The German ifo construction balance improved by 1.5 points, rising to -15.5 in October 2026 from -17.0 in September, according to the ifo Institute. The October balance remained below zero, so negative assessments still outweighed positive ones; the increase signals better survey sentiment, not a measured rise in construction output.
What changed in the October construction balance?
The ifo Institute reported an October 2026 construction balance of -15.5, compared with -17.0 for September. The month-to-month change is an improvement of 1.5 balance points, calculated from the published figures. The Institute described construction firms as noticeably more satisfied with their current business and said expectations improved slightly.
The September figure is consistent across the two releases: the September report gave -17.0, and the October report carries September at -17.0. There is therefore no apparent September revision in these releases to account for in the comparison.

What does a balance of -15.5 mean?
The balance summarizes survey responses; it is not an index level that says activity fell by 15.5%, and it does not directly measure construction output. A negative reading means the share of negative responses exceeded the share of positive responses under the relevant balance calculation.

For the current business situation, firms choose “good,” “satisfactory,” or “poor.” The balance is the percentage share answering “good” minus the share answering “poor.” For expectations over the next six months, the balance is the share answering “more favorable” minus the share answering “less favorable.” A move from -17.0 to -15.5 therefore indicates that the balance between favorable and unfavorable responses improved, while remaining on the negative side.
Does the October reading show that construction output rose?
No. The result supports a statement that construction sentiment improved in October, based on firms’ survey assessments. It does not establish that output, orders, employment, or another measure of construction activity increased. Those outcomes require their own data; the balance alone cannot confirm them.

The distinction matters because the point change is a change in the net balance of survey answers, not a percentage growth rate for the sector. The Institute’s qualitative description adds context to the movement—greater satisfaction with current business and a slight improvement in expectations—but does not turn the survey balance into an output statistic.
How does October compare with earlier 2026 readings?
The October release lists the construction balance at -16.9 for August and -19.7 for July. The September release had listed August at -16.9 and July at -19.8. Thus, August is unchanged between these release vintages, while July differs by 0.1 point. Historical monthly values can vary slightly between releases, so a comparison should identify the release vintage being used rather than assume every earlier value is immutable.

Values are construction balances reported by the ifo Institute in its October release, published 26 October 2026, and September release, published 24 September 2026. The table compares the figures as presented in those releases; the 1.5-point October improvement is calculated from the October and September values.
Who is represented in the ifo survey?
The ifo Institute says its broader monthly Business Climate survey is based on approximately 9,000 responses across manufacturing, services, trade, and construction. That total covers all four sectors; it is not a count of construction respondents alone. The construction balance is the construction component, not the headline result for every sector combined.

Read together, the October and September releases show a modest improvement in construction sentiment from September, with the balance still negative. They do not, by themselves, show whether the sector’s actual production rose or fell.
