Agent-to-agent AI can extract invoice data, suggest purchase-order and receipt matches, route exceptions, and pass an already approved transaction to a payment service. It does not make a conversation, a confidence score, or a plausible match into payment authority. A reliable accounts-payable flow keeps interpretation and coordination separate from deterministic checks, approval, payment execution, reconciliation, and dispute handling.

That distinction matters because an invoice disagreement before payment is an accounts-payable exception, while a contested completed payment requires transaction evidence and a process under the governing payment rail and contracts. Current protocols can help prove what was authorized, but they do not decide who wins a dispute.

What does agent-to-agent AI do in an invoice process?

Agent-to-agent (A2A) AI lets specialized software agents exchange messages and coordinate work across services or organizational boundaries. In an invoice workflow, an orchestrator might send a document to an extraction agent, ask an ERP agent for vendor and purchase-order data, request a matching decision from a control agent, and send an exception to a human or specialist agent. Microsoft’s overview of multi-agent coordination describes this pattern: https://learn.microsoft.com/en-us/agent-framework/journey/agent-to-agent.

A2A is a communication pattern, not a payment authorization. The agents can exchange structured facts, proposed actions, and status messages, but a separate control boundary must establish identity, authority, policy compliance, and the exact amount and recipient that may be paid.

Can AI agents match an invoice to a purchase order and receipt?

Yes. An agent can capture invoice fields and propose a two-way or three-way match, but the ERP’s deterministic rules and the organization’s approval policy must decide whether the document is eligible to proceed.

1. Capture and identify the invoice

The intake agent extracts the supplier, invoice number, dates, line descriptions, quantities, unit prices, tax, currency, totals, and payment details. It then associates the supplier with the ERP vendor record and searches for purchase-order candidates.

Business Central’s documented Payables Agent monitors a designated mailbox for PDF attachments, extracts invoice fields, proposes vendor and purchase-order matches, and creates purchase-document drafts. That product example has material limits: it is designed for emailed PDFs, its availability depends on geographic and language qualifications, and its suggestions can be inaccurate. It does not show that every AP agent supports the same input types or regions. Details are documented at https://learn.microsoft.com/en-us/dynamics365/business-central/faqs-payables-agent?trk=article-ssr-frontend-pulse_little-text-block.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

2. Apply two-way or three-way matching

Two-way matching compares invoice prices and other relevant fields with the purchase order. Three-way matching also checks invoiced quantities against selected product receipts. Tolerance rules determine whether a difference is acceptable or must be reviewed.

Business Central can suggest order-line matches, while its warnings come from deterministic invoice-matching validations rather than an AI confidence score. Price, quantity, supplier, unit, currency, receipt, tax, freight, and other-charge differences can each require a policy decision. Staff review the warnings; the agent does not post the invoice and does not provide an invoice-approval workflow. Microsoft’s matching documentation explains the control model at https://learn.microsoft.com/en-us/dynamics365/finance/accounts-payable/accounts-payable-invoice-matching.

3. Create an exception instead of forcing a match

If the receipt quantity is short, the price exceeds tolerance, the supplier identity is uncertain, or an invoice line has no authorized order, the safe result is an exception record. The record should preserve the source document, proposed match, fields that differed, applicable tolerance, and the person or role required to resolve it. An agent should not silently alter an order, receipt, or invoice to make the numbers agree.

Does the AI approve the payment?

No. A match proposal is not approval. Approval requires a verifiable authority to pay, checks on the recipient and amount, policy evaluation, and any required human escalation.

The IMF’s April 2026 framework separates three functions: probabilistic intent and orchestration, deterministic authorization and control, and settlement. This is an analytical design framework, not a claim that every product implements three literal components. It is nevertheless a useful boundary: an agent can interpret documents and coordinate tasks, while a control service enforces rules that should not depend on generated text. The framework is available at https://www.imf.org/-/media/files/publications/imf-notes/2026/english/insea2026004.pdf.

