Financial institutions remain responsible for AI systems they develop, buy, or deploy—including the outputs and outcomes those systems influence. Human accountability is meaningful only when an identifiable person or function has enough information, competence, and authority to question an AI result, escalate concerns, and intervene. For risk and valuation work, that means governing the system from initial scoping through monitoring and retirement, with controls proportionate to its potential impact.

There is no single regulator-prescribed AI valuation method or universal oversight design. The practical approach is to define what the system does in a specific decision, assess whether it is fit for that use, establish effective human review, and preserve evidence that the institution can detect and address problems.

What does human accountability mean when AI informs financial decisions?

It means responsibility stays with the financial institution, even if an AI system is supplied by a vendor or embedded in another service. A human reviewer is not an accountability safeguard merely because they click an approval button: they need to understand the task and its limitations, assess whether the output is credible, and have a practical route to challenge or stop its use.

The Financial Conduct Authority (FCA) says firms are responsible for AI systems they develop, procure, and deploy, including their outputs and outcomes. Singapore’s Monetary Authority of Singapore (MAS) likewise says institutions remain accountable for AI used in services they deliver, including third-party systems. That principle matters in risk and valuation because an AI estimate or recommendation can influence later decisions even when it does not make the final decision itself.

Accountability therefore requires more than assigning a name to a policy document. The owner must have a defined remit, access to relevant information, authority to require further review or remediation, and a way to escalate unresolved concerns to senior oversight. Technical, business, independent-review, and senior-management responsibilities should be legible rather than left for teams to infer.

Where can AI enter risk and valuation workflows?

AI can play different roles in a financial workflow, and governance should reflect the role and the decisions it can affect. Before evaluating a system, describe whether it calculates, estimates, summarizes evidence, flags anomalies, recommends an action, or makes a decision.

  • Estimate or valuation support: An AI-generated estimate, ranking, or summary may inform an employee’s assessment. Document who uses it and how much weight it can receive.
  • Risk identification: A system may flag patterns or anomalies for review. Establish what happens when it misses a signal, produces a false alarm, or behaves differently under relevant conditions.
  • Recommendation: If a system proposes an action, define which person or function must assess the recommendation and the circumstances in which it can be rejected or escalated.
  • Decision or downstream input: If the output can directly determine an outcome or feed another consequential process, assess that influence as part of the use case—not just the narrow task the model performs.

This framing helps distinguish a system’s technical purpose from its operational effect. An AI tool described as “decision support” may still materially influence a decision if people rely on its output or if another process consumes it automatically. The relevant question is not simply whether a human appears somewhere in the process, but whether the human can exercise informed and effective judgment.

How should a firm govern an AI system through its lifecycle?

Use a lifecycle process: scope the use, assign ownership, evaluate fitness, establish human controls, monitor performance, and define how to restrict or retire the system. This sequence applies general regulator and standard-setter guidance to risk and valuation use cases; it is not a universal valuation-specific checklist mandated by those sources.

1. Define the use and decision boundary

Record what the system is intended to do, what it is not intended to do, who consumes its output, and what downstream action it could influence. Include the relevant data and dependencies in an inventory, then assess materiality and risk. The Financial Stability Board (FSB) calls for systematic use-case assessment; MAS describes assessing materiality and calibrating controls to impact, complexity, and reliance.

2. Assign ownership before deployment

Identify who owns the business use, who is responsible for technical or model matters, who provides independent review, and which senior function oversees the risks. Record who can approve or limit use, who can challenge it, and who can require a pause. The FCA has warned that unclear or fragmented responsibilities can leave teams assuming oversight belongs elsewhere.

3. Evaluate fitness for the intended purpose

Assess whether the data are suitable and sufficiently reliable for the intended use, and examine system performance, limitations, robustness, explainability, and potential bias. Consider how it behaves under conditions relevant to the decision, rather than relying on a general claim that a system performs well. The depth of evaluation should be proportionate to materiality and reliance. Where explanations or provider assurance are limited, consider compensating controls rather than treating the gap as immaterial.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

4. Make human review an operational control

Specify what reviewers see, what knowledge they need, when they must challenge an output, and which conditions require escalation or override. Train them to recognize system limitations and automation bias—the tendency to give an automated result more weight than independent judgment warrants. A review process that lacks time, access to evidence, competence, or authority is not an effective safeguard.

5. Monitor outcomes and retain evidence

After deployment, monitor performance and real-world outcomes, as well as drift, errors, overrides, escalations, and incidents. Retain testing evidence, approval records, decision rationale, and change history so the institution can reconstruct how the system was governed and used. Define the conditions that require remediation, restriction, suspension, or decommissioning.

6. Manage external dependencies

For externally supplied models, data, and AI services, assess suitability and the assurance available from the provider. Document constraints and gaps, and apply compensating controls where appropriate. MAS says that if risks cannot be kept within the institution’s risk appetite, it should consider limiting, suspending, or replacing the service.

How should oversight scale with the risk of a use case?

Controls should be proportionate to the potential impact of the use, how complex the system is, and how heavily people or other processes rely on its output. A low-impact analytical aid and an AI output that can materially affect financial results or a consequential decision should not automatically receive the same level of review.

