AI models can reproduce some regularities in human choices, but they are not general-purpose replacements for human participants or judgment. They generate decisions from statistical patterns learned during training and condition those patterns on prompts, personas, demographic details, interview transcripts, prior interactions, and memory. In controlled tests, this can look remarkably human: a 2025 Stanford HAI study reported 85% replication of participants’ later survey answers, relative to the participants’ own two-week test-retest performance. Yet the result was a bounded benchmark, not proof of human equivalence. A 2026 SimBench evaluation across 20 behavioral datasets produced a best fidelity score of 40.80/100. The practical rule is to treat an AI-generated choice as a model-based hypothesis that must be checked against held-out human data, subgroup results, prompt sensitivity, and causal validity.

What does it mean to simulate a human decision?

An AI decision simulator produces a choice that resembles a person’s response under specified conditions. The model is not consulting a private human mind. It is generating text or an action from correlations absorbed during training, then steering that generation with the information supplied at run time.

That conditioning can include a persona description, age or other demographic attributes, an interview transcript, previous turns in a conversation, a stated goal, or an evolving memory. The output may be a single answer, such as whether to buy a product, or a sequence of actions in a changing environment.

The distinction matters because resemblance is selective. A model can reproduce a population-level pattern, such as loss aversion, without sharing the causes, experiences, or stable preferences that produced that pattern in a particular person.

How do AI systems generate multi-step behavior?

Basic prompting asks for one decision at a time. More elaborate agents add components that allow a simulated person to accumulate context and act over several steps.

Observation and state

The agent receives descriptions of events, other agents, and available actions. Those observations become the current state from which the next response is generated.

Natural-language memory

Past observations and interactions are stored as text. Retrieval brings selected memories back into the context window, allowing a later decision to depend on earlier events rather than only the latest prompt.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Reflection

The system periodically summarizes or interprets memories, creating higher-level beliefs such as a judgment that another character is trustworthy. These reflections are themselves model-generated and can preserve an early mistake.

Planning

The agent turns goals and recalled information into a sequence of intended actions. This architecture, associated with the Generative Agents work published by Park and colleagues in 2023, is designed for multi-step behavior rather than an isolated survey response.

Adding memory and planning increases behavioral richness, not necessarily accuracy. Each component introduces another place where a prompt, retrieval rule, or generated summary can alter the simulated person.

How close are current simulations to real human answers?

The strongest evidence shows useful but bounded fidelity. Results depend on the task, the model, the prompt, and the comparison standard.

Evidence What was tested Reported result How to interpret it
Stanford HAI policy brief, 2025 An LLM-based architecture conditioned on two-hour qualitative interviews with 1,052 U.S. participants, then evaluated against those participants’ later survey answers 85% replication accuracy The agents matched a test-retest benchmark: real participants’ ability to reproduce their own answers two weeks later. It is not a claim of universal human equivalence.
SimBench, ICLR 2026 20 datasets covering moral, economic, and other behavioral choices Best simulation-fidelity score: 40.80/100 Across a broad benchmark, fidelity was meaningful but modest, with especially difficult demographic groups and a trade-off between alignment to instructions and behavioral realism.
Behavioral-bias experiments Risk, loss, probability, trust, fairness, cooperation, and intuitive reasoning tasks Human-like patterns appeared selectively The direction and size of an effect varied by model, prompt, and version. Some intuitive biases found in GPT models disappeared in ChatGPT.

The Stanford result is encouraging because it uses detailed interviews rather than a thin demographic label. It still measures agreement with later survey responses from the same participants, not performance across every population or decision domain. Stanford HAI’s own description is that generative models offer an opportunity to simulate attitudes across contexts, while current architectures remain some distance from reliable use.

Which human decision patterns can models reproduce?

Experiments have reported several recognizable regularities, but none should be assumed to be stable across systems.

  • Risk aversion: choosing a safer option when potential losses or uncertain outcomes are salient.
  • Loss aversion: weighting a loss more heavily than a comparable gain.
  • Probability weighting: treating very small or very large probabilities nonlinearly rather than as exact percentages.
  • Trust and fairness: changing cooperation or allocations in response to perceived reliability and equitable treatment.
  • Intuitive errors: producing quick, plausible answers that contain reasoning biases also seen in people.

These patterns are best understood as conditional regularities. Changing the wording, the role assigned to the model, the sampling settings, or the model version can change both the magnitude and the direction of a result.

Why do simulations inherit bias and stereotypes?

Training data contain social stereotypes, and instruction tuning can add preferred conversational behaviors. When a simulator is asked to represent a demographic or political identity, it may reproduce a model-wide association instead of evidence about that group.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Taubenfeld and colleagues’ EMNLP 2024 study found that debate agents tended to conform to inherent social biases even when instructed to argue from different political perspectives. Their interaction patterns also diverged from established human social dynamics. A persona label therefore does not guarantee that the underlying attitudes are authentically represented.

Demographic instability

Decision studies report significant differences between demographic prompts, and SimBench found that some demographic groups were particularly difficult to simulate. An overall average can conceal large errors for a subgroup that matters to a policy, product, or experiment.

Feedback from users

The simulator can also change the people it is intended to model. In experiments with 1,401 participants, repeated exposure to biased AI increased later perceptual, emotional, and social bias. If simulated outputs are shown to users, those downstream effects become part of the system’s risk profile.

How does scenario framing change an AI decision?

