AI data centers use far more power per rack than conventional facilities because GPUs and other accelerators run dense training and inference workloads. That electricity becomes heat, so operators must remove it continuously with air, evaporative, dry, or liquid systems. Water use depends on the accounting boundary: direct site consumption can come from cooling towers and humidification, while indirect consumption occurs in power generation and semiconductor manufacturing.

The right way to compare an AI facility is not to quote one universal “water per prompt” number. Evaluate electricity, direct and indirect water, carbon, rack density, climate, local water stress, reliability, and the cooling system’s operating conditions together.

How much electricity do AI data centers use?

AI is increasing data-center electricity demand by adding more accelerator servers, raising rack power density, and expanding compute-intensive training and inference. The International Energy Agency (IEA) estimated that global data centers used about 415 terawatt-hours (TWh) in 2024, approximately 1.5% of worldwide electricity consumption. In its base case, the IEA projects data-center electricity supplied to rise from about 460 TWh in 2024 to more than 1,000 TWh in 2030.

Measure Figure What it means
Global data-center electricity, 2024 About 415 TWh Approximately 1.5% of global electricity use, according to the IEA (2025).
Servers’ share of modern data-center electricity About 60% Servers, including CPUs and accelerators, are the largest load; the rest supports facility and IT infrastructure.
Global data-center electricity, 2030 base case More than 1,000 TWh IEA projection; actual demand will depend on deployment, utilization, efficiency, and grid conditions.
U.S. data-center share in 2030 11.8% modeled midpoint Lawrence Berkeley National Laboratory (2026) modeled a range of 9.5% to 15.3% of national electricity use.

These totals cover all data-center workloads, not AI alone. AI’s influence is visible in the composition of new capacity: a training cluster may fill racks with high-power GPUs, while a conventional enterprise room often has much lower average rack demand. More accelerators operating at higher utilization increase both the IT load and the cooling work needed to reject heat.

What consumes the remaining electricity?

After server power, electricity runs storage systems, network switches, power-conversion equipment, fans, pumps, chillers, cooling-tower auxiliaries, lighting, controls, and security systems. Facility overhead varies with climate, set points, redundancy, and cooling architecture. A site with efficient servers can still have a high total draw if its cooling and power-distribution systems are poorly matched to the workload.

Where does AI data-center water use come from?

Water figures are meaningful only when their boundary is stated. Direct water is consumed at the facility, mainly through evaporation in cooling towers or other evaporative equipment and through humidification. Indirect water is associated with generating the electricity that powers the site and manufacturing semiconductors. The IEA estimates that an average 100-megawatt U.S. hyperscale data center consumes around 2 million liters per day in total, with more than 60% occurring indirectly.

Boundary Typical source How to interpret it
Direct operational consumption Cooling-tower evaporation, evaporative condensers, humidification Measured at or attributed to the data-center site; often reported through WUE.
Indirect electricity-related consumption Water used by power plants to produce purchased electricity Can exceed on-site use and changes with the local generation mix.
Indirect manufacturing consumption Water used in semiconductor fabrication and equipment supply chains Usually outside a facility’s WUE boundary but relevant to a full life-cycle assessment.

At global scale, the IEA estimated data-center water consumption at about 560 billion liters in 2023 and projects approximately 1,200 billion liters in 2030 in its base case. Those are consumption estimates, not a universal amount attributable to AI workloads. A site’s result depends on its cooling design, climate, operating schedule, electricity source, and whether the analyst includes indirect water.

What is the difference between water withdrawal and water consumption?

Withdrawal is the amount taken from a river, aquifer, municipal system, or other source. Consumption is the portion not returned to that source, commonly because it evaporates. A facility can withdraw a large volume and return much of it, or withdraw less while consuming a greater fraction; reporting the two terms interchangeably produces misleading comparisons.

Why do AI data centers need cooling?

Every watt delivered to a processor eventually becomes heat. If that heat remains near the chip, temperatures rise, electrical leakage increases, components throttle, and hardware reliability can suffer. Cooling keeps processors, memory, power supplies, and networking equipment within their allowable operating ranges while maintaining stable humidity and airflow.

AI accelerators intensify this problem by concentrating electrical load in comparatively small areas. A rack drawing tens of kilowatts creates a local heat flux that room air may not carry away economically. Cooling therefore affects usable compute capacity, uptime, energy overhead, water demand, and the physical layout of the building.

Which cooling methods are used in AI facilities?

No single method is best everywhere. Air systems are familiar and practical for lower-density zones; evaporative systems can reduce compressor electricity but consume water; dry systems avoid routine evaporation but may need more electrical or mechanical capacity during hot weather; liquid systems move heat more effectively at high rack densities.

