Goldman Sachs, as quoted in October 2026 reports by The Economic Times/ANI, estimated that the average global cost of shipping crude rose above $20 per barrel from about $3 a year earlier—a roughly sevenfold increase. That figure is a transport charge, not a sevenfold jump in the benchmark price of crude oil. The bank’s reported analysis links the surge to war-risk premiums for Strait of Hormuz voyages, ship-to-ship transfers, costlier marine fuel, tanker diversions and restrictions affecting Iranian vessels. Higher delivered crude costs can reduce refinery margins, encourage purchases from nearer suppliers and, where possible, be passed to fuel consumers.
What exactly rose sevenfold?
The comparison is between a reported global average crude freight rate above $20 per barrel in October 2026 and $3 per barrel a year earlier. The figures were attributed to a Goldman Sachs report by The Economic Times/ANI and Bloomberg; the original October research note was not publicly located, so its index construction, sample and underlying observations are not independently available.
Freight is the charge for moving crude. Most crude benchmarks do not include transportation, so a $17-per-barrel increase in reported freight should not be read as a $17-per-barrel increase in Brent, West Texas Intermediate or another benchmark price.

The reported breakdown assigns the year-over-year rise to five pressures. These are the bank’s reported components, not universal fees applied identically to every cargo.

The five reported amounts total $20 per barrel, matching the level cited for the increase. They should be treated as an analytical decomposition rather than independently measured charges for each shipment.
Why does the Strait of Hormuz matter to freight rates?
Hormuz is a chokepoint for Persian Gulf energy exports. When operators perceive a higher probability of attack, detention or disruption, they can demand a war-risk premium, alter routes, move at different times or arrange transfers outside the most exposed waters. Those decisions consume vessels, fuel and crew time even when a cargo ultimately reaches its destination.
Associated Press reporting on October 22 said Iran reported that seven tankers had been attacked or damaged overnight; AP presented that number as an Iranian account, not as independently confirmed fact. The same report described operators moving Gulf oil at night through a U.S.-protected lane near Oman’s coast. Such operating precautions help explain why freight and insurance markets can tighten quickly.

Insurance affects vessel supply differently
S&P Global reported on June 16, 2026, citing brokerage BRS, that war-risk insurance could deter smaller clean-product tankers more than crude carriers because insurance costs are harder to absorb against lower freight rates. That earlier observation is useful context, but it is not an October quote for a specific premium and does not establish a universal cost for all tanker classes.
How can higher freight squeeze refinery margins?
A refinery’s economics depend on the value of products it sells minus the delivered cost of crude and operating expenses. If the crude invoice is unchanged but freight rises, the delivered feedstock cost increases and the net margin narrows unless product prices rise, the refinery switches suppliers or another cost falls.
The Goldman Sachs language reproduced by The Economic Times/ANI says, “high freight rates may reduce refiners margin’ overall demand for crude and/or skew it towards more closely located crude supplier.” It also states: “Refiners with greater dependence on imported crude from distant suppliers (e.g., refiners in Asia) would have to either pass higher freight costs on to final consumers or accept lower net refinery margins,”. These are reported possibilities, not measured losses for named refineries.

Why Asian refiners are described as more exposed
Many Asian plants rely on seaborne crude from distant producers. A refinery with limited nearby alternatives has less ability to avoid a Hormuz premium, while a plant that can buy from geographically closer suppliers may reduce voyage distance and freight. The reported analysis therefore points to sourcing flexibility—not refinery size alone—as a key exposure factor.
What changes might traders and refiners make?
- Favor closer barrels: Buyers may substitute crude from nearer suppliers when quality and refinery configuration permit.
- Negotiate discounts: Distant producers may need to lower the crude price to offset unusually high delivered freight.
- Reduce throughput: If product prices do not cover the delivered feedstock cost, a refinery may cut crude runs, reducing overall demand.
- Re-route or transfer cargoes: Ship-to-ship transfers and diversions can keep oil moving but add handling, fuel and scheduling costs.
The available reports do not quantify how much demand changed, how many barrels were redirected or how much freight was passed through to consumers.
Does a sevenfold freight increase mean gasoline will rise sevenfold?
No. The sevenfold comparison applies to a reported crude transport rate, not to retail gasoline, diesel, or a crude benchmark. The effect on pump prices depends on the share of delivered crude cost in the local fuel price, refinery margins, taxes, inventories, exchange rates and whether refiners absorb or pass through the increase. Which refiners face the greatest exposure to Hormuz freight costs?
Plants that depend on distant imported crude and have few practical substitutes are most exposed. A refinery with access to closer suppliers or flexible crude-processing equipment may be able to limit the impact.
Can producers offset higher tanker costs by cutting crude prices?
They may try. The reported Goldman analysis says distant suppliers could need to offer discounts so buyers’ delivered costs remain competitive, but it does not quantify discounts for specific grades or contracts.
Were seven tanker attacks independently confirmed?
The October 22 Associated Press account attributed the figure of seven attacked or damaged tankers to Iran’s statement. The report did not present that count as independently verified.