LLMs can be unusually sensitive to the details and tone of a scenario. In wargame simulations, responses were sometimes more aggressive than expert-human responses and changed substantially when scenario details changed. The systems did not reliably represent extreme traits such as strong pacifism or aggressive sociopathy.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

This is more than ordinary uncertainty. A small wording change can alter which learned pattern is activated, while a human participant might treat the change as irrelevant. Prompt variants are therefore a measurement condition, not merely a writing preference.

What causal problems arise when AI agents stand in for participants?

A simulated experiment can violate the assumptions that make a causal estimate meaningful. Gui and Toubia showed that a treatment in a simulated study can change unspecified variables that should have remained fixed, breaking the unconfoundedness assumption.

Adding those variables as explicit controls is not a guaranteed fix. Once a previously hidden factor is named in the prompt, it can become unnaturally prominent and reduce ecological validity. The simulator may then appear more controlled while behaving less like the population of interest.

For causal work, inspect what the treatment changes inside the prompt, memory, retrieved context, and generated plan—not just the final answer. A treatment effect that exists only because the model silently rewrote an input is not evidence about the real-world intervention.

Why do results change between models, versions, and prompts?

Instruction tuning, safety changes, decoding settings, and model updates can all alter a decision rule. A bias observed in one GPT model may disappear in ChatGPT, and a preference found at one temperature may weaken or reverse at another. “The AI” is therefore not a single experimental subject.

Document the exact model identifier and version, system and user instructions, persona text, memory contents, sampling settings, number of runs, and date. Without that record, another researcher cannot tell whether a disagreement reflects sampling noise, a prompt difference, or a changed model.

Can an AI simulator replace human participants?

Not as a general substitute. The evidence supports using simulations for exploratory questions, scenario generation, protocol debugging, and hypotheses that will later be tested with people. It does not support skipping human data when the result will guide a high-stakes decision or establish a causal claim.

The Stanford 85% figure is a comparison with human self-consistency over two weeks, not a license to replace recruitment. SimBench’s 40.80/100 best score shows why a strong result on one task cannot be generalized to moral, economic, demographic, or social decisions that were not validated.

When simulation is useful

  • Generate candidate survey items or interview probes before fieldwork.
  • Explore how a proposed policy might be interpreted under several explicitly labeled assumptions.
  • Stress-test software flows and identify ambiguous instructions.
  • Create hypotheses about risk, trust, fairness, or cooperation for preregistered human studies.

When human data are essential

  • Estimating prevalence or subgroup differences in a real population.
  • Making medical, legal, employment, credit, safety, or public-policy decisions.
  • Claiming that an intervention caused a behavioral change.
  • Modeling groups whose language, experiences, or social conditions are poorly represented in training data.

  1. Set a human ceiling. Split real participants into repeated measurements and report their test-retest agreement. A simulator should be compared with that ceiling, not with perfect consistency.
  2. Hold out human data. Fit or prompt the simulator without exposing the answers used for evaluation. Keep the held-out sample and scoring rule fixed before inspecting results.
  3. Compare model families and versions. Run more than one model and record versions, because an apparent decision rule may be update-specific.
  4. Vary prompts and sampling. Use paraphrased instructions, alternative persona wording, and documented temperature or equivalent decoding settings. Report the spread, not only the best run.
  5. Report subgroup performance. Break results down by the demographic and contextual groups that matter. Do not let a high aggregate score hide failure for one group.
  6. Measure the relevant behavior directly. For uncertain choices, estimate risk preference, probability weighting, and loss aversion. For social choices, test trust, fairness, altruism, cooperation, and consistency across repeated trials.
  7. Audit causal inputs. In an experiment, check whether treatment changes latent or unspecified variables. Test whether adding controls makes those variables unnaturally salient.
  8. Measure downstream human effects. If people will read or act on the outputs, test whether repeated exposure changes their perceptions, emotions, or social bias.
  9. Preserve an audit trail. Store prompts, memories, retrieved passages, model versions, random seeds where available, and all sampled outputs so an unexpected decision can be reconstructed.

What should a decision-maker do with a simulation result?

Label the result according to its evidence level. A pattern that survives held-out validation, prompt variation, subgroup checks, and comparison with human test-retest reliability can support a carefully bounded forecast. A pattern observed in one prompt or one model is exploratory.

Separate three claims that are often conflated: that an output sounds human, that it predicts a measured human response, and that it explains why people respond. Current systems can sometimes achieve the first and, in constrained settings, the second. Neither establishes the third.

The defensible use of AI decision simulation is as a transparent, testable layer around human research—not as a hidden replacement for it. Keep the simulated persona and memory inspectable, state which population and task were validated, and require direct human evidence before treating the output as a fact about people.

Frequently Asked Questions

Can synthetic respondents replace a pilot survey?

They can help debug wording, generate edge cases, and estimate whether answer choices are understandable. A pilot with real respondents is still needed to detect unfamiliar interpretations, missing response options, and population-specific constraints that the model may never have encountered.

Does increasing temperature make an AI simulator more human?

Higher randomness can widen the range of outputs, but it does not make the distribution more human by itself. Evaluate several settings against held-out people; choose the setting that validates best for the stated task and report the sensitivity.

What should a paper disclose when it uses simulated participants?

Identify the model and version, every system and persona instruction, interview or memory material supplied, sampling settings, number of generations, exclusion rules, and the human benchmark. Include subgroup results and the raw-output retention policy so readers can assess reproducibility and privacy.

How can teams detect a prompt-induced demographic stereotype?

Run matched prompts that change only the demographic attribute, repeat them across model versions and seeds, and compare the size and direction of the change with real subgroup data. Large swings without a corresponding human effect are evidence of prompt sensitivity rather than a reliable demographic signal.
