Financial regulators coordinate on cybersecurity and systemic risk through international policy bodies, supervisory agreements, incident-reporting frameworks and domestic interagency processes. The Financial Stability Board (FSB) connects national authorities, assesses vulnerabilities and supports cross-border crisis planning, while each jurisdiction keeps its own legal powers and reporting deadlines. Its Common Format for Incident Reporting Exchange (FIRE) is designed to make cyber and other operational-incident reports more consistent without creating a binding global law. In the United States, one concrete banking rule requires a qualifying institution to notify its primary federal regulator within 36 hours after determining that a significant computer-security incident has occurred.

How does global coordination on financial-sector cybersecurity work?

Coordination is layered rather than centralized. International bodies develop common expectations and channels for cooperation; national regulators turn those expectations into enforceable rules; supervisors and government agencies exchange information during routine monitoring and live incidents.

What the Financial Stability Board does

The FSB coordinates national financial authorities and international standard-setting bodies. It promotes information exchange, monitors vulnerabilities that could affect the global financial system, and supports contingency planning for crises involving systemically important firms or cross-border markets.

FSB decisions are not legally binding. Jurisdictions and their national authorities decide how to implement agreed policies, so the FSB cannot by itself impose one incident deadline or one cybersecurity control worldwide.

What supervisory cooperation requires

The Basel Core Principles for effective banking supervision state that laws, regulations or other arrangements should provide a framework for cooperation and collaboration with relevant domestic authorities and foreign supervisors. The principles support information sharing, joint analysis and collaborative supervisory work, including coordination with macroprudential authorities when identifying or addressing systemic risks. They also require safeguards for confidential information.

Why can one cyber incident become a systemic-risk problem?

A cyberattack can spread beyond the organization first compromised. Financial institutions are connected through payment, settlement, trading and communications networks, and many depend on the same cloud, software, telecommunications or other third-party providers. A disruption at one provider can therefore affect several firms, markets or countries at the same time.

The FSB describes this spillover risk directly: “The interconnectedness of the global financial system makes it possible that a cyber incident at one financial institution (or an incident at one of its third-party service providers) could have spill-over effects across borders and sectors.”

Supervisors need timely, comparable information to determine whether an event is isolated or spreading. Useful facts include the services that are unavailable, the firms or third parties involved, dependencies on common infrastructure, the likely duration, geographic reach and possible effects on market functioning. Without those details, authorities may miss a concentration risk or send conflicting instructions during a fast-moving event.

How do regulators share cyber-incident information?

Information exchange occurs through several channels, each with a different legal basis and purpose.

Cross-border supervisory arrangements

Foreign supervisors use formal or informal cooperation arrangements to exchange information, conduct coordinated analysis and work jointly on firms that operate in multiple jurisdictions. These arrangements normally define who may receive sensitive information, how it is protected and when it may be passed to another authority.

Domestic interagency coordination

National authorities can connect prudential supervisors, central banks, finance ministries, cyber agencies, law enforcement and market regulators through standing committees, supervisory processes and incident-notification procedures. Industry information-sharing groups can add technical indicators and operational context.

A July 2025 report from the U.S. Office of the Comptroller of the Currency describes coordination with the Treasury Department’s Office of Cybersecurity and Critical Infrastructure Protection, other financial regulators, law enforcement, the Department of Homeland Security’s Cybersecurity and Infrastructure Security Agency, and financial-sector partners. The report also highlights information sharing, third-party risk and operational resilience. This is a U.S. example, not a universal institutional model.

Confidentiality and secure transmission

Cyber reports can contain personally identifiable information, security architecture, vulnerabilities, customer data or details about an ongoing investigation. Basel principles and FSB work therefore treat confidentiality, secure communication channels and limits on onward sharing as part of the coordination design. A regulator may be able to share information with another supervisor under an arrangement but be restricted from sending it to a different sector or foreign authority without additional legal permission.

