GST registration and GST enrolment are not interchangeable. Registration makes a seller a GST-registered taxpayer and is required whenever the CGST framework or a specific notification makes the seller liable. Enrolment is a portal identifier used in reporting supplies made by certain unregistered suppliers; it does not itself create a GSTIN or provide a general exemption from registration.
This guide applies to India’s CGST framework and reflects official material available on 25 October 2026. Your result depends on aggregate turnover, the state involved, whether you sell goods or services, whether supplies cross state borders, the marketplace operator’s tax-collection role, and current notifications.
The short answer: choose based on liability, not terminology
If the law requires you to register, apply for GST registration even if a marketplace offers an enrolment workflow. If you are not liable to register, the marketplace may use an enrolment number to identify your supplies in its GST reporting. The exact availability of that unregistered-supplier route must be confirmed against current notifications and the marketplace’s own onboarding rules.

What GST registration gives a seller
GST registration is the formal taxpayer status issued through the GST system. A registered seller receives a GSTIN and enters the compliance framework that applies to registered taxpayers. Registration is therefore a legal status, not merely a marketplace profile or reporting label.
The obligation normally starts with section 22’s turnover test, but section 24 lists categories that can require registration regardless of the ordinary threshold. The relevant category depends on the facts of your supplies and the law in force when you trade. Do not assume that being a small seller automatically removes the need to register.
Aggregate turnover is measured across the relevant business facts
The threshold is based on aggregate turnover in a financial year, not simply the value of sales made through one marketplace account. The statutory calculation, exemptions and treatment of multiple business activities must be checked against the current Act and applicable rules. A seller operating in more than one state or through more than one channel should not make a decision using a single dashboard total without checking the legal definition.

Registration can be compulsory below the threshold
Section 24 contains compulsory-registration categories. The retrieved Act text includes inter-State taxable supplies and specified supplies made through an electronic commerce operator that is required to collect tax at source. Whether a particular seller falls into one of those categories depends on the type and route of supply and on the operator’s statutory role.

What GST enrolment means in marketplace reporting
Enrolment appears in the GST Portal’s reporting workflow for an unregistered supplier. In the GSTR-8 manual, an operator is instructed to enter the supplier’s “Enrolment no. of supplier” when reporting supplies made by an unregistered supplier. GST Portal functionality material also describes a supplier user-ID route for unregistered persons using an electronic commerce operator.
That evidence establishes a practical distinction:
- An enrolment number identifies an unregistered supplier for a portal or marketplace reporting process.
- A GST registration records the seller as a registered taxpayer and results in a GSTIN.
- The enrolment material does not show that an enrolment number becomes a GSTIN or overrides a registration obligation.
The official material available for this guide does not set out a complete, universal checklist for every seller who might use the unregistered-supplier route. It does not establish one nationwide set of turnover limits, product restrictions, geographic conditions or state-by-state implementation rules. Confirm the current notification and the marketplace’s seller requirements before relying on enrolment.
Registration versus enrolment: side-by-side
| Question | GST registration | Marketplace enrolment |
|---|---|---|
| Legal status | GST taxpayer registration under the CGST framework; the seller receives a GSTIN. | Identifier used for reporting supplies of an unregistered supplier; it is not shown as a GSTIN. |
| When it is relevant | When section 22’s threshold or a compulsory-registration provision makes registration liable, subject to current exceptions and notifications. | When the portal and marketplace support the applicable unregistered-supplier reporting route. |
| Turnover test | General statutory baseline of ₹20 lakh, or ₹10 lakh for specified special-category states, with exceptions and other triggers. | The official material reviewed does not establish one universal current threshold or every eligibility condition. |
| Inter-State supplies | Inter-State taxable supplies appear in the section 24 compulsory-registration categories in the retrieved Act text. | Enrolment does not remove a registration requirement created by an inter-State supply rule. |
| Marketplace role | The operator’s obligation to collect tax at source and the nature of the supply can affect liability. | The operator may request an enrolment number to report an unregistered supplier’s supplies in GSTR-8. |
| What the identifier proves | That the seller has completed the registration process and is in the registered-taxpayer system. | Only that the supplier has an identifier for the relevant portal or marketplace workflow; it does not, by itself, prove registration or exemption. |
How to decide whether you need registration
1. Identify the state and the legal entity making the sale
Start with the state from which the relevant business operates and the legal name and PAN of the person or entity making the supplies. The ₹20 lakh and ₹10 lakh figures are not interchangeable: the lower figure applies to specified special-category states identified by the statute and notifications. If you operate across states, have multiple business locations or sell through more than one entity, obtain a fact-specific analysis rather than treating each marketplace account as a separate business.
2. Calculate aggregate turnover for the financial year
Use the statutory concept of aggregate turnover and include the business activities that the law requires. Compare the result with the applicable threshold for the state and period. A turnover figure below the baseline does not finish the analysis because section 24 and other provisions can create liability independently.

3. Classify what you supply
Record whether each marketplace listing is a good, a service or a mixed transaction, and note any exempt or special category. The compulsory-registration provisions and marketplace rules do not apply identically to every kind of supply. The CBIC sectoral FAQ discusses the role of an electronic commerce operator and an exception for some service suppliers, but the FAQ may predate later amendments; use it as context and verify the current law.
4. Check the place and route of supply
Determine whether the supply is intra-State or inter-State under the applicable rules. The retrieved section 24 text includes inter-State taxable supplies among compulsory-registration categories. Do not infer an outcome from the customer’s delivery address alone; establish the legally relevant locations and supply classification.
5. Determine the operator’s statutory role
Ask whether the marketplace is an electronic commerce operator required to collect tax at source under section 52 for the transaction. The operator’s statutory role is a material part of the marketplace analysis. A platform’s internal seller setting or a request for an enrolment number cannot change a legal registration obligation.

