Google’s dedicated AI Vulnerability Reward Program (AI VRP) pays for demonstrable security impact, not merely surprising model behavior. A qualifying report should show how an attacker can cross an account boundary, expose protected data, bypass authorization, misuse a product or service, or cause harm to other users. A jailbreak, offensive answer, or hallucination that stays inside the tester’s own session is generally not enough.

That distinction matters because AI has increased both the number of possible attack paths and the number of polished but invalid submissions. Google’s program history, specialist bugSWAT events, and recent pauses elsewhere point toward a future in which automation helps discover and triage issues, while humans must still prove exploitability, scope, and consequence.

What Google’s AI bug bounty program is

Google initially handled many AI-related reports through its Abuse Vulnerability Reward Program. It later created a dedicated AI VRP as AI products developed attack surfaces that do not fit neatly into conventional software categories. Google’s launch announcement said researchers had already earned more than $430,000 for AI-product findings before the dedicated program was introduced.

The AI VRP is still a security bounty, not a general contest for clever prompts. Its central question is whether a reproducible technique creates a security consequence for an account, another user, protected information, a paid capability, or the availability of a service.

Impact categories Google recognizes

  • Phishing enablement: an AI feature materially helps an attacker conduct phishing in a way covered by the program rules.
  • Model theft: a technique extracts or reconstructs protected model assets or behavior beyond what normal product use permits.
  • Cross-account context manipulation: an attacker persistently influences another user’s context, instructions, or resulting behavior.
  • Access-control bypass: a method defeats authorization boundaries that should restrict a feature, resource, or operation.
  • Unauthorized product usage: an attacker enables an unannounced paid feature or otherwise obtains product use without authorization.
  • Cross-user denial of service: a reproducible action degrades or blocks service for other users, rather than merely confusing the tester’s own session.

The wording of the rules makes the boundary important: the report must connect the AI behavior to an attacker, a victim or protected resource, and a concrete outcome. A model producing an unsafe sentence is not automatically a vulnerability.

What normally does not qualify

  • Ordinary jailbreaks that only elicit policy-violating content in the researcher’s own conversation.
  • Fabricated, inaccurate, biased, or nonsensical answers that do not cross a security boundary.
  • Prompt tricks with no persistence, no victim impact, and no access to information the tester could not already see.
  • Theoretical concerns without a working exploit path, affected product behavior, and clear impact.

These exclusions do not mean model safety is unimportant. They mean a vulnerability reward program is measuring security impact, while model-quality and abuse channels measure different risks.

AI security bugs versus jailbreaks

AI systems make the distinction less intuitive than it is in a traditional application. A prompt can cause a model to ignore instructions, but that becomes a bounty issue only when the resulting behavior creates a program-defined security consequence.

Axis Conventional software VRP AI-focused VRP
Primary proof Code or protocol exploitability Exploitability plus model, context, agent, or data impact
Typical failure mode Missed edge case or logic flaw Prompt or context manipulation, data leakage, rogue action, or model abuse
Common invalid report Theoretical issue without an exploit path Jailbreak or incorrect output confined to the tester’s own session
Evidence standard Reproduction steps and affected version Reproduction steps, attacker and victim boundaries, persistent state, and concrete impact
Triage pressure Volume and severity Volume, ambiguity in model behavior, and frequent AI-generated noise

Examples of the difference

Suppose a prompt makes Gemini reveal a fictional system instruction in the same conversation. Without access to another person’s data or a protected capability, that is generally a jailbreak or behavior report, not an AI VRP vulnerability.

Now suppose an attacker can place persistent instructions into a shared workspace so that another user’s future sessions follow the attacker’s commands, or can make an agent send data to an unauthorized destination. Those cases involve cross-user context, data, or action impact and are much closer to the program’s qualifying categories.

How to demonstrate a qualifying vulnerability

A strong submission treats the model as one component in an attack chain. The report should let a triager reproduce the behavior quickly and understand exactly who can do what to whom.