Controls that belong between matching and payment

  • Authenticate the agent, employee, service account, and organization involved.
  • Verify that the invoice was approved by an authorized person or policy, not merely accepted by an agent.
  • Check the recipient account, payment instrument, currency, amount, due date, and duplicate-invoice status against deterministic rules.
  • Apply segregation of duties, approval thresholds, sanctions or screening requirements, and any required second-person review.
  • Freeze the transaction if supplier banking details changed, the match is outside tolerance, or the agent cannot establish authority.
  • Record the exact instruction, version of the policy, evidence used, and decision made before execution.

How do A2A and AP2 fit together?

A2A can carry messages between agents; the Agent Payments Protocol (AP2) addresses verifiable payment intent and receipts. They solve different problems and should not be presented as one end-to-end standard.

Google launched AP2 on September 16, 2025, and announced version 0.2 and its donation to the FIDO Alliance on April 28, 2026. AP2 v0.2 defines a checkout mandate for the transaction, a linked payment mandate for the instrument, signed receipts, human-present and autonomous modes, and deterministic checks by verifiers. It does not standardize ERP invoice matching. It also states that agent-to-agent mandate delegation is outside the current specification.

Use the v0.2 specification for current mandate mechanics: https://cloud.google.com/blog/products/ai-machine-learning/announcing-agents-to-payments-ap2-protocol. The specification itself is at https://ap2-protocol.org/ap2/specification/. An implementation may use A2A for coordination and AP2 for payment evidence, but an A2A message is not an AP2 mandate and neither one replaces the buyer’s approval controls.

What does a real agent-to-agent payment flow look like?

The practical sequence is a chain of separately controlled stages rather than one autonomous decision.

  1. Receive: An intake agent accepts an allowed document type, such as an emailed PDF, and stores the original.
  2. Extract: A document agent identifies supplier, order, receipt, amount, currency, and dates, marking fields it cannot read reliably.
  3. Retrieve: An ERP or procurement agent fetches vendor records, purchase orders, receipts, prior invoices, and tolerance policies.
  4. Match: A matching service performs two-way or three-way checks and returns matched fields, differences, and an exception status.
  5. Escalate: A workflow agent routes nonconforming items to the designated buyer, receiving team, or finance approver.
  6. Authorize: A deterministic control service verifies identity, authority, recipient, amount, policy, and any mandate or payment-instrument restrictions.
  7. Execute: A payment service submits the authorized transaction on a rail accepted by the supplier.
  8. Reconcile: The ERP posts the outcome against the invoice and accounting records, retaining references to the approval and payment evidence.

Microsoft’s published multi-agent reference architecture illustrates extraction, matching, SAP retrieval, tolerance rules, Teams escalation, and Dataverse logging for supplier order acknowledgments. It is a useful architecture analogy, not proof of a deployed end-to-end invoice-dispute workflow.

Which current examples cover matching, execution, or reconciliation?

Documented offerings address different slices of the process, so they should not be ranked as interchangeable autonomous AP systems.

Google reported more than 60 collaborating organizations when AP2 launched. That is a collaboration count, not a count of production integrations or a success rate. The Visa announcement quotes BILL executive Archana Prasad describing nearly 500,000 businesses; that is context about BILL’s customers, not the number participating in the pilot.

What happens when a supplier disputes an invoice?

First determine whether the issue is an unresolved invoice exception or a contested completed payment. The controls, evidence, and remedies are different.

Before payment: resolve the AP exception

A price, quantity, receipt, supplier-identity, tax, or line-detail discrepancy should stop approval until the responsible team resolves it. The agent can gather the purchase order, goods-receipt record, contract terms, correspondence, and supplier response, then present the conflict to a human reviewer. A corrected invoice, approved order change, credit note, or documented tolerance decision should be recorded before the invoice proceeds.

After payment: assemble transaction evidence

For a contested completed agent payment, AP2 v0.2 describes linking the checkout mandate and receipt with the payment mandate and receipt and checking their cryptographic references. Those records can show what each participant saw or authorized. They do not determine who wins, establish liability, compel a refund, or prescribe retention and retrieval.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The AP2 specification says, “Specific details of how this is used for dispute resolution, retention, and retrieval requirements are outside the scope of this specification.” The actual process depends on the contracts, applicable law, card or bank rail, and the participants’ dispute rules. The Visa pilot announcement does not disclose its contractual allocation of liability for a mistaken agent-initiated payment.

