Neither groundwater nor surface water is universally more reliable. Groundwater can buffer short-term swings in rivers and reservoirs, while surface-water systems may manage variability with reservoirs, treatment and connections to other supplies. Either source can fail or become difficult to use if drought, contamination, infrastructure limits or poor management outpace a community’s ability to respond. The answer depends on local water conditions and the systems built to manage them.
What makes a community water supply reliable?
Reliability is more than whether water exists underground or in a river. A community needs enough water of suitable quality to reach people consistently, through infrastructure that can be operated, maintained and financed. The U.S. Geological Survey (USGS) treats water availability as a combination of quantity, quality and suitability for particular uses, and notes that a community’s capacity to adapt affects its vulnerability.
For a real comparison, consider the source and the whole delivery system together: dry-year yield, storage and recharge, contaminant risks, treatment capacity, distribution infrastructure, monitoring, staffing, funding and governance. A source that looks dependable on average may not be dependable during a prolonged drought or a treatment-system outage.
How do groundwater and surface water differ?

These are general differences, not a scorecard. The reliability of a particular aquifer, river or utility cannot be inferred from source type alone.

Is groundwater more reliable during drought?
Sometimes in the short term, but groundwater is not inexhaustible or drought-proof. Recharge from precipitation and pumping both affect aquifer levels. Shallow water-table wells are more directly affected by a lack of rain than deeper wells drawing from confined aquifers. Confined aquifers, however, can also decline because of pumping or inadequate recharge over time. USGS guidance emphasizes that aquifer water levels are not constant.
Drought impacts also vary by region. A USGS study published in March 2026 analyzed 1,510 wells to describe maximum groundwater-drought duration and severity during 2001–20; it found longer and more severe maximum events in drier regions such as the Southwest than in wetter regions such as the Northeast. A separate analysis of 613 wells examined groundwater-drought metrics and mean levels over 1981–2020 and found regional differences in trends. These are study samples, not counts of all affected wells or a forecast for a particular community.

The study also found that trends in some individual well metrics correlated very weakly with modeled GRACE-DADM metrics. The model’s roughly 12-kilometer resolution and representation of shallow unconfined aquifers may not match a monitoring well’s location or screened interval. Long-term, high-frequency, quality-assured well data are also limited. A national model therefore cannot establish whether a specific community well will remain reliable.
Surface-water systems face drought too: low flows and reduced reservoir storage can constrain supply. Storage, connections to other sources, conservation and operational choices may improve a community’s ability to manage that risk. EPA notes that prolonged drought can deplete aquifers used for drinking water and irrigation, and identifies recharge-supporting green infrastructure, rainwater harvesting, conservation and attention to aging infrastructure as resilience considerations.

Is surface water safer to drink than groundwater?
Not by source category alone. Both can have significant quality risks, and national indicators cited below use different datasets, thresholds and measures; they are not directly comparable probabilities that a particular tap is unsafe.
- Groundwater: The USGS’s 2025 report, Status of Water-Quality Conditions in the United States, 2010–20, says elevated concentrations of five geogenic constituents—arsenic, manganese, strontium, radium and adjusted gross alpha—are common in groundwater and collectively affect drinking-water supplies to more than 30 million people.
- Surface water: The same USGS report says surface-water-sourced drinking-water supplies are impaired in about a third of assessed stream miles, most commonly because of non-mercury metals and salinity.
Contamination sources vary by place and include natural sources, fertilizer and manure, wastewater, urban land and atmospheric deposition. Surface water is exposed to changing flow, floods, watershed contamination and warming. Groundwater can have longer travel times and may seem less responsive to short-term conditions, but that does not guarantee stable quality: a San Joaquin Valley study documented groundwater-quality changes during drought and recovery. That regional finding should not be generalized to every aquifer.

For either source, the relevant question is whether the raw water can be treated and monitored reliably for the community’s intended uses—not whether it is groundwater or surface water in the abstract.

- Establish dependable yield. Compare the water available in ordinary and dry years, not just average conditions. For groundwater, examine aquifer levels, recharge and pumping trends. For surface water, examine river flows, reservoir storage and drought restrictions.
- Account for competing demands and connections. Identify other withdrawals and users, the links between groundwater and streamflow, and whether the community can draw on an interconnected system or another source during disruption.
- Identify raw-water hazards and treatment needs. Review local monitoring and public-health information for contaminants and changing conditions, then assess whether existing treatment can address them consistently.
- Test infrastructure and operational capacity. Consider the condition and capacity of wells, intakes, reservoirs, treatment plants and distribution systems, along with maintenance needs, staffing, financing and emergency procedures.
- Assess changing risks and ability to adapt. Consider drought, floods, fire, warming, salinity and land-use change as relevant locally. Review whether monitoring, conservation, recharge measures, governance and funding can keep pace.
A source can be abundant yet unreliable if it cannot be treated or delivered; conversely, storage, treatment, redundancy and effective management can reduce some source-related risks. Local basin plans and utility data are needed to determine how those factors balance in a particular community.
What should private-well users do?
For households relying on private wells, water testing is part of making the supply dependable. EPA recommends annual testing for total coliform bacteria, nitrates, total dissolved solids and pH, with additional tests where local conditions warrant. Use a laboratory certified for drinking-water testing and ask local health authorities which other contaminants are common in the area. Follow the chosen laboratory’s instructions for sample bottles and collection; a home strip kit is not a substitute for certified laboratory analysis.
