AI data-center capacity is now limited less by GPU availability than by how quickly a site can deliver dependable electricity, remove heat, connect its optical fabric and pass commissioning. A rack of installed servers is not usable capacity until those systems work together. The practical metric is therefore time-to-power: the date and amount of energized, cooled, networked capacity that can accept production workloads. Operators that secure power, equipment, permits and repeatable construction early can bring compute online months or years before projects that focus only on buying GPUs.
What does “speed is the new capacity” mean for AI data centers?
It means a megawatt that can be energized and operated this year is more valuable than a larger nameplate project that remains in a queue. AI demand is expanding faster than the physical systems that support it. The International Energy Agency (IEA) describes the mismatch this way: “The speed of the AI revolution is increasingly contrasting with the speed of the physical, social and economic systems that underpin it.”
Usable capacity is the intersection of several schedules:
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
- Power: a firm or deliberately curtailed grid connection, transformers, switchgear, protection systems and, where needed, generation and storage.
- Building: a permitted, energized hall with enough structural loading, cooling and fire protection for high-density racks.
- Network: dense optical cabling, transceivers, switching and low-latency paths between accelerator racks and storage.
- Operations: commissioning engineers, controls, maintenance procedures and an acceptance test that proves the promised IT load.
If one of these arrives late, the GPUs waiting in a warehouse do not create production capacity. This is why site selection, procurement and interconnection milestones now matter as much as server specifications.

Why are AI data centers short of capacity if GPUs are available?
GPU supply solves only the compute-equipment portion of the project. An AI cluster can be delayed by a single missing transformer, an unapproved substation design, insufficient heat-rejection capacity or a fiber route that cannot be delivered on the required date.
Power and cooling are coupled
Accelerator racks draw far more power than conventional CPU racks and turn nearly all of that electricity into heat. The IEA reports that AI-server power density increased elevenfold between 2020 and 2025 and is expected to increase another fourfold by 2027. A rack-level design that was adequate for general-purpose computing can therefore fail its electrical and thermal limits when populated with current or next-generation accelerators.
Capacity must be measured at the rack, not only at the site fence
A utility may advertise a future connection in megawatts, while the operator still lacks medium-voltage distribution, busways, power-delivery units, cooling distribution and controls inside the building. Contracts should distinguish the date of first energization, the date of the first production rack, and the date of each additional usable megawatt.

AI-ready facilities commonly take five to seven years to site and build when the schedule includes land, permits, grid interconnection, construction and commissioning. The range is not a universal rule: an existing powered shell can be faster, while a greenfield project that requires new transmission can take longer.
Where the years go
- Site and feasibility: verify land, water or alternative heat-rejection options, geotechnical conditions, fiber routes, community support and the utility’s deliverable connection—not merely a preliminary study.
- Interconnection and design: complete load studies, protection design, substation engineering and commercial agreements while the facility design is still flexible.
- Permitting and procurement: obtain building, environmental, air-quality and generator permits; reserve transformers, switchgear, cooling equipment, generators, storage and optical components.
- Construction and energization: build the shell and electrical plant, install cooling and network pathways, then energize in controlled stages.
- Integrated commissioning: test power quality, thermal performance, controls, failover, network fabric and the actual IT load before accepting production workloads.
IDC reports that nearly 7 GW of planned U.S. capacity for 2026 was delayed or cancelled for lack of power and projects a 45 GW U.S. power shortfall by 2028. Those figures illustrate why a nominal completion date is not credible without a dated, funded path to energization.
Why are grid connections and transformers delaying AI capacity?
Grid infrastructure is often the longest-lead dependency. The IEA says transmission projects in advanced economies can take four to eight years, while transformer and cable wait times have doubled in three years. About 20% of planned data-center projects could face delays without grid and system interventions.
The queue problem
A request for service can sit behind generation and transmission upgrades, distribution studies and other customers. A preliminary utility indication is not the same as a signed interconnection agreement, an approved design, a construction start and a scheduled energization date. Each milestone should have an owner, evidence and a contingency.

Transformers create a hard physical limit
Large power transformers and high-voltage cables are specialized products. Substituting a different model can trigger redesign, protection changes and new approvals. Ordering after the building contract is signed can therefore move the critical path by months.
How much electricity and power density will AI data centers need?
The IEA projects global data-center electricity consumption to rise from 485 TWh in 2025 to 950 TWh in 2030. AI-focused data-center consumption is projected to triple over that period. These are system-level forecasts, not a promise that every facility will grow at the same rate; local grid mix, utilization and efficiency determine the result at each site.
Rack density changes the engineering envelope. The IEA notes that an individual server rack in an advanced data center, roughly the size of a large refrigerator, could by 2027 have peak power demand equivalent to 65 households. That peak affects conductors, busways, backup systems, cooling loops and the amount of power that can be delivered without violating quality or reliability limits.
Design for a ramp, not a single number
Specify a staged schedule such as initial IT megawatts, the date for the next block and the conditions for releasing later blocks. Model average and peak load, accelerator mix, utilization, cooling overhead and redundancy separately. A site that can technically accept a large service but cannot ramp it without new switchgear or cooling modules does not have that capacity on the promised date.

AI facilities require a much denser optical fabric than conventional CPU sites because accelerator training depends on high-bandwidth, low-latency communication among many servers. Industry reporting citing STL and supply-chain sources in 2026 estimates that AI-focused facilities require approximately 36 times more fiber than traditional CPU racks. Some delivery cycles have stretched to a year, and major manufacturers were reported as booked into early 2027.
Fiber must therefore be treated as a first-order schedule item, not a late installation detail. Confirm route diversity, connector and transceiver compatibility, trunk lengths, bend-radius limits, patch-panel capacity and test requirements before the hall is closed. A retail “fiber optic cable for data-center networking” is a compatibility-sensitive accessory; it cannot substitute for the engineered optical fabric, switching and pathways of a hyperscale cluster.
How should operators compare AI data-center sites?
Use a weighted, evidence-based comparison rather than ranking locations by cheap land or advertised megawatts. JLL’s 2026 outlook places speed to power first, followed by community support, latency and customer proximity.

