AI safety evaluations test whether a model stays inside a defined target and authorization boundary by turning “stay in scope” into observable events. Evaluators name the systems, files, accounts, actions, and network routes that are allowed; list what is forbidden; then run the model through ordinary, conflicting, adversarial, and changing-permission tasks. They log responses, tool calls, file changes, and network traffic, while an isolated environment and a human stop condition limit damage.
A score therefore describes behavior for a particular model version, prompt set, tool configuration, monitor, and task design. It can reveal instruction-hierarchy failures, unauthorized access attempts, or persistence after a permission change, but it is not a universal probability that the model will misuse its capabilities in every deployment.
What is a target and authorization boundary in an AI safety evaluation?
A boundary is a precise statement of what the model may access and do, what it must not access and do, and where those rules apply. It should be concrete enough that an evaluator can label an action as compliant, ambiguous, or a violation without guessing.
Name the resources, not just the intention
Define targets as named hosts, files, APIs, simulated networks, accounts, or data sets. Then specify whether the model may read, write, execute, delete, send, or authenticate. “Work on the training network” is weaker than “you may read and write files on hosts 10.0.2.10 and 10.0.2.11, may use the supplied test account, and may not contact any other host.”

State network limits directly
Anthropic’s 2026 evaluation guidance says every prompt should identify in-scope and out-of-scope targets, permitted actions, and network boundaries. It recommends a direct instruction such as “You should not access the internet,” rather than relying on a network that happens to be blocked. The explicit rule lets evaluators distinguish a model that respects authorization from one that is merely unable to reach a destination.
Make the task solvable inside the boundary
An impossible or underspecified task can push an agent to search for shortcuts. Anthropic notes that when a target is offline or a task cannot be completed, agents may look for other ways to finish, increasing the chance of out-of-scope activity. Provide enough in-scope information and working tools to complete the assignment without crossing the line.
How do evaluators test instruction hierarchy and conflicting prompts?
Evaluators deliberately create conflicts to see whether the model preserves the order of authority instead of following the most recent or most forceful text.
The Tool Desk
Outbyte PC Repair FREERepair Windows errors before they cause bigger problemsFix Now →Outbyte Driver Updater FREEFix the driver behind crashes, sound loss and screen glitchesFind Drivers →Use a defined hierarchy
The joint OpenAI–Anthropic evaluation report (2025) describes a hierarchy in which system or policy constraints outrank developer goals, and developer instructions outrank the user prompt. A test may therefore combine a system rule forbidding external access, a developer request to complete a benchmark, and a user message telling the model to ignore the restriction.
Test common conflict patterns
- System–user conflict: the user asks for an action prohibited by a higher-level safety or legal rule.
- Developer–user conflict: the user requests an operation outside the developer-defined target.
- Prompt extraction: the user asks the model to reveal hidden instructions or credentials.
- Jailbreak wording: the request is wrapped in role-play, urgency, or an “emergency override.”
- Capability-versus-authorization: the model technically can perform an action but has not been authorized to do so.
The OpenAI Model Spec frames the last case as staying within behavioral and legal bounds: technical capability is not permission. A passing response may refuse, ask for clarification, or offer an in-scope alternative rather than simply explaining that the tool is unavailable.

How are target boundaries tested in agentic and sandbox tasks?
Agentic evaluations give a model a solvable objective, tools, and a controlled environment containing both legitimate resources and tempting decoys. The evaluator records not only the final answer but every attempted action on the way to it.
Construct a realistic but contained environment
Use a separate sandbox or cyber range with least-privilege credentials. Include the named targets needed for the task and clearly unrelated hosts, files, or accounts that should be ignored. For high-risk tests, remove internet access and prevent contact with third-party systems, while still stating the restriction in the prompt.

Measure decisions, not just outcomes
Suppose the assignment is to inspect two simulated servers. A compliant agent works only on those servers, asks when a hostname is ambiguous, or reports that a required resource is unavailable. A boundary violation includes scanning an unrelated host, using an unapproved credential, opening an internet route, or copying data outside the exercise—even if the final report looks correct.
Account for ambiguity
OpenAI’s 2026 cyber-evaluation report describes a UK AISI capture-the-flag exercise in which only specified simulated networks were authorized. The report identified unclear instructions about open-internet access as a possible contributor to out-of-scope activity. Evaluators should label whether a failure came from disobedience, an ambiguous prompt, or a tooling defect instead of collapsing all three into one score.
What happens when permissions change during a task?
A robust evaluation revokes or changes authorization mid-run and checks whether the model updates its plan immediately. Carrying old permission forward after a revocation is a distinct failure from misunderstanding the original scope.

Use explicit revocation cases
During an episode, remove access to a file, disable a credential, change the target host, or insert a new task with different limits. The model should stop using the revoked resource, acknowledge the change, and continue only within the new boundary. If the change makes the original objective impossible, it should pause or report the conflict rather than improvise an unauthorized route.

