Countries can reduce dependence on foreign AI by securing control over critical workloads, diversifying suppliers, building shared or domestic compute capacity, and developing local data, skills and model expertise. The practical goal is not to make every component at home; it is to preserve the ability to choose, operate and adapt essential AI systems when suppliers, markets or geopolitics change.
What does it mean for a country to depend on foreign AI technology?
Dependence is not a single yes-or-no condition. It can occur at any layer of the AI stack: accelerator chips, servers, networking equipment, data centres, cloud platforms, datasets, software tools, foundation models, skilled workers and the energy needed to run compute. A country might control the data and model used by a public service while relying on overseas suppliers for the chips, cloud hosting and software that keep it running.
That distinction matters because owning a model or opening a data centre does not, by itself, create end-to-end independence. The Center for a New American Security (CNAS) writes that building national data centres to escape reliance on U.S. cloud platforms can shift exposure to another layer of the technology stack rather than remove it. Its 2026 Sovereign AI Index tracks 184 projects: 59% are infrastructure projects, 32% model projects and 9% data projects. The distribution suggests that countries are investing across the stack, but it does not establish that announced projects are all deployed or operational.

It is more useful to define sovereignty in terms of capabilities and choices: Can a country keep critical services running, protect sensitive workloads, change providers, adapt systems to local needs and bargain with suppliers? If the answer depends on one foreign vendor or one fragile supply route, a project may be domestic in name but still exposed in practice.

Why is AI compute a strategic bottleneck?
AI compute is the processing capacity used to train and run AI systems. It depends on more than chips: servers, data-centre facilities, electricity, cooling, networks and the cloud or cluster services that make the equipment usable all affect how much compute is available and who can access it.
The OECD describes AI compute as a strategic asset in its 2026 policy report. Its 2023 blueprint recommends assessing national compute capacity, effectiveness and resilience, including security, sovereignty and sustainability. Those dimensions help governments avoid equating a large hardware purchase with useful national capability: the equipment must be affordable to operate, accessible to intended users and resilient to disruption.
CNAS estimates that 90% of the computing power needed to develop and deploy frontier AI is in the United States and China. That figure concerns compute for frontier AI, not all computing or every AI application. It illustrates why countries outside those concentrations can face limits on access to advanced capacity and why resilience planning cannot stop at buying a model license.
Compute also involves trade-offs. A large domestic facility may provide more control over where workloads run, but it requires capital, suitable power and a sustainable operating plan. A country with a smaller market may get more dependable access through regional capacity-sharing than by building an underused national cluster. The appropriate scale depends on demand, energy, talent and the criticality of the workloads.
How should a country assess its AI needs before investing?
Start with an inventory of essential workloads and current dependencies, then compare options against public goals rather than a headline hardware target. OECD’s capacity, effectiveness and resilience framework offers a useful starting point.
- Identify critical workloads. Separate sensitive or essential uses—such as government services and public research—from workloads that can safely use ordinary commercial services. Record the consequences of an outage, loss of access or change in provider.
- Map dependencies by layer. For each workload, identify where its data is stored, which model and software it uses, what compute runs it, and which firms or supply routes support those components. Include energy, networking and technical staff.
- Measure actual capacity and access. Ask whether researchers, small businesses and public agencies can use the available compute, on what terms and with what waiting times. Capacity that exists but is inaccessible or uneconomic may not meet the policy need.
- Test resilience and sustainability. Consider outages, supplier changes, geopolitical disruption, security incidents, energy needs and the ability to migrate workloads. Look at whether recovery plans have been exercised, not only whether they appear in a strategy.
- Compare build, partnership and purchase options. Estimate time to deploy, lifecycle costs, control of sensitive data, supplier diversity, local skills and the ability to scale. Revisit the decision as demand and technology change.
The OECD’s 2026 report also shows how widely governments have made compute a policy priority: 44 of 46 members of the Global Partnership on AI, plus the European Union, had adopted AI strategies, and 21 treated compute as a dedicated pillar. Those counts describe strategies and priorities, not a guarantee that a particular country has deployed sufficient capacity.

