AI theater is what happens when an organization showcases a polished model, chatbot, or pilot without changing the work that follows. The demo attracts attention, but users later encounter the same queues, disconnected systems, poor data, and unclear ownership. An intelligent experience takes the opposite approach: it starts with the result a customer or employee needs, connects the point of interaction to fulfillment, and measures whether the promise was completed. The practical test is simple: can the system help someone reach a real outcome, with an accountable human involved when judgment or empathy is required? If not, the project may be impressive technology but remains theater.
What is AI theater?
“AI theater” is an evaluative term, not a formal technical standard. It describes visible AI activity that creates the appearance of transformation while leaving the underlying process largely unchanged. A common pattern is a polished demonstration followed months later by deprioritization, declining user trust, and the discovery that operational data is too inconsistent or inaccessible for production use.
The problem is not that a pilot exists. A pilot can reveal whether a use case is technically feasible. The problem is treating the pilot itself as the business result. A text generator may produce fluent answers, yet customers still wait for a decision, an employee still re-enters information in several systems, or a service team still has no authority to resolve an exception. In those cases, the model is an extra layer rather than a new way of working.
Venkatesh Korla, Global CEO of HGS, describes the central error this way: “The biggest mistake an organization can make is treating AI like a tool to plug in rather than a new way of working that requires redesigning the work itself.” That distinction separates a technology demonstration from an operating change.

What is an intelligent experience?
An intelligent experience is the designed connection between a person’s moment of need and the moment an organization fulfills its promise. It is not merely a chatbot or a smarter dashboard. The interface matters, but the value is created when the interaction triggers the right information, decisions, actions, and handoffs all the way to completion.
The cancelled-flight example
Consider a passenger whose flight is cancelled. A conventional service interaction may place the passenger in a line and eventually issue a generic voucher. An intelligent experience uses the passenger’s travel context to offer suitable hotels, books the selected option, and arranges a shuttle before the gate interaction is complete. The AI may recognize patterns, retrieve context, and coordinate actions, but the service design creates the outcome.
This example does not prove a particular financial return or satisfaction score. It illustrates the design test: the organization has connected the notification of a problem to a completed recovery. The same principle applies whenever a customer or employee is promised something that requires multiple systems or teams to deliver.
How do I move from an AI pilot to real business value?
Start with the outcome and its measures before selecting a model, vendor, or interface. Korla’s operating model asks leaders to define what “working better” actually looks like, then identify two or three numbers that show whether it happened.
- State the promise. Write the user’s desired result in operational terms, such as a disruption resolved before departure or a case completed without repeated data entry. Avoid goals such as “deploy a copilot,” which describe a tool rather than an outcome.
- Choose two or three measures. Select indicators that expose completion, quality, and effort. Depending on the service, these might include time to fulfillment, percentage of cases resolved without a repeat contact, or the accuracy of a decision reviewed by a qualified person. Set the definitions before implementation so a favorable result cannot be created by changing the measurement later.
- Map the complete journey. Document the trigger, data required, decisions, system actions, human approvals, exception paths, and final confirmation. Include work that happens outside the proposed AI interface; that is often where a pilot breaks down.
- Assign work by capability. Give AI high-volume, pattern-driven tasks such as classification, retrieval, summarization, or routing. Reserve judgment calls, edge cases, escalations, and situations requiring context or empathy for people.
- Design the handoffs. Specify when a person takes over, what information is passed, who owns the decision, and how the user is told what will happen next. A handoff without accountability simply moves the queue.
- Test fulfillment, not just output. A successful demonstration is an accurate response in a controlled setting. A successful service is the completed action in the systems of record, with an auditable result and a recovery path when something fails.
- Operate the capability after launch. Define monitoring, evaluation, incident response, change control, and retirement before production release. This prevents a pilot from becoming an unsupported feature once initial attention fades.
Why do data and workflow foundations matter more than a flashy model?
Production value depends on whether the AI can access governed, contextual information and act through the systems that fulfill the promise. Pilots often use a clean sample, a manually prepared knowledge base, or a single team’s data. Real work contains duplicates, missing fields, conflicting policies, stale records, and permissions that differ by role.
Before deployment, identify the authoritative source for each fact the decision requires. Define ownership, freshness expectations, access controls, and what happens when two sources disagree. A model that can draft an answer but cannot read the current booking, account status, inventory, or policy is not connected to fulfillment.

Workflow integration also means changing procedures and incentives. If staff are still measured on closing contacts rather than resolving cases, an assistant that generates more replies may increase activity without improving outcomes. The process, data contracts, system permissions, and performance measures need to support the same promise.

Where should humans stay in the loop?
People should remain responsible for judgment, exceptions, escalation, and circumstances in which context or empathy changes the right action. AI is well suited to volume and pattern recognition, but a high-confidence prediction is not the same as an accountable decision.
Define the decision boundary
For each step, document what the system may do automatically, what requires approval, and what must always be handled by a qualified person. Include thresholds for uncertainty, conflicting records, vulnerable users, regulated decisions, and requests outside policy.
Make the handoff useful
A human should receive the relevant history, evidence, recommendation, and reason for escalation rather than asking the user to start over. The person must also be able to override the recommendation and record why. That record supports coaching, incident review, and future evaluation.
Keep accountability visible
Assign an owner for the customer promise, not just for the model. Product, operations, data, security, legal, and frontline teams may share responsibilities, but the user should not be left to determine who is answerable when the automated path fails.

