How do I download the Fragments soundtrack MP3?
Add the soundtrack to the same Steam account you use for your Library, install the soundtrack item, and open its local files. For the older DLC arrangement, files may sit under the game’s install directory, which is why general Steam advice can seem inconsistent. Fragments Soundtrack has its own store and Library entry and is labelled a downloadable soundtrack, so begin with the soundtrack item itself. Do not assume that a 3 GB game installation is where this album’s files must live: the separate soundtrack app follows the soundtrack-app model.

Can I play the Steam soundtrack in another app or on my phone?

Valve’s general Steamworks documentation says soundtrack apps must include standard MP3 files. Developers may also include formats such as FLAC or WAV, and Steam’s client supports MP3, FLAC, M4A, and WAV. Those are platform-wide possibilities, not confirmation that the Fragments high-quality files use any one of those formats. Do not infer a particular codec or studio-quality specification from the phrase “high quality.”

If Steam presents an extra audio download option in the soundtrack’s properties or content settings, enable it and let the download finish. Then use Manage > Browse local files and inspect what is actually there. You can keep both versions: MP3 offers broad compatibility, while a provided higher-quality file may be preferable in a player that supports it.
