The United States and Canada may be nearing a trade agreement, but no deal has been confirmed. White House National Economic Council Director Kevin Hassett said on October 25, 2026, that negotiations had “picked up,” were “gathering steam,” and were “very close to finally having a deal.” His comments describe the administration’s assessment, not a signed agreement. Reporting on the talks provides no negotiating text, settled terms, approval decision or signing date, and an anonymous US official said prospects remained unclear because Washington believes Canada has not offered enough.
Are the US and Canada actually close to a trade deal?
Only in the sense described by Hassett. Appearing on Fox News’ The Sunday Briefing, he presented the negotiations as accelerating and said he thought an agreement was very close. That is an optimistic forecast from a senior US official, not evidence that the governments have reached a final bargain.
The same reporting includes a limiting assessment from another US official, who said the talks were continuing but their prospects were uncertain because the United States did not think Canada’s offer was sufficient. No public account reviewed for this report establishes the unresolved issues or shows that either government has approved terms.

US Commerce Secretary Howard Lutnick has been speaking with Canadian counterparts, according to Hassett. The reporting identifies Canadian minister Dominic LeBlanc as Lutnick’s counterpart in contacts over recent weeks.

Canadian Prime Minister Mark Carney said he had spoken with President Donald Trump about trade and was prepared to negotiate “a deal that’s in the interests of Canadians.” LeBlanc’s office said Canada remained in “constructive dialogue” and was ready to work “in good faith towards a more mutually beneficial trading relationship that respects Canada’s interests.” Those statements show Canada’s stated willingness to continue talks; they do not confirm that a breakthrough has occurred.
What tariff changes are part of the current discussions?
The negotiations follow an August breakdown and reciprocal measures reported by both countries. Bloomberg reporting said the United States planned to remove 50% tariffs from selected Canadian imports. The reported categories are specific, and the change should not be read as settlement of the wider dispute.

Why has Trump’s tariff policy not yet produced a deal?
The public record describes a negotiation that remains incomplete rather than a single technical obstacle. The August collapse led to reciprocal measures, while Washington continues to judge Canada’s proposals inadequate. Canadian officials, meanwhile, emphasize an agreement that protects Canadian interests. Neither side has released a definitive list of concessions or demands, so it is not possible to identify a final sticking point from the reports.
The tariff changes and renewed talks were reported shortly before the November 3, 2026, US midterm election, with political stakes mentioned in Maine and Michigan. That timing is part of the reported context; the coverage does not establish that electoral considerations caused any negotiating decision.
When could an agreement be announced?
There is no scheduled signing date. Trump told Detroit’s Fox 2 that a deal might arrive “probably a couple of months,” while also saying it could happen before the election. Hassett did not provide a deadline in the remarks reported. Both statements are estimates, not binding commitments.

A claim that an agreement is imminent should therefore be separated from evidence that terms are final. The reporting reviewed does not establish whether negotiators have settled tariff treatment, whether cabinet or legislative approvals are required, or whether any announcement would take effect immediately.
What should readers look for in the next update?
Later announcements can be assessed by checking four distinctions:
- Speaker: Is the statement from the US or Canadian government, and is it an official document or a political forecast?
- Substance: Does it publish text or only describe momentum?
- Coverage: Which tariff lines, products and effective dates are changed?
- Status: Is the arrangement provisional, signed, approved or already in force?
Those details will determine whether “very close” has become an enforceable trade arrangement. Until they appear, the most accurate description is that senior officials report active, faster-moving negotiations with no confirmed final deal.

What is confirmed—and what remains unknown?
Confirmed in the reporting are Hassett’s comments, the Lutnick–LeBlanc contacts, Canada’s stated readiness to negotiate, and the proposed removal of 50% tariffs on the named categories of Canadian goods. Still unknown are the negotiating text, the complete list of disputed measures, approval status, implementation timing and whether an agreement will be announced before November 3.

Does “very close” mean the agreement is legally binding?
No. It is Hassett’s characterization of the talks and carries no legal force by itself. Binding obligations would normally require an authorized text, formal approval and a stated effective date, none of which the reported account provides.

The reporting describes them as planned changes to selected products, but it does not say whether they depend on a comprehensive settlement. Their scope and timing therefore cannot be assumed to resolve other US–Canada measures.

Why might an announcement and implementation occur at different times?
Governments can announce a political understanding before completing approvals, publication and customs instructions. The reports do not specify which procedures apply here, so an announcement alone would not establish when traders must change their treatment of imports.
What date is relevant to the election timing mentioned in the reports?
The US midterm election is scheduled for November 3, 2026. Trump’s suggestion that a deal could come before then is a forecast, not a deadline accepted by Canadian or US negotiators.