Should a country build its own AI infrastructure?
Sometimes—but national facilities are only one option. Governments can combine public research clusters, competitively procured commercial cloud capacity, private investment and regional compute agreements. A portfolio can protect essential workloads without requiring every service or component to be produced domestically.
When domestic capacity makes sense
Domestic infrastructure can be justified when workloads require stronger control over location or access, when local demand is large and steady, or when building the facility also develops skills and research capability. Public investment can provide researchers, universities and small firms with access they could not secure individually. Transparent access rules help ensure that capacity serves the intended ecosystem rather than only a small group of large users.
When regional capacity is more practical
For countries whose demand cannot support a large facility, agreements to share compute with trusted regional partners can spread capital and operating costs. Shared capacity can also give users an alternative if one national facility is unavailable. Such agreements need clear rules for access, security, continuity and workload allocation; they do not eliminate the need to understand dependencies on the equipment and services underneath.
Why a data centre is not chip independence
A national building can still rely on foreign-designed or foreign-supplied accelerators, servers, networking, cloud software and maintenance. CNAS reports that more than three-fifths of its tracked sovereign AI projects disclose at least one foreign partner; four-fifths of those projects involve a U.S. company. It also reports that NVIDIA supplies GPUs for 45% of tracked infrastructure projects. These figures concern the projects in that index, not every AI facility worldwide. They show why governments should map supplier exposure instead of treating a facility’s location as proof of independence.
How can public procurement reduce cloud and vendor dependence?
Public procurement can shape the market by making portability, interoperability, security and service continuity explicit requirements. It should avoid locking essential services into a single-vendor stack, while recognizing that overseas providers may still be useful for specialised services or temporary demand peaks.
- Require open interfaces and practical ways to export data, configurations and relevant service records.
- Set auditable service levels and security requirements, including a clear process for reviewing whether providers meet them.
- Require an exit plan that explains how a workload could move, what assistance is needed and what happens to data when a contract ends.
- Use more than one provider where the cost and complexity are justified, and avoid making critical services dependent on a single route to compute.
- Prioritise domestic or regional providers for sensitive workloads when they can meet the required security, performance and continuity needs.
These requirements are most useful when agencies test them before a crisis. An exit clause that has never been exercised may not be enough to make a service portable. Governments should weigh the operational cost of maintaining alternatives against the risk of losing access to a critical service.

How can a country build useful AI models without training a frontier model from scratch?
For many countries, adapting open-weight models is a more practical way to develop local model capability than attempting to reproduce frontier-scale training. CNAS reports that most countries pursuing model projects fine-tune open-weight models on local data, adding language, cultural and domain context at lower cost than frontier-model development.
Open weights can allow inspection, modification and local deployment where the license permits those uses. They are not automatically free, secure or suitable: a country still needs to review the license, evaluate performance, protect the data used for adaptation, and maintain the resulting system. A model that works well in a general benchmark may not handle local languages, public-sector terminology or specialist tasks reliably.
Governments can focus adaptation on clearly defined needs: local-language access, public information, education, health administration or other priority domains. Smaller adapted models may be cheaper to run and easier to maintain for a bounded task than a general-purpose frontier system. Evaluation, red-teaming, cybersecurity and ongoing maintenance are part of the capability—not optional extras after a model is launched.

Open-source software and interoperable tools can also reduce switching costs around data preparation, deployment and evaluation. The objective is not to reject all commercial or foreign models; it is to retain the expertise and technical options needed to assess them, adapt them where appropriate and avoid dependence on one model provider.
What data policies support local AI capability?
Data governance is also economic policy: the rules determine whether local researchers and firms can access useful information responsibly and build services around it. UNCTAD recommends interoperable data and metadata standards, privacy protection and open-data mechanisms. It also warns that international cloud access can deepen dependency and inhibit domestic service markets.
Governments can create lawful pathways for public-interest data sharing while protecting privacy, consent, intellectual property and security. Useful building blocks include national data catalogues, consistent metadata, language resources and secure research sandboxes. These measures help institutions find and use suitable data without assuming that all data should be public or copied into a single national repository.

Interoperability makes it easier for institutions to collaborate and change systems; safeguards help preserve trust and prevent data access from becoming an excuse for exposing sensitive information.

Infrastructure and models have limited value without people who can design, operate, secure and evaluate them. Countries need skills in AI engineering, semiconductor design, systems administration, safety evaluation and public-sector procurement. They also need institutions that connect universities, national laboratories, public agencies and firms.
Affordable compute access for researchers and small businesses can help turn training and research into usable products. Shared programmes among universities, laboratories and companies can build experience across the stack rather than leaving capability concentrated in a few large organisations. This takes time; a procurement announcement or new facility is not a substitute for people who know how to keep systems reliable and adapt them to local needs.
Industrial policy can support that ecosystem through grants, tax credits, loans, challenge funds and government procurement that create predictable demand. Support should be tied to measurable outcomes such as uptime, cost per workload, energy efficiency, local skills and supplier diversity. Regular reviews can identify subsidies that have become ineffective or are locking public buyers into technologies that no longer serve the goal.