  1. Multiple reporting burdens: one firm may have to notify several domestic and foreign authorities separately.
  2. Different thresholds: authorities can use inconsistent qualitative or quantitative tests for materiality and significance.
  3. Weak reporting incentives or culture: firms may delay notification because they fear penalties, reputational damage or uncertainty about whether an event qualifies.
  4. Inconsistent definitions and taxonomies: terms such as “cyber incident,” “operational incident” and “material impact” may not mean the same thing in every regime.
  5. Secure-channel requirements: authorities need transmission methods that protect sensitive information while remaining available during a crisis.
  6. Legal and confidentiality limits: privacy, banking-secrecy, supervisory-confidentiality and sectoral rules can restrict sharing across borders or between agencies.

In response, the FSB’s 2023 report sets out 16 recommendations covering reporting design, supervisory cooperation, industry engagement, institutional capability and protection of sensitive information. The recommendations aim to improve consistency without assuming that every jurisdiction can use identical laws or systems.

What is FIRE in financial regulation?

FIRE is the FSB’s Common Format for Incident Reporting Exchange. The FSB published its final FIRE report on 15 April 2025. It is a common framework that financial firms can use to report operational incidents, including cyber incidents.

What FIRE is intended to achieve

  • Reduce fragmentation when firms report the same event to multiple authorities.
  • Improve communication within a jurisdiction and across borders.
  • Support faster incident response and recovery.
  • Allow phased adoption or integration with existing national reporting systems.
  • Provide a shared vocabulary and data structure that can be exchanged by machines as well as people.

The FSB states: “The FSB has developed FIRE to reduce fragmentation in the reporting of cyber and other operational incidents and enhance cross-border cooperation.” FIRE is deliberately flexible and interoperable. It is not a treaty, a binding global regulation or a replacement for each jurisdiction’s legal reporting regime.

How many data fields does FIRE contain?

A Financial Stability Institute summary published by the Bank for International Settlements on 26 February 2026 describes FIRE as a modular format with 87 information items, 39 of them optional. The same summary says the format supports machine-readable data through the Data Point Model and XBRL.

Those figures describe the BIS summary of FIRE. Authorities can implement the format flexibly, so a local system may expose only part of the model, add jurisdiction-specific fields or connect it to an existing portal. The FSB also released a machine-readable taxonomy package and plans a workshop with industry and authorities in 2027 to review implementation experience and challenges.

How quickly must a U.S. bank report a cyber incident?

Under a joint Federal Reserve, FDIC and OCC rule announced on 18 November 2021, a banking organization must notify its primary federal regulator as soon as possible and no later than 36 hours after determining that a significant computer-security incident has occurred. Compliance began on 1 May 2022.

The rule covers an incident that materially affects, or is reasonably likely to materially affect, the viability of operations, the ability to deliver banking products and services, or the stability of the financial sector. The 36-hour period starts when the institution determines that the qualifying incident has occurred; it is not a universal countdown from the first suspicious signal.

The same announcement sets a separate requirement for bank service providers. A provider must notify affected bank customers as soon as possible after determining that an incident has materially affected, or is reasonably likely to materially affect, customers for four or more hours.

Covered party Trigger Required notice Timing and effective date
Banking organization Determined significant computer-security incident that materially affects, or is reasonably likely to materially affect, operations, banking services or financial-sector stability Notify the primary federal regulator As soon as possible, no later than 36 hours after determination; compliance from 1 May 2022
Bank service provider Determined incident materially affects, or is reasonably likely to materially affect, a bank customer for four or more hours Notify affected bank customers As soon as possible after determination; four-hour condition applies

These are U.S. banking requirements. They do not establish a deadline for every U.S. financial firm, and they should not be generalized to other countries or sectors.

What happens when authorities coordinate during a live incident?

Exact procedures differ by jurisdiction, but a coordinated response commonly follows this sequence:

  1. Detect and classify: the firm records what happened, which services and dependencies are affected, and whether the event meets a local notification threshold.
  2. Notify the primary authority: the firm uses the legally required channel and provides the best available initial facts rather than waiting for a complete forensic report.
  3. Validate systemic relevance: supervisors compare the report with information from other firms, third-party providers, market infrastructures, cyber agencies and law enforcement.
  4. Share under authority: information is passed to domestic or foreign counterparts only through arrangements that permit the sharing and protect confidentiality.
  5. Coordinate stabilization: authorities align supervisory requests, public communications and operational-continuity actions so that one agency’s response does not worsen disruption elsewhere.
  6. Update and recover: the firm supplies follow-up information as scope, duration, root cause and remediation become clearer; authorities feed lessons into resilience and policy work.

