Google Play Billing is still the default for digital goods and services sold in apps distributed through Google Play. An Android developer can offer another payment route only when the user’s market, app category, product, and chosen program qualify. The practical path is to identify the applicable Google Play program, enroll in Play Console, implement the required billing APIs and disclosures, report transactions, pay any applicable service fee, and take responsibility for support, refunds, disputes, security, and subscription management.

There is no single worldwide external-payments exemption. Billing-choice programs, standalone alternative-billing programs, external-link programs, and narrow policy exceptions have different eligibility and user journeys. The market dates and requirements below reflect Google’s guidance available on October 21, 2026; verify the live program pages immediately before release because Google can change coverage, fees, deadlines, and API requirements.

The default rule: digital Play sales normally use Google Play Billing

Google Play’s Payments policy generally requires Play Billing when an app distributed through Google Play sells digital goods or digital services. That includes in-app purchases, subscriptions, premium features, virtual items, and other digital entitlements. Google assesses both what the SKU contains and how it is marketed: a mixed SKU is covered when it contains more digital than physical goods or services, or when it is presented as a digital good or service. Read the current policy at Google Play’s Payments policy.

External payment therefore starts as a compliance question, not a checkout-integration question. A developer must first establish that a qualifying program or exception applies to the specific customer and transaction. If no program covers that combination, moving a user to a card form, website, or another processor can violate Play policy even if the payment technically works.

Three different ways Google may permit another payment route

Google’s terminology matters because these routes are not interchangeable. The same app may have different options in different countries, and a route that is legal for one market may be unavailable in another.

Route User journey Typical conditions Important distinction
User-choice or billing-choice flow The app presents Google Play Billing and an approved alternative, allowing the user to choose. Available only in listed markets and for qualifying app categories, form factors, and products. Enrollment, disclosures, APIs, and reporting apply. This is a choice between payment systems, not permission to remove Play Billing.
Standalone in-app alternative billing The app uses an alternative billing system in the app under a region-specific program. Eligibility and fee treatment are defined by the regional program; Play Console enrollment and Google’s APIs are generally required. For example, the EEA standalone route is separate from EEA user-choice billing.
External offer or payment link The app explains an offer and sends the user to the developer’s web destination or another approved external location. The applicable link program must cover the market and app. The destination, wording, redirects, and disclosures must satisfy Google’s rules. A link program is not automatically an alternative-billing program; it can have different UX and reporting obligations.
Narrow policy exception The transaction is outside the Payments policy’s digital-sales requirement. Examples include qualifying one-to-one online paid services that cannot be replayed, or a direct peer-to-peer tip where 100% goes to the creator and no digital content or service is granted. These are limited fact patterns, not a general external-checkout loophole.

Google describes current program terminology and enrollment in its billing-choice enrollment guidance and user-choice billing overview.

Check the market map before designing the checkout

Eligibility follows the user’s country and the app’s attributes. A developer can participate in more than one program, but Google’s user-choice overview says that where multiple choices exist in a region, an app can enroll in only one program per region at a time. Confirm the current country list and app-category rules in Play Console rather than copying an old pilot list.

Market or program What Google’s guidance establishes What you must verify
United Kingdom and EEA billing choice The billing-choice page lists availability from June 30, 2026. The program requires Play Billing to remain available alongside an in-app alternative or approved external web link. The EEA also has separate user-choice and EEA alternative-billing options. Do not treat EEA standalone alternative billing, EEA user choice, and external offers as one program. Their eligibility, fees, disclosures, and user experience differ. See enrollment guidance and EEA alternative-billing guidance.
Australia and Japan billing choice The billing-choice availability date listed by Google is September 30, 2026. Check the current app-category and device/form-factor eligibility before implementation; the date alone does not make every app eligible. Use Google’s current enrollment page.
India Eligible mobile and tablet apps can offer alternative billing alongside Play Billing. Google’s program requires API integration, Play Console enrollment, PCI DSS certification, fraud-reporting mechanisms, and reporting of authorized transactions within 24 hours. Google states a 4% reduction from the applicable Play service fee for alternative transactions. India’s mobile/tablet scope and fee are specific to this program. They are not a global rule. See Google’s India billing requirements.
South Korea Google’s user-choice overview identifies a program for eligible gaming and non-gaming mobile/tablet apps. Alternative transactions receive the stated 4% service-fee reduction, and API integration is required. Confirm the live South Korea enrollment page and detailed UX requirements before launch; the summary does not establish every current condition. Start at the user-choice overview.
United States Google’s policy page says developers may offer additional alternative billing options or lead users to external content while the cited court order remains in effect and when they enroll in the appropriate US programs. This permission is contingent on the order and program enrollment. Recheck the current policy and Console terms before relying on it: Payments policy.
Other user-choice markets listed by Google The overview lists Australia, Brazil, Indonesia, Japan, South Africa, the UK, and EEA locations, with distinctions by app category and form factor. Coverage changes. Use the current country selector and the specific program page rather than an archived list: user-choice billing overview.

