Shot clocks and group timing are not necessarily competing approaches. A committee can use a group’s position on the course to decide when to intervene, then time each player’s strokes individually. Some policies can also target an individual without waiting for the whole group to fall behind. The trigger, time allowance and penalty depend on the governing body, competition and policy year.

What is the difference between a shot clock and group timing?

A shot clock is the per-stroke part of a policy: an official measures how long a player takes once the policy’s conditions for timing are met, then checks the elapsed time against the allowance. Group timing tracks a group’s progress against a pace schedule or its interval behind the group ahead.

These operate at different levels. Group position can signal that officials should intervene; individual timing can then show which player is taking too long. A policy may also allow officials to time a particular player even when the group is in position. The R&A’s January 2026 Amateur Championships policy illustrates the combined approach: it defines when a group is out of position and, after a warning and a decision to time, has a referee time each player individually.

The official materials cited here do not establish that one approach produces faster rounds than the other. The choice is a policy and enforcement design, not a proven performance ranking.

How long do I have to hit my shot?

The USGA Rules FAQ recommends making a stroke in no more than 40 seconds, but says a Committee may set pace-of-play guidelines that change that time under Rule 5.6b(1) and Rule 5.6b(3). The Rules’ recommendation is not a universal shot-clock limit for every competition.

The USGA’s Rule 5.6 explanation says the player should make a stroke within 40 seconds once able to play without interference or distraction. It also encourages preparing in advance and says stroke-play players may play out of turn when it is safe and responsible to do so (“ready golf”). Pace enforcement remains primarily the Committee’s responsibility.

How do the cited policies work?

Policy and scope Trigger and timing Allowance Consequences
R&A Amateur Championships, January 2026 A group is out of position when it finishes a hole after the maximum allowable time and has failed to maintain its starting interval with the group ahead. After an official warning, if the group remains out of position and officials decide to time it, a referee individually times each player. The policy also permits individual timing when the group is not out of position if a player is observed taking more than 90 seconds; the player may be notified and given a bad time. 50 seconds for the first player in specified situations; 40 seconds for the next player. Timing begins when the player has had sufficient time to reach the ball, it is their turn and they can play without interference or distraction. Reasonable time to calculate yardage is allowed, but interpreting yardage and other conditions and preparing for the stroke count toward the limit. In stroke play, first bad time: warning; second: one penalty stroke; third: two additional penalty strokes; fourth: disqualification. Match-play consequences are separate: the policy includes loss of hole at the third bad time.
PGA TOUR Americas, 2025 season; Korn Ferry Tour, remainder of 2025 season The PGA TOUR described a warning generally when a group or individual begins to fall behind or is out of position. The Committee may start timing without warning in some circumstances. 40 seconds, with 10 extra seconds in specified first-player situations. Under the revised policy described for these circuit and season scopes, first bad time: one-stroke penalty; second: two strokes; third: disqualification.

The R&A policy applies to its Amateur Championships, not every R&A event or ordinary golf course. The PGA TOUR example is specifically for the named circuits and 2025 periods; it should not be treated as a consolidated policy for every PGA TOUR circuit in 2026.

What counts as being out of position?

A group-timing system needs an operational definition; “playing slowly” by itself is not enough to tell players or officials when intervention begins. In the R&A’s 2026 Amateur Championships policy, the test combines hole-completion time with the group’s starting interval behind the group ahead. The policy also lists on-course indicators, including reaching a clear par 3 after the group ahead has teed off at the next hole.

The policy allows a reasonable period to regain position when a legitimate delay has affected the group. That makes the position test more than a stopwatch on the group’s total round: officials consider the schedule, the group ahead and circumstances on the course.

When does an individual clock start?

Under the R&A’s 2026 Amateur Championships policy, timing starts only after the player has had sufficient time to reach the ball, it is their turn and they can play without interference or distraction. The policy allows reasonable time to calculate yardage; interpreting the yardage and other conditions, and preparing for the stroke, count toward the allowance.

Those details matter when comparing policies. “40 seconds” is not meaningful without knowing when the clock starts, which player receives extra time, what pauses or exceptions apply, and whether an official has to warn the player first.

Why can policies target a player without timing the whole group?

Group position is a practical way to spot delays across a course, but it can miss an individual whose group keeps pace despite that player taking unusually long. PGA TOUR’s January 2020 announcement described an observation list for selected individuals, individual timing even when a group remained in position, and an excessive-shot-time rule. That announcement is historical, not evidence of the policy in force across tours today.

The PGA TOUR’s 2019 report likewise described a then-current focus on groups out of position and a review of whether to address individuals taking excessive time while their group stayed in position. These dated examples show that individual and group triggers have both featured in policy discussions; they do not establish current rules for every circuit.

What else affects pace of play?

Timing and penalties are only part of pace management. USGA Committee guidance says there is no single pace standard suited to every course and field. A competition policy can set maximum times for a round, a hole or a series of holes, or for a stroke; define when groups are out of position; specify timing and warnings; and state penalties.

  • Player behavior: preparation in advance and responsible ready golf can reduce avoidable waiting.
  • Competition setup: group size and starting intervals affect how groups move through the course.
  • Course conditions and design: course setup and the time needed to play different holes shape realistic pace expectations.
  • Enforcement capacity: officials need workable procedures and enough trained coverage to monitor groups and apply a policy consistently.

The R&A’s pace-of-play resources also address management, course factors and player behavior. These are relevant because a clock cannot by itself resolve delays caused by course congestion or an unrealistic schedule.

  • Trigger: Does timing begin when a group falls behind, when an individual is observed, or either way?
  • Position test: Is it based on hole time, the interval behind the group ahead, real-time indicators, or a combination?
  • Clock start and allowance: When is a player considered able to play, are allowances different by shot or order, and what delays are excused?
  • Enforcement: Who times the player, is a warning required, how do bad times accumulate, and can an individual be timed while the group remains in position?