National approaches can offer useful patterns, but an announced strategy should not be mistaken for proof of delivered capacity. Canada’s 2026 strategy links a sovereign-AI-foundation pillar with infrastructure under meaningful Canadian control, trusted adoption, partnerships and domestic champions. It states that more than 150,000 Canadian innovators employed by more than 3,500 Canadian companies are developing AI solutions. That is a description of the ecosystem in the strategy, not a measure of the number of people working exclusively on sovereign infrastructure.

The European Commission describes it as a multi-pronged strategy spanning chips, infrastructure, software, cloud and AI. Its breadth reflects the fact that reducing exposure in one layer can leave important dependencies in others.

Both examples point toward combining domestic capability with partnerships rather than pursuing isolation. The World Economic Forum and Bain & Company’s 2026 paper forecasts annual investment of $400 billion in AI infrastructure by 2030; this is a projection, not a guaranteed level of spending or a country-specific funding requirement. The paper argues for strategic investment and trusted partnerships. The OECD likewise identifies international cooperation as a policy principle.
How should governments choose between domestic, regional and market options?
There is no single best model for every country. Compare alternatives against the workload’s risk and the country’s real capacity to fund, operate and maintain the resulting systems.
| Decision factor | Domestic build | Regional partnership | Market purchase |
|---|---|---|---|
| Control of sensitive data | Can offer direct control if governance and operations are sound. | Depends on the agreement, participating jurisdictions and safeguards. | Depends on provider terms, configuration and applicable rules. |
| Continuity during disruption | Can provide a local option, but may still rely on foreign components. | Can spread capacity across partners, subject to shared access arrangements. | Can provide scale, but a single provider may create a concentrated dependency. |
| Cost and time to deploy | Requires capital, power, expertise and time to build and operate. | Shares investment and can avoid duplicating facilities. | Can provide access without building a national facility, with costs set by procurement and use. |
| Access for researchers and smaller firms | Depends on transparent allocation and affordable access rules. | Depends on partner commitments and how access is allocated. | Depends on prices, contract terms and public access programmes. |
| Local skills and value creation | Can build local operational experience if work is sustained. | Can develop shared expertise across participants. | May provide limited local capability unless paired with training and knowledge transfer. |
| Energy and environmental demands | Requires local power, cooling and facilities planning. | Can place capacity where resources are more suitable, subject to access and transmission needs. | Depends on the provider’s infrastructure and the workload’s energy footprint. |
| Portability and supplier diversity | Depends on open interfaces and avoiding a single domestic supplier. | Depends on interoperability and the ability to move between partners. | Depends on contract terms, formats and tested exit options. |
A country with limited capital may sensibly prioritise regional compute, shared research access and open-model adaptation. A larger market with suitable energy and talent may have a stronger case for domestic facilities. Either way, resilience improves when the country knows which dependencies are acceptable, has credible alternatives for critical uses and cooperates with partners on components that are uneconomic to produce at home.
Is complete AI self-sufficiency realistic?
For most countries, complete autarky—producing every chip, server, model, software tool and energy input domestically—is not a realistic or efficient target. Sovereign projects themselves often involve foreign partners, and domestic infrastructure can remain exposed to overseas suppliers at other layers.
The World Economic Forum’s 2026 paper calls for strategic interdependence: trusted partnerships and interoperable systems can support resilience and competitiveness. In practical terms, that means controlling critical choices and preserving continuity while maintaining multiple reliable relationships for technology a country cannot economically make itself. Sovereignty is better judged by the ability to govern, adapt, secure and keep essential systems operating than by a claim of total independence.
Frequently Asked Questions
How can voters tell whether a sovereign AI plan is delivering results?
Look for public reporting that separates announced investment from operational capacity and states who can actually use it. Useful measures include uptime, access for intended users, cost per workload, energy efficiency and whether alternative providers or systems have been tested.
Can a government use an overseas AI service for public work and still protect national interests?
It can, if the service is suitable for the workload and procurement includes enforceable safeguards, clear accountability and a workable continuity plan. Highly sensitive or essential uses may warrant stricter controls or a different operating arrangement than low-risk tasks.
Recommended Free Tools
Why do countries need AI cooperation if they are trying to reduce dependence?
Cooperation can broaden access to expertise, research, standards and supply routes that would be costly to recreate within one country. A well-designed partnership increases options; it should not make an essential capability contingent on a single partner.