This sequence describes the coordination logic, not one universal legal procedure. A firm must still follow every applicable local rule, portal instruction and sector-specific requirement.

Build a jurisdiction matrix

  • Identify every entity, branch, critical service and third-party provider covered by a reporting rule.
  • Record the receiving authority, trigger, materiality test, initial deadline and follow-up expectations.
  • Note whether reports go to a prudential supervisor, securities or markets regulator, cyber agency, privacy authority, law enforcement body or more than one recipient.
  • Document whether local law permits onward sharing with foreign supervisors, other sectors or industry groups.

Map data to a common vocabulary

Use consistent definitions for incident type, affected service, detection time, determination time, impact, dependency and recovery status. A FIRE-compatible data model can reduce re-keying, but local fields and legal wording may still be required.

Test secure channels and decision rights

  • Maintain authenticated contacts and backup channels for each authority.
  • Keep credentials, encryption procedures and escalation contacts available when normal systems are unavailable.
  • Define who can decide that an incident is reportable and who approves an initial submission.
  • Separate facts known at notification from estimates that will be updated later.

Exercise third-party scenarios

Include cloud, software, telecommunications and other shared-provider failures in exercises. The objective is to determine which customer entities must notify which supervisors, how one provider’s report can be reconciled with several firms’ reports, and how confidential information can be shared lawfully.

Can FIRE make reporting rules identical worldwide?

No. FIRE supplies a common structure, but it does not change national definitions, legal authorities, confidentiality rules or deadlines. Adoption can be phased, and an authority may integrate selected modules into an existing system rather than replace it.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Comparing two regimes therefore requires more than checking whether both mention FIRE. Examine who must report and to whom; the trigger and materiality threshold; initial and follow-up deadlines; required data fields and taxonomy; secure-transmission and confidentiality safeguards; permission for onward sharing across regulators, sectors and borders; and interoperability with FIRE or another reporting system.

No single current source establishes a complete, jurisdiction-by-jurisdiction list of cyber-reporting deadlines or FIRE implementation status. Country-specific compliance decisions require verification against the authority’s current rules.

What should decision-makers retain?

  • The FSB links national supervision, systemic-risk analysis and crisis planning, but its decisions are not directly binding law.
  • Interconnected firms and common third-party providers can transmit cyber disruption across institutions, sectors and borders.
  • Reporting fragmentation comes from different thresholds, timing, terminology, secure channels and confidentiality constraints.
  • FIRE is a flexible common format intended to improve consistency; it does not make local laws identical or eliminate local reporting duties.
  • Basel supervisory principles support domestic and foreign cooperation while requiring protection for confidential information.
  • The U.S. 36-hour notification rule is a specific example for qualifying banking incidents, not a global standard.

Frequently Asked Questions

Is a cyber-incident report automatically sent to law enforcement?

No universal automatic handoff exists. Whether a supervisor can transmit a report to law enforcement or another sector depends on domestic law, the authority’s mandate and confidentiality arrangements; firms may have separate legal duties to notify those bodies.

Do non-bank financial companies follow the U.S. 36-hour banking deadline?

The joint Federal Reserve, FDIC and OCC rule is written for covered banking organizations and bank service providers. A non-bank company, securities firm or insurer must check the rules of its own regulators rather than assume that deadline applies.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Can a company submit one FIRE form to every regulator?

Not necessarily. FIRE is designed for interoperability and phased integration, but each authority can require additional local fields, a different portal or a separate notification under its own law.

Why does FIRE include optional information items?

The optional items let authorities preserve local or sector-specific needs while using a shared core structure. That modular approach is intended to improve comparability without forcing every jurisdiction to collect identical data.