Air cooling

Fans and computer-room air handlers move air across heatsinks and return warmed air to the cooling plant. Air cooling is well understood and easy to service, but fan power, airflow paths, and room-level heat removal become limiting as AI racks become denser. Containment and careful set-point control can extend its useful range.

Evaporative cooling

Evaporation lowers the temperature of air or a circulating coolant, reducing compressor work in suitable climates. The trade-off is direct water consumption and sensitivity to local water availability, humidity, and seasonal conditions. Blowdown and water-treatment requirements also affect operating practice.

Economizers

Airside, waterside, or refrigerant economizers use favorable outdoor conditions to reduce compressor hours. ASHRAE recommends optimizing airflow, containment, temperature and humidity set points, and economizer operation rather than treating the cooling plant as an isolated component.

Dry coolers and air-cooled chillers

These systems reject heat to ambient air through a closed loop with little or no routine evaporation. They can sharply reduce direct site water use, but their fans, heat-exchanger area, and peak-weather performance may require more electrical or mechanical capacity when outdoor temperatures are high.

Direct-to-chip liquid cooling

Coolant flows through cold plates attached directly to high-power chips and transfers heat to a facility loop. Liquid carries heat more effectively than air, allowing high-density AI racks and potentially reducing room-cooling work. A closed loop can recirculate coolant without continuous cooling-tower evaporation, but it requires liquid distribution, leak detection, compatible servers, and specialized maintenance.

Rear-door heat exchangers

A liquid-cooled door captures exhaust heat at the back of a rack while most server components remain air cooled. This hybrid approach can be introduced incrementally where a full direct-to-chip retrofit is impractical.

Immersion cooling

Servers or components are placed in a dielectric fluid that absorbs heat directly. Immersion can capture a very high share of heat and create opportunities for heat reuse, but it demands compatible hardware, fluid management, and maintenance procedures that differ substantially from standard air-cooled rooms.

When should an AI rack use liquid cooling instead of air?

Rack density is the first screening variable, but it is not the only one. ASHRAE’s AI Data Center Energy Performance Framework recommends direct-to-chip, rear-door, or other liquid architectures for approximately 50–100-plus-kilowatt racks, while retaining air cooling for lower-density areas. The framework also calls for thermally segmented zones, low- or no-water technologies, heat reuse, and continuous monitoring while maintaining compliance with ASHRAE Standard 90.4 and the ASHRAE Thermal Guidelines for allowable and recommended classes.

Decision factor Why it matters Typical implication
Rack power density Determines whether room airflow can carry heat economically. Higher densities favor rear-door or direct-to-chip liquid systems.
Climate Outdoor temperature and humidity change economizer and dry-cooler performance. Hot conditions can increase fan and chiller capacity requirements.
Water availability Local scarcity and restrictions can outweigh energy savings from evaporation. Favor closed-loop or dry rejection where water risk is high.
Reliability target Cooling must continue through component failures and maintenance. Design redundant pumps, loops, controls, and backup heat-rejection capacity.
Heat-reuse opportunity Stable high-temperature coolant can serve nearby heating loads. Liquid architectures generally make capture and transfer easier.
Capital and operating cost Liquid distribution and specialized service add upfront complexity. Compare total cost over the equipment life, not just cooling-plant price.

How are power and water efficiency measured?

Use the same reporting boundary and period before comparing facilities. A lower value is generally better for PUE and WUE, but neither metric alone captures local water scarcity, electricity emissions, or the useful computing work delivered.

Metric Formula or purpose What it misses
PUE (Power Usage Effectiveness) Total facility energy divided by IT-equipment energy. Does not show whether the electricity is low-carbon or water-intensive to generate.
WUE (Water Usage Effectiveness) Annual liters used for cooling and humidification divided by annual IT-equipment kWh. Normally excludes upstream power-generation and chip-fabrication water.
WUI (Water Usage Impact) Adds local water-stress context to water intensity. Requires location-specific data and assumptions.
CUE (Carbon Usage Effectiveness) Relates emissions to IT work or energy. Does not by itself describe water withdrawals, consumption, or reliability.

For a fair comparison, record rack density, climate, electricity mix, water-stress conditions, utilization, redundancy level, and whether heat is reused. A dry cooler may lower WUE while raising electricity use in a heat wave; an evaporative tower may do the opposite. Direct-to-chip cooling can reduce room-cooling work and evaporation, but only when the liquid infrastructure is designed and operated correctly.

Does AI use more water than ordinary computing?

AI does not have one fixed water intensity, and no defensible universal “water per prompt” figure exists. A short inference request, a long batch generation, and a multi-week training run impose different loads; utilization, model size, location, cooling design, electricity source, and accounting boundary change the result.