Govern
Set policies, roles, accountability, and risk tolerance. Decide who can approve a use case, who can pause it, how incidents are reported, and how suppliers and data providers are overseen.
Map
Describe the intended purpose, affected people, operating context, data flows, potential harms, and dependencies. Mapping reveals when a seemingly simple assistant influences a consequential decision or relies on a system outside the project team’s control.
Measure
Evaluate performance, limitations, and impacts against context-specific metrics and thresholds. NIST emphasizes that human judgment is needed to set those measures and to define appropriate oversight roles.

NIST identifies trustworthy-AI characteristics as validity and reliability; safety; security and resilience; accountability and transparency; explainability and interpretability; privacy enhancement; and fairness with harmful bias managed. As NIST puts it, “Ultimately, trustworthiness is a social concept that ranges across a spectrum and is only as strong as its weakest characteristics.” A service can be accurate yet unsafe, secure yet opaque, or explainable yet unfair, so checking only one quality is insufficient.
How do I tell whether an AI initiative is just a demo?
Use the following questions in a design review, procurement process, or portfolio meeting. They examine the complete service rather than the quality of a model’s generated text.

| Evaluation area | Question to ask | Evidence of a real operating change |
|---|---|---|
| Outcome and measurement | Were two or three success measures defined before deployment? | The team can show how the measures correspond to completed user outcomes and who reviews them. |
| Workflow integration | Does the system connect the interaction to fulfillment? | Actions are completed in the relevant systems, with confirmation and recovery paths. |
| Data foundation | Are data sources governed, contextual, and usable at production scale? | Owners, freshness, permissions, conflict handling, and quality checks are documented. |
| Human handoffs | Who handles judgment, exceptions, and escalation? | Boundaries, information passed at handoff, decision authority, and accountability are explicit. |
| Trustworthiness | How are reliability, safety, security, transparency, explainability, privacy, and bias addressed? | Context-specific tests, thresholds, oversight, and remediation actions are recorded. |
| Lifecycle operations | What happens after launch or when performance changes? | Monitoring, evaluation, incident response, change control, and retirement plans exist. |
A project that cannot answer these questions may still be useful as an experiment. It should not be described as a completed transformation until the operational gaps are addressed.

The promise-and-fulfillment pattern is portable, although each sector needs its own controls and measures.
- Healthcare: connect intake and triage information to a completed appointment, referral, or follow-up. Clinical judgment, consent, privacy, and safety boundaries remain human responsibilities.
- Financial services: connect an alert or customer request to verified resolution, such as correcting an account issue or completing a review. Explainability, security, and documented approvals matter when decisions affect access to money.
- Retail: connect an order problem to a confirmed replacement, refund, or delivery update rather than stopping at a generated apology. Inventory and policy data must be current, and exceptions need an accountable owner.
- Internal operations: connect an employee’s request to the completed change in the authoritative system, not merely to a help-desk response. Permissions and audit records are part of the experience.
These are design applications, not guaranteed results. The organization must define its own promise, measures, risk thresholds, and evidence of completion.

Starting with the model
Symptom: a team chooses a fashionable model before defining the user outcome. Correction: write the promise, measures, workflow, and decision boundaries first; then select only the technology required.
Stopping at the interface
Symptom: a chatbot answers questions but cannot complete the transaction or case. Correction: map the systems and approvals behind the answer and make fulfillment a release criterion.
Ignoring messy data
Symptom: a pilot works on curated examples, then contradicts records in production. Correction: establish authoritative sources, data ownership, freshness checks, access rules, and conflict handling before scaling.

Automating judgment by accident
Symptom: staff accept a recommendation because no escalation route or override is defined. Correction: set uncertainty and exception triggers, require meaningful review where appropriate, and preserve the reviewer’s authority.
Declaring victory at launch
Symptom: monitoring ends after the demo or initial rollout. Correction: keep evaluating outcomes, harms, drift, incidents, and user feedback, with a clear process to change or retire the system.
What should leaders do first?
Choose one promise-and-fulfillment journey that matters to users and is narrow enough to observe end to end. Bring operations, frontline staff, data owners, security, and governance into the design session. Agree on the two or three measures, the human decision points, and the evidence that counts as completion. Only then should the team decide whether AI is needed, which tasks it should perform, and how the capability will be operated over time.

This sequence turns AI from a stage performance into an accountable service. The technology can change as models improve; the durable asset is a redesigned workflow that reliably connects a person’s need to the organization’s fulfilled promise.
Frequently Asked Questions
Can a production system still be AI theater?
Yes. Going live does not prove that work changed. A system can run at scale yet remain theater if it produces recommendations or text without completing the underlying transaction, assigning accountability, or tracking the promised outcome.
Does an intelligent experience require generative AI?
No. The defining feature is the connection from interaction to fulfillment, not the model family. Rules, search, prediction, orchestration, and human decisions may be combined when they best serve the workflow.
What should a small team do if its data is not ready?
Limit the first use case to a clearly bounded process and make data remediation part of the delivery plan. Document which records are authoritative, add human review for gaps, and avoid presenting a curated prototype as production capability.
How should procurement teams question an AI vendor?
Ask the vendor to demonstrate the complete handoff into your systems, including an exception and an unsuccessful data lookup. Require details on monitoring, incident response, auditability, human override, privacy, security, and how performance will be evaluated after deployment.