  1. Identify the product and boundary. Name the Gemini or other AI product, relevant feature, account type, and any version or date information visible to the tester.
  2. Define attacker and victim. State whether the attacker and victim are separate accounts, whether either must be invited to a workspace, and what permissions each account has.
  3. Establish a baseline. Show the normal result when the attack is not used. This prevents a normal product capability from being mistaken for an escalation.
  4. Give minimal reproduction steps. Include the exact prompts, files, tool calls, settings, sequence, and timing needed to trigger the issue. Redact secrets while preserving the mechanics.
  5. Show persistence or reach. Explain whether the effect survives a new conversation, logout, restart, or account change, and whether another user can observe it.
  6. Prove impact safely. Use harmless test data to demonstrate unauthorized disclosure, feature activation, action, or service degradation. Do not access unrelated users’ information or cause avoidable disruption.
  7. Map the result to a rule category. Say which AI VRP category applies and why the observed behavior is more than an incorrect answer or policy violation.

Google’s rules ask for responses that are “fast (<3 workdays), concise, technically precise and clear” with the necessary information. That standard is also a useful test for the report itself: if a reviewer cannot reproduce the result or identify the security consequence, a polished narrative will not rescue it.

What the published numbers show

Google’s public reviews show a program moving from experimentation toward a sustained security function. The figures describe accepted program activity and rewards; they are not a census of every vulnerability in Google’s AI products and do not establish a universal false-positive rate.

Period or event Published result What it indicates
Before the dedicated AI VRP More than $430,000 earned by AI-product researchers AI findings were already significant under earlier Abuse VRP coverage
2024 review More than 150 AI reports; over $55,000 in rewards; one in six reports led to key improvements Researchers were finding actionable issues, but most submissions did not produce a reported key improvement
2025 review More than $17 million paid to over 700 researchers across Google’s VRPs The broader bounty ecosystem reached substantial scale
2025 Tokyo AI bugSWAT More than 70 reports and over $400,000 in rewards Specialist, live-hacking formats can generate concentrated, high-value testing

Google also says its researcher community spans 86 countries. Its safety materials emphasize that automated systems can identify potentially violative content at scale, but human review remains critical for nuanced decisions; the same page cites more than 25,000 human reviewers for those safety decisions. That is not a claim that all of those reviewers triage bounty reports, but it illustrates the continuing need for human judgment in ambiguous AI cases.

Why AI slop is a security-program problem

In this context, AI slop is a report that looks complete or authoritative but lacks a real, reproducible vulnerability or contains a technically incorrect impact analysis. Google’s own rules classify incomplete, factually incorrect, non-technical, or AI-slop communication as low quality.

Generative tools make it inexpensive to produce plausible attack descriptions. A model can invent an endpoint, confuse a normal response with a privilege escalation, or present a generic jailbreak as data exfiltration. Each submission may require a human to inspect logs, recreate the prompts, check account boundaries, and determine whether the claimed impact exists. Invalid volume therefore consumes the same scarce triage capacity needed for real findings.

Recent program responses

Tom’s Hardware reported that Google paused product-vulnerability submissions to its Open Source Software VRP on 1 October 2026 after an influx of invalid, AI-driven reports. The pause retained supply-chain reporting and some Cloud VRP coverage, with an update promised in the first quarter of 2027. This was a program-level response to intake quality, not evidence that every AI-assisted report is bad.

ITPro reported a separate example from cURL: seven submissions arrived in sixteen hours and 20 during 2026, with none identifying a concrete vulnerability. cURL maintainer Daniel Stenberg said, “you should NEVER report a bug or vulnerability unless you understand it – and can reproduce it.” He also said the main goal of ending the bounty was “to remove the incentive for people to submit crap and non-well researched reports.”

These incidents show the economic trade-off. A low-friction bounty can attract more eyes, but if automated or poorly checked submissions overwhelm analysts, the program may reduce coverage by pausing intake or removing the bounty altogether.

Will AI replace bug hunters and triage teams?

The evidence supports a division of labor, not replacement. AI tools can enumerate code paths, suggest test cases, mutate prompts, search large repositories, compare outputs, and draft a report. They are especially useful for breadth and repetition.