A step-by-step implementation plan

1. Classify the product and transaction

Document what the customer receives after payment. Mark each SKU as digital, physical, or mixed; record whether the app markets it as a digital good or service; and identify whether it is a one-time purchase, recurring subscription, or consumable. A SKU with more digital than physical value, or one marketed as digital, generally falls under Play Billing. Keep this classification in your compliance records so product, legal, and engineering teams use the same rule.

2. Identify the customer’s market and app profile

Determine the user’s country at the point of sale and map the app to the program’s requirements. Record whether the app is a game or non-game, whether it runs on mobile, tablet, Chromebook, or another form factor covered by the program, and whether the developer meets any business-registration requirement. Do not infer eligibility from the developer’s headquarters or payment-processor location; the relevant market is generally the user’s Play country and the program’s stated scope.

3. Select the permitted payment journey

Choose one of the routes that the market actually permits: a user-choice screen, a standalone in-app alternative-billing flow, or an approved external link. Under the newer billing-choice rules, an external destination must present the developer’s own offer, describe it clearly before the user leaves Google Play, and avoid misleading redirects. A generic “pay elsewhere” button without the required context is not a safe substitute for the program UX.

4. Enroll in Play Console before release

  1. Open the relevant billing-choice or regional alternative-billing enrollment page in Play Console.
  2. Review and accept the program terms for every app and market you intend to cover.
  3. Set the eligible countries, app category, form factors, and payment options in the program settings.
  4. Provide the payment logos, offer wording, support details, and subscription-management URL requested by the program.
  5. Wait for enrollment or configuration to become effective before publishing the build that exposes the alternative route.

Google’s enrollment instructions are at https://support.google.com/googleplay/android-developer/answer/17161464?hl=en-en. A build can pass ordinary functional testing and still be noncompliant if the Console enrollment, market selection, or disclosure configuration is missing.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

5. Integrate the required APIs

Use the billing-choice or alternative-billing APIs specified for the selected program. Google uses these integrations to render required user information or choice experiences and to support transaction reporting. Do not assume that a self-designed dialog is acceptable merely because it displays two buttons. Match the current integration guide’s event model, product identifiers, error handling, and reporting payloads, and test upgrades, renewals, cancellations, refunds, and interrupted payments.

India’s guidance is explicit that authorized alternative transactions must be reported through the APIs within 24 hours. Build a durable queue and retry process rather than sending reports only from the foreground checkout screen; retain an auditable result for each transaction and alert when the deadline is at risk. See the India requirements page.

6. Build the user-facing disclosures

Before the user chooses an alternative or leaves the app, state who will process the payment, where the transaction will occur, and where the user will obtain help. Use the logos and wording required by the program, keep the destination under the developer’s control when the rule requires it, and prevent deceptive redirects or preselected choices. The screen should explain that purchases made with another billing provider are not managed by Google Play.

7. Operate the alternative system as a continuing service

  • Transaction reporting: submit each required authorization, renewal, cancellation, refund, and other event within the program’s deadline. India’s deadline for authorized alternative transactions is 24 hours.
  • Security: meet applicable PCI DSS obligations when handling card data, and maintain fraud detection and reporting mechanisms where the program requires them.
  • Customer support: provide a visible support channel and a process for unauthorized-transaction disputes. The alternative provider, not Google Play, is normally responsible for transaction support.
  • Refunds and reversals: make clear how a customer requests a refund, how you reverse entitlement, and how your system handles chargebacks.
  • Subscriptions: provide a working management URL and explain renewal, cancellation, grace periods, and access after a failed payment.
  • Fees: calculate and remit Google’s applicable service fee even when the customer pays through your system.

