AI and structured data are changing how lenders assess micro, small, and medium-sized enterprises (MSMEs) by adding more frequent evidence of business activity to conventional credit files. Transaction histories, digital-payment records, platform activity, invoices, and other business records can help a lender evaluate a thin-file firm. Machine-learning systems can process those records at scale. Neither change guarantees approval or proves that a business is safer: results still depend on data accuracy, relevance, lawful use, representativeness, model validation, and human oversight. Evidence is also mixed. A September 2026 Federal Reserve Bank of San Francisco analysis found that banks with greater AI use tended to have lower small-business lending shares, although its authors did not establish that AI caused the decline.

What exactly is changing in MSME risk assessment?

The main change is the range and timing of information available to a lender. Conventional underwriting often relies on bureau records, financial statements, collateral, tax documents, and a loan officer’s knowledge of the borrower. Those sources remain important, but they can leave newer, informal, seasonal, or very small businesses with a thin file.

Digital records can add observations that occur during normal operations. Depending on the market and the applicant’s consent, a lender may examine mobile-money or digital-payment transactions, invoices, supplier and customer payments, business-account activity, or records created on a commerce platform. These sources can reveal revenue patterns, payment regularity, cash-flow volatility, and the timing of obligations that a traditional report does not show.

AI and machine-learning models are then used to combine varied records, identify patterns, and prioritize applications for review. That can make assessment faster and less dependent on manual data entry. It can also make it practical to consider applicants who lack a long bureau history or substantial collateral. These are potential capabilities, not a finding that every automated system is more accurate, fair, or inclusive.

How can alternative data help assess a thin-file business?

Alternative data helps when it contains a relevant, sufficiently reliable view of repayment capacity that is missing from the applicant’s conventional file. It does not turn any available digital trace into proof of creditworthiness.

Transaction and payment records

Payment streams can show whether a firm receives money consistently, how sharply sales fluctuate, and whether it pays recurring expenses on time. A lender might use these observations to estimate the ability to service a proposed loan rather than relying only on a historical score. The useful signal depends on the account being correctly linked to the business and covering a representative period.

Business and platform records

Invoices, purchase orders, inventory movements, marketplace sales, delivery records, and other platform-generated information may provide operating evidence for a firm that has limited audited statements. Different platforms cover different industries and sizes of business, so a signal that works for an online seller may not represent a local service company.

Why this can matter for inclusion

Traditional credit records may understate the information available about a business with little formal borrowing history. The OECD’s work on artificial intelligence, machine learning, and big data in finance describes the possibility of using broader data to score thin-file borrowers. The International Finance Corporation’s 2026 report likewise presents alternative data and AI as tools that can help lenders evaluate small businesses, while stressing responsible implementation.

A thin file is not the same as a bad record. It usually means that a bureau has too few relevant accounts or repayment observations to produce a confident conventional score. Additional data can reduce uncertainty, but it can also introduce new errors or bias.

What does AI add beyond a conventional credit score?

AI can process more variables and more frequent observations than a simple rule-based score, but its output is only as dependable as the data, objective, and controls behind it.

  • Pattern detection: a model can identify relationships among cash-flow timing, payment behavior, seasonality, and existing obligations that are difficult to review manually for every application.
  • Scalability: automated extraction and scoring can reduce the time and cost of screening many small applications, potentially making smaller loans economical to process.
  • Prioritization: a system can flag applications for additional documentation or human review instead of treating every file identically.
  • Continuous updating: where permitted, new transaction observations can update a risk estimate more often than an annual statement or bureau refresh.

Those benefits must be tested against relevant repayment outcomes and populations. A vendor’s broad accuracy claim does not show that a model works for a particular country, industry, loan size, or group of MSMEs. A lender should know which outcome it is predicting, over what time horizon, and how performance changes when economic conditions shift.

Is structured data automatically trustworthy?

No. “Structured” describes how information is organized—such as fields in a payment record or rows in a ledger—not whether it is correct, current, relevant, or lawfully obtained.

A record may be incomplete because a business uses cash, multiple accounts, or several payment providers. It may be stale, wrongly associated with another entity, duplicated, or distorted by a one-off disruption. A seasonal business can look weak outside its selling period, while a sudden crisis can make a normally reliable pattern unrepresentative. Records from a platform may also cover only the transactions that occurred on that platform.