Thresholds, exceptions and special treatment can change through amendments and notifications. The CBIC-hosted Act and sectoral FAQ are useful starting points, but the FAQ itself should be checked against later law. Also verify the marketplace’s current seller rules, because portal functionality and onboarding requirements can change.

Applying for GST registration when you are liable
The GST Portal’s normal-taxpayer guide gives the standard starting path. It does not promise a universal processing time, so plan for authentication or clarification requests rather than relying on a fixed approval deadline.
- Open the GST Portal and follow Services → Registration → New Registration.
- Select the state and district relevant to the registration application.
- Enter the legal name as it appears on PAN. The portal guide identifies PAN as mandatory.
- Provide PAN, email and mobile details so the portal can generate the application reference and complete authentication stages.
- Continue to the application form and authentication steps described in the portal guide. Keep the information consistent with your PAN and business records.
- Save the application reference and monitor the portal. Respond to any verification or clarification request through the process shown by the portal.
Use the current procedural instructions at GST Portal: Apply for Registration Normal Taxpayer. The guide describes the route and required core details; it is not a guarantee that every applicant will receive approval in the same time or without additional information.
How the enrolment route appears in practice
Enrolment is encountered through the marketplace and GST reporting workflow rather than through the ordinary taxpayer registration application. The GSTR-8 manual tells the operator to record an unregistered supplier’s enrolment number. The GSTN functionality compilation for April 2023–March 2024 describes user-ID functionality for unregistered persons supplying through an electronic commerce operator.
- Ask the marketplace which unregistered-supplier route it currently supports. Obtain the exact name of the enrolment process and the conditions attached to it.
- Confirm that your supply is eligible under the current notification and marketplace rules. Check turnover, state, supply type, delivery route and any product or service restrictions.
- Complete only the portal or marketplace enrolment requested for that route. Keep the enrolment number separate from any GSTIN or PAN records.
- Reassess registration whenever your facts change. Crossing a threshold, adding inter-State taxable supplies, changing supply type or moving to a different operator can alter the result.
Because the official material does not provide a complete nationwide eligibility checklist for this arrangement, do not treat enrolment as a blanket alternative to registration. If the marketplace cannot explain the current legal basis for enrolment, pause the listing and obtain professional advice.

Illustrative fact patterns: what changes the answer
Turnover below the general threshold
A seller below ₹20 lakh may still need registration if a compulsory-registration category applies. The seller should test state, supply type, inter-State status and the operator’s section 52 role before relying on the turnover figure.
Turnover above the applicable threshold
Once aggregate turnover exceeds the applicable statutory threshold, the seller should follow the registration route unless a specific current rule changes the analysis. The lower ₹10 lakh baseline for specified special-category states must be considered where it applies.
Sales that cross state borders
The retrieved section 24 text lists inter-State taxable supplies as a compulsory-registration category. A seller planning to ship to customers in other states should therefore obtain a current determination before accepting those orders.
Marketplace asks for an enrolment number
A request for an enrolment number usually indicates that the operator is setting up reporting for an unregistered supplier. It does not establish that the seller is legally exempt from registration. Compare the request with your own turnover and supply analysis.
Service supplier using a marketplace
The CBIC sectoral FAQ discusses an exception for some service suppliers in the marketplace context. Since the FAQ may predate later changes, identify the exact service, customer location and operator role, then verify the current notification before relying on that exception.
Common mistakes and how to avoid them
- “I am below ₹20 lakh, so I never need GST.” The threshold is only the baseline; section 24 categories and other rules may apply.
- “The marketplace gave me an enrolment number, so I am registered.” Enrolment is an unregistered-supplier identifier in the reporting workflow, not evidence of a GSTIN.
- “One marketplace account equals one turnover calculation.” Aggregate turnover is a statutory concept and may cover more than one channel or business activity.
- “The FAQ answer is permanently current.” Check the FAQ against later amendments, notifications and state-specific application.
- “The operator’s settings decide my legal status.” Platform onboarding cannot override the CGST Act.
- “Approval time is guaranteed.” The portal guide describes application stages but does not guarantee a fixed processing period.
- “The rules are identical in every state and for every product.” State, supply classification, geography and notifications can change the result.
Documents and facts to assemble before deciding
- PAN and the legal name of the person or entity making the supply.
- State and district details for the business and relevant places of supply.
- Financial-year turnover across all relevant channels, not just one marketplace.
- A list classifying each listing as goods, services or another legally relevant category.
- Typical customer locations and whether orders are intra-State or inter-State.
- The marketplace’s written explanation of whether it collects tax at source and whether it offers an unregistered-supplier enrolment route.
- The current notification, amendment or portal instruction on which the marketplace says its enrolment process is based.
Where to verify the rules
Use primary sources for the final decision:
- CBIC: CGST Act, 2017 for sections 22–25 and compulsory-registration categories.
- CBIC Sectoral FAQs: Registration for marketplace and threshold questions, checked against later law.
- GST Portal: Apply for Registration Normal Taxpayer for the application path and authentication stages.
- GST Portal: GSTR-8 manual for the operator’s enrolment-number reporting field.
- GSTN functionality compilation, April 2023–March 2024 for the described unregistered-person supplier user-ID functionality.
For a fact-specific case, a qualified GST practitioner can review the seller’s turnover, locations, supply classification and marketplace contract. Verify the practitioner’s credentials and the scope of advice before relying on it.