Who is responsible if an agent pays the wrong amount?

There is no universal answer in the available specifications and announcements. Responsibility may depend on the buyer’s approval, the payment mandate, agent and service-provider contracts, the payment network’s rules, supplier terms, and evidence showing whether a control failed or an instruction was altered.

Do not describe the agent itself as the liable party merely because it generated a message. An organization deploying the workflow should define responsibility contractually, preserve authorization and execution records, and provide a recovery path for duplicate, unauthorized, or misdirected payments. Until the particular rail and agreements are examined, liability for the Visa-BILL-Billtrust pilot’s mistaken payment scenario remains unknown.

What should an organization require before enabling agent-led payments?

Start with a narrow, reversible scope and make every handoff inspectable.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Input policy: Define accepted formats, mailbox ownership, supplier identity requirements, and how unreadable or altered documents are quarantined.
  • Matching policy: Set explicit tolerances for price, quantity, tax, currency, freight, and receipts; require an exception for missing evidence.
  • Authority policy: Map approval limits to named roles and prevent an agent from approving its own proposed match.
  • Payment policy: Constrain recipient, amount, currency, date, instrument, and payment rail; block changes to bank details without independent verification.
  • Agent permissions: Give each agent only the ERP records and actions needed for its task, with expiring credentials and auditable service identity.
  • Human escalation: Route exceptions to the person who can resolve them, with the source invoice and the exact failed rule attached.
  • Evidence: Store the original invoice, extracted fields, matching inputs, approval, mandates or receipts where used, execution response, and reconciliation reference.
  • Recovery: Define duplicate-payment detection, cancellation windows, supplier contact procedures, credit-note handling, and escalation to the payment provider.
  • Geography and availability: Confirm that the product, language, supplier portal, payment rail, and data-processing arrangement are available in the intended region.

A pilot should measure operational outcomes using the organization’s own controls and records, not an assumed industry accuracy figure. No independently verified invoice-match accuracy, recovery rate, pilot success percentage, or agent-dispute-resolution rate has been established for these examples.

What are the main failure modes?

  • False match: Similar supplier names or order numbers lead to the wrong purchase order. Require vendor-record verification and deterministic key checks.
  • Missing receipt: The invoice appears valid but the goods or service was not accepted. Keep three-way matching mandatory where receiving evidence is required.
  • Prompt or message manipulation: Untrusted invoice text attempts to change payment instructions. Treat document content as data, not authorization, and apply out-of-band verification for changes.
  • Stale approval: An approved invoice changes before execution. Bind the payment instruction to the approved amount, recipient, and currency, then recheck them immediately before submission.
  • Protocol confusion: Teams assume A2A communication or an AP2 receipt proves the invoice was correct. Keep matching evidence, approval evidence, and settlement evidence distinct.
  • Unclear dispute ownership: Staff cannot tell whether to contact procurement, the bank, the network, or the supplier. Publish an escalation matrix before production use.

Frequently Asked Questions

Can an agent process paper invoices?

Only if the chosen intake system supports paper capture or OCR. The documented Business Central Payables Agent example requires emailed PDF attachments, so a scanner or OCR tool would be an intake step rather than a matcher, approver, payment executor, or dispute adjudicator.

Is AP2 a replacement for an ERP accounts-payable system?

No. AP2 provides mandate and receipt structures for verifiable payment intent and authorization. It does not supply vendor records, purchase-order matching, receiving data, invoice posting, or an ERP approval workflow.

What evidence should a supplier request after an agent payment?

The parties should be able to identify the approved payment instruction, the transaction and payment receipts, the recipient and amount, and the settlement reference. Which records must be retained, for how long, and how they are retrieved depends on the contract, jurisdiction, and payment rail.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Does a high agent confidence score make payment safe?

No. A confidence score can help prioritize review, but it is not proof of authority, receipt of goods, correct bank details, or compliance with payment policy. Deterministic checks and the required approval still control execution.