The World Bank’s 2024 report on alternative data in credit-risk assessment highlights data-quality, privacy, governance, and fairness challenges. A lender should be able to document the source and collection date, verify the applicant-to-record match, explain why a variable is relevant to repayment risk, and provide a process for correcting an error.

How should a lender compare AI-enabled assessment with another approach?

A useful comparison examines the whole decision process, not just a model’s headline accuracy. The following questions synthesize governance concerns identified by the OECD and World Bank.

Comparison axis Questions to ask What a sound process looks like
Coverage and relevance Does the data represent this type of MSME and the decision being made? Testing includes newer, seasonal, informal, and disrupted businesses where they are in scope.
Quality and provenance Is each field accurate, current, correctly linked, and obtained for a permitted purpose? Source records, timestamps, matching rules, missing values, and correction procedures are documented.
Predictive performance Does the model predict repayment outcomes for the relevant population? Validation uses out-of-sample data, appropriate outcome windows, and monitoring after deployment.
Fairness and proxies Do variables act as proxies for sensitive characteristics or exclude groups with less digital activity? Results are checked across relevant groups and suspicious variables are investigated or removed.
Transparency and recourse Can the lender explain a decision and fix bad information? The applicant receives a meaningful reason, a correction route, and a way to question a consequential result where applicable law requires it.
Human and operational oversight Who owns the decision and responds when conditions change? Named staff monitor drift, approve changes, handle exceptions, and can override a faulty automated result.
Cost and access Does automation reduce barriers for small loans or favor firms with easily processed hard data? Processing savings are evaluated alongside approval patterns, service quality, and excluded applicants.

What steps should a lender follow before using alternative data?

A disciplined workflow treats data governance and model governance as one process. The exact legal duties depend on the jurisdiction, product, and data source.

  1. Define the decision. Specify whether the system is screening an application, setting a limit, pricing credit, monitoring an existing account, or detecting distress. A variable useful for one decision may be inappropriate for another.
  2. Map sources and permissions. Record where each field comes from, how often it updates, how the business gave access, and whether its use is permitted under applicable privacy, banking, consumer-credit, and data-protection rules.
  3. Check identity and completeness. Match records to the correct legal entity, identify duplicate or missing observations, and test how the model behaves when a firm has cash sales, multiple accounts, or limited platform activity.
  4. Build a representative development set. Include the industries, regions, loan sizes, business ages, and operating patterns that the product will serve. Do not assume that a large dataset is representative simply because it contains many rows.
  5. Validate against outcomes. Test discrimination, calibration, stability, and error rates using outcomes that fit the decision horizon. Compare results with the existing process and investigate material differences.
  6. Test for disparate effects and proxies. Examine approval, pricing, referral, and error patterns across relevant groups. A seemingly neutral location, device, language, or account feature can proxy for a sensitive attribute or for unequal digital access.
  7. Design explanations and correction. Decide what reason codes can be given to an applicant, how incorrect source data is corrected, how quickly a review occurs, and when a human reassesses the file.
  8. Monitor after launch. Track missingness, population shift, drift, complaints, overrides, repayment outcomes, and group-level performance. Set thresholds that trigger investigation, recalibration, suspension, or retirement.

What can go wrong when AI is used for MSME credit?

Risk enters through both the data and the design. Historical lending data may reflect earlier exclusion, uneven access to banking, or inconsistent documentation. Training a model on those outcomes can reproduce the pattern while giving it a technical appearance.

Incomplete or unrepresentative data

Businesses that transact mainly in cash, operate offline, or use providers absent from the dataset may appear less active than they are. A model can then confuse lack of digital evidence with lack of repayment capacity. Seasonal firms and businesses affected by a temporary shock need enough history and context to avoid a one-period snapshot becoming a permanent judgment.

Proxy discrimination

Variables that do not name a protected characteristic can still correlate with it. Geography, language, device type, transaction channel, or network relationships may become proxies. Removing a field does not solve the problem if another field carries the same signal, so outcome testing and reasoned feature review are necessary.