A human researcher still has to decide whether the behavior is real, whether the test crossed an authorization boundary, whether the victim is distinct from the attacker, and whether the claimed harm is allowed under the rules. A human triager must judge novelty, severity, duplication, safe handling, and remediation. Those decisions depend on product context and adversarial reasoning that a fluent but unverified explanation cannot supply.

Task Useful automation Human accountability
Discovery Generate prompts, inputs, mutations, and code hypotheses Select meaningful attack paths and avoid unsafe testing
Validation Run repeatable test sequences and compare outputs Confirm exploitability, scope, persistence, and attacker-victim separation
Reporting Organize logs and draft reproduction steps Correct factual errors and map evidence to a qualifying impact
Triage Cluster duplicates and flag likely severity Make the final acceptance, severity, and remediation decision

How companies should redesign AI bounty programs

Organizations adding AI products to a VRP should assume that model behavior creates ambiguity and that automated submission tools will increase volume. The following design choices follow from Google’s AI VRP rules, its specialist events, and the recent intake pauses reported for other programs.

Separate impact classes

Publish distinct categories for data exposure, cross-account context, authorization bypass, unauthorized paid use, agent actions, denial of service, and model theft. State which jailbreaks, hallucinations, and content-policy reports belong elsewhere. Examples should show both an accepted impact and a near miss.

Require reproducible evidence at intake

Make affected product, account roles, exact inputs, expected result, actual result, persistence, and impact mandatory fields. Permit sensitive details through a secure channel, but do not accept a long narrative with no working proof of concept.

Free tools Windows power users keep installed

Use staged access and reputation

Rate limits, researcher reputation, graduated permissions, and invitation-only testing can protect triage capacity without closing the program to legitimate newcomers. A researcher who repeatedly submits verified findings should receive a smoother path than an account that sends untested model-generated claims.

Run focused live events

BugSWAT-style events concentrate expert attention, provide clear test boundaries, and allow rapid clarification between researchers and engineers. Google’s Tokyo AI event, with more than 70 reports and over $400,000 in rewards, demonstrates why a focused format can complement an always-open VRP.

Measure quality, not just volume

  • Track the proportion of reports that reproduce and the proportion that lead to fixes or key improvements.
  • Measure analyst time spent on invalid, duplicate, and incomplete submissions.
  • Publish scope and response expectations so researchers can self-filter before filing.
  • Review whether automated gates exclude unusual but valid research, rather than optimizing only for fewer tickets.

Google’s 2024 figure that one in six AI reports led to key improvements is useful in this context, but programs should not treat it as a universal benchmark. Products, scopes, severity rules, and reporting populations differ.

Practical advice for researchers using AI tools

  1. Use AI as a laboratory assistant, not as an authority. Ask it for hypotheses and test ideas, then verify every claim against the live product and documented scope.
  2. Keep an evidence log. Save timestamps, account roles, prompts, tool responses, request identifiers, and clean-room test data so another person can reproduce the result.
  3. Test the boundary deliberately. Repeat the experiment with separate accounts, fresh sessions, and control prompts to determine whether the behavior affects another user or only your own context.
  4. Stop when impact is proven. Do not expand a test into unnecessary data access or service disruption once a safe demonstration establishes the category.
  5. Write the smallest complete report. A concise, technically precise explanation with reproducible steps is more valuable than pages of speculative model analysis.

What the future of AI bounty security programs looks like

AI will increase discovery capacity, but bounty programs create security value only when findings are technically grounded, reproducible, and tied to a real consequence. The likely market is therefore split: broad programs will add stronger intake controls where automated submissions overwhelm triage, while high-value programs will invest in explicit impact categories, reputation systems, live events, and human verification.

Google’s dedicated AI VRP shows that AI security research has become an established part of vulnerability management. Its reward history and specialist events show continuing demand for skilled researchers. The simultaneous rise of invalid submissions shows the limit of scale without judgment. For researchers, the durable advantage is not producing the most convincing text; it is proving that a specific attacker can cause a specific, in-scope security impact.