AI can nevertheless increase water demand at the facility level by driving more high-density accelerator capacity and more total electricity consumption. Whether that increase appears mainly as direct site water or indirect water depends on the chosen cooling system and the regional power mix. Comparing an AI cluster with conventional computing therefore requires matched workloads and identical boundaries, not a headline number copied from another site.

What does a large operator’s cooling data show?

Microsoft reports global PUE of 1.17 and WUE of 0.27 liters per kilowatt-hour for fiscal year 2025 across its owned and controlled facilities. Its fiscal-year-2024 figures were 1.16 PUE and 0.30 L/kWh WUE. The company says approximately 90% of its 2025 owned fleet used low- to zero-water cooling systems. These are fleet-level figures within Microsoft’s reporting boundary, not industry averages and not a guarantee for every site.

Microsoft’s 2024 AI-optimized design uses a closed-loop, direct-to-chip system. The company describes it this way: “This chip-level cooling solution delivers precise zonal temperature control without water evaporation by recirculating water through a closed-loop, direct-to-chip cooling system.” Avoid interpreting that statement as proof that every AI facility can eliminate all water impacts; upstream electricity and manufacturing water remain separate accounting categories.

How should a new AI data center choose its cooling design?

  1. Measure the workload. Estimate sustained and peak rack power, accelerator type, memory and network heat, utilization, and expected growth rather than using a generic server profile.
  2. Map the site. Document outdoor temperature and humidity, grid capacity, water availability, discharge rules, local water stress, and opportunities to reuse waste heat.
  3. Set the accounting boundary. Report direct water separately from indirect electricity and manufacturing water, and distinguish withdrawals from consumption.
  4. Segment the building. Keep lower-density equipment on efficient air systems where practical, while reserving liquid-cooled zones for high-density racks.
  5. Model trade-offs. Compare PUE, WUE, WUI, CUE, reliability, capital cost, operating cost, maintenance complexity, and peak-weather performance under the same assumptions.
  6. Design for monitoring and failure. Instrument temperatures, flow, pressure, leaks, energy, and water use; provide redundant pumps, controls, and heat rejection so a single fault does not overheat critical workloads.
  7. Reassess as hardware changes. New accelerator generations can alter rack power and coolant requirements, so a design that fits today’s cluster may need another liquid loop or electrical upgrade later.

How can readers evaluate a claim about AI power or water use?

  • Check whether the figure is for one rack, one building, a company fleet, or the entire industry.
  • Look for the year, climate, utilization, workload, and operating conditions attached to the number.
  • Confirm whether water means direct site consumption, total consumption including electricity generation, or withdrawals.
  • Check that PUE or WUE values use the same denominator, reporting boundary, and period.
  • Ask whether a lower-water design shifts burden to electricity, carbon, capital cost, or local heat-rejection capacity.
  • Treat vendor and operator examples as case studies, not universal performance guarantees.

What is the practical takeaway for communities and grid planners?

AI data centers are both electrical and thermal infrastructure projects. Grid planners must account for concentrated, growing loads and the generation mix’s indirect water and carbon effects. Communities evaluating a proposal should ask for seasonal water consumption, peak withdrawals, drought operating plans, cooling technology, discharge arrangements, and the facility’s expected PUE and WUE boundaries.

Operators can reduce impact by matching cooling to rack density, using economizers when conditions permit, deploying closed-loop or dry heat rejection where water is scarce, and monitoring performance continuously. The best design is site-specific: it balances reliable compute with electricity capacity, water stress, climate, cost, and the possibility of reusing heat.

Frequently Asked Questions

Can an AI data center operate with no on-site cooling water?

Yes, a facility can use dry coolers or air-cooled chillers with little or no routine evaporation, and closed-loop liquid systems can avoid ongoing cooling-water evaporation. It may still have indirect water impacts from electricity generation and semiconductor manufacturing, so “zero on-site water” is not the same as zero total water use.

What does a 50–100 kW rack rating actually describe?

It is the approximate electrical load delivered to one rack under the planned workload, which is also the heat that must be removed. The rating is not a measure of total building demand; hundreds of racks, networking, storage, power conversion, and redundancy add to the facility load.

Why can a data center with a good WUE still affect a water-stressed region?

WUE is an intensity metric and does not encode how scarce the local source is. A modest liters-per-kilowatt-hour value can still represent a significant community impact if the facility draws from a stressed basin or operates during drought conditions.

Do PUE and WUE stay constant throughout the year?

No. Outdoor weather, IT utilization, maintenance, and seasonal cooling modes change both metrics. Annual fleet values smooth those fluctuations, so they should not be read as the performance of every hour or every individual facility.
