
A search result is only a lead. Open the current notice and linked tender documents, then check the points that determine whether your business can submit a compliant offer:

- Buyer and geography: Identify the contracting authority and where the work must be performed or delivered.
- Scope and CPV fit: Confirm the actual requirements, not just the headline or keyword match.
- Contract structure: Check whether the requirement is for supplies, services or works, whether it is divided into lots, and which lot or lots you can bid for.
- Value and dates: Review the estimated value, publication date, questions deadline and final submission deadline. Allow time to prepare required evidence and use the stated submission channel.
- Eligibility and selection: Check qualification criteria, financial or technical evidence, certificates, insurance and any other conditions in the documents.
- Language and procedure: Confirm the accepted bid language, procurement procedure and instructions for submitting questions or an offer.
TED makes several fields searchable, but detailed qualifications and submission requirements are set out in the tender documents. Follow the live notice and documents if portal summaries or older saved information differ.
Irish and EU procurement thresholds for 2026
The Office of Government Procurement’s table, updated 21 January 2026, lists EU thresholds applicable from 1 January 2026. All amounts below exclude VAT. The relevant threshold depends on the buyer, sector and contract category; do not use one figure as a universal test. Check the live OGP threshold table and the tender notice before relying on a value.

Ireland’s national eTenders advertising levels are lower than the EU-wide thresholds for many contracts: €50,000 for goods and services and €200,000 for works, excluding VAT. The OGP says authorities can use eTenders to seek quotes from registered suppliers below those thresholds. A below-threshold purchase may therefore not appear as a full open EU notice; registration and monitoring eTenders are important for an Irish supplier’s domestic pipeline.

An EU funding opportunity is not automatically a procurement contract. A procurement notice seeks suppliers to provide goods, services or works to a buyer under the terms of a contract. A grant or funding call instead invites applications for financial support under its own rules. Use the European Commission’s tenders and funding links to find the relevant route, then read the call documents to establish what kind of opportunity it is and what applicants must provide.