Fees: an external checkout does not automatically remove Google’s service fee

Google’s service fee can still apply to alternative transactions. The exact amount depends on the program, market, app cohort, and sometimes whether the install occurred before or after the program’s availability date. Processor charges, taxes, currency conversion, and chargeback costs are separate commercial expenses and are not established by the program pages summarized here.

Program or market Fee information established by Google How to use the figure
India alternative billing A 4% reduction from the applicable Play service fee for alternative transactions. India’s guidance gives reporting and compliance conditions alongside the reduction. Apply only to eligible Indian transactions under that program; do not use 4% as a worldwide alternative-billing rate.
South Korea user choice The program summary states a 4% reduction from the applicable service fee for alternative transactions. Confirm the current Korean terms and base fee for the app before forecasting revenue.
EEA programs Rates vary by program and purchase/install category. Google’s newer billing-choice guidance distinguishes installs before and after the June 30, 2026 availability date. Use the rate shown for the selected EEA program and the app’s install cohort; a single EEA percentage is not established.
Other markets Not stated in the supplied official pages as one comparable percentage. Check the applicable program terms in Play Console rather than extrapolating from India or South Korea.

Google’s India help page explains the company’s position that “Google Play’s service fee has never been simply a fee for payment processing.” Treat that as an official Google Play statement about the rationale for the fee, not as a promise that a specific percentage applies to every market. The current Payments policy is at https://support.google.com/googleplay/android-developer/answer/10281818?hl=en-en.

Who owns the customer relationship after an external purchase?

When a user pays through another billing provider, that provider and the app developer handle the transaction. Google Play’s consumer help says such purchases are not managed by Google Play; support for the order belongs with the alternative provider. Link your receipt and account screens to the correct support channel instead of sending every customer to Google Play support. See Google’s explanation of alternative billing systems.

Do not promise that an external system has the same features as Play. Google’s India explanation specifically notes that alternative systems may not provide Play features such as parental controls, family payment methods, Play gift cards, Play Points, or centralized subscription management. Tell customers which protections and account tools are available before they choose, and make your own refund, cancellation, and account-recovery processes easy to find.

Policy boundaries that are easy to misread

One-to-one online services

Google identifies qualifying one-to-one online paid services between individuals as an example that may fall outside the general Play Billing requirement when the service is not available for replay. The exception is about the specific service relationship and replayability; it does not cover a recorded course, downloadable file, or broadly delivered digital subscription simply because a human is involved.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Direct tips and contributions

A direct tip can be treated as peer-to-peer when 100% goes to the creator and the payment grants no digital content or service. If the tip unlocks a badge, message, digital item, subscription, or other entitlement, it may become a digital sale subject to Play Billing.

Mixed physical and digital bundles

Do not label a bundle “physical” to avoid the policy. Google evaluates the relative digital and physical components and the way the SKU is marketed. Keep separate SKUs where possible; if a bundle is mixed, document the contents and apply the Payments policy criteria to the actual offer.

Launch checklist and failure recovery

Before submitting the build

  • Confirm the SKU classification and the user-country determination.
  • Verify that the app, category, form factor, and market appear in the selected program’s current eligibility list.
  • Complete Play Console enrollment and record the effective date.
  • Implement the required APIs, choice screen, logos, disclosures, and destination URLs.
  • Configure transaction reporting, including retries, idempotency, monitoring, and the 24-hour India deadline where applicable.
  • Document PCI DSS scope, fraud controls, support ownership, refund handling, and subscription management.
  • Test both Play Billing and the alternative path on clean installs, existing installs, upgrades, renewals, cancellations, refunds, and lost connectivity.

If Google rejects the flow or removes the option

  1. Disable the alternative entry point for the affected market rather than exposing an unapproved checkout.
  2. Check Play Console for the exact program, country, app-category, and form-factor mismatch.
  3. Compare the displayed disclosure and destination with the current program page; stale wording or a redirect can be enough to fail review.
  4. Audit missing or late transaction reports and reconcile every alternative authorization, refund, and cancellation.
  5. Re-submit only after enrollment, API behavior, fee configuration, and customer-support links are corrected.

What to verify before relying on this article

Google Play’s payment rules are unusually volatile. Recheck the live pages within 14 days of implementation or publication, especially the market list, June 30 and September 30, 2026 availability treatment, EEA install-cohort fees, US court-order conditions, reporting deadlines, and API versions. The authoritative starting points are Google’s billing-choice enrollment page, EEA alternative-billing page, India requirements page, Payments policy, user-choice overview, and consumer help page.