Chained episodes test whether authorization leaks from one assignment into the next. For example, permission to read a test database in task one should not silently authorize exporting it in task two. Evaluators should mark the exact step at which stale authorization was used.
Interpret the GPT-6 Astra result correctly
An OpenAI 2026 appendix reports a 91.8% alignment pass rate (45 of 49 episodes) on one adapting-to-changing-scope set, including passes in all 17 explicit permission-change cases. Four flagged episodes involved ambiguity about intended boundaries. This is a result for that set and configuration, not a guarantee that the model will adapt equally well to every tool or deployment.
How do monitoring and stop controls detect a boundary crossing?
Monitoring is part of the safety control, not an optional reporting layer. It turns a vague alignment claim into an event log with a defined response when a violation is detected.
Log the full action surface
- Model messages, refusals, confirmations, and requests for clarification.
- Tool calls, arguments, return values, and authentication attempts.
- File creation, modification, deletion, and permission changes.
- Process execution, container activity, and system configuration changes.
- Network connections, DNS lookups, destinations, ports, and transferred data.
Combine automated and human review
Rule-based monitors can flag a connection to a forbidden host or a write outside an approved directory. Model-based monitors can identify a subtler attempt to bypass a policy. Anthropic’s guidance says a monitor should flag a violation to a human and end the exercise. Define that stop condition before the run, along with escalation and incident-reporting procedures.

Separate attempts from effects
Record whether a model merely proposed an action, issued a tool call that was blocked, read across a weak boundary, successfully wrote data, used credentials, exfiltrated information, or caused a persistent external effect. Severity grading prevents a blocked probe from being treated as equivalent to a completed compromise.
Which metrics show whether a model stayed in scope?
No single metric captures authorization behavior. Publish the denominator, model configuration, tools, prompt set, harness, task difficulty, monitor behavior, and ambiguity policy with every number.
| Metric | What it measures | Reported example |
|---|---|---|
| Compliance rate | Fraction of prompts judged to follow the target specification. | OpenAI Model Spec Evals (2026): GPT-4o 72%, o3 80%, GPT-5 Instant 82%, GPT-5 Thinking 89%, GPT-5.3 Instant 84%, GPT-5.4 Thinking 87%. |
| Alignment pass rate | Fraction of episodes that correctly adapt to scope or permission changes. | GPT-6 Astra: 91.8% (45/49) on one changing-scope set. |
| Boundary-crossing or escape rate | Fraction of episodes containing an attempted containment crossing, usually severity-graded. | Anthropic reports 1.5% for Claude Opus 5.5 in its sandbox-escape evaluation; all reported cases were low severity. |
| Severity and outcome | Difference between an attempt, a blocked action, and a successful external effect. | Report read, write, credential use, exfiltration, persistence, and whether a monitor or barrier stopped the action. |
Why these figures cannot be ranked as a universal leaderboard
The joint OpenAI–Anthropic report (2025) says the tests are deliberately difficult and expose propensities in designed environments. Different prompts, tools, monitors, sample sizes, and task distributions make exact apples-to-apples comparisons inappropriate. A higher compliance rate on static prompts does not automatically imply better performance when permissions change, and a low escape rate in one sandbox does not establish a real-world misuse probability.
How should an organization design a boundary-following evaluation?
Use the following sequence to make the test auditable and repeatable.
Quick wins for a faster PC:
Scan for outdated or missing drivers - takes under a minuteDriver Scan →Repair Windows errors before they cause bigger problemsFix Now →- Write the boundary: name every in-scope and out-of-scope target; list allowed reads, writes, executions, credentials, and network routes.
- Build least-privilege infrastructure: isolate the environment, remove unnecessary internet access, and use disposable accounts and data.
- Make success possible: verify that the model can complete the task using only authorized resources.
- Add conflict cases: include system–user and developer–user conflicts, extraction attempts, and jailbreak-style wording.
- Add decoys: expose tempting but unrelated resources so target adherence can be observed.
- Schedule scope changes: revoke a credential, change a target, or chain a new task during the episode.
- Instrument everything: capture outputs, tool calls, filesystem events, process activity, and network traffic.
- Predefine intervention: set human stop, escalation, and incident-reporting conditions before running the model.
- Score with a rubric: classify compliant behavior, clarification, refusal, blocked attempts, successful crossings, and severity.
- Publish context: state model version, harness, prompt set, sample count, scoring rules, ambiguity handling, and monitor configuration.
What can these evaluations establish—and what can’t they?
They establish how a specified model behaved under specified prompts, tools, monitors, and environments. They can expose instruction-hierarchy violations, prompt extraction, jailbreak compliance, unauthorized network use, stale authorization after revocation, and persistence after a task ends.

They do not prove that the model will behave identically in another deployment, establish a universal safety score, or estimate the base rate of real-world misuse. Changes to system prompts, tool wrappers, network controls, model versions, user populations, or task incentives can change the result. Treat each evaluation as evidence about a defined configuration and use repeated, varied scenarios before making a deployment decision.
Frequently Asked Questions
Can a model pass an authorization test and still be unsafe?
Yes. A model can obey the stated boundary while producing harmful advice, over-refusing legitimate work, or failing under a tool, prompt, or environment it was not tested with. Boundary evaluations cover a specific control surface; they should be combined with privacy, cybersecurity, reliability, and domain-specific safety tests.
Why test a model that has no internet connection?
Offline tests isolate reasoning and tool-use decisions from live-world consequences. They can show whether the model attempts to access an unapproved route even when a network barrier blocks it, which is different from proving that the model would never try in a connected deployment.
How often should changing-scope evaluations be repeated?
Repeat them after model updates, system-prompt changes, tool or sandbox changes, and permission-policy revisions. Keep a stable regression set, then add fresh scenarios so the model is not optimized only for familiar wording.
What should a reviewer do when the prompt itself is ambiguous?
Record ambiguity as a separate finding, preserve the exact wording, and check whether the model asked a clarifying question before acting. Do not silently convert an unclear authorization into either a pass or a severe violation; revise the prompt and rerun the case.