What does AI data-center capacity cost, and why is speed expensive?
Average global data-center construction cost rose from $7.7 million per MW in 2020 to $10.7 million per MW in 2025. JLL forecasts $11.3 million per MW in 2026. These are average construction figures, not a quote for a particular region or an all-in operating budget; land, financing, utility upgrades, taxes and customer equipment can change the total materially.
Paying more for a site can still be rational if it brings forward revenue or avoids stranded GPU leases. Compare alternatives using cost per energized, commissioned megawatt and the date each block becomes billable, rather than cost per planned megawatt. Include the cost of temporary generation, duplicated equipment, expedited freight and delay penalties in the fast-track option.
Which strategies can compress the schedule?
Start where grid capacity already exists
Prioritize substations, industrial campuses or powered shells with documented spare capacity. Require a credible queue position and milestone plan; “near a transmission line” is not proof of serviceability.
Use non-firm connections deliberately
Non-firm or interruptible grid connections can provide power sooner if the operator accepts curtailment under defined conditions. The IEA estimates that such arrangements could add 750–900 GW of global hosting capacity when curtailment is acceptable. Model which workloads can pause, the notice period, the frequency of curtailment and the cost of backup power before signing.
Add onsite generation and storage where appropriate
Generators, batteries or hybrid systems can bridge a slow grid connection or support peaks. They introduce fuel logistics, emissions, noise, air-quality permits, maintenance, interconnection controls and reliability questions. Treat them as an engineered operating mode, not an assumption that a generator automatically replaces firm utility service.
Preorder constrained equipment
Reserve transformers, switchgear, cooling plant, optical trunks and transceivers against a frozen specification. JLL reports extended equipment lead times and growing adoption of modular systems. Early orders only help when interfaces, delivery inspection and replacement plans are defined.
Build in repeatable modules
Prefabricated electrical rooms, cooling skids and standardized rack blocks can reduce site work and make later phases predictable. Modularization is useful when the design is genuinely repeatable; changing rack density or network topology between modules can erase the schedule benefit.

Should operators build onsite power or wait for the grid?
Neither choice is universally superior. Decide by comparing the workload’s tolerance for interruption with the utility’s documented energization path.
| Situation | More suitable approach | Conditions to verify |
|---|---|---|
| Firm grid date is near and curtailment is unacceptable | Wait for grid service while accelerating equipment and construction | Signed milestones, transformer delivery and contingency dates |
| Grid queue is long but training jobs can pause | Non-firm service, possibly paired with storage | Curtailment rules, notification, restart behavior and economics |
| Existing generation is permitted and fuel is secure | Onsite generation as a bridge or supplemental source | Emissions limits, fuel supply, maintenance and power-quality controls |
| Expansion is uncertain | Modular electrical and cooling blocks | Reserved land, interconnection headroom and repeatable interfaces |
What should a time-to-power plan contain?
Use a single integrated schedule owned jointly by the developer, utility, equipment suppliers and commissioning team.
- Define usable capacity as commissioned IT megawatts at a stated rack-density and redundancy level.
- Map every dependency from utility studies through fiber testing, with a named owner and evidence for each milestone.
- Lock the first rack profile, cooling method, optical topology and power-quality requirements before ordering long-lead equipment.
- Split the project into energizable blocks and specify the acceptance test for each block.
- Run a monthly critical-path review that tracks purchase orders, factory dates, permits, construction progress and utility work.
- Prepare fallback modes: reduced rack density, staged workload admission, non-firm operation, temporary generation or an alternate fiber route.
- Do not count a megawatt as available until integrated commissioning proves electrical, thermal, network and operational performance.
What commonly goes wrong, and how can teams recover?
- Counting a queue position as power: replace the assumption with a signed agreement and dated utility milestones.
- Ordering GPUs before the facility envelope is fixed: freeze rack power, cooling and network interfaces, then revalidate the bill of materials.
- Leaving fiber until the end: reserve trunks, pathways and test capacity with the same discipline used for transformers.
- Assuming generators remove all risk: complete air-quality, fuel, noise, controls and maintenance planning before using them in the capacity forecast.
- Building one huge phase: redesign into independently commissionable modules so a delay in one block does not idle the entire site.
- Ignoring community acceptance: engage local authorities early on noise, water, emissions and grid impacts; opposition can stop an otherwise engineered project.
Frequently Asked Questions
What exactly should “time-to-power” include in a data-center contract?
Define it as the date when a specified IT load is energized, cooled, networked and accepted after integrated testing. The definition should state redundancy, rack-density assumptions, permitted operating modes and the evidence required for each milestone, rather than relying on a utility-service date alone.
Can a data center operate with a non-firm grid connection?
Yes, when workloads can tolerate planned curtailment and the agreement clearly defines notice, duration, frequency and restoration. Critical services may need firm service, storage or generation even if batch training can pause.
Does liquid cooling eliminate the power bottleneck?
No. Liquid cooling can increase the rack-density envelope and improve heat removal, but it does not provide electricity, transformers, network capacity or permits. The cooling plant itself also adds pumps, controls and commissioning dependencies.
How can buyers tell whether a promised MW figure is credible?
Ask for the interconnection agreement, completed studies, upgrade scope, equipment purchase orders, construction milestones and a block-by-block energization plan. A marketing figure without those documents is planned capacity, not available capacity.