  • Materiality and impact: What could the output affect for customers, markets, financial results, or the institution? How consequential is the decision it supports?
  • Reliance and complexity: How much do employees or downstream processes depend on the output, and how difficult is it to understand the system’s operation and limitations?
  • Human controllability: Is ownership clear? Can reviewers understand enough to challenge the output, and can they practically override, restrict, or stop use?
  • Evidence and explainability: Is the evaluation evidence appropriate to the use? If explanations or provider assurance are constrained, are compensating controls available?
  • Operational resilience: Are data quality and availability, cyber and information-technology risks, third-party dependencies, monitoring, and intervention options addressed?
  • Lifecycle fit: Can the firm inventory the system, test it, manage changes, monitor it, escalate concerns, and retire it?

No one attribute, such as model accuracy, answers all of these questions. A system may perform well on an evaluation and still be unsuitable for a particular use if its limitations are not understood, the data do not fit the task, or no one can intervene when problems arise.

What do current regulator and standard-setter materials say?

The guidance below points toward lifecycle governance, clear ownership, risk-proportionate controls, and attention to third-party dependencies. It is jurisdiction- and entity-specific, not a determination of any particular institution’s legal obligations.

Authority and date What the material covers Important scope or timing
FCA, published October 19, 2026; updated October 20, 2026 Good and poor practice in AI use, including proportionate lifecycle governance, clear accountability and escalation, multidisciplinary input, senior-manager oversight, continuous monitoring, and trained human oversight. The FCA says existing rules and frameworks apply to firms’ AI use. It describes adapting existing governance structures to AI-specific risks and use cases as viable.
FSB, final report announced October 15, 2026 Twelve sound practices covering governance and lifecycle risk management, including roles, documentation, use-case assessment, data governance, explainability, performance evaluation, human oversight, cyber and ICT risk, and third parties. The FSB encourages boards and senior management to use the practices when developing and refining AI governance, risk-management, and control frameworks.
MAS, published October 7, 2026 Risk-management guidelines for covered financial institutions and all forms of AI, with risk-proportionate implementation. The guidelines take effect October 7, 2027. Sections 3–4 apply from that date; sections 5–6 are to be complied with by October 7, 2028. A dedicated AI committee is not required solely for compliance if existing structures provide adequate oversight and cross-functional coordination.
FINMA, December 18, 2024 AI-related operational and model risks, including robustness, correctness, explainability, bias, data security and quality, IT and cyber risk, third-party dependency, and legal and reputational risk. FINMA emphasizes identifying, assessing, managing, and monitoring risks. The cited material is not a valuation-specific technical standard.
U.S. interagency model-risk guidance, April 17, 2026 Traditional statistical and quantitative models, and non-generative, non-agentic AI models. Generative and agentic AI are explicitly outside this guidance’s scope. It should not be described as covering all AI; other applicable governance practices still matter for systems outside it.
NIST AI Risk Management Framework A voluntary general approach to incorporating trustworthiness considerations in AI design, development, use, and evaluation. NIST says AI RMF 1.0 is being revised.
CBUAE rulebook Senior-management and board accountability for AI/ML systems and outcomes, including selection, development, deployment, resourcing, oversight, monitoring, and ongoing management. The cited page’s publication date was not identified.

The FSB’s 12 sound practices are not a substitute for rules that apply in a particular jurisdiction. Similarly, the U.S. interagency guidance is model-risk guidance with an explicit scope, not a blanket AI governance framework. Institutions should map relevant materials to their own legal and regulatory perimeter and the characteristics of each use case.

What changes when a vendor provides the AI?

Buying a system changes where some technical capabilities sit; it does not transfer the institution’s accountability for using it. The institution still needs to decide whether the service is suitable for its purpose, understand the constraints that affect its use, and maintain oversight that can respond if the risk changes.

Provider assurance should be considered alongside the institution’s own assessment, not as a replacement for it. If assurance is incomplete, the firm can consider compensating controls that address the specific gap. If the remaining risk cannot be kept within its appetite, MAS guidance points to limiting, suspending, or replacing the service as possible responses. FSB guidance also treats third-party dependencies as part of AI risk management.

What should decision-makers take from this?

For risk and valuation workflows, the core governance test is practical: can the institution explain why the system is being used, who is accountable for that use, what evidence supports its fitness, how a reviewer can challenge it, and what happens when performance or risk falls outside acceptable bounds? The reviewed materials establish a consistent direction on responsibility and lifecycle oversight, but do not establish one valuation-specific technical standard, a universal human-review design, or empirical market-wide figures for AI adoption or performance.

Frequently Asked Questions

Who is liable if an AI-assisted valuation is wrong?

The guidance described here establishes that the financial institution remains responsible for AI systems it develops, procures, or deploys and for their outputs and outcomes. It does not determine legal liability in a particular dispute; that depends on the facts, applicable law, and the institution’s regulatory context.

Does a human have to approve every AI-supported risk or valuation result?

The cited materials do not prescribe one universal approval rule for every output. They point instead to risk-proportionate controls, with review and escalation arrangements suited to the use case and the potential impact of the output.

Do the U.S. interagency model-risk guidelines cover generative AI?

No. The guidance dated April 17, 2026 covers traditional statistical and quantitative models and non-generative, non-agentic AI models; it explicitly excludes generative and agentic AI. That scope limit does not establish that such systems are free of other applicable governance duties.

Does MAS require banks to create an AI committee?

No dedicated AI committee is required solely for compliance, according to MAS’s announcement. Existing governance structures can meet the expectation when oversight and cross-functional coordination are adequate.