Fast decisions without trustworthy recourse

Digitization can make a decision faster without making it explainable or correctable. Applicants need to know, as applicable under local law, how their information is used, what materially influenced a result, how to challenge an error, and whether a human review is available. Legal rights differ by jurisdiction; a single global notice or appeal standard should not be assumed.

Operational and security failures

Access controls, retention limits, vendor management, and incident response matter because alternative data can reveal sensitive business and personal information. A lender should limit collection to a defined purpose, restrict internal access, and maintain an audit trail of model and data changes.

Does more AI necessarily mean more MSME lending?

No. AI adoption and broader small-business lending are not synonymous. A Federal Reserve Bank of San Francisco analysis published on September 21, 2026, reported that banks with greater AI use tended to have lower shares of small-business lending. The authors explicitly cautioned that the analysis cannot establish causality.

One possible mechanism is that current tools process hard information—such as scores and standardized statements—more readily than soft information, including relationship knowledge, local conditions, and an owner’s explanation of an unusual event. If automation rewards easily measured records, a bank could become more efficient while shifting its portfolio away from firms whose strengths are not captured in those records. The finding is therefore a warning signal to test portfolio composition and not a proof that AI reduces lending.

What infrastructure makes data-driven MSME finance safer?

Model improvements cannot compensate for weak information infrastructure. The OECD’s June 26, 2026, work on AI and digital tools for SME sustainable finance identifies interoperable data systems, stronger verification, meaningful incentives for SMEs to report information, and accountable AI use as policy priorities.

Credit reporting is part of that foundation. The World Bank explains that a functioning credit-reporting system reduces information asymmetry by improving the flow of information relevant to a borrower’s repayment capacity and willingness to repay. Coverage, accuracy, dispute handling, and secure exchange determine whether that infrastructure helps or harms.

In practice, lenders, data providers, regulators, and MSMEs each have responsibilities:

  • Lenders should document purpose, validate models, monitor outcomes, and provide correction and recourse channels.
  • Data providers should maintain provenance, matching accuracy, update schedules, access controls, and usable correction processes.
  • Regulators and standard setters should clarify permitted uses, accountability, interoperability, and supervisory expectations without assuming that one technology fits every market.
  • MSMEs should understand which records are requested, verify that business accounts are correctly identified, and report errors through the available channel.

How can an MSME question an automated risk assessment?

An applicant can ask the lender what categories of information were used, whether the result was automated or reviewed by staff, and how to correct an inaccurate record. Keep evidence that supports the business’s actual activity—such as reconciled payment records, contracts, invoices, or explanations of seasonal revenue—without assuming that submitting more data will improve the result.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Ask for the lender’s formal process for a reconsideration or data dispute. The response available, the explanation required, and any right to human review depend on local law and the credit product. A refusal to disclose confidential model code does not remove the need for a meaningful explanation of the factors that materially affected the decision where applicable rules require one.

What is the practical takeaway for lenders?

Use AI and structured data to widen and speed the evidence-gathering process, not to replace judgment about whether the evidence is fit for purpose. The strongest approach combines conventional records, relevant alternative data, tested models, relationship context, and accountable human review. Every claimed gain in inclusion should be checked against approval patterns, repayment outcomes, data errors, complaints, and the firms that remain outside the dataset.

Frequently Asked Questions

What is a thin-file MSME?

A thin-file MSME has too few conventional bureau accounts or repayment observations for a lender to make a confident standard assessment. It may be newly established, lightly formalized, or simply absent from the reporting systems used by that lender; thin credit history should not be interpreted as evidence of poor repayment behavior.

Can a business refuse to share alternative data with a lender?

The answer depends on the jurisdiction, product terms, and the legal basis for collecting the information. A business should ask whether sharing is optional, what service changes if it declines, how long records are retained, and which correction or deletion rights apply.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

How often should an AI credit model be reviewed?

There is no universal calendar that fits every portfolio. Review should be risk-based and triggered by population shifts, worsening calibration, major economic changes, material complaints, data-source changes, or a pattern of disparate outcomes, with documented decisions about recalibration or suspension.

Is structured data different from information taken from documents?

Structured data is already organized into defined fields, such as transaction date, amount, or account identifier. Information extracted from invoices or statements may begin as unstructured text or images and require optical character recognition and validation before it can be used as structured input; extraction errors then become an additional control concern.
