What counts as Google Play Billing or an alternative?
Google Play Billing routes an in-app purchase through Google’s billing interface. Alternative billing uses a payment system selected by the app developer, either within the app or, in some programs, through a link to the developer’s website. An app may present both methods, offer only an alternative under a particular program, or offer no alternative at all. These are app- and market-specific arrangements, not settings users can turn on for every Android app. Google Play Payments policy
Google says its billing system handles payment-related matters including taxes, compliance, and subscriptions. Google describes coverage of more than 195 markets and more than 300 local payment methods; those are Google’s service figures, not a guarantee that every method is available for every user or purchase. What payment options might appear in an app?
Google Play checkout
If you select Google Play Billing, the purchase proceeds through Play’s standard billing interface. The app’s product or subscription is still supplied by its developer, so check the purchase details and the app’s terms rather than assuming every product question is handled by Google.

A choice between Play and another provider
In eligible markets and participating apps, the app may show a choice between Google Play Billing and the developer’s alternative. Google’s alternative-billing API guide describes a Play-rendered screen that can present both choices; choosing Play continues through Play’s standard interface. An alternative checkout without a Play choice
Some programs permit a participating developer to use an alternative billing system without necessarily presenting Google Play Billing alongside it. That is a program-specific possibility, not the default experience across Google Play.

A link to the developer’s website
Under applicable programs, an app may link to the developer’s own offer outside the app. Google says the app must explain the destination and purpose before linking, and external transactions remain subject to program requirements. If you follow a link, check that the destination is the expected developer-owned site before entering payment details. Google Play Payments policy
Where are alternatives available?
Google’s enrollment page lists June 30, 2026 as the availability date for billing-choice programs in the UK and European Economic Area (EEA), and September 30, 2026 for Australia and Japan. It lists existing programs for the United States. The EEA also has existing user-choice and EEA programs. These are program rollout dates—not evidence that a particular app has enrolled or that every user in a region will see a choice. Google Play billing-choice enrollment

Google’s policy says EEA developers may offer an in-app alternative or, subject to relevant requirements, lead users outside the app. It also says US developers may offer alternative billing or links to external content under the referenced programs while the cited U.S. District Court order remains in effect. Legal conditions, enrollment rules, and availability can change; the options shown in your app are the relevant ones for your purchase.
How to compare the options before paying
If an app offers more than one route, compare what is actually displayed for your transaction. A lower developer fee does not mean you will receive a lower price: developers decide how to price an alternative offer, and Google does not promise that fee savings will be passed to customers.

Who handles refunds and purchase support?
For participating billing-choice programs, Google’s rules require developers to provide support, a way to dispute unauthorized transactions, refund methods unless the user was clearly told the purchase is non-refundable, and ways to manage orders and subscriptions. These are developer obligations under the relevant rules; they do not establish what support experience a particular app provides or guarantee the outcome of an individual refund request. Before completing checkout, note the support contact and where the app says you can manage or dispute the transaction. If the terms state that a purchase is non-refundable, look for that disclosure before payment.

Which purchases follow the usual Play Billing rule?
Google’s policy generally requires Play Billing for digital goods and services sold in apps distributed through Google Play, subject to specific exceptions and programs. The policy identifies examples such as qualifying one-to-one online services between two people that are not recorded or replayable, and direct tips where the full payment goes to the creator without buying digital content or services. Physical goods are distinct from digital entitlements; for mixed physical-and-digital offerings, Google assesses the SKU and how it is presented, including whether it contains more digital than physical goods or services. How Google’s developer fees relate to your price
Google’s published fee figures are charges to developers, not consumer price quotes. Its billing-choice enrollment page lists alternative in-app billing service fees of 10% for auto-renewing subscriptions and other transactions for the first $1 million in annual earnings. For earnings beyond that threshold, it lists standard service fees of 10% for auto-renewing subscriptions, 20% for other transactions by “new installs,” and 25% for other transactions by “existing installs.” The page defines the install categories for its rollout; reduced rates are listed for apps in specified Games Level Up or Apps Experience programs. Separately, Google’s June 24, 2026 announcement describes a 5% billing fee for transactions processed through Google Play Billing in the US, UK, and EEA. Google says this billing fee does not apply to alternative billing or external web links; the service fee remains separate.
